REPORT* OF THE MOTIONS COMMITTEE 2017 NFPA TECHNICAL MEETING JUNE 7, 2017 BOSTON, MA I. Introduction This is the Report* of the s Committee listing Certified Amending s that may be presented at the 2017 NFPA Technical Meeting (Tech Session) in Boston, MA on June 7, 2017. The s Committee, consisting of NFPA Standards Council Members Randall Bradley, James Golinveaux, Bonnie Manley, Daniel O Connor, John Rickard (Chair) and Michael Snyder has been appointed by the Chair of the Standards Council to certify proper amending motions and otherwise review and act, in accordance with 2.1 through 2.7 of the NFPA Technical Meeting Convention Rules (Convention Rules), on Notices of Intent to Make a (NITMAMs) that have been submitted on NFPA codes and standards ( Standards ), and processed in the Annual 2017 Revision Cycle. The s Committee met twice to review and act on NITMAMs for Annual 2017 documents. At the first meeting of the s Committee reviewed and acted upon NITMAMS submitted on thirteen documents, resulting in certified motions on ten documents. Due to a clerical error, NFPA 1951 required an extended NITMAM closing date. Those NITMAMs were reviewed and acted upon at a subsequent meeting of the s Committee. The s Committee has also voted to accept the request of two submitters of Certified Amending s to withdraw their CAMs. Based upon the Committee s actions, therefore, NFPA 10 and NFPA 70E have been removed from the 2017 Tech Session Agenda and will be submitted to the Council as consent documents. This is reflected in Section IV of this report. The Certified Amending s for the Annual 2017 Revision Cycle and the Fall 2016 Revision Cycle Standards are summarized in Part II of this Report; Part III summarizes the Annual 2017 proposed s that were not certified or that were withdrawn; Part IV of this Report lists Consent Standards in the Annual 2017 Revision Cycle that have no Certified Amending s. Table A summarizes the Annual 2017 Revision motions that were withdrawn or not certified. In reviewing this Report, the following should be considered: The only Amending s allowed at an NFPA Technical Meeting are Certified Amending s set forth in a report of the s Committee and any Follow-Up s (e.g. motions that may become necessary as a result of a previous successful Amending ). (See Convention Rules at 3.4.4.) Certified Amending s at the NFPA Technical Meeting can only be made by person(s) listed in this Report as authorized to make the motion, or by persons designated in writing to the Standards Council Secretary by the motion submitter as their Designated Representative. See Regulations Governing the Development of NFPA Standards (Regulations) at 4.5.3.5(c). The Certified Amending s set forth in this Report are proper and permissible; they will, however, only be presented for the consideration of the membership at the 2017 NFPA Technical Meeting if a person authorized to make the motion (or the identified Designated Representative) physically appears no later than one hour before the beginning of the session (see Convention Rules at 2.7), and makes the motion in accordance with NFPA rules. * In the event that any corrections to or revisions of this Report become necessary, updates will be posted on the NFPA Website at www.nfpa.org. The information presented above provides a general introduction to some relevant features of the NITMAM process and the presentation of Certified Amending s. For complete information of the process, participants should consult the Regulations and the Convention Rules. Appeals shall be filed no later than twenty days following the NFPA Technical Meeting at which Association action on the issuance of the Standard was recommended. The final date to file such an appeal is June 27, 2017. III. NITMAMs that were not certified or were withdrawn Of the NITMAMs received on Annual 2017 Revision Cycle Standards, three were not certified by the s Committee. Additionally, the s Committee approved the withdrawal of one NITMAM prior to consideration of certification. Table A itemizes the motions that were not certified and the motions withdrawn by the submitter. * In the event that any corrections to or revisions of this Report become necessary, updates will be posted on the NFPA Website at www.nfpa.org. IV. Consent Standards A Standard in the Annual 2017 Revision Cycle which receives no comments, second revisions, or NITMAMs resulting in Certified Amending s is considered a Consent Standard. A Consent Standard is not presented at the NFPA Technical Meeting but is rather forwarded directly to the Standards Council for issuance. See Regulations at 4.4.8.4 and 4.5.2.5. The following six Annual 2017 Revision Cycle standards were forwarded to the Standards Council for balloting with Issuance and Effective dates as follows: NFPA 51 Standard or the Design and Installation of Oxygen-Fuel Gas Systems for Welding, Cutting, and Allied Processes Issuance Date: July 22, 2016 Effective Date: August 11, 2016 NFPA 402 Guide for Aircraft Rescue and Fire-Fighting Operations NFPA 424 Guide for Airport/Community Emergency Planning Issuance Date: November 11, 2016 Effective Date: December 1, 2016 NFPA 1122 Code for Model Rocketry NFPA 1127 Code for High Powered Rocketry Issuance Date: October 10, 2016 Effective Date: October 30, 2016 NFPA 1194 Standard for Recreational Vehicle Parks and Campgrounds Issuance Date: August 22, 2016 Effective Date: September 11, 2016 The following additional thirty standards have been determined by the s Committee to be Consent Standards and shall be forwarded to the Standards Council for balloting. In accordance with 1.6.2(a) of the Regulations, there is a fifteen day appeal period following the publication date of this Report in which one may file an appeal related to the issuance of the Consent Standards listed below. Every new educational (K-12) and college-university building shall conduct a risk analysis and prepare an emergency response plan for the emergency communications and mass notification needs. 7.2 Risk Analysis for Mass Notification Systems. 7.2.1 General. A risk analysis shall be provided in accordance with NFPA 72. 7.2.2 Considerations. The risk analysis required by 7.2.1 shall additionally address all of the following considerations: 1-1 1. Fire and non-fire emergencies 2. The specific nature and anticipated risks of each facility 3. Characteristics of associated buildings, areas, spaces, campuses, equipment, and operations 7.2.3 Emergency Communications System. An emergency communications system in accordance with NFPA 72 shall be provided where the need for such is identified by the risk analysis commensurate with the likelihood, vulnerability, magnitude, and potential consequences of emergencies. 7.2.4 Emergency Response Plan. The completed emergency response plan in accordance with NFPA 72 shall be used for the design of the mass notification and emergency communication systems. A.4.1.4.1.2(1) It has been shown that combustible materials exhibit different levels of combustibility, ignitability, and fire performance. Therefore, the full-scale fire tests should be conducted in the presence of combustible materials that adequately represent the potential fire hazard to be expected at the location where the engine is to be placed (see NFPA 555). For liquid-fueled engines that include a fuel tank within the enclosure, the maximum quantity of fuel should be considered as part of the fire test. A.4.1.4.1.2(2) The calculation procedure procedures in Chapter 10 of NFPA 555 is contain a procedure similar to the Radiant Ignition of a Near Fuel algorithm in NIST s Fire Protection Engineering Tools for Hazard Estimation (FPETool) for calculating ignition from a nearby fire. It is a sound, engineering-based method of predicting the risk of ignition from a fire. The values in 4.1.4 and the reference to the NFPA 555 calculation method are the result of the calculations presented to the technical committee in 1996. The calculations treated an engine fire as a vertical cylinder. The values in 4.1.4 changed somewhat in the 1998 edition of NFPA 37 based on those calculations. They are reasonably consistent with the requirements of the Building Officials and Code Administrators (BOCA) National Building Code, which was in effect at the time. The committee wanted to include a performance alternative in NFPA 37. The reference in this annex section to the NFPA 555 method provides guidance on how to evaluate proposed alternatives. A.16.9.1 The selection of portable fire extinguishers for health care facilities is a vital step in preparing the facility to effectively deal with a fire in its incipient stage. There are special extinguisher requirements such as nonferrous fire extinguisher components of fire extinguishers in an MRI room or area, and Class K extinguishers in kitchens. There is a need to consider extinguishing agents for various areas of a facility that are nontoxic, noncorrosive, and/or nonconductive. Chapters 5 and 6 and their Annex A notes of NFPA 10, Standard for Portable Fire Extinguishers, need very careful review. Annex C, Fire Extinguisher Selection and Annex D, Operation and Use of NFPA 10 provide additional valuable guidance. A.16.9.1 The selection of portable fire extinguishers for health care facilities is a vital step in preparing the facility to effectively deal with a fire in its incipient stage. There are special extinguisher requirements such as nonferrous fire extinguisher components of fire extinguishers in an MRI room or area, and Class K extinguishers in kitchens. There is a need to consider extinguishing agents for various areas of a facility that are nontoxic, noncorrosive, and/or nonconductive. Chapters 5 and 6 and their Annex A notes of NFPA 10, Standard for Portable Fire Extinguishers, need very careful review. Annex C, Fire Extinguisher Selection and Annex D, Operation and Use of NFPA 10 provide additional valuable guidance. A.16.9.1.1 An associated space for an MRI room is considered to be MRI Zones II, III, and IV as defined by the American College of Radiology.
