As a result, the revision is now designated as Committee Comment No. 601 and will not be included in the Second Draft. Second Revision 601 has no related First Revision, therefore, there will be no supplemental ballot. The attached report contains Committee Comment No. 601 and the SRs created by Panel 3 with final ballot counts and voting comments. To pass ballot, each revision requires: (1) a simple majority of those eligible to vote and (2) an affirmative vote of 2 /3 of ballots returned. Conductors in vertical raceways shall be supported if the vertical rise exceeds the values in Table 300.19(A). At least one support method shall be provided for each conductor or cable assembly at the top of the vertical raceway or as close to the top as practical. Intermediate supports shall be provided as necessary to limit supported conductor lengths to not greater than those values specified in Table 300.19(A). Exception: Steel wire armor cable shall be supported at the top of the riser with a cable support that clamps the steel wire armor. A safety device shall be permitted at the lower end of the riser to hold the cable in the event there is slippage of the cable in the wire-armored cable support. Additional wedge-type supports shall be permitted to relieve the strain on the equipment terminals caused by expansion of the cable under load. This PI has been accepted as a Second Revision (#620) without fully evaluating the substantiation provided by the submitter. Comments from the Panel Members prior to the vote for the First Revision indicated many had issues with this PI's substantiation and the concept of various floor coverings being installed over cables without maintaining access to the cables. UL's Fact Finding report, the substantiation for the First Revision, considered the heating effects of CMUC cables installation under these floor coverings and did not consider any damage incurred during installation or maintaining access to the cables once the floor system itself is installed through the use of fasteners, adhesives whether permanent or temporary, the resultant damage covered and hidden from view.the floor products themselves are often not installed per their installation guides, the cables underneath non-withstanding, by unqualified persons with little or no understanding of what they are dealing with or covering.many floor covering products are available, have they ALL been evaluated in this type of installation? This can be readily seenin all types of occupancies, with underfloor heat tapes and cable mats covered by ceramic tile or floor coverings, but they are protected by a GFCI as required in Art. 424. Carpet tiles are limited in size to 1 square meter to ensure ready access for future inspection for installations of FCC cables under floor carpet tiles. FCC cables have been exposed to all kinds of abuse not contemplated in their approvals. Additionally, building owners began to cover these cable installations with full carpeting and even padding when the carpet tiles were damaged, lost or just didn't meet the owners design scheme anymore. This same scenario is now possible for all floor coverings installed over CMUC cables. Further study and evaluation is warranted for this type of installation, with all of the supporting documentation provided to the panel for evaluation and consideration.
