ADOPTED FIRE CODES The Arvada Fire Protection District (AFPD) has service areas in the City of Arvada (COA), City of Wheat Ridge (COWR) and unincorporated Jefferson County (Jeffco). Each of the individual service areas adopt their own fire codes, which is unique for each of these service areas by nature of political boundaries that define them. The COA has adopted the 2015 International Fire Code (amended) under Article II of Chapter 42 in the Arvada City Code. Additionally, the most current publication of the NFPA standards other codes & standards referenced in Chapter 80 are adopted as part of the fire code with an effective date of January 1 st following the publication and release of the standard. The adoption of the 2015 IFC includes Appendices B, D, E, F, G and H. SITE AND DEVELOPMENT SUBMITTAL REQUIREMENTS Plan submission is through the Community Development Division of the City of Arvada. AFPD approval is granted through the Planning, Zoning and Development referral and review processes. The City of Arvada s review process can be found at: http://arvada.org/business/permits-and-applications/develop. An AFPD permit is not issued for this review, but will review plans and provide comments. The following outlines the general submittal requirements for Planning, Zoning and Development reviews: o o Completed application through the City of Arvada Planning & Development Division Drawings/plans as required by the City of Arvada Planning & Development Division and to include the following: A turning analysis shall be provided to new and/or modified developments using the specifications of the AFPD Tower 56. Fire Lane signage plan shall be provided (can be included as part of a horizontal control plan). Fire hydrant locations shall be identified on the Utility plan. Square footage and anticipated construction type of the proposed structures. Landscaping plans. Plat indicating the location and extent of the Emergency Vehicle Access. Geotechnical report indicating the type of paving being used and it s maximum loading. PLAN REVIEW FEES The AFPD does not charge for the review of development referral reviews. SITE AND DEVELOPMENT PLAN REVIEW TURNAROUND TIMES Site and development plan reviews will follow the review timetable as outlined in the City of Arvada Development Review Process. This can be found at http://arvada.org/business/permits-and-applications/develop. DEVELOPMENT REVIEW CONSULTATION MEETINGS AFPD personnel will meet with applicants, design consultants, engineers, etc. before or during the review process. Initial comments will be provided during the Pre-Application step; if additional information is desired, schedule a meeting with Deputy Fire Marshal Parker. You can call or email a consultation request, which will be scheduled based on availability; many times the requests can be filled within 3 business days. FIRE SPRINKLER & STANDPIPE SYSTEM REQUIREMENTS Often at this phase of the process, it cannot definitively be determined whether a fire sprinkler and/or standpipe system will be required. If adequate information is provided in the submittal documents, guidance on the requirement of a fire sprinkler system will be provided, based upon fire areas, construction type, occupant load, emergency vehicle access, occupancy type. Fire sprinkler & standpipe systems shall be designed and installed in accordance with the adopted fire code and all applicable NFPA standards. FDC Requirements With respect to hydrants, driveways, buildings and landscaping, fire department connections shall be so located that fire apparatus and hose connected to supply the system will not obstruct access to the buildings for other fire apparatus. The fire department connection for automatic sprinkler systems and standpipe systems shall be located within 150 feet (45,720 mm) of a fire hydrant. Hose connections shall be located a minimum height of three (3) feet (914.4mm) and a maximum height of four (4) feet (1219.2mm) above finished grade. Access to Riser Room When automatic sprinkler systems are provided within a building and the system serves more than one (1) tenant space, the main control valves shall be placed within an approved room that has access provided from the building exterior. The door to said room shall not be less than three (3) feet (914.4mm) in width, by six (6) feet (1828.8mm) eight (8) inches (203.2mm) in height. The door shall be appropriately labeled with a permanent sign with letters having a principal stroke of not less than one (1) inch (25.4mm) in height on a contrasting background. 4

FIRE ALARM SYSTEM REQUIREMENTS Similar to fire sprinkler & standpipe systems, it is difficult to comment definitively as to the requirement for a fire alarm system. If a fire alarm system is required, it shall be designed and installed in accordance with the adopted fire code and all applicable NFPA standards. BUILDING ADDRESS NUMBERS New and existing buildings shall be provided with approved address identification. The address identification shall be legible and placed in a position that is visible from the street or road fronting the property. Address identification characters shall contrast with the background. Address numbers shall be Arabic numbers or alphabetical letters. Numbers shall not be spelled out. Each character shall be not less than 4 inches high with a minimum stroke width of ½ inch. Where required by AFPD, address identification shall be provided in additional approved locations to facilitate emergency response. Where access is by means of a private road and the building cannot be viewed from the public way, a monument, pole or other sign or means shall be used to identify the structure. For building that have multiple tenants, each tenant space shall be separately identified with their suite number or letter in accordance with the size requirements listed above. HIGH PILED COMBUSTIBLE STORAGE When storage areas are constructed and do not meet the requirements for high piled storage or sprinkler system design densities, a minimum of a four (4) inch (101.6mm) stripe on a contrasting background shall be placed at twelve (12) feet above the finished floor to designate the maximum permitted storage height, and clearly justified with the designation No Storage Above This Line. If the storage cannot be reduced to below 12 feet (or 6 feet for high-hazard commodities), the requirements of Chapter 32 of the IFC shall be met. KNOX KEY BOXES In buildings that are equipped with a fire alarm and/or a fire sprinkler system, a Knox Box is required to be installed on the exterior of the structure at a location identified by AFPD. The Knox Box shall be located at approximately 5 feet 6 inches off the finished floor and at least one set of full keys to all lockable doors within the structure. The keys shall be identified in such a way that they are easily identifiable as to what they open. In some circumstances two Knox Boxes may be required based on AFPD access and size of the structure. EMERGENCY RESPONDER RADIO COVERAGE All new buildings shall have approved radio coverage for emergency responders within the building based upon the provisions set forth in Chapter 18 of the City of Arvada City Code Article XIII-Public Safety Radio Amplification Code. https://www.municode.com/library/co/arvada/codes/code_of_ordinances?nodeid=ptiicoor_ch18bubure_artxiiipus ARAAMCO EMERGENCY VEHICLE ACCESS (EVA) The EVA shall provide a minimum inside turning radius and an outside turning radius sufficient to allow navigation of AFPD apparatus and allow effective fire suppression operations. A turning analysis of the entire site shall be provided and indicate that access throughout the entire site will accommodate AFPD Tower 56. Site EVA shall be provided to within 150 feet of all portions of a non-sprinklered structure. A turning analysis shall be provided on all projects that require an EVA. The following provides information on the loading, grade, road width, and Tower 56 specifications that are required to be met. Access and Loading Facilities, buildings or portions of buildings hereafter constructed shall be accessible to fire department apparatus by way of an approved fire apparatus access road with an asphalt, concrete, or other approved driving surface capable of supporting the imposed load of fire apparatus weighing at least 85,000 pounds. A turning analysis shall be provided to indicate that the Emergency Vehicle Access is adequate for AFPD apparatus. AFPD truck specifications provided on a subsequent page. 5

Emergency Vehicle Access Grade The grade, or approach and departure of AFPD apparatus for an emergency vehicle access shall not exceed 7% Dead-End Fire Apparatus Access Road Turnaround Dead-end fire apparatus access roads in excess of 150 feet shall be provided with width and turnaround provisions in accordance with the table below: The dimension of 96 feet indicated in the cul-de-sac above, has been amended to be a diameter of 90 feet. Two Points of Access The following conditions require the installation of two separate and approved fire apparatus access roads. The two fire apparatus access roads shall be placed a distance apart equal to not less than one-half of the length of the maximum overall diagonal dimension of the property or area to be served, measured in a straight line between accesses: Commercial and industrial developments that have buildings or facilities exceeding 30 feet in height or three stories. Commercial and industrial developments that have buildings or facilities exceeding a gross building area of more than 62,000 square feet. If the buildings or facilities are equipped with a fire sprinkler system and the gross building area exceeds 124,000 square feet. Multiple-family residential developments having more than 100 dwelling units. If the multiple-family residential development is equipped with a fire sprinkler system, 200 dwelling units will be allowed with only one point of access. Multiple-family residential developments having more than 200 dwelling units regardless of whether they are sprinklered or not. One- or two-family dwelling residential developments exceeding 30 dwelling units. Dimensions-Public Streets Public streets that are used for fire apparatus access shall have an unobstructed width that meets the dimensions and parking restrictions as set forth by the Street Standards adopted by the City of Arvada; and an unobstructed vertical clearance of not less than thirteen (13) feet six (6) inches. The minimum allowed dimension of an Emergency Vehicle Access Road is 24 feet in width. 6

Multi-family apartment, stacked unit condominiums, or industrial land use Per the City of Arvada Street Standards, the minimum curb-to-curb dimension shall be 34 feet in width. This width will allow for parking on both sides of the street. Single family detached, duplex and townhome land use Per the City of Arvada Street Standards, the minimum curb-to-curb dimension shall be 30 feet in width. This width will allow for parking on both sides of the street. Dimensions-Private Streets, Roads and Drives Private streets, roads or drives designated as fire apparatus access shall have an unobstructed width of not less than twentyfour (24) feet and an unobstructed vertical clearance of not less than thirteen (13) feet six (6) inches. 1. Roads 24 to 30 feet in width: Fire lane signs as specified in Section D103.6 shall be posted on both sides. Installation method of fire lane signs shall be in accordance with the City of Arvada Engineering Standards. 2. Roads 30-34 feet in width: Fire lane signs as specified in Section D103.6 shall be posted on one side. Installation method of fire lane signs shall be in accordance with the City of Arvada Engineering Standards. Aerial Fire Apparatus Access When a building exceeds 30 feet, at the eve of the structure or top of parapet, from the lowest level of fire department vehicle access the fire apparatus access roads shall have a minimum unobstructed width of 26 feet, exclusive of shoulders, in the immediate vicinity of any building or portion of building. This road shall be provided on a minimum of one side fronting the building. Fire Apparatus Access-Turning Radius and AFPD Tower 56 Specifications Fire apparatus access roads shall provide a minimum inside turning radius of 26-0 feet and an outside turning radius of at least 47-0 feet. A turning analysis of the site shall be provided and indicate that access throughout the site will accommodate the largest piece of fire apparatus as specified. 7

FINAL PLAT The private roads through the site shall be dedicated on the final plat as Emergency Vehicle Access Lanes or other similar language as required by the City of Arvada. FIRE LANE SINGAGE Where required, fire apparatus access roads shall be marked with permanent NO PARKING-FIRE LANE signs that comply with the City of Arvada Engineering Standards. Signs shall be posted on one or both sides of private streets, roads, or drives designated as fire apparatus access as required by Sections D103.6.1 or D103.6.2 of the 2015 IFC. A fire lane signage plan shall be included in all submittals. WATER SUPPLY REQUIREMENTS Fire-Flow Requirements for Buildings The minimum fire-flow as determined by Arvada Fire shall be provided by the fixed-water distribution system. Fire-flow is calculated using the total floor area of all floors within the exterior walls of the largest building and the construction type. Reduction in required fire-flow is allowed with installation of an approved fire sprinkler system and as approved by Arvada Fire. One- and Two-Family Dwellings, Group R-3 and R-4 Buildings and Townhouses: The minimum fire-flow and flow duration requirements for one- and two-family dwellings, Group R-3 and R-4 buildings and townhouses shall be as specified in Tables B105.1(1) and B105.1(2) in the 2015 IFC. Buildings Other than One- and Two-Family Dwellings, Group R-3 and R-4 Buildings and Townhouses: The minimum fire-flow and flow duration requirements for other than one- and two-family dwellings, Group R-3 and R-4 buildings and townhouses shall be as specified in Tables B105.2 and B105.1(2) amended in the 2015 IFC. The reduced fire-flow shall not be less than 1,500 gallons per minute Fire Protection Water Supplies Fire Hydrant Systems Where a portion of the facility or building hereafter constructed or moved into or within the jurisdiction fire hydrants shall be provided so that all portions of buildings are within 400-feet of a fire hydrant. The proximity may be increased to 600- feet with installation of an approved fire sprinkler system. The proximity shall be measured along the fire apparatus access route to the building and via an approved route around the exterior of the building(s) at grade level, on-site fire hydrants and mains shall be provided where required by the fire code official. Exception 1: For Group R-3 and Group U occupancies, the distance requirement shall be 600 feet. Exception 2: For buildings equipped throughout with an approved automatic sprinkler system installed in accordance with Section 903.3.1.1 or 903.3.1.2 of the 2015 IFC, the distance requirement shall be 600 feet. 11

Private Fire Service Mains and Water Tanks: Private fire service mains and water tanks shall be periodically inspected, tested and maintained in accordance with NFPA 25 at the following intervals: 1. Private fire hydrants of all types: Inspection annually and after each operation; flow test and maintenance annually. 2. Fire service main piping: Inspection of exposed, annually; flow test every 5 years. 3. Fire service main piping strainers: Inspection and maintenance after each use. Records of inspections, testing and maintenance shall be maintained. OBSTRUCTIONS AND LANDSCAPING CLEARANCE A 3-0-foot clear space shall be maintained around all fire hydrants. The space shall be measured from the top center of the hydrant and there shall be no obstructions directly in front of fire hydrants. All of the trees within this development, shall provide an unobstructed vertical clearance of 13 feet 6 inches for emergency vehicle access. BUILDING CONSTRUCTION PLANS Complete specifications and building construction plans shall be submitted directly to the Fire District (AFPD) for review and approval at the same time plans are submitted to the Arvada Building Inspection Division and prior to construction occurring. The developer is encouraged to contact the AFPD Community Risk Reduction Division to verify plan submittal requirements and Fire District permit fees prior to plans submittal. AFPD will not approve or release a building construction permit prior to the approval of the Final Development Plan, Final Plat, Emergency Vehicle Access is installed, Fire Hydrants providing required fire flow installed, building/site signage, and fire lane signage installed. Construction plans can be submitted during the Final Development Plan review process, but the review time will be extended and only preliminary comments provided to the applicant. Once the Final Development Plan, Final Plat, Emergency Vehicle Access installed, Fire Hydrants providing required fire flow installed, building/site signage and fire lane signage installed have been approved, AFPD will approve the plans and release the permit once all comments have been appropriately addressed. COMMENCEMENT OF VERTICAL CONSTRUCTION Fire Flow and Fire Hydrant Requirements The AFPD requires that fire hydrants be installed and/or made operational to provide the minimum required fire-flow prior to vertical construction beginning. Emergency Vehicle Access Emergency Vehicle Access shall be provided during construction. Unless otherwise approved, emergency vehicle access consisting of the first-lift of asphalt or concrete shall be provided prior to commencing construction above grade; the Emergency Vehicle Access shall also have appropriate fire lane signage provided. Building permits can be submitted for review, but approval and the issuance of a building permit will not be granted until the required fire hydrants and Emergency Vehicle Access is provided and verified by AFPD. Fire Lane Signage The Emergency Vehicle access fire lane signage shall be installed (temporary or permanent) to ensure the access is clear and unobstructed. Building Signage During construction there shall be building or site signage provided, a minimum of 4 inches high with a 0.5-inch stroke and visible from the street or road fronting that building or site. It is important that this information is relayed to the general contractor that will be managing the project. If the site access and water requirements are not met, there may be a delay in the issuance of a building permit until those requirements are met. Upon request, AFPD may approve a foundation only permit in conjunction with the City of Arvada Building Inspection Division. 12
