3. Approval of June 4-5, 2015 meeting minutes. The committee approved the previous meeting minutes as submitted. 4. Chair s report J. Collins. The Chair provided an overview of meeting; the TC will break into task groups to review assigned PIs and develop recommendations for review by the whole TC. 5. NFPA 1 First Draft Meeting procedures G. Harrington. Staff provided an overview of the first draft meeting procedures. See the agenda for the PowerPoint handout. 6. Standards Council response to committee inquiry re. consumer fireworks. Staff presented the Standards Council s response to the committee re. the inclusion of consumer fireworks provisions (agenda attachment) and answered questions. 7. Energy storage systems. Kelly Nicolello provided an overview of the agenda attachment material and answered questions. The Chair referred the subject to the Hazardous Materials Task Group for recommendations. See the first draft report. 8. Carbon-dioxide systems. Ron Farr provided an overview of the agenda attachment material and answered questions. The Chair referred the subject to the Hazardous Materials Task Group for recommendations. See the first draft report. 9. Fire fighter breathing air systems. Staff provided an overview of Appendix F of the Uniform Plumbing Code, Firefighter Breathing Air Replenishment Systems, for consideration of inclusion of similar provisions in NFPA 1. The Chair referred the subject to the General Task Group for recommendations. See the first draft report for the associated committee input. 10. Comprehensive photovoltaic system standard. Staff provided an overview of the correspondence in the related agenda attachment. It was noted that NFPA currently has activity underway relating to PV systems in the electrical division. Staff will coordinate accordingly and potentially bring the issue forward to NFPA s newly formed emerging issues team if deemed appropriate. 11. Miscellaneous NFPA 1 issues. See the first draft report for associated FRs and CIs, where applicable. i) Sprinkler system impairment conflict (13.1.9 and 13.3.3.6.5.2): Referred to Task Group 1 (General). ii) iii) iv) Class I standpipe-building height determination (13.2.2.2): Referred to TG-1. Withdrawal of NFPA 51A, Standard for Acetylene Cylinder Charging Plants, incorporated into NFPA 55 (ref d in 41.1.4): Referred to Task Group 2 (Hazardous Materials). Application of Ch. 60 and Ch. 61 to aerosol storage: Referred to TG-2. Page 3 of 5
12. NFPA 1 extract updates though Annual-2015 revision cycle (NFPA 13, 20, 31, 34, 45, 55, 72, 80, 303, 307, 312, 400, 415, 805, 914 - extract package distributed separately). Staff provided an overview of the extract update package. Individual revisions will not be balloted as separate first revisions. Rather, each extract document will have a separate global first revision. The detailed revisions will be provided in the first draft for review. 13. NFPA 1 public input with Pre-First Draft Meeting actions, DRAFT first revisions and committee input. The committee reviewed the Pre-FD meeting recommendations. See the first draft report for actions. 14. NFPA 1 task group assignments and breakout sessions. The Chair recessed the meeting for task group breakout sessions at 12:00 Noon, October 8, 2015. See attachment for task group rosters. 15. NFPA 1 task group reports. Acting Chair Ken Bush reconvened the meeting at 8:00 AM on Friday, October 9, 2015. Task Group 1 (General) Chair Shane Clary and Task Group 2 (Hazardous Materials) Chair Cathy Stashak presented their respective groups recommendations. See the first draft report for the TC actions. 16. Other business. A task group was appointed to study the inclusion of requirements for marijuana growing/processing facilities in NFPA 1, as brought to the TC by Tony Apfelbeck. Task group members: Scott Laramee (TG chair); Cathy Stashak; Reinhard Hanselka. Additional interested parties might be appointed as the TG progresses. The TG will provide a report to the full TC at the next meeting. See the first draft report for related committee input, new Chapter 46. 17. Next meeting. The next meeting will be scheduled for around October 2016 at a location to be determined. Details will be provided when available. 18. Adjournment.
