All bids must be submitted on the attached forms or your bid will be disqualified. Bidder shall furnish all the information required by the solicitation. The bidder's name must be typed or printed on the bid sheet, and signed by the owner or appropriate executive officer of the firm. Bidders must initial any changes or erasures. Bidders should retain a copy of bids for their records. Bidders shall acknowledge receipt of any addendum to this solicitation by signing and returning the addendum or by identifying the addendum number and the date on the bid form. Failure to acknowledge receipt of any addendum by a bidder will result in rejection of the bid if the addendum contains information that substantially changes the requirements. All bids shall be quoted F.O.B. Destination, freight prepaid with no additional charges. Unless otherwise specified in the bid, all prices will be on a firm-fixed price basis and are not subject to adjustments based on costs incurred. MAWSS reserves the right to reject any or all bids submitted, to waive any informality in the bid process, or to terminate the bid process at any time, if deemed by MAWSS to be in the best interest of the Board of Water and Sewer Commissioners. A Purchase Order and this "Invitation for Bid" with "Specifications," "Conditions," "Subcontracting Plan," "Insurance Requirements," "Bid Form," signed by the successful bidder's authorized representative, and all attached drawings and other documents furnished by MAWSS to the bidders with the Invitation in order to illustrate the contract requirements, will constitute a contract for the item to be purchased. IFB 18-023 Natural Gas Hot Water Boiler Conditions The Board of Water and Sewer Commissioners of the City of Mobile will accept bids to Purchase a Hot Water Boiler in the Purchasing Department located at 4725A Moffett Road, Mobile, AL 36618 at 10:30 a.m. local time, June 5, 2018. Award will be by total cost. The bidder offers and agrees, if this bid is accepted, to furnish the items as defined in the specifications for the total price of this repair. Pricing shall be FOB Mobile, Alabama and is to be delivered to CC Williams Waste Water Treatment Plant (WWTP). The expected length of delivery time is to be stated in bid quote. Bidder understands and agrees that MAWSS reserves the right to reject any or all bids and waive any informalities or irregularities in the bid or in the bidding. Bidder understands that his/her bid shall be good and may not be withdrawn for a period of sixty (60) calendar days after the scheduled closing time for receiving bids. A bidder may not modify its bid after bid opening. Errors in the extension of unit prices stated in a bid or in multiplication, division, addition or subtraction in a bid may be corrected by the Purchasing Buyer prior to award. In such cases, unit prices shall not be changed. It is the responsibility of the bidder to determine prior to the bid opening whether any amendment, additions, deletions or changes of any type have been made to this Invitation for Bid, Terms and Conditions or any of the specifications or bid documents. Considerations given only to products of manufacturers who demonstrate successful experience in manufacture operation, and servicing equipment oftype, size, performance, and reliability equal to that specified. c. Equipment furnished to fit with the space allocated with adequate clearance for proper operation and maintenance. 2. Workmanship and Design: a. All parts of the equipment provided to be amply proportioned for long, continuous and uninterrupted service. Provision to be made for easy lubrication, adjustment, or replacement of all parts. b. All materials used in construction of equipment to be of best quality and entirely suitable in every respect for service required. c. Boiler to meet requirements of American Society of Mechanical Engineers and shall bear ASME stamp. Boiler to be inspected prior to shipment. Two copies of inspection report to be submitted. d. The hot water boiler shall be completely assembled and fire tested at the factory. The complete packaged boiler-burner unit shall meet the latest Underwriter's Laboratories requirements and shall be UL labeled. e. B. Gas Trains: a. Gas trains shall be designed and furnished by the Boiler Manufacturer. 2.4 EQUIPMENT IDENTIFICATION PLATES 1. A 16-gauge stainless steel identification plate shall be securely mounted on the equipment in a readily visible location. The plate shall bear the 1/4-inch die-stamped equipment identification number indicated in this Specification. 2.5 LIFTING LUGS 1. Individual equipment and-or each field disassembled part over 100 pounds in weight shall be provided with lifting lugs. 2.6 ANCHOR BOLT SIZE AND MA TERlAL 1. Anchor Bolts: Type 316 stainless steel, sized by equipment manufacturer. 2.7 FACTORY TESTfNG 1. Manufacturer standard test and ASME boiler inspection. PART 3 EXECUTION 3.1 INSTALLATION 1. MAWSS will be responsible for the installation. 3.2 INSPECTION AND TESTING 1. Provide functional and operational tests. 2. Provide all materials and equipment required. 3. Heating System: 4. Burners: a. Remove equipment and appurtenances from system that may be damaged from test pressures. b. Apply test pressure for two consecutive hours and inspect for leakage; remedy leaks by replacing defective material; use no caulking or chemicals. c. Continue test until all leaks are remedied. a. Adjust burners for optimum performance: Perform combustion efficiency tests and forward copy to Owner. b. Test results to indicate percent carbon dioxide, percent oxygen, stack temperature, and smoke density. c. Notify Engineer in advance of testing so that s/he may witness the tests. 3.2 MANUFACTURER'S SERVICES 1. Manufacturer's technical representative must have a minimum of 5 years of experience on the type and size of equipment specified. 2. a. 2 person-days each for installation assistance, inspection, testing, coordination with controls integrator, and completion of Manufacturer's Certificate of Proper Installation. b. 1 person-day each for startup, and pre-startup training. 3.3 WARRANTY 1.
