The Dunedin Fire Prevention Division is in need of a Fire Extinguisher training tool. This product allows various citizens and City staff to be trained by the Fire Department in the proper use of a fire extinguisher. The cost of this training tool is $15,867.76. The City match, if the grant was received, would be 5% ($793.39).

Memorandum To: From: Date: Re: Robert DiSpirito, City Ma~er «~ Jeffrey Parks, Fire Chief(/ February 24, 2014 FEMA Fire Prevention Grant Request The Fire Prevention Division, in conjunction with the Training Division, receives several requests throughout the year to provide a fire extinguisher safety program to various business, daycares, and City departments. They have even provided training to the Pinellas County Sheriffs Office for the last few years. In the past, they were able to use a gas-fueled fire ring for demonstration purposes, but as that equipment aged, it became unrepairable and unsafe to use. Currently, they have only provided a video tape program and had a fire extinguisher available for students to review. The FEMA Fire Prevention grant application process is currently open from February 18 - March 21 this year. The grant will allow for the purchase of an advanced, laser-driven extinguisher training system that will greatly enhance the presentation of the fire extinguisher training course. This system will allow for safe and interactive training in the proper use of fire extinguishers. The goal is for indoor training in a realistic environment, and to save the cost of refilling LP tanks and C02 fire extinguishers as was done in the past. The training unit will even grade the user on their effectiveness of extinguishing the fire. Fire Prevention has received a quote from the BullEx company for a complete package training set at a cost of$15,867.76 (Shipping included). The grantee cost sharing for this grant year is 5%, or $793.39 for this specific unit. I have informed the City Finance Department of our desire to apply for this year' s grant and they have given permission to proceed. I would like to request permission from the City Commission and yourself to apply for this year's FEMA Fire Prevention grant to purchase a laser-driven fire extinguisher training system. RESOLUTION 14-09 A RESOLUTION OF THE CITY OF DUNEDIN, FLORIDA, AUTHORIZING THE CITY MANAGER TO APPLY FOR A FEDERAL EMERGENCY MANAGEMENT AGENCY (FEMA) FIRE PREVENTION GRANT TO PURCHASE A LASER-DRIVEN FIRE EXTINGUISHER TRAINING SYSTEM; FINDING THAT A PUBLIC PURPOSE WILL BE SERVED BY APPLYING FOR SUCH GRANT; AND BY PROVIDING FOR AN EFFECTIVE DATE HEREOF. WHEREAS, the City staff is recommending that the City Commission give authorization to the City Manager to apply for a FEMA Fire Prevention Grant to purchase a Laser-Driven Fire Extinguisher Training; and WHEREAS, the City Commission finds that applying for such grant funds will allow the Dunedin Fire Prevention Division, in conjunction with the Training Division to provide a Fire Extinguisher Safety Program to various businesses, daycares, City Departments and serves as a public purpose and will represent a benefit to the citizens; and WHEREAS, the cost of the training tool is $15,867.76 and the City's Match, if the grant is received will be $793.39, which is 5%; now, therefore BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF DUNEDIN, FLORIDA, IN SESSION DULY AND REGULARLY ASSEMBLED THAT: Section 1. That the City Manager is hereby authorized to execute the application documents for a FEMA Fire Prevention Grant to purchase a Laser Driven Fire Extinguisher Training. Section 2. That the City Commission of the City of Dunedin finds that a public purpose is served by applying for the aforesaid grant and making the necessary expenditures and commitment to submit such application. Section 3. That the City Manager is hereby authorized to accept the grant if it is awarded on substantially the terms and in the amount reflected in the application. In the event there is a material difference in the terms of the grant, or in the amount of the grant awarded to the City, acceptance of the grant will be by motion of the City Commission. Section4. That Resolution 14-09 shall take effect immediately upon passage and adoption.
