Higher Regulatory Standards E. Residential structures. (1) Elevation. The following standards apply to new and substantially improved residential structures located in areas of special flood hazard, in addition to the requirements in 87-15B and C and 87-16. (a) Within Zones Al-A30, AE, AH, and also Zone A, if base flood elevation data are available, new construction and substantial improvements shall have the lowest floor (including basement) elevated to a minimum of four feet above the base flood elevation or two feet above the New York State freeboard requirement, whichever is greater.[amended 7-8-2013 by L.L. No. 3-2013]
