Be It Enacted y the People of the State of Oregon: SECTION. ORS. is amended to read:.. (B) Daily energy consumption shall e measured in accordance with the American National Standards Institute/American Society of Heating, Refrigerating and Air-Conditioning Engineers test method -00, except that: (i) The ack-loading doors of pass-through and roll-through refrigerators and freezers must remain closed throughout the test; and (ii) The controls of all commercial refrigerators or freezers shall e adjusted to otain the following product temperatures, in accordance with the California Code of Regulations, Title 0, Division, Chapter, Article, section 0, tale A-, effective Novemer, 00: Product or compartment type Integrated average product temperature in degrees Fahrenheit Refrigerator ± Freezer 0 ± () Illuminated exit signs must have an input power demand of five watts or less per illuminated face. For purposes of this susection, input power demand shall e measured in accordance with the conditions for testing estalished y the United States Environmental Protection Agency s Energy Star exit sign program version.0. Illuminated exit signs must also meet all applicale uilding and safety codes. () Metal halide lamp fixtures designed to e operated with lamps rated greater than or equal to 0 watts ut less than or equal to 00 watts may not contain a proe-start metal halide lamp allast. ()(a) Single-voltage external AC to DC power supplies manufactured on or after July, 00, must meet the requirements in the following tale: Nameplate Output Minimum Efficiency in Active Mode < Watt 0. * Nameplate Output Watt and Watts 0.0 * Ln (Nameplate Output) + 0. > Watts 0. Watts Where Ln (Nameplate Output) - Natural Logarithm of the nameplate output expressed in Watts () For the purposes of this susection, efficiency of single-voltage external AC to DC power supplies shall e measured in accordance with the United States Environmental Protection Agency s Test Method for Calculating the Energy Efficiency of Single-Voltage External AC to DC and AC to AC Power Supplies, dated August, 00. The efficiency in the active and no-load modes of power supplies shall e tested only at volts at 0 Hz. ()(a) State-regulated incandescent reflector lamps manufactured on or after January, 00, must meet the minimum efficiencies in the following tale: Wattage Minimum average lamp efficiency (lumens per watt) 0-0 0. -.0 -. -.0 -. - 0.0 () Lamp efficiency shall e measured in accordance with the applicale test method found in 0 C.F.R. 0.. () Torchieres may not use more than 0 watts. A torchiere uses more than 0 watts if any commercially availale lamp or comination of lamps can e inserted in a socket and cause the torchiere to draw more than 0 watts when operated at full rightness. () Unit heaters must e equipped with intermittent ignition devices and must have either power venting or an automatic flue damper. () Bottle-type water dispensers designed for dispensing oth hot and cold water may not have standy energy consumption greater than. kilowatt-hours per day, as measured in accordance with the test criteria contained in Version of the United States Environmental Protection Agency s Energy Star Program Requirements for Bottled Water Coolers, except that units with an integral, automatic timer may not e tested using Section D, Timer Usage, of the test criteria. () Commercial hot food holding cainets shall have a maximum idle energy rate of 0 watts per cuic foot of interior volume, as determined y the Idle Energy Rate-dry Test in ASTM F0-0, Standard Test Method for Performance of Hot Food Holding Cainets pulished y ASTM International. Interior volume shall e measured in accordance with the method shown in the United States Environmental Protection Agency s Energy Star Program Requirements for Commercial Hot Food Holding Cainets, as in effect on August, 00. () Compact audio products may not use more than two watts in standy passive mode for those without a permanently illuminated clock display and four watts in standy passive mode for those with a permanently illuminated clock display, as measured in accordance with International Electrotechnical Commission (IEC) test method 0:00(E), Methods of Measurement for the Power Consumption of Audio, Video, and Related Equipment. () Digital versatile disc players and digital versatile disc recorders may not use more than three watts in standy passive mode, as measured in accordance with International Electrotechnical Commission (IEC) test method 0:00(E), Methods of Measurement for the Power Consumption of Audio, Video, and Related Equipment. () Portale electric spas may not have a standy power greater than (V / ) Watts where V = the total volume in gallons, as measured in accordance with the test method for portale electric spas contained in the California Code of Regulations, Title 0, Division, Chapter, section 0. ()(a) Walk-in refrigerators and walk-in freezers with the applicale motor types shown in the tale elow shall include the required components shown. () A television manufactured on or after January, 0, must automatically enter television standy-passive mode after a maximum of minutes without video or audio input on the selected input mode. A television must enter television standy-passive mode when turned off with the remote control unit or via an internal signal. The peak luminance of a television in home mode, or in the default mode as shipped, may not e less than percent of the peak luminance of the retail mode or the rightest selectale preset mode of the television. (v) Battery ackups and uninterruptile power supplies, manufactured on or after January, 0, for small attery charger systems for sale at retail, which may not consume more than 0. + (0.00xE ) watts in attery maintenance mode, where (E ) is the attery capacity in watt-hours.
