GAS SAFETY REGULATION AMENDMENTS AND NEW GAS SAFETY CODES ADOPTED Date of Issue: August 25 2016 No: IB-GA-2016-01 Topic: Announcement of Gas Safety Regulation amendments and new gas safety codes adopted Ministerial Order M 297 deposited as B.C. Reg. 209/2016 (attached to this information bulletin) will come into force effective November 1, 2016. The sections and Schedule to the Gas Safety Regulation that will be amended effective November 1, 2016 are set out in the tables below. The amendments include repeals, substitutions, additions, strikeouts, renumbering and the adoption of new editions of codes. Work performed under permits taken out from November 1, 2016 onward will require compliance with the new editions of codes adopted under M 297 Appendix 1. Effective the date of this information bulletin, work performed under permits taken out prior to November 1, 2016 may be assessed to either the previous or new edition of the applicable code(s). The Ministerial Order also adopts, in Appendix 2 of the order, two codes (i.e., CSA B149.2 Propane Storage and Handling Code and CSA Z662 Oil and Gas Pipeline Systems) that will come into force effective November 1, 2017. Details concerning the adoption and implementation of Appendix 2 codes will be forthcoming in future BC Safety Authority documents. Sections to the Gas Safety Regulation to be amended as follows: Gas Safety Regulation Publisher / Source Section Number 1 (f) Gas Safety Regulation, Text prior to November 1, 2016 (f) is used for the production, handling and utilization of digester gas in a wastewater treatment plant or landfill gas at a landfill site Amended Text Effective November 1, 2016 (f) is used for the production, handling and utilization of (i) digester gas in a wastewater treatment plant, (ii) landfill gas at a landfill site, or (iii) biogas. The Schedule to the Gas Safety Regulation to be amended as follows: Schedule Section Number 1 Gas Safety Regulation, 2 Gas Safety Regulation, 2.1 Gas Safety Regulation, 2.1 Gas Safety Regulation, 2.1 Gas Safety Regulation, Text prior to November 1, 2016 Paragraph (b) of Clause 4.14.6 of CSA-B149.1-10 Natural gas and propane installation code, is repealed and the following substituted is added after Clause 4.14.7 of CSA-B149.1-05 is added after Clause 4.24.2 of CSA-B149.1-10 4.25 Hydronic Heating Appliances and Equipment 4.25.1 All hydronic heating appliances and equipment must be installed and used in accordance with the manufacturer's instructions, this Code, and clauses 4.5.3.2, 4.5.4, 5.1, 5.3.1, 5.3.2 and 12.4 of the CSA-B214-07 Installation code for hydronic heating systems Amended Text Effective November 1, 2016 Paragraph (b) of Clause 4.14.6 of Natural gas and propane installation code, is repealed and the following substituted is added after Clause 4.14.7 of CSA- B149.1-15 is added after clause 4.25.10 of CSA- B149.1-15 4.26 Hydronic Heating Appliances and Equipment 4.26.1 All hydronic heating appliances and equipment must be installed and used in accordance with the manufacturer's instructions, this Code, and clauses 4.5.3.2, 4.5.4, 5.1, 5.3.1, 5.3.2 and 12.4 of the CSA-B214-12 Installation code for hydronic heating systems BULLETIN NO: IB-GA-2016-01 Page 4 of 11
