DRAFT Beautification Task Force Meeting June 19, 2017 Village Hall Board Conference Room Members Present Mira Mazur, Chair Susan Perdomo Eve Fink Terry Froman Pamela Stavinoga Members Absent Gabriella Kowalcyzk Staff Present Public Works Liaison, Andrew Letson, Public Works Director Public Works Liaison, Nadim Badran, Assistant to the Public Works Director I. Call to Order a. The meeting was called to order at 6:05 pm by Chairperson Mazur. II. Roll Call a. Chairperson Mazur called the Roll. A quorum was present. III. Approval of Minutes a. Member Perdomo made a motion to approve the minutes of the September 19, 2016 meeting. Member Froman seconded the motion. The motion was approved 5-0 via a voice vote. IV. Old Business a. Arbor Day Wrap Up i. Member Stavinoga stated she was happy to see the number of children present at the event. Member Froman added that the next Arbor Day should be planned in a similar way and suggested possibly doing something with seniors since there is not unlimited space at the school. b. Lincolnwood in Bloom i. Mr. Letson reported that the Village has not received any applications despite advertising. The Task Force discussed making the application process easier by offering to have staff take pictures and having Task Force members approach residents with nice gardens to encourage them to apply. V. Staff Report a. Lincoln Avenue Median Updates i. Mr. Letson informed the Task Force that the project is ongoing and the contractor, Nettle Creek Nursery, has been out working every day to meet the September 30, 2017 deadline.
DRAFT b. Butterfly Garden along UP Bike Path i. Mr. Letson stated the Butterfly Garden was an idea brought up by Trustee Halevi prior to the election. Mr. Letson stated the Village was denied grant money for constructing the garden, but it is something that the Village can propose for the next fiscal year budget if the Task Force is interested. The Task Force stated they are interested in possibly constructing a butterfly garden on the UP bike path between Lincoln and Pratt Avenues. c. Gateway Signage i. Mr. Letson informed the task Force that the Village Board is going to be considering installation of gateway signage at major points of entry into the Village, similar to the gateway sign at Devon and Lincoln Avenues. d. Banners on Lincoln, Touhy, and Crawford Avenues and Northeast Parkway i. Mr. Letson informed the Task Force that the Village Board will be considering a pilot banner program on Pratt Avenue from McCormick to Hamlin. The purpose is to serve as a fundraiser for the Lincolnwood Chamber of Commerce. Initially, the program included placement of banners on Touhy Avenue, however, the Illinois Department of Transportation will not allow advertisements on their right-of-way. e. Touhy/Crawford District Maintenance i. Mr. Letson informed the Task Force that Chroma Salon has done a good job maintaining the planting beds in the right of way at Touhy and Crawford and hopes other businesses will follow the example set by Chroma. Chair Mazur stated she would like to see the garbage bins repainted and straightened out. Mr. Letson informed the Task Force that the cost to refurbish the bins was high and that alternative solutions are being investigated. f. Landscape Maintenance Contractor Update i. Mr. Letson updated the Task Force on the role of the landscape contractor. Member Stavinoga stated she would like to see the scope of work increased to include preventative care, rather than maintenance alone. Member Stavinoga also stated that she would like to see the landscape contractor assist with preparing the beds for plantings each year. Member Perdomo stated that she is concerned with the amount of money spent on additional flowers this year compared to other years. Mr. Letson informed the Task Force that about 80 flowers were stolen and needed to be replaced, several flowers needed to be replaced because they were not in bloom, and that staff received direction from the Task Force to plant areas that have not been planted in the previous year s display. g. Community Garden i. The Task Force discussed the idea of planting a community garden. Member Froman stated that unless residents have expressed interest in the idea they task Force should not consider the community garden. The Task Force agreed to hold off on further discussions until a point when there was significant interest from the community. VI. Comments from the Public a. None VII. Adjournment a. Chair Mazur noted that Member Friedman resigned from the task force and will be looking for her replacement. Chairperson Mazur made a motion to adjourn the
