Page 2 City of Garden City Design Review Staff Report Background: Adam Garcia with Houston-Bugatsch Architects, Chtd. is requesting Design Review approval for the placement of a new portable Dutch Bros Stand to replace the existing stand at Dutch Bros Coffee. The new 350sf stand will be built on a trailer with no permanent concrete foundations. No major alterations or changes to the site are proposed. The site is located at 5177 W. Chinden Blvd., Garden City, ID 83714. The property is within the C-2 General Commercial zoning district and the Light Industrial and TOD Node Buffer of the Comprehensive Plan Land Use Designation. Attachments: 1. Statement of Intent; 2. Compliance Statement; 3. Elevations; 4. Site/Landscaping Plan; 5. Floor Plan Purpose: The design review process is intended to involve the city at the earliest possible time in the development and design of a project and to work with the applicant in an iterative process of review and design. The review process is intended to be flexible and tailored to the needs of the project and the applicant. Analysis: Staff has conducted a preliminary analysis on behalf of the Design Review Committee. Because the Committee ultimately interprets Development Code and determines whether a proposal is compliant, the following comments by staff are intended solely to assist the Committee in reviewing the application. Staff s interpretation of Development Code and whether an application is compliant is not binding on the Committee. STANDARDS FOR REVIEW City Code City Standards/Staff Comments GCC 8-4A General Provisions Appears to be compliant The existing infrastructure appears to meet the provisions of this article. GCC 8-4C-3(A) Design Objective 1 The design of all structures shall have a scale, massing, and urban form that has a relationship to the street, pedestrian, and adjacent properties. GCC 8-4C-3(B) Design Objective 2 The design layout of all sites shall maximize opportunities for safe and comfortable pedestrian accessibility and minimize the obtrusive effects of parking and vehicular circulation. Not compliant No pedestrian pathways are proposed. GCC 8-4C-3(C) Design Objective 3 Buildings shall be designed and constructed of quality materials. Appears to be compliant Materials consist of metal panel cladding, nichiha fiber cement wall panel, acm cladding system panels, and brick paneling. GCC 8-4C-3(D) Design Objective 4 The site design shall respect existing notable site features including existing buildings, landscaping, trees and water. Appears to be compliant Existing building, landscaping, trees, and water are not being affected by the proposed design. GCC 8-4C-3(E) Design Objective 5 The design of all buildings shall provide visual interest, support the vision for the area as articulated in the comprehensive plan and positively contribute to the overall urban fabric of the community. Unknown: The proposed design is oriented toward W. Chinden Blvd, but is specifically designed to coordinate with the existing drive through infrastructure instead of being oriented toward a prominent feature. Appears to be compliant The proposed parking can support the use, as the building and site configuration are intended to serve vehicle based customers. Bicycle parking is not required. Not compliant A sidewalk is required by 8-4E-6 (Sidewalk Standards). However, a sidewalk is not proposed. Pedestrian connectivity from the street to the building is not present in the site and landscaping plan. A 2013 agreement between the property owner and the City requires a sidewalk to be installed if it is required by the City in association with a development application. Not applicable - Signs are not a part of this application. A separate sign permit is required for each sign. Any deviation from this plan is subject to Fire Department approval. Please note that unless stated otherwise, this memo represents the requirements of the International Fire Code (IFC) as adopted and amended by NACFR Rules. Comments: 1. None. General Requirement: Specific building construction requirements of the International Building Code, International Fire Code will apply. December 7, 2017 Garden City Development Services Division 6015 Glenwood Street Garden City, ID 83714 VIA EMAIL RE: DSRFY2018-9 DUTCH BROS CHINDEN REPLACEMENT The Idaho Transportation Department (ITD) has reviewed the referenced design review submittal by Adam Garcia with Houston-Bugatsch Architects, Chtd for the placement of a new Dutch Bros portable stand to replace the existing stand at Dutch Bros Coffee located at 5177 West Chinden Blvd., Garden City, Idaho 83714, southwest of US-20/26 (Chinden Blvd.) milepost 44.70. ITD has the following comments: 1. This project abuts the State highway system. 2. ITD has received comments regarding vehicles stacking out into the ITD Right-of-Way as a result of the current property use. ITD would like to meet with the Applicant to discuss solutions to the concerns being observed and review what actions the Applicant is willing to undertake to maintain the safety and mobility of the State Highway. 3. This development will gain access to the State Highway system at a permitted approach to US-20/26 (Chinden Blvd). Trip generations for the site were not provided. The Idaho Administrative Procedures Act (IDAPA) governs access to state highways. Per IDAPA 39.03.42 rules, when a development generates 100 or more new trips in the peak hour, 1000 or more new trips per day, or the new volume of trips will result from development that equals or exceeds the threshold values in table 2, a traffic impact study shall be required, unless waived by the District Engineer. The applicant will be responsible to construct any mitigation identified by the traffic impact study.
