We have tried here to produce an easy-to-use, quick reference guide that will provide you with an overview of electric heating and its importance within energy conservation and management as related to the Government s targets for reducing energy wastage. In April 2006, following a period of consultation, the Government is committed to reducing global warming by cutting the emission of greenhouse gases by implementing a revised version of Approved Document L of the Building Regulations (England & Wales). This document comprising PARTS L1A, L1B and L2A, L2B will seek to improve the energy efficiency of all buildings and electric heating will play a key role in ensuring compliance with the building regulations. Additionally, the Guide provides an overview of the market for electric heating and considers in detail the importance of control and energy efficiency as highlighted by the Building Regulations. Through this Guide our aim is to provide our customers with the necessary tools to enable them to further understand and apply the benefits of electric heating to their projects and to assist in compliance with the Building Regulations. 5 6 INTRODUCTION TO ELECTRIC HEATING Electric heating is clean, safe, reliable, efficient and economic to use. When overall capital and running costs are examined, electric heating is a real alternative to other forms of energy. This is due to a number of factors: Electric heaters convert 100% of electricity into heat. Electric heaters produce no fumes or water vapours eliminating the need for ventilation or dehumidification. Initial capital cost can be significantly cheaper than other forms of heating. Optional Zone Control systems additionally provide energy conservation and reduce wastage. Electric heaters can be installed easily in most places without disruption to the fabric of a building. It is obvious when selecting a new or replacement heating system that electric heating should be given serious consideration. This is especially true for heating systems in small to medium sized buildings or where frost or supplementary heating is needed in larger buildings. Using modern electronic controls, the output of electric heaters can be regulated between 0 100% with no loss in efficiency. Fossil fuel heaters are much more difficult to control, often being limited to simple on-off control witha resultant loss of efficiency and energy wastage. Electric heaters take up little space, do not need flues, fuel lines or storage tanks. Installation is quick and cost-effective. On-going servicing to maintain combustion efficiency is unnecessary, and the relative simplicity of electric heaters leads to products with longer working lives. When overall capital and running costs are examined, electric heating is a real alternative to other forms of energy.

13 14 THE IMPORTANCE OF CONTROL Control lies at the heart of NOBO Heating s total heating solution for both residential and commercial interiors. We have available three optional zone control systems for use in the control of electric heating for these applications. These systems have been designed to offer comprehensive 10 Zone or economy 2 and Single Zone applications depending on the requirement within a development schemes. Although highly sophisticated in operation, the System 512 is an easy to use electronic control centre that transmits radio frequency signals through the mains wiring to command receivers plugged into the heaters or separate receivers for ancillary appliances such as lighting etc. 2 Zone The 2 Zone control system is an electronic, 7-day heating and hot water programmer that can save energy and create a comfortable environment within an interior space. Compatible for use with the Tactic, Prestance, Actua, Inova and Series 14 E4M range of heaters the economy 2 Zone system can be used for the control of up to 2 separate heating zones or one heating zone and one zone for the control of hot water. 10 Zone Internationally recognized as being at the forefront of the intelligent heating market, the NOBO System 500 is designed to provide 24-hour, seven-day, cost effective zone controlled heating and ancillary function control. 17 New Regulations and changes 18 2006 BUILDING REGULATIONS PARTS L1A, L1B AND L2A, L2B From April 2006 changes to the Building Regulations come into force. These changes will once again effect the design and construction of all buildings with a view to making them more energy efficient. Conservation of fuel and power is the key feature to the new regulations with the government aiming to significantly reduce CO 2 emissions, the changes to the regulations are intended to cause an improvement of approximately 20% over and above the level set in April 2002. By making better use of the available energy resources. It is the Governments intention that all New Buildings be made energy efficient and existing buildings be significantly improved. Changes to the regulations will not only effect the construction elements of buildings but will also now take into account the energy effects of the heating, hot water, lighting and ventilation systems installed. The air tightness of the construction and the effects of solar gains become part of the consideration, requiring sun shading of some windows to prevent overheating on certain aspects of the building. The new regulations set an annual target for the amount of CO 2 produced by the building services. This includes all the installed systems, heating, hot water, lighting and ventilation. The target takes into account the amount of CO 2 these systems will produce, by both the fuel and the efficiency of its usage, in the appliance and within the building envelope. Design of buildings and their building services systems, therefore, need to be made energy efficient to fall within the annual target CO 2 value set by the new regulations. Two parallel sets of calculations are to be made. The first set, using a pre-determined set of elemental values in a notional building calculation, will determine the Dwellings Emission Rate for the building; known as the DER for residential properties or Building Emission Rate known as the BER for buildings other than dwellings. This then will be compared against an identical calculation, made using the actual values for the proposed works; Target Emission Rate; known as the TER. In order to comply with building regulations; the DER will need to be not greater than the TER for that specific property, after adjustment has been made using the fuel, improvement and benchmark factors as appropriate. The net result of the implementation of these adjustments to the Building Regulations will create for the end-user, a property that is both economical and comfortable. The thermal efficiency and air tightness of the structure will achieve warm premises requiring very little heat input to maintain comfort conditions, a proportion of which will come from the effects of habitation.

19 How the TER is calculated CASE STUDY: KINGS COLLEGE STUDENT ACCOMMODATION 20 In accordance with the methodology approved by the Secretary of State in ODPM (Office of Deputy Prime Minister) Circular 200n/nn, the TER must be calculated using approved calculation tools; for individual dwellings no greater than 450m 2 total floor area, the Government s Standard Assessment Procedure (SAP)2 2005. should be used or for individual dwellings larger than the above threshold, and commercial buildings where appropriate using the Simplified Building Energy Model (SBEM)3. Heating the home under the new regulations Heating appliances will need to have accurate and sensitive thermostats which will respond to the slightest change in temperature making allowance for and taking advantage of heat gains. Separate time and temperature controls for heating and hot water are required with individual thermostatic controls for each appliances. Operating and maintenance instructions should be provided with sufficient information to enable the building and the building services to be operated and maintained in such a manner as to consume no more fuel and power than is reasonable in the circumstances. 21 22 TEN KEY ISSUES TO CONSIDER WHEN DESIGNING AND SPECIFYING A BUILDING WHICH USES ELECTRIC HEATING. 1. Operating Instructions and Energy Statement One of the key requirements needed to comply with the revised building regulations is to provide end-users (i.e. the property dwellers) with operating instructions for heating appliances and an energy statement prepared by the seller. heating scheme which has been designed to include the NOBO range of heaters and controls will be provided with a specific Energy Statement unique to the development/building written and prepared by the company s technical department. Air Leakage The new building regulations state that air leakage requirements are now mandatory. The relevant section of the new building regulations states: A reasonable limit for the design air permeability is 10m3/(h.m2) @ 50 Pa. This can result in lower energy consumption in rooms that benefit from solar gains, and help to prevent the overheating often associated with traditional heating systems, that can occur on sunny days during the heating season.

25 26 4. Electric Heating Design Process 5. Capital Investment Strategy Under the new revisions to Part L of The Building Regulations, developers will be required to take a more holistic approach to the design of their properties, balancing the various options for heating systems and controls, with the need for enhanced levels of insulation and air tightness, to ensure that compliance is achieved when the TER (target emission rate) and DER (dwelling emission rate) are calculated for each property. For developers of apartments there will also be increased opportunity to trade off the DER of various dwellings to achieve overall compliance for the building as a whole. The choice of heating system therefore, needs to be identified at the beginning of the design process for the building, so that architects, consultants, and developers, can work together to produce a building that not only satisfies the requirements of the building regulations, but also allows the developer to benefit from the many advantages of utilising electric heating, and results in properties that are attractive to potential homebuyers. Working to the revised building regulations means that the overall infrastructure of the building should be energy efficient and employ a strategy to provide the homeowner with low running costs. This is part of the government strategy to minimise atmospheric emissions of carbon dioxide. The heating system now needs to be thought of as the engine that drives a modern energy efficient property, as oppose to being an afterthought at the end of the design process. DER Compliance Options More and more architects and specifiers are designing buildings with a low maintenance strategy in order to avoid continuing costs for the property owners. Modern and energy efficient buildings take into account the on-going costs for maintenance when the project is first discussed. Where a building contains multiple dwellings, in the case of an apartment development for example, an overall value for TER may be calculated by adding together the individual TER values for all the dwellings in the building. Fuel Factor It is important to note whilst SAP is used as a carbon compliance tool for the purposes of the Building Regulations, the SAP score is not related to the regulations which are solely concerned with carbon as a policy driver.
