FINANCIAL SERVICES GROUP REQUEST FOR PROPOSAL RFP NO. PS20130495 CONSULTANT FOR JOHN HENDRY PARK MASTER PLAN QUESTIONS AND ANSWERS NO. 1 ISSUED ON: July 19, 2013 Q1 Will the 1978 Park Concept Plan and the 1995 Trout Lake Restoration Project described in section 1.2 Background, and indicated to be appended to the RFP, be made available to proponents prior to the submission deadline? A1 Q2 A2 Q3 A3 Q4 A4 Please see attached: Appendix 2 Concept Plan for John Hendry Park (1972) Appendix 3 Trout Lake Restoration Project (1995) Interpretive Map Can the 2008 Phillips Farevaag Smallenberg consultation document described in section 1.2 Background be made available to proponents prior to the submission deadline? No, this document is not available. It is not necessary for the completion of the master plan. Any relevant information may be provided to the successful proponent. Is a transportation engineer required as part of the consultant team for the farmer's market parking and traffic review described in section 1.4 Opportunities., including location of parking and traffic patterns of streets surrounding the park. The City anticipate the proponent will align the appropriate resources and approach/strategy necessary to address objectives and opportunities indicated in the RFP The Stormwater Management Study work program states "2. Review existing information on stormwater discharge and quality ( ) and fill data gaps as required." What type of data is available on water flow, water quality and environmental resources? What type of work is anticipated to fill the data gaps (i.e. sampling, etc)? The City has not undertaken water quality sampling on the stormwater system in the separated catchment. Engineering staff have estimated stormwater discharge but this is expected to be reviewed and refined by the consulting team. There is no comprehensive information about environmental resources in the catchment. The consultants are expected to use existing information, new analyses, and professional judgement to refine water quality and discharge information. The consultants may propose new sampling or measurement within the scope of the City of Vancouver, Financial Services Group 453 West 12th Avenue Vancouver, British Columbia V5Y 1V4 Canada tel:604.873.7263fax: 604.873.7057 website: vancouver.ca
FINANCIAL SERVICES GROUP project or as an optional task if they think it is required to complete the assignment. Q5 A5 Q6 A6 Q7 A7 Q8 A8 Q9 A9 Q10 A10 Q11 Can you provide a budget range that is available for this consulting effort? No, the City will be reviewing the qualification of the sub-consultant and costs offered in Annex 1 Table 2 and these offerings will be incorporated as a component for the evaluation of the entire proposal. A 15 20 page report for a Master Plan like this is very concise. Would a separate background document also be required with the full analysis, options considered, etc.? The Master Plan shall be concise. Background documents will be minutes and summaries prepared throughout the process and can be attached to the master plan. Will there be a single member of staff assigned to this project as the lead? Yes, a Project Manager for single point contact will be provided upon contract award. Please clarify if you are looking for 3 separate Stormwater Engineering Firms / Sub consultants fees for Annex 1 - Table 2 Optional Scope, or are you looking for the fees for doing 3 alternative options? The City is looking for up to three offering of Sub-consultant (Engineering firms) with fees, they may contain same or different options. Do you have borehole data available throughout the site? No. Is potable water currently being pumped into Trout Lake? Yes, seasonal only. Is the study area limited to the Park area or does it include the stormwater tributary basin for proposed rainwater/stormwater quality controls? I understand for runoff calculations any modelling will need to include this area, however is the consultant team expected to propose Low Impact Developments strategies for this area as well? I m asking because depending on the water quality of the incoming runoff the investments on infrastructure in the lake in terms of treatment will vary. FINANCIAL SERVICES GROUP A11 Q12 A12 The study area is limited to the Park area only Regarding the downstream receiving systems (China Creek and False Creek) are there any specific requirements in term of the runoff peak flow and volume, and water quality for the Trout Lake effluent? Targets will be discussed and determined during the process and in consultation with the successful proponent. Q13 Page 3-1 item 2 review existing information and fill data gaps as required Please clarify what the data gaps might be and how they might be filled - specifically, if any field work could be required. A13 The data gap will be determined by the consultant upon review of the City s existing information.
