Introduction 1.1 Walker Children s Club provides after school care for children attending local schools between the ages for 4-12 years old. The club operates between 3:15 6:00pm each weekday during Walker Primary School term time as well as from 8:30am 6:00pm during holidays. The club has a maximum attendance of 36 children under 8 years of age. There are six regular members of staff and a number of casual cover staff and volunteers. There is also an apprentice working towards a recognised qualification. 1.2 The club is located in premises hired from Christ Church Parochial Church Council at: Walker Hall, The Green, Southgate, London N14 7EG 1.3 The club is a not for profit organization managed by a committee formed among the parents of the children who attend. 2. Commitment to Health and Safety 2.1 The WCC Management Committee is pledged to providing a safe and healthy environment for children and staff at the club. In particular, the WCC recognises its responsibility under the Health and Safety at work Etc. Act 1974 and associated legislation to ensure, so far as is reasonably practicable, the health, safety and welfare of staff, children and any others who might be affected by the operation of the club. To achieve this objective, risks to staff and children, which might arise from the operation of the club, are assessed so that appropriate safety precautions can be taken. 2.2 The organisational arrangements in place to give effect to this commitment are described in this policy document. The controls in place to address particular hazards and to meet certain legal requirements re detailed in the appendices to this policy. 3. Communication of the Health and Safety Policy 3.1 This policy assigns responsibilities to WCC Committee members, staff members and volunteers. To ensure that the contents of this policy are understood by all concerned, the following arrangements are in place: The policy and individual responsibilities are explained to staff and volunteers during induction. A copy of the policy and appendices is kept at the WCC. Where any changes are made to safety arrangements at the WCC, the Policy will be updated and changes explained to staff and volunteers. 4. Monitoring and reviewing the effectiveness of the policy 4.1 The effectiveness of the safety arrangements in the health and safety policy are monitored in the following ways:

The club co-ordinator (the senior staff member) together with staff monitors the effectiveness of safety arrangements on a day to day basis. The arrangements for daily and weekly site inspection are described in Appendices 1 and 2. The Committee member with special responsibility for Health and Safety undertakes periodic safety tours of the Club with the Safety Advisor. 5. Organising for Health and Safety 5.1 The WCC Committee determines all policies for the WCC. One member is appointed for special responsibility for Health and Safety. The Role of the Committee member with special responsibility is to: Act as a designated point of contact with the Club co-ordinator for Health and Safety To perform an Annual Health and Safety review 5.2 Taking employees views into account The WCC Recognises its responsibility under the Health and Safety (Consultation with employees) Regulations 1996 to consult with employees in good time on any matters or changes which might affect their health or safety. The present arrangement is for consultation with all staff members during the Safety Tours. 5.3 The WCC Committee The WCC Committee meets every half term and Health and Safety is a standing agenda item. The following matters are considered by the committee as necessary: A review of any significant accidents/incidents and the need for any remedial actions A review of any concerns raised by staff, volunteers, parents or others are discussed and the appropriateness of safety controls considered. Other issues as appropriate. 5.4 The WCC Co-ordinator The WCC Co-ordinator has a general day-to-day responsibility for management of the health, safety and welfare of staff, volunteers and children at the club. The co-ordinator also has the following specific responsibilities in relation to this policy: To ensure daily and weekly health and safety checks are carried out and any hazards are dealt with. To familiarise themselves with the contents of this health and safety policy and appendices

To alert the WCC Committee of any identified shortcomings in the policy To ensure that staff are familiar with the arrangements described in this policy and appendices To ensure that staff follow the arrangements laid out in this policy and appendices 5.5 Liaison with the Church Parochial Council Liaison is on an as necessary basis. Where defects to the premises and equipment provided by the council are noted the arrangements are as follows: Where any defect required remedial repair action, contact needs to be made with the caretaker of Walker Hall who will arrange for repair. If this is not sufficient, contact will be made with: o Mr M. Meur, Treasurer of the Parochial Church Council 020 8360 2362 o Email: christchurchparishcentre@gmail.com Where there are immediate safety concerns relating to the premises, appropriate action to prevent injury should be taken and the Church contacts noted above. 5.6 Staff training in Health and Safety As necessary, staff are given specific instructions in their health and safety duties. This includes instruction in the contents of this policy, first aid and the emergency evacuation procedures. 6. Risk assessment process 6.1 Regulation 3 of the Management of Health and Safety at Work Regulations 1999 requires that employees assess risks which may arise from the operation of an enterprise so that appropriate safety precautions can be taken 6.2 To discharge this duty, The WCC Committee and Safety Advisor considered the foreseeable risks that might arise from the operation of an after school and holiday club and identified the appropriate precautions. This process has resulted in the development of the safety arrangements detailed in this policy and appendices. 6.3 It is considered that these precautions are sufficient to secure the health and safety of children and staff when at the WCC. 6.4 The assessment of risks and the listed precautions and safety arrangements were developed before the commencement of the WCC. 6.5 Risk assessments are reviewed as part of the Annual Health and Safety Review.

Appendix 1

Weekly Health and Safety Check Appendix 2 The following checks are made on a weekly basis by the Club co-ordinator or a nominated member of staff. Where any condition may cause concern for safety this should be recorded in the logbook and notified to the Church Council representatives. Where there is a risk of injury immediate and appropriate action should be taken to reduce the risk until proper repair can be made. Weekly Health and Safety Check Appendix 2 Is there any obvious damage to the leads of the electrical appliances? Are cables sheaths sound and not showing inner cables? Are plugs undamaged? Are cable grips tight? Is there any obvious damage to switches, plugs and electrical sockets? Do doors in the building close properly? Is all lighting working properly?

Are toys in sound condition with no broken edges etc? Is the first aid box properly stocked and any items used during the week replaced? Have the toilets been kept clean during the course of the week? Has the premises been kept adequately clean during the course of the week?

Weekly Health and Safety Check Appendix 2 Is there any out of date food in the fridge or store cupboards? Are any cleaning chemicals being stored in unsecured cupboards accessible to children? Do the locks on the external doors work? Have any accidents been entered in the accident book? Are there any other issues of concern that have been raised by staff or others during the course of the week?

Accident/Incident Procedures Appendix 3 Accident/Incident Procedures First Aid for minor accidents / incidents A member of staff with first aid training is always present when the club is open. The details of First Aid Training are maintained in the Staff Training Log. The WCC first aid boxes are kept in the a large box in the downstairs hall and a smaller box in the upstairs hall cupboard. The contents are checked regularly by the club co-ordinator or a nominated member of staff. Contents are replaced as necessary. Serious accidents / incidents The following procedures are used in the event of a serious accident: 1. Dial 999 and call for an ambulance. The address of the premises is Walker Hall, Waterfall Road, Southgate, London N14 7EG. 2. Inform the parents / guardians of the child concerned. 3. Accompany the child to hospital in the ambulance if parents / guardians have not arrived. Recording and reporting accidents An incident book is kept in the grey box at WCC. Where there are any accidents (or near misses worth recording e.g. falls down stairs but no injury). An entry should be made in the book (one per page) with the following details: Name of person injured. Date. Cause of injury The first aid given (or other medical help summoned) Any action that has been taken to prevent recurrence (e.g. Removal of a wobbly chair). Confirmation that the parents or guardians of the child have been informed. For certain more serious injuries the Local Health and Safety Enforcing Authority will need to be notified under the Reporting of Injuries, Diseases and Dangerous Occurrences Regulations (RIDDOR). A booklet is kept with the Accident book explaining the type of injuries to be reported. The most likely reason to have to report is where a child or member of staff is taken directly to hospital from the Club following an accident. If such accidents occur, a Statutory Report form must be completed. In the event of the most serious type of accident: broken limbs or similar (the list is in the booklet), the Enforcing authority must also be informed by telephone at once. Electrical Safety Procedures Appendix 4 ELECTRICAL SAFETY PROCEDURE Use of electrical equipment The WCC uses the fixed electrical installations provided by the Church Council: sockets, fixed wiring etc. The Club also uses a number of portable electrical appliances provided by the Church Council and appliances provided by WCC itself. All appliance over one year of age are PA tested in accordance with council directives. Identified hazards from use of electrical equipment Fire and electrocution hazard from sub-standard or damaged fixed electrical appliances (e.g. wrong fuse ratings). Use of portable equipment which is incorrectly wired to plugs Use of portable equipment which is incorrectly fused Misuse of electrical equipment Established controls The fixed electrical installations at Walker Hall are inspected once in 5 years as required by the Institution of Electrical Engineering Regulations (16 th Edition). The last inspection was done in March 2008. The condition was then satisfactory. All portable equipment is tested annually by a competent person and a register kept. The electrician is: Mr. A.J. Percival, (Munn &Sons Ltd) 33 Burleigh Road, Enfield EN1 1NX. Staff may not bring used portable electrical equipment to the Club for use unless it has been PA tested. A weekly visual inspection is carried out by the Club co-ordinator of portable appliances. The Club Co-ordinator has received training for this purpose. Damaged equipment is removed form use. Staff are instructed to remove from use any electrical equipment which appears to be damaged. Repairs to electrical equipment are only undertaken by the contractor noted above. Fire and Emergency Evacuation Procedures Appendix 5 Fire and Emergency Evacuation Procedures Actions to be taken by: Staff member discovering the fire or leading the evacuation practice The fire alarm is to be activated. The fire brigade is to be called using 999 as soon as it is safe to do so. The location is Walker Hall, The Green, Waterfall Road, London N14 7EG On hearing the alarm, and if safe to do so, one nominated staff member is to check the lobby, toilet and upstairs area for children / staff and then wait until all children are clear of the building before proceeding to the assembly point. The staff member is then to assist other staff members in evacuating the children, if they have not already gone. Other staff members One staff member will take the registers, First Aid bag and medication, which are easily accessible at all times. Other staff members are to lead the children to the assembly point via the rear fire door or the main exit. One member of staff is to don a high visibility vest and go to the end of the drive on Waterfall Road to await the fire brigade. General 1. A register is to be taken of children and staff at the assembly point. 2. Persons are not to re-enter the building until it is indicated that it is safe to do so by the fire brigade. 3. The assembly point is the paved area outside The Old School House on The Green (towards the roundabout) 4. This procedure is to be used for other events where evacuation may be necessary, i.e. gas leaks or electrical problems Any time it is felt that it is in the interest of safety, the evacuation procedure above, will be followed. If it is not possible to activate the fire alarm, the whistle in the staff box will be blown continuously by a member of staff. The children will be taken out as stated in the procedure. Once all persons are accounted for, we will move to a suitable place, where the children will be kept safely until parents can collect them. 5. The target is to evacuate the building within 3 minutes. 6. Fire drills will be conducted every half term and the plan will be adjusted with any improvements identified by staff.
