Notice No. 489 /HIDCO/Plng/142/2001 Date : 22.06.2018 Notice inviting Expressions of Interest for selection of a Consultant for Preparation / Amendment of Land Use and Development Control Plans (LUDCP) of the New Town Project Area Expressions of Interest (EOI) are hereby invited from reputed / experienced Consulting Firms / Companies / Organizations for Preparation / Amendment of Land Use and Development Control Plans (LUDCP) as per the provision of West Bengal Town and Country (Planning and Development) Act 1979, as amended up to date. New LUDCP is to be prepared for an area of 30 Sq. Km (about 2957 Hectares) of the New Town Project Area comprising parts of 20 Mouzas in the District of North 24 Parganas and parts of 4 Mouzas in the District of South 24 Parganas. 1. Eligibility criteria : The Consultancy firms / Companies / Organizations should have prior experience of successfully completing at least two (2) projects of preparation of Base Map using Total Station & preparation of Land Use Map & Land Register (LUMR), Land Use Development Control Plan (LUDCP) in the last five (5) years for the area of not less than 4 Sq. Km. The experience of working with the Government Department / Urban Local Bodies will be considered as advantage. In this regard, necessary documentary evidence will have to be furnished mentioning the date of work order and completion date of LUDCP. The following documents will also have to be submitted :- a. Introduction of the company as provided in Company Brochure / leaflet. b. Financial capability of the company to be given in addition to the company brochure. c. Total work experience with documents as appropriate. d. Curriculum Vitae and Profile of Team leader and other Team Members may be accompanied by letter of association by individual. 2. Terms and conditions : a. The work will have to be completed within 3 (three) months from the data of award of the work. b. The Expression of Interest (EOI) should be submitted in two parts, each part in separate sealed envelopes i.e. Technical part in the first envelope and Financial part in the second envelope. c. The two separately sealed envelopes must be submitted in another bigger envelope which should also be sealed and superscripted with Expression of Interest (EOI) for Preparation / Amendment of LUDCP of the New Town Project Area. The application is to be submitted to the Chief Planner, WBHIDCO at HIDCO Bhaban, New Town, Kolkata. d. The bidder will have to quote a lump sum fee excluding Goods & Service Tax (GST) for the total work. e. The evaluation for selection of the Consultant will be done on a total score of 100 marks. The marks will be given in the Technical Bid based on the financial capability & total work experience of the bidder and the CV Page 1 of 6

of the Team Leader. The final selection will be made on the basis of marks given by a Committee to be constituted by WBHIDCO (70% weightage for Technical Bid and 30% weightage for Financial Bid). The marking system for the financial bid would be as follows : - The financial bid with the lowest cost (L1) will be given a score of 30 and for the other proposals (N, N1, N2 etc.), scores will be calculated by the formula L1/N x 30. f. Verification of the Present Land use and Preparation of LUMR, Base maps and LUDCP The total work is to be divided into three phases :- 1. A Total Station survey of 50 m grid showing the exiting features for the entire New Town Project Area is to be done. The Total Station will have to be used to register boundary of the major land uses. The boundary of the Project Area needs to be demarcated by using Total Station. 2. Imposition of survey maps and digitized Mouza maps on the latest satellite image with high resolution not less than 0.6 meters verification of present land use with reference to the image. Preparation of existing Land use map with detailed breakup. The road network needs to be identified by using satellite imagery. 3. The present Scenario analysis may contain the following points. Existing lines of communications including railways, transports, airports, canals and linkage between towns and villages; Present contour plan with drainage layout and outfall. Present solid waste dumping areas The existing amenities, services and utilities, systems of water-supply including improvement of lake, rivers, fountains and the like, generation and distribution of electric power and distribution of gas. Major and minor roads indicating improvement of roads Indicating areas or zones for catchment, soil conservation, plantation, unsafe for any construction, subsistence for any reason including control of natural disaster. Checking the present land use broadly as o Existing residential zone. o Existing Commercial, Cultural, Educational & Institutional zones. o Existing community structures/facilities. o Green spaces and water bodies o Locating cluster of villages and huts Page 2 of 6

g. The LUDCP will have to be prepared as per provisions of section of 31,32 and 34 of West Bengal Town and Country (Planning & Development) Act,1979 as amended till date. The existing situation analysis may be used for preparation of LUDCP. h. The draft LUDCP is to be submitted within two and a half months of issuance of work order. After getting approval from the competent Authority, the final LUDCP is to be submitted within fifteen days of the approval. The final submission may contain a brief write-up along with drawings, maps, diagrams on the following issues : - a. Allotment or reservation of land for residences, roads, open spaces, recreation grounds, schools, Commercial activities,green belts, dairies,transport facilities and public purposes b. Water supply collection, treatment and distribution c. Sewerage network and sewerage treatment plant design and calculation d. For development control in the proposed land use map the following areas are to be identified Green open space / golf course Water courses and water bodies. Green belt / urban forestry / Urban agriculture or no urban development Zone. Central Business district and supplementary business district Work place and residential zones Commercial belt Educational/Cultural/sports zones Area for Restricted on-road parking Zone for health projects Agricultural markets Industrial projects Different public utility and amenities Hazardous uses e. Indicate, define and provide for All such matters including planning standards, gross and net densities and guiding principles as the Planning authority may consider expedient to be indicated and provided for in the development plan Detailed development of specific areas for housing,shopping areas, industrial areas, civic areas, educational and cultural institutions Detailed redevelopment and renewal of specific areas for housing, shopping areas, industrial areas, Civic areas, educational and cultural institutions and other related purposes. f. The detail development plan may also indicate, define and provide for Areas reserved for agriculture, public and Semi public g. Scheme for energy, water and waste conservation 1. Solar energy utilization in public places 2. Rain water harvesting for institutional uses, water features in recreational purposes 3. Non-Bio degradable waste recycling, vermin-composting for bio degradable waste. 4. Waste water treatment and reuse for non potable purposes. h. Designate land as subject to acquisition for any public purposes, and in particular without prejudice to the generality of this provisions for the purpose of The union of India, the state of the local authority or any other authority established by law and public utility concerns Dealing satisfactorily with the areas of bad layout or obsolete development and slum area and provisions for relocation of population. The provisions for open spaces, parks and playgrounds Securing the use of land in the manner specified in the development plan i. Include zoning regulation to regulate within each zone, the location, height, number of storeys and size and number of buildings and other structures, the size of yards, courts and other structures, the size of yards, courts and other open spaces and the use of buildings, structures and land. j. Different development plans may be prepared for different purposes for the same part of any area. k. The successful agency engaged for Checking and improving the LUMR and preparation of LUDCP will complete the work within 3 (three) months from the commissioning of the work. The agency will geo-reference the Maps with total station survey of 50m grid. The ground data thus collected need to be incorporated in the final output maps. 3. Delivery Schedule : 1. The successful bidder shall submit at least 3 (three) copies of Draft LUMR & LUDCP with maps. 2. The successful bidder needs to submit 6 (six) hard copies of final LUMR & final LUDCP with maps and soft copies of the same.
