3. Leak Detection Record Communications Cable Monitoring, Testing, and Repair a. Provide pressure profile chart showing each detected cable leak identified by aqueduct mile post location, along with summary of steps taken to detect each leak. b. Provide repair recommendation for repair of each detected cable leak. 4. Invoice document to be submitted to the Department indicating materials, equipment, personnel, date, and time work performed and explanation of work. 1.05 DEFINITIONS A. The terms referenced herein are as follows: 1. Cycle: One cycle of Cable Monitoring and Testing includes monitoring, testing, and test reporting for all locations in a particular field division. The amount of work for one cycle of monitoring, testing, and, test reporting in one field division varies greatly between each of the field divisions. One cycle of work per field division for Bid Item Nos. 1 through 4 is completed approximately once every six months. Likewise, one cycle of Bi-annual Compressor Refurbishment includes completing the defined work on all identified compressor locations in a particular field division. (See Paragraph 3.09 B for locations.) The amount of work in one cycle of Bi-annual Compressor Refurbishment in a particular field division varies greatly between each of the field divisions. One cycle of work per field division for Bid Item Nos. 5 through 8 is completed approximately once every six months. 2. Refurbishment: Recording, maintenance, and restoration of equipment for the contract period, to meet the designed requirement and to perform its original function without compromising its efficiency. 3. Refurbishment Limits: Refurbishment qualifying expenditures properly attributed to equipment, notwithstanding any other provision of this contract, as proposed by the Contractor and approved by the Engineer. 4. Qualifying Expenditure: Expenditures not exceeding 20 percent of Replacement Value of equipment under Section 16707 Communications Cable Monitoring, Testing, and Repair. 16707-6 (Addn. Communications Cable Monitoring, Testing, and Repair 1.06 DESCRIPTION OF EXISTING COMMUNICATIONS CABLE SYSTEM A. The communications cable and related equipment are the backbone of a communications system which is utilized in controlling the aqueduct check structure gates and other communications circuits critical to the State Water Project. The Contractor shall provide monitoring, testing, and repairs on approximately 450 miles of California Aqueduct communication cable, for the Department of Water Resources. B. Communications Cable and Appurtenances: 1. The cable is a 50 pair, pressurized, direct burial communications cable. Cable pairs are No. 19 AWG copper conductors, which are protected via a ruggedly constructed cable employing three separate thick neoprene sheaths and two heavy metal armor sheaths that are alternately wrapped around the 50 pairs. 16707-6a (Addn. In addition to the items 1 through 15 in Paragraph 3.03 A.1.a of this section, Contractor shall maintain each compressor/dryer in accordance with the manufacturer s specifications. 3. Detailed records shall be kept and submitted to the Department for all the refurbishment work. 4. There are 32 compressors on the cable located within the four field divisions. The Contractor shall maintain each compressor to the manufacturer s specifications for proper operation. 3.04 REPLACEMENT OF DEFECTIVE COMPRESSORS AND APPURTENANCES AT EXISTING LOCATION A. Work to replace defective compressors used to pressurize the communications cable at specified existing locations shall include: 1. The Contractor shall provide and install **** replacement compressor units. 2. Each compressor shall be installed at the location selected by the Department. 3. Each installed compressor unit shall be operationally tested and function within the manufacturer s requirements. 4. The Contractor shall remove the defective compressor unit and dispose of the unit as the Contractor s property. Parts from the defective compressor may be utilized as spare compressor parts at the Contractor s discretion. 16707-12 (Addn. No. 1, Pg. 9) F-08

PART 4 MEASUREMENT AND PAYMENT 4.01 MEASUREMENT Communications Cable Monitoring, Testing, and Repair A. Measurement for payment for the contract items Cable Monitoring and Testing DFD, Cable Monitoring and Testing SLFD, Cable Monitoring and Testing SJFD, Cable Monitoring and Testing SFD, Bi-Annual Compressor Refurbishment DFD, Bi-Annual Compressor Refurbishment SLFD, Bi-Annual Compressor Refurbishment SJFD, Bi-Annual Compressor Refurbishment SFD will be number of cycles completed per field division. Measurement for payment for the contract items Replace Defective Compressor at Existing Location, Compressor at New Location, Leak Detection, and Routine Cable Repair will be the number of each item placed in the work. 4.02 PAYMENT A. The contract prices will be paid for CABLE MONITORING AND TESTING DFD; CABLE MONITORING AND TESTING SLFD; CABLE MONITORING AND TESTING SJFD; CABLE MONITORING AND TESTING SFD; BI-ANNUAL COMPRESSOR REFURBISHMENT DFD; BI-ANNUAL COMPRESSOR REFURBISHMENT SLFD; BI-ANNUAL COMPRESSOR REFURBISHMENT SJFD; BI-ANNUAL COMPRESSOR REFURBISHMENT SFD; REPLACE DEFECTIVE COMPRESSOR AT EXISTING LOCATION; COMPRESSOR AT NEW LOCATION; LEAK DETECTION; and ROUTINE CABLE REPAIR; which prices shall include full compensation for all costs incurred under this section. Voice and Data Communications Equipment Monitoring and Testing SECTION 16709 VOICE AND DATA COMMUNICATIONS EQUIPMENT MONITORING AND TESTING PART 1 GENERAL 1.01 DESCRIPTION A. This section covers the work to provide monitoring and testing the voice and data communications equipment over a period of one year and includes the following: 1. Perform bi-annual level adjustments to the line amplifiers and adjustments of bridges and equalizers. 2. Perform bi-annual adjustments to the sealing current levels. 3. Replace defective gas surge protectors in the cable terminal blocks. 4. Perform bi-annual measurements and document circuit parameters, to include noise, attenuation distortion, Peak-to-Average Ratio (P/AR), bit error rate (BER), and document the results. 5. Voice and Data Communications Equipment Monitoring and Testing E. Monitoring and testing locations and the related voice and data communications equipment are shown in Appendix IV. 1.06 DEFINITIONS A. Definition of Cycle - One cycle of Voice and Data Equipment Monitoring and Testing per field division includes all the tasks specified for the locations in the particular field division. Emergency Repair Services SECTION 16712 EMERGENCY REPAIR SERVICES PART 1 GENERAL 1.01 DESCRIPTION A. This section covers technical requirements for emergency repair services. B. The emergency repair(s) include troubleshooting, furnishing and installing voice and data equipment at the specified locations within any of the Department s field division locations as directed for the term of the contract, as shown and as specified. C. The emergency repair(s) include repair or replacement of damaged or missing pressure taps, repair or replacement of damaged or missing valve stems and repair or replacement of damaged or missing posts and markers. D. The Contractor shall repair on as-needed basis, initiated by the Department. E. Emergency repair equipment shall be provided by the Contractor at all the specified locations. 1.02 RELATED SECTIONS A. Test, troubleshoot and identify defective voice and data equipment per Section 16709 Voice and Data Communications Equipment Monitoring and Testing. 1. While performing Voice and Data Communications Equipment Monitoring and Testing per Section 16709, the Contractor shall notify the Department of any defects and problems identified in the voice and data system. The system consist of conditioned full duplex data multi-drop circuits, non-loaded cable and cables using H44 (data) and H88 (voice) loading and 4-wire private line, multipoint, bridged voice circuits. a. Review and interpret test results obtained in Section 16709 Voice and Data Communications Equipment Monitoring and Testing, Paragraph 1.04 A.1.b. Notify the Department of any defects. 2. Prepare and submit to the Department, repair recommendation(s) to cure the defective voice and data equipment identified in Paragraph 3.01.A.1. If a notice to proceed with the repair is given from the Department to the Contractor, then the Contractor shall proceed with repair.
