Background and Comments. The following information is provided from fire department quarterly from the Office or the Ontario Fire Marshall after a review of information supplied by Asphodel-Norwood Fire & Rescue. The Fire Department is cognizant with financial restrictions with cost of Fire Code Compliance issues and pursues a process where significant progress is made toward or a promise of significant progress in a mutual agreed time frame is negotiated with the Property Owner and The Municipality for Fire Code Compliance o This process has a successful compliance rate with little or no negative feedback from property owners There are multiple properties in the Township where compliance issues are being addressed by the Municipality and the property owners in the above mentioned process and many should meet total compliance in the near future the Department will expand inspections in 2017 to make properties in the Township compliant with the Fire Code Fire Prevention Activities Asphodel Norwood Fire And Rescue has an established process of being proactive with promoting Fire Prevention by participating in many Township of Asphodel Norwood Special Events and Activities o Family Day at Norwood Legion provided fire prevention handouts and materials and in 2017 will have Sparky the Fire Dog o Celebrate Asphodel Norwood at the Community Centre The Fire Department had an information booth with Fire Department equipment and fire safety materials, Sparky the Fire Dog, a Free Draw for a Large Sparky Stuffed Animal and Pump 1 on Site for residents inspection 5

o Canada Day: the fire Department provided another information booth, free Fire safety materials and handouts, a free draw for an ABC Fire Extinguisher and CO2 Extinguisher, and inspection of Fire Fighting Equipment. The Tanker Pull was not performed because of extreme weather but the weather cleared for a fireworks display enjoyed by many Township Residents o Norwood Fair: the Fire Department provided Scene Safety by having apparatus and personnel on site to mitigate possible emergency situations. The New Fire Booth and the New Fire Association Flag clearly marks the area where first Aid can be obtained or lost children can identify a safe area to be reunited with their parents. o Halloween: Both Stations presented treats to Children participating in the event (supplied by the Asphodel Norwood Firefighters Association). Station 1 provided a Fire Prevention Table with Free Fire related promotional handouts and free inspection of Township Apparatus which many families enthusiastically participated. Station 2 performed a roving Vehicle through Asphodel Heights and Westwood while handing out the treats and ensuring Safety for all participating Township families o Santa Claus Parade the Fire Department ensured Safety for the participants in the parade and Township residents by providing blocker vehicles at Key intersections and personnel manning high risk areas. The fire department provided manpower for repairing damaged lights at the Christmas tree, and firing off the Fire Works. The Firefighters Association donated generously with a cash donation to the Legion Fire Prevention Week the First week of October identified a significant increase of young students at both Elementary Schools in the Township. The Township provides a fire safety package to every student from Pre-Kindergarten to Grade 5 in both schools. The increase of students though a strain on projected budget shows positive increase of school populations in the near future with in the Township Station 1 provides the opportunity for students from Norwood Public, Norwood High, and St. Paul s Elementary and the Hucklebug Day Care to participate in Station tours. The Tours consist of a tour of the Station 1, inspection of Fire Apparatus and the equipment stored on each. A photo opportunity is widely used by participants and we usually have a teacher and students try on some Bunker Gear to the delight of the students. All mentioned schools have made the tours in the past and have already contacted interest for 2017 Libraries in Norwood and Westwood were visited by the Fire Department is 2016 o Fire prevention and home safety were discussed with participants, usually an in depth question and answer session is performed and an inspection of the apparatus taken that day to the respective Library o Sparky the fire Dog has accompanied fire department in the Past and will do so in the future 6

Identified Highlights of 2016 1. Training and participating in numerous vehicle fires with Johnny Harris and his crew during the First Standing production at the EOETA and the Town Hall presentation by the CBC 2. Project Assist donation from the OFMEM and Enbridge Gas of $5000.00 to enhance the training capabilities and reference materials for the department 3. Extremely dry summer having necessity of implementing Burn Ban in the Township and almost total compliance with the residents of the Township of Asphodel Norwood 4. Crowley Barn Fire (one of the largest structures in the Township) and the community support provided by the residents towards the Crowley s and the Fire department with donations of food, Refreshments and moral support showing a positive sense of community spirit and dedication 5. Canada Day had extremely bad weather but still had amazing turn out by inhabitants of the township also showing a positive community spirit 6. Santa Claus parade and Tree Lightening having total community support with increased participation, larger board of directors and increased residents watching the parade 7. Record number of incident calls at 281 incidents placing stress on budget, personnel and resources but handled efficiently and successfully by the department and the Township 8. Multiple fire department personnel receiving the Badge of Merit for outstanding dedication with at least 20 years of service shows Pride in the Township of Asphodel Norwood. 9. Substantial Increase of Students in Norwood Public School and St Paul s Elementary School shows a positive trend of increased enrollment for High School. 10. Providing emergency services for Municipality of Trent Hills when the Town of Hastings was severed in 2 because of construction of the swing bride last year. Interdepartmental cooperation provided a seamless working environment to ensure safety for the residents of Hastings residents North of the Bridge 11. The Municipality of Asphodel Norwood participation in the Co Op Program with Norwood High School. The Student working with the Fire Department has been exceptional and his participation has enhanced the Township (i.e. Re-Painting of the Hydrants located in the Township of Asphodel Norwood) 12. With interdepartmental cooperation with Fire, Public Works, Water and Waste Water and Municipal Office). the situation of the Hydrant Identification has been rectified with the installation of the new coloured reflector markers on the hydrants have been installed, There has been multiple positive comments on the markers and general inquiries of what the colour of the rings indicate 7

Conclusions The number of incidents in 2016 (281) provided an unexpected strain on budget but has been addressed for the year 2017. The rational for the unexpected increase can be attributed to increased population, increased travel through the township of motor vehicles, an aging population with the Township, and greater expectations of resident s within the Township The increased amount of Fire Prevention materials has been another strain on budget and is addressed for 2017. The increased budget is money well invested because education is the cornerstone to prevent future emergency situations. This investment by the Township will ensure public awareness of safety concerns in the future by instruction with the young students maturing into informed adults. The department performed all duties required in 2016 and will continue to do so in 2017. The department continually performs Risk Assessment on Township incidents, addresses budgetary concerns, Council direction, and Administration guidance which create a viable, proficient service for the Township of Asphodel Norwood and it s Residents Low water advisory issued by Township of Asphodel Norwood, and the extremely dry summer of 2016 has stressed installation of additional dry hydrants. After risk assessment by department optimum locations are Boat launch on Old Orchard Road and the 6 th line South at Dream land Trailer Park. Both provide deep drafting water source, adequate turn around areas for apparatus, and a good location adjacent to high population areas in the Township. The budget of 2017 will address installation If available additional Student students from the Co Op program will be welcomed by the Municipality s Fire Department and will provide guidance and instruction that benefit both the Student and the Township of Asphodel Norwood The Fire department is well equipped at trained to serve the Residents of the Township of Asphodel Norwood for 2017 and will provide all services required by council, firefighters, administration and the Residents 8
