SERVICES OFFERED DESIGN SAFETY Design Safety support for projects, large or small, from conceptual stage to construction, is available covering the following areas: Safety Philosophy Safety Concept Fire Prevention and Flammable/Toxic Gas detection Philosophy Emergency Response Plan: Identify credible emergency scenarios and determine mitigation measures. Produce a plan identifying responsible personnel, line of command, procedure(s) to be followed, means of communication, resources to be deployed and post-incident recovery. Active Fire Suppression Systems (deluge, water mist, clean agent, foam) Fire water (FW) system design: FW demand, FW storage, FW main and jockey pump capacity and sparing philosophy, FW ring main routing and sizing, and location of isolation valves, hydrants, and monitors. Passive Fire Protection: Assess pool and jet fire hazard, recommend where passive fire protection is needed (pipe rack support, vessel skirt, cable tray etc), what type (SS jacketing on process insulation, cement-based, epoxy), and to what extent. Consequence Analysis: Model potential loss of containment using Phast (or equivalent) software to determine the extent of thermal radiation (jet, pool or flash fire), blast overpressure, threshold limit value (TLV) boundaries for toxic components and probable loss of life/ maximum foreseeable loss. Fire and Gas Detection Systems: Assess probable sources of loss of containment, determine location of the detectors, type of detectors (3IR, infrared, catalytic bead, point vs. open path), voting logic and action upon activation. Plant Layout Review: Ensure compliance with customer s, national and international codes and standards, recommend inter-unit and interequipment spacing and arrangement, mitigate identified hazards, recommend location of permanent and portable occupied buildings.
Code analysis: Compliance with Alberta/National Building and Fire Codes Escape, Evacuation and Rescue Analysis (EERA): Analyze the requirements for escape, evacuation and rescue for major accident hazards (MAH) scenarios and recommend measures to reduce risk of harm to people to as low as reasonably practicable (ALARP). Provide EERA plan/drawings showing escape/ evacuation routes, and muster and embarkation points. PROFILE OF THE PRESIDENT Muhammad Tariq, CEO and President of ELC International Inc., is a Chemical Engineer with a Post Graduate Diploma in Business Administration. He is a Certified Fire Protection Specialist (an ANSI accredited certification program from NFPA).He has 43 years of professional experience working with Refineries, Petrochemical, Gas Liquefaction plants, EPC companies and Regulatory industry. Muhammad is a Professional Engineer licensed in the provinces of Ontario and Alberta in Canada and is a voting member of National Fire Protection Association (NFPA). Muhammad had been an Associate Accredited Safety Auditor from Det Nortske Veritas (DNV), USA, Professional Member of American Society of Safety Engineers and International Society of Risk & Safety Management, UK. Muhammad has extensive experience in the field of Design and Industrial Safety, Health and Environment including the development of HSE management systems, conducting training courses, and writing standards and specifications.
