Box 219 Lewisporte, NL A0G 3A0 Phone (709) 535-2737 Fax (709) 535-2695 Website: www.lewisportecanada.com GARBAGE AND REFUSE POLICY 1.0 PURPOSE To set guideline and direction for garbage and/or refuse collection for the Town of Lewisporte. 2.0 AUTHORITY Pursuant to the power delegated by the Minister of Municipal Affaires under Section 414(2)(pp) of the Municipalities Act, 1999, the Town of Lewisporte hereby enacts the following Garbage and Refuse Policy, which was adopted at a Public Council Meeting held on the 7th day of February, 2017. 3.0 DEFINITIONS In this Policy: a) "Act" means The Municipalities Act, 1999. b) "Council" mean the Town Council of Lewisporte. c) "Town" means the Town of Lewisporte. d) "Street" means a street, road, highway or other way designed for the passage of vehicles and pedestrians and which is accessible by fire department and other emergency vehicles. (e) "Household" means a single family residence with or without an apartment.

4.0 PROCEEDURE Residents are advised that garbage containers shall be placed for collection in front of their premises at the street line or in garbage boxes appropriately located, on the day designated for collection by 8:00 am. No householder should put out for collection more than five (5) bags per household on any one garbage day, unless special tags are attached. These tags are available at the Town Hall for $2 per bag. Residents are responsible for the protection of all garbage from the time it is placed at the curb until it is picked up by the Town staff. All garbage placed at the curb for pickup will have to be placed in suitable garbage containers or covered with appropriate materials such as netting/blanket/tarpaulin/etc. These covers must be weighted so they remain in place. Containers and/or covers must be removed from the curb no later than 8:00 pm of the day of collection. Covering of garbage will be mandatory, year round, and residents that do not cover their garbage will be charged and if found guilty, will be fined. Residents will be responsible for any and all cleanup. Commercial establishments will be responsible for their own waste management requirements. A household that has an approved home based business or home occupation shall be treated the same as a regular household and the garbage which may contain items related to the business/occupation shall be collected, provided all other conditions are adhered to with respect to these regulations. Garbage and refuse, non-recyclable, must be placed in clear garbage bags which have been specifically made for the purpose of collecting household garbage. Recyclable materials, as defined by Central Newfoundland Waste Management (CNWM), shall be placed in clear BLUE bags made for this purpose. All sizes of garbage bags will be accepted, except the large "contractor's" bag. Small plastic shopping bags or cardboard cartons are not considered suitable containers, and will not be collected. The combined weight of each garbage bag/ container and its contents shall not exceed 18 kilograms (40 lbs).

5.0 COLLECTION SCHEDULE (regular weekly schedule) The Town of Lewisporte will collect household garbage once per week from the Town's residents, based on the attached Appendix # 1 6.0 SPECIAL CONSIDERATIONS Wet Containers - if for any reason the contents of any container has not been adequately drained of all liquid or becomes wet and of a fluid consistency, the Town will not collect it. Cardboard Containers - it is unacceptable to place garbage or refuse for collection in paper containers, cardboard cartons, or in any manner not provided for by these regulations. Soot and Ashes - not to be put into regular garbage. A compost area is available at the Town Public Works depot on Range Road. Please place in steel bin provided. Syringes or other Sharp Objects - these items must be placed in puncture proof containers and securely sealed. Failure to do so will result in garbage not being collected from the location until the Town has confirmed that this procedure is being followed. Highly Combustible Materials - the Town shall not collect highly combustible material such as; floor sandings, paints, fine sawdust, oil or gasoline soaked rags, gas containers, ammunition or other explosive matter, chemicals, acids or their residues/derivatives/by-products. The Town shall have the right to refuse other material not listed but which may be deemed dangerous. Hazardous Waste Materials - residents and homeowners are advised that harmful liquids and chemical wastes must not be included within regular household garbage for disposal. If you have products within your home/garage/etc that are harmful, such as; ammonia, acids, pharmaceutical products, paints, oils, pesticides or other hazardous wastes that are to be disposed of, please contact the Town office (535-2737) for further information. Residents can also drop off hazardous material at designated sites within Town on days designated for this purpose. Residents are also advised that harmful chemicals such as bleach, ammonia cleaners or other similar products are not to be sprayed or poured as an animal repellant on garbage placed for collection. These products can cause serious injury, especially when they come in contact with the face or eyes. Garbage that is sprayed or coated as listed above will not be collected by the Town.

7.0 RESPECT FOR RESIDENTS AND WORKERS Town sanitation workers have a responsibility to be respectful of the residents, and in turn, have a right to be treated with respect by the residents. In the case of any incidents of disrespect by the Town workers, residents are asked to notify the Town in writing, giving as much information as available concerning the incident. A town worker who has a confrontation with a resident, for any reason, should notify his Supervisor and complete an incident report. 8.0 GARBAGE BOXES The Town of Lewisporte permits the use of garbage boxes, however, the following regulations must be followed: Garbage boxes must be neat in appearance, well constructed and rodent resistant. All garbage boxes shall be specifically built for the sole purpose of storing household garbage. Boxes with protruding nails or screws, broken or damaged parts, shall be repaired immediately. Boxes shall be kept clean and any spilled garbage should be removed immediately in order to avoid rodent, fly, odour or other problems. Discarded barrels, old fridges, deep freezers, etc., are not acceptable as garbage boxes. The Town has the right to refuse to collect garbage from residents who use inappropriate containers as garbage boxes, do not keep the box in a neat and tidy condition or have the boxes in a state of disrepair. Garbage boxes that are used to store garbage in, and from which the resident wishes the collector to remove the garbage on collection day, must be located between 3.05 meters (10') and 4.60 meters (15') from the edge of the driving surface. Exceptions from these measurements may be permitted in special circumstances that are acceptable to and approved by the Town. If your garbage box does not meet these measurements, and it is not practical to adjust its location, please contact the Town Hall.

Garbage boxes shall be placed to conform with the Town's Snow Clearing Regulations and should be placed to prevent interference with snow clearing operations. Residents are advised to "flag" your garbage box to avoid damage during winter operations. The Town is not responsible for damage to garbage boxes damaged by normal snow plowing operations. Garbage boxes should be in plain view of the street and totally visible to the collector. If your garbage box is located beyond 4.60 meters (15') of the edge of the driving surface, the garbage bags must be removed from the box and placed at the roadside, not before 6:30 am and not later than 7:30 pm on collection days. Failure to comply with this Policy may result in your garbage not being picked up on collection day. 9.0 ACCESS Residents who use garbage boxes are reminded that access must remain free of obstruction at all times. There shall be no impediments such as rocks, fences, ditches, snow/ice, etc., that impedes access to the boxes. All covers are to be kept clear of obstruction and free of snow on collection days. Residents who have garbage boxes that are frequented or infested with rodents/wasps/bees shall, when the Town becomes aware of the problem, be advised of the issue and shall be addressed by the resident prior to the next garbage collection day. Once the problem has been corrected, the resident shall advise the Town to ensure garbage is collected on the next collection day. If a garbage box is obstructed or has a rodent infestation, wasp/bee nest, etc., and the resident has not corrected the concern, garbage bags can be removed from the box and placed at the roadside, but not before 6:30 am and not later than 7:30 am on collection day. In this situation, the bags must be covered to protect it from animals, birds, etc.

10.0 DETAILS ON SPECIAL ITEMS Leaves, grass clippings, yard waste, etc., shall be bagged in such a manner that they comply with these regulations, ie: type of bags, size, weight, etc. These items will be picked up on the 2nd and 4th Monday of each month between the first of June and the end of September. Residents are also reminded that they can deliver these materials to the Town's compost pile, located on Range Road, just past the Town Public Works garage/yard. Items deposited here must be removed from the plastic bags/containers, ready for mixing into the compost pile. The following items will not be collected and must be delivered to the Norris Arm Waste Management site, or approved recycling depot, at your own expense. - Any metal objects, not considered household garbage. - Car wrecks, parts, frames, engines, etc. - Debris from building renovations or demolitions - Asphalt shingles - Tree limbs - Rocks, bricks, concrete, soil, etc. - Discarded vehicle oil, partially filled paint cans - Hazardous materials - Furniture items and household appliances - Items weighing more than 18 kilograms (40 lbs) - Animal feces or used kitty litter, unless in proper containers. - Animal carcasses or parts - Used propane containers - Broken glass, unless secured in a suitable container - Any other item that could be considered a hazard to workers or the Environment or that which could be considered non-household waste. 11.0 CLEAN-UP WEEK The Town will have a Clean-up Week (ONCE PER YEAR), around the end of May in each year. During this period non-household garbage/refuse items will be collected by Town forces, subject to the items being placed within 3.05 meters (10') of the driving surface. Details of the acceptable/unacceptable items are listed below.

The annual date of the Clean-up Week will be posted on the Town's website and Facebook page. You may also call the Town Hall for this information. The guidelines for Clean-up Week are as follows: During this Annual Clean-up Week: Each street will be completed once. Clean up refuse will be picked up the same day as your scheduled household garbage collection, where possible. Please separate refuse into four categories at curbside: - regular household/kitchen garbage, - garden waste (leaves/grass), - metals, including large appliances made mostly of metal, and - all other refuse, including furniture/plastics/construction debris. Please do not put out refuse before or after the designated dates for the clean-up. To have car wrecks removed, please call Manuel's Metals at 535-o104. All loose material (pieces of lumber, glass, gyproc, etc) must be in appropriate containers. Rocks, gravel or concrete will not be removed. Hazardous waste such as paint, pesticides, oil, etc will not be collected. Please call Pritchett's at 535-2541 for further information. Tires will not be collected but should be recycled by returning to your usual tire retailer. Electronic equipment and propane cylinders will be collected at Notre Dame Refrigeration, (535-6556) or other approved site. Discarded cellular phones can be dropped off at the Source, (535-2224), or other approved site. There will be no Clean-up Day in the Fall of each year! 12.0 DAMAGE TO PRIVATE PROPERTY Any damage that results to private property by Town forces in carrying out any activities under the Garbage Refuse Policy shall be reported to the Town in writing. Following an investigation by the Town, the resident will be advised of the findings of said investigation. Should the Town be determined as liable for the damage, it will carry out the repairs or pay the cost of the repairs.

Monday's are utilized to accommodate Holidays and other service interruptions. Tuesday - Main Street from Station Road to Old Briton Crescent, and all intersecting side streets, including Station Road. Wednesday - Ridgewood Drive White Pine Drive Oak Street Cedar Drive Juniper Drive Birch Street Pine Avenue Smallwood Drive Evergreen Place Spruce Avenue Aspen Place Reid Street Road to the Isles and intersecting/adjacent streets.
