PREVENTING AND ANTICIPATING ANY CONFLICT IN THE USE AND MANAGEMENT OF WATER River contracts respond to the need for introducing new forms of governance that are addressed by European directives and guidelines for the public administration to implement integrated management of water, land and landscape in a shared and subsidiary manner. River contracts may be also usefull as a tool for implementing climate adaptation action plans at regional and local level with a significant participation of private and civil sectors They allow the set up of public private partnership (PPP) public non state governments, private sector and civil society cooperate for implementing local and specific measures enhancing territorial resilience by introducing a new deal to public adaptation policy (Cop 22, Side Event on RC, Marrakech, November 9th 2016) 2

River contracts in Lombardy: THE 4 RIVER CONTRACTS TODAY SUBSCRIBED INVOLVING 213 MUNICIPALITIES Up to now the experience of River Contracts has allowed to local communities to share a patrimony of information and to integrate them with the scientific expertise. As an example in CR of the Seveso, a flood map has been created where modification of urban permeability has been simulated with the aim of an improving of the resilience of the territory together with the citizens AND MANY HUNDREDS OF LOCAL ACTORS..any action program include measures of information, training and awareness raising addressed to practitioners, schools and local communities Since 2003 in a West African country, Burkina Faso, on the river Sourou a River Contract has been activated, under the scientific and technical supervision of a team of expert from Wallonia (Belgium). An agreement have been signed through the RC, between village administrators and about 1,000 local farmers for the sustainable management of the river. 3

The approach of the Italian s River contracts through the EIP Water A. G. Smart Rivers Governance in 2016 has been applied in Moldova Moldova CEE Project SMARIGO: R.C. for Botna and Prut river basins CLOSING REMARKS In water management river contracts are acquiring a more relevant role that can grow even more in the coming years Concertation and consensus are key factors in river contracts as well as in climate adaptation strategies By acceding to the R.C. local communities decide their own future on management of water resources consideringlong term effects of climate change. If we want to achieve positive results toward a moresustainable future, we have to choose a bottom up course of action, founded on aconstructive and ascending public participation 4
