In 1992, David Blake, Jim Beston and Mark Francois saw the need for a multi-disciplinary engineering consultancy, where professionals provide the highest quality solutions across the Caribbean. They founded Blake Beston Francois & Associates with excellence and boldness as guiding principles. Wayne Loquan joined the team in 1995 and the company expanded to Blake Beston Francois Limited. TEAM MARK FRANCOIS CEO, DIRECTOR BSc., FAPETT, GIPE, R.Eng. Leads with over thirty years experience as a registered Structural Engineer in the design and supervision of a broad range of structural and foundation systems around the Caribbean. Mark s specialisation beyond civil engineering is in structural analysis and design as well as construction management. Mark has served on a number of national and regional committees, working groups and initiatives related to the academic and commercial advancement of structural engineering, including the Board of Engineering of Trinidad & Tobago; Chairmanship of the Seismic Engineering Committee of APETT; a Fellow of APETT; membership of the National Building Code Committee and the Structural Steelwork Committee of APETT. He has also served as President of the Association of Professional Engineers of Trinidad & Tobago, and is a Director and co-founder of Beston Consulting.

DAVID BLAKE DIRECTOR MSc., BSc., MAPETT, MICE, MIHT, ACIArb, R.Eng. David is a veteran chartered Civil Engineer with over thirty years experience in the design, construction and maintenance of roads, related structures and buildings in the Caribbean. He has held several senior positions on major infrastructure projects, including project co-ordination, planning, design, supervision, maintenance systems, preparation of contract and tender documents and liaison with public utilities. As County Engineer in Jamaica he managed all maintenance work for government buildings and infrastructure in area of 4,000 square kilometres. David has recently completed the supervision as Chief Resident Engineer on the Solomon Hochoy Highway Improvements Project, and was Project Highway Engineer to the Project Execution Unit of a Rural Roads Maintenance Management System.

KEVIN GRANGER DIRECTOR MSc. (DIC), BSc., MAPETT, R. Eng. Our multi-faceted rising star. Kevin has acted as Director, Senior Structural Engineer, and (quite frequently) Site Engineer for more than a decade at Beston. He has completed a number of Structural Design projects, including the design of the Queen s Park Cricket Club Members Pavilion and the McDonald s Restaurants on Cipriani Boulevard and Grand Bazaar. His experience also includes a number of Civil and Infrastructural Design projects with a period dedicated to Project Supervision, where he was appointed Resident Engineer on the National Highways Year II Project. Kevin obtained his BSc in Engineering at the University of the West Indies and a MSc in Earthquake Engineering at Imperial College, London. In 2011 he was awarded the Outstanding Young Engineer Award by APETT.

WAYNE LOQUAN DIRECTOR BSc., MAPETT, R.Eng., Member ASCE, ITE, DBIA Wayne began his long and illustrious engineering career in 1979. In 1995, he left the Government service and entered into private practice as a partner of Beston Consulting. He has served as Managing Director and Director in charge of all Civil Infrastructure Projects of the firm since 1999, overseeing and often actively involved in some of the largest infrastructure projects undertaken by the firm. He retired at the end of 2013 but still works from his base in Canada.

GRENVILLE PHILLIPS II DIRECTOR MSc., BSc., Dip. Eng. For over twenty-five years, Grenville has worked on an exceptional range of project management and engineering projects in virtually every territory throughout the Caribbean. His work includes project management and design; inspections of roads, bridges and buildings; structural, environmental, highway and coastal engineering; vulnerability assessments; consultancy and training; and acting as an independent design reviewer, adjudicator and expert witness. He has won multiple awards, holds several degrees, and has had work widely published in engineering journals. Based in Barbados, Grenville is a member/fellow of Associations of Professional Engineers in Barbados, the UK and Canada.

DR. JEFFREY PHILLIPS CONSULTANT STRUCTURAL ENGINEER PhD., MSc., BESc, FAPETT, R.Eng. Jeffrey is a Structural Engineering Consultant with over thirty-five years experience throughout the Caribbean and Canada. He has served on several APETT and BOETT committees and as an independent director on the board of Home Construction Limited. He has been an expert witness and has published several technical papers. He specialises in the evaluation and repair of fire damaged structures and those affected by corrosion related deterioration - the area of his PhD research. Jeffrey has been assessing fire damage for clients and insurance brokers for over thirty years.

DR. IAN KHAN KERNAHAN CONSULTANT STRUCTURAL ENGINEER PhD., MSc, BSc, MAPETT, R. Eng. Dr. Ian Khan Kernahan is one of the region s leading authorities in bridge design, having designed close to 100 bridge structures in Trinidad & Tobago, only. He has also pioneered the design of Post-Tensioned slabs on-grade. Dr. Khan Kernahan currently lectures at the University of the West Indies, St. Augustine, Trinidad.
