Welcome Peel Logistics Property, alongside Peel Land and Property, is preparing a planning application for Haydock Point, a high-quality logistics park east of Haydock. The purpose of this exhibition is to provide further information about the proposals and an opportunity to comment. Please take your time to view the information on display here today. The Peel Group has recently delivered one of the world s most modern shipping terminals, Haydock Point presents an excellent opportunity to deliver a new logistics park in St Helens. The site is illustrated on the location plan above. Why are we consulting? We are currently at the early stages of the planning process and are keen to hear the thoughts of local residents and stakeholders. planning application will be submitted in early 2017 in outline form. This will seek the approval of planning permission for Haydock Point in principle and for the access points into the site in detail. If outline planning permission is granted, detailed development proposals for the siting and appearance of the buildings and landscaping of the site, would be brought forward as reserved Liverpool2. This 400 million investment in Liverpool ocks will provide a state-of-the-art ocean gateway for UK importers and exporters with road, rail and canal connections to the UK mainland. Peel Land and Property owns the Haydock Point site. Who is Peel Logistics Property? Peel Logistics Property is a specialist UK logistics and industrial property business. It develops, manages and owns prime logistics and industrial properties throughout the UK. Peel Logistics Property has delivered several successful projects in the North West, including The Vault in Liverpool Business Park, Matrix Park in horley and Revolution Park on Junction 28 of the M6. matters applications, submitted at a later date. Who is Peel? The Peel Group is one of the UK s foremost privately-owned investment enterprises. The plan indicates the proposed access points, landscaping and building unit layout. Wider strategic location Planning context The site is located at Junction 23 of the M6 / 580, providing excellent connections to the strategic road network, the regional motorway network, major urban centres and facilities in the North West. The site is presently located within the designated Green Belt. St Helens ouncil is in the process of preparing a new Local Plan which acknowledges that Green Belt land will need to be released to accommodate the housing and employment land needed to support the Site context The site comprises agricultural fields. It is generally flat but rises towards the north-western corner. drainage ditch runs across the site from east to west. growth of the borough. There is not enough land (including brownfield land) within the urban areas to meet the identified needs. Suitable sites for logistics developments, with particular site and access requirements, are not available in St Helens. The 49 and 580 make up the western and southern boundaries. Woodland lies to the east, with Haydock Park Racecourse to the north. The ouncil has identified a number of strategic sites in its Local Plan Preferred Options and the Haydock Point site is one of the employment sites identified. The ouncil s consultation on this document began on Monday 5th ecember 2016, and will run until Monday 30th January 2017. The Local Plan is a separate consultation to our consultation on Haydock Point.

ccess and Highways ccessibility plan & wider area plan Haydock Point benefits from excellent connections to the regional road network via the M6 in both directions from Junction 23. This allows onward connections to major urban centres and facilities in the north west, the Port of Liverpool and international airports. Site ccess Parking Vehicular access to Haydock Point will be provided via a new junction on the 580. The location of this access is being carefully considered and developed in discussion with the highway authorities. s the planning application will be in outline, final parking numbers will be determined at a later date. The amount of parking proposed will strike the appropriate balance between encouraging non-car modes of travel and allowing for shift working. Bus / Pedestrian / ycle access Improvements to public transport Pedestrians and cyclists will be able to access the site from the new 580 junction, by extending pedestrian and cycle routes along the northern edge of the 580. In addition a second access will be created The site is well located in terms of access to public transport, with regular bus services in the area. We are exploring opportunities for improving public transport connections. on the 49, for pedestrian, cyclist and bus access only, and in case of emergencies. M6, J23 roundabout etailed traffic modelling of Junction 23 is ongoing. We will work with Highways England to address any potential impacts.

Environmental Issues s part of the planning process for the site, a number of specialist surveys and assessments are being undertaken. The results of these surveys are helping to shape the design principles for the site. Ecology and landscape Where possible, ecological features and habitats will be retained and protected. These include the woodlands that surround the site, many of which are designated Local Wildlife Sites (LWS), and the ditch and hedgerow corridor which crosses the site from east to west. Where this is not possible, improvements will be put in place to enhance ecological features and habitats, such as replacement planting and management regimes. Precedent images Matrix Park, horley rainage Haydock Point is being carefully designed to ensure that the development will not increase the risk of flooding or impact on the watercourses both on site and downstream. Sustainability The aspiration is for Haydock Point to deliver a highly sustainable development. The outline application will be accompanied by a sustainability strategy that will guide future development within Haydock Point. The strategy is likely to include design advice to help the future development achieve a BREEM rating, a sustainability benchmark that emphasises energy efficiency. Landscape and visual impact Landscape and Visual ssessment is being carried out which considers all likely views of the proposed development from key viewpoints agreed with St Helens ouncil. The outcome of this assessment is guiding the proposed location of build form and landscaping on site. ir quality We are in the process of preparing an ir Quality Impact ssessment, this will assess any potential impacts of the development on the local area. Noise number of noise monitoring exercises have been undertaken to assess the existing noise environment.

Benefits The construction and delivery of Haydock Point will provide a number of benefits for the local area. Based on the current proposals, these would include: onstruction Phase: 1,444 jobs created during the lifetime of the construction process 161 million Investment in construction of the proposed development This equates to 217 full-time equivalent (FTE) construction jobs per year 13 million uplift in economic output per year Operational Phase: When in full operation, Haydock Point will generate a number of local benefits including: pproximately 183 million gross value added (GV) uplift in economic output per year 2,404 gross FTE jobs created on site 2,404 1,344 6,606 1,344 net additional FTE employment opportunities for residents of St Helens 6,606 net additional FTE employment opportunities for residents of the North West as a result of associated supply chain business 3.2 million uplift in business rate revenue per annum to St Helens ouncil Employment opportunities pprenticeships The proposals present an opportunity to deliver a high-quality employment development, providing numerous and varied jobs for local residents. Peel has a proven track record of delivering developments that provide opportunities for local young people in both the construction and operational phases. This has been demonstrated The eventual occupiers of the development will be encouraged to focus their employment campaigns locally, utilising local Job entres and employment agencies and education establishments. The jobs are likely to comprise a range of skill levels to meet the range of skills available in the local area. recently at the Port Salford, Liverpool2 and Media ity UK developments, which have provided apprenticeships, that give young people the opportunity of gaining academic qualifications alongside paid employment. Peel will work with local agencies in St Helens and the wider Liverpool ity Region to maximise the employment benefits to the local area.
