FINAL* REPORT OF THE MOTIONS COMMITTEE ON CERTIFIED AMENDING MOTIONS FOR PRESENTATION AT THE 2012 ASSOCIATION TECHNICAL MEETING JUNE 13-14, 2012 LAS VEGAS, NEVADA I. Introduction. This is the second and Final* Report of the s Committee listing Certified s that may be presented at the 2012 Association Technical Meeting in Las Vegas, NV on June 13-14, 2012. This Final* Report incorporates the first Report of the NFPA s Committee on Fall 2011 Revision Cycle Documents dated November 18, 2011 and the Report of the Annual 2012 Revision Cycle Documents. The s Committee, consisting of NFPA Standards Council Members J. Pauley (Chair), K. Bell, J. Harrington, D. McDaniel, J. Milke, R. Owen and R. Farr (Fall 2011 s Committee), has been appointed by the Chair of the Standards Council to certify proper amending motions and otherwise review and act, in accordance with 2.1 through 2.7 of the NFPA Technical Meeting Convention Rules (Convention Rules), on Notices of Intent to Make a (s) that have been submitted on NFPA codes and standards (Documents), that have been processed in the Annual 2012 Revision Cycle. Under NFPA rules, persons wishing to make an allowable amending motion at an NFPA Technical Meeting must declare their intention to do so by filing, within the published deadlines, a setting forth information about the intended motion. The s Committee, in accordance with NFPA rules, reviews each to determine whether the intended motion is a proper motion. The s Committee can also, in consultation with the submitter of the, clarify the intent of, and, if appropriate, restate the motion, and, in certain circumstances, group motions that are dependent on each other together so that they can be made as a single motion. In addition, the s Committee may take such other action or make such other recommendations as will facilitate the fair and efficient consideration of motions within the available time. The s Committee certifies for presentation at the appropriate Association Technical Meeting all proper s, either as submitted or as clarified, restated or grouped, as explained above. The s Committee then publishes a report setting forth, at a minimum, each Certified Amending, the person(s) authorized to make such motions, and the recommended order in which motions should be entertained. In addition, the Report may include s Committee notes or comments aimed at assisting the Presiding Officer or facilitating the understanding of or the orderly and efficient consideration of the motion when presented at the Association Technical Meeting. The Certified s for the Annual 2012 Revision Cycle Documents are set forth in Part II of this Report; Part III summarizes motions that were not certified by the s Committee; Part IV of this Report lists those Consent Documents in the Annual 2012 Revision Cycle that have no Certified s. In reviewing this report, the following should be considered: * In the event that any corrections to or revisions of this Report become necessary, updates will be posted on the NFPA Website at www.nfpa.org. Revised: May 30, 2012, Posted: May 7, 2012 A2012 Final s Committee Report Page 1 of 39

The only s allowed at an Association Technical Meeting are Certified s set forth in a report of the s Committee and any Follow-Up s, that is, motions that may become necessary as a result of a previous successful. (See Convention Rules at 3.4.4.) Certified s can only be made by person(s) listed in this Report as authorized to make the motion, or by persons they have designated in writing to the Standards Council Secretary as their Designated Representative. See Regulations Governing Committee Projects (Regs) at 4.6.8.1. The Certified s set forth in this report are proper and permissible; they will, however, only be presented for the consideration of the membership at the 2012 Association Technical Meeting if a person authorized to make the motion (or their Designated Representative) actually appears, signs in no later than one hour before the beginning of the session (see Convention Rules at 2.7), and makes the motion in accordance with NFPA rules. This Report concerns all Certified s for consideration at the 2012 Association Technical Meeting in Las Vegas, NV on June 13-14, 2012. The information presented above provides a general introduction to some of the relevant features of the process and the presentation of Certified s. For a full and complete understanding of the process, participants should consult the rules themselves, including the Convention Rules and the Regs. In particular, the rules concerning the submission of s and the Certification of s can be found at 2.0 of the Convention Rules and 4.5 of the Regs. The rules concerning membership action at Association Technical Meetings can be found, generally, in the Convention Rules and in 4.6 of the Regs. These are published in the 2012 NFPA Standards Directory and are available on the NFPA website at www.nfpa.org. For additional information about the NFPA codes and standards process, consult the NFPA website or contact NFPA Codes & Standards Administration Department at 617-984-7248. II. Certified s. The s Committee has received and reviewed s on fourteen Annual 2012 Revision Cycle Documents. The s Committee has determined that twelve documents have at least one certified amending motion that may be presented for action at the 2012 Association Technical Meeting. The twelve documents are as follows: NFPA 13 Standard for the Installation of Sprinkler Systems NFPA 13R Standard for the Installation of Sprinkler Systems in Residential Occupancies up to and Including Four Stories in Height NFPA 20 Standard for the Installation of Stationary Pumps for Fire Protection NFPA 61 Standard for the Prevention of Fires and Dust Explosions in Agricultural and Food Processing Facilities NFPA 72 National Fire Alarm and Signaling Code NFPA 105 Standard for the Installation of Smoke Door Assemblies and Other Opening Protectives * In the event that any corrections to or revisions of this Report become necessary, updates will be posted on the NFPA Website at www.nfpa.org. The Technical Correlating Committee acknowledges the action on Comment 72-169c to revise Item 19 (renumbered to Item 20) for emergency control functions for compliance with the Standards Council Action of September 20, 2011. However, the Technical Correlating Committee advises that this revision does not comply with the Council s action and does not address other revisions made during the proposal phase that address testing of systems outside the scope of NFPA 72. Therefore, to more fully comply with the Council s direction to Reject proposals that address testing of interconnected systems, including testing at the interface with other systems, the Technical Correlating Committee directs the following actions be taken: 1) Revise the Method for Item 20 (Emergency Control Functions) of Table 14.4.2.2 in the committee action on Comment 72-169c 2) Revise the Annex material identified as Table 14.4.3.2, Item 19 at the end of the committee action on Comment 72-169c. 3) Reject portions of the material added by Proposal 72-175 4) Revise the committee action on Proposal 72-179 5) Modify a portion of the material added by Proposal 72-229a and Comment 72-200b a) Delete the Interconnected Systems Supplementary Inspection and Testing form. b) Delete 6.6 of the System Inspection and Testing Form.
