Title of the Contract The title of the contract is Provision of Security Supplies and Installations. The European Union Agency for Fundamental Rights intends to sign a contract for the provision of Security equipment and related set-up services as described in the present document. 2 Required supplies and installation The requirements of Agency related to the purchase of the security equipment that adheres to the pre-requirements described below and also to the provision of set-up services. 3 of the present premises and new premises 3. Present premises Currently the Agency is situated in 060 Vienna. The building has 4 floors and a basement. The total floor space is about 200 m². 3.2 New premises The new building is situated in 030 Vienna, has 6 floors and the office space is about 5.546 m². 3.3 Existing infrastructure The Agency is planning to relocate to the new premises in order to accommodate its present and future needs. Therefore, it requires to equipe the new premises with the necessary security equipment. The requested equipment needs to be compliant with the following: Cabling specifications For cameras: RG 59 + 2x0,75 For the access system: CAT 6 + 230V For the alarm system: FYAY 3x2x0,8 Outdoor siren: FYAY 5x2x0,8 Furthermore the provided equipment should be compliant with the existing security equipment which has to be re-used. The equipment listed below has to be integrated in the new security concept of the Agency. Items descriptions 9" rack with integrated ventilation system and security look. 9" Control unit (alarm) including operating unit and printer. Quantities Detector zone inputs, user connections, detector zones freely programmable via an operating unit. The modular structure should allow to have detection zones and main areas. In addition, an option should be available for connecting additional equipment such as a printer, connection, transmission unit, larger power supplies and additional relay boards. Features Up to min 0 main areas. Up to min 5 secondary areas should be defined. BUS technology. Suitable for police emergency calls transmission. Operator guidance by means of plain text display. Automatic adjustment of detector zones. Freely programmable allocation of inputs and outputs. Assignment of several zone inputs to one detector zone. Touch color operating panel Touch Colour operating and indicating panel. Dialoguecontrolled and intuitive operation via a touch- colour screen. Technical Data Operating voltage 2V Siren for outdoor The siren should include a flash light, it should be weatherproof, should be able to operate with emergency power and should have an operating voltage of 2V The acoustic pressure should be minimum 20dB maximum 50dB Indoor siren, including plastic junction box 7 BUS connection. Day and night camera /4 plus power supply adapter 9 It should provide: - /4" Day/Night weatherproof auto focus zoom camera, - Day/night weather proof, PAL (min 540 lines), auto-focus zoom lens, minimum Digital x 30 Power pack: 2 V Dismantling of existing equipment, set-up and service costs as specified under point 5., including transport and travel time (lump sum) 5 General conditions for the provision of services and equipment The required services are: Management of the overall project Programming of the access control software Installation of the new and dismantled equipment to the relevant cabling. Connecting the door opener to the access control panel Connecting the cable in the security area to the relevant video-alarm and access equipment. Providing a final project plan in cooperation with the companies involved in the project. Implied warranty for the equipment and installations. Programming, testing 6 Contract implementation The deadline required to carry out and complete the delivery and installation of the supplies is fixed on 29 th August 2008. However, given the ongoing works connected to the move to the new building to be done by other external operators, whose completion is condition to the start of the work under the present tendering procedure, the commencement date will be notified by the Contracting Authority to the Contractor after the signature of the contract. The deadline for the completion of the installation of the equipment mentioned in the technical specifications may be extended accordingly.
