THE KINGDOM OF SAUDI ARABIA IMPORT GUIDE No 02 Energy Efficiency Labelling Important Note : this Import Guide is intended to give Bureau Veritas Customers essential information as reference related to existing legislation implemented in the Kingdom of Saudi Arabia. I. Scope: The following electrical appliances shall have an energy efficiency labelling with a valid license to use such label: A. Electrical Appliances: Air conditioners units with capacities up to and including 65,000 Btu/h (19 kw) under SASO 2663: single-package of window type, single split-system non-ducted air conditioners using air-cooled condensers, single split-system ducted air-conditioners using air-cooled condensers, and heat pumps using air-cooled condensers or using electric resistance for residential, commercial and industrial sector as applicable in accordance with SASO standards. The standard applies to units designed to operate with the following voltages: - AC single phase circuits of 220 V or 230 V, - DC single phase up to 400V, - Designed for dual voltage (including DC) up to 400V, - Voltage range including above values, and three phase circuits of 380 V or 400 V - At frequency of 60 Hz The following units are excluded from the scope of SASO 2663: - Units covered by SASO 2874 - Evaporative coolers - Mobile (windowless) and portable units with exhaust air duct - Individual assemblies not constituting a complete refrigeration system such as condensing units for separate use - Models that have been granted exemption by SASO due to specific design for applications such as air-conditioners that are not intended for human comfort Air-conditioners up to 600V under SASO 2874: - Electrically operated air conditioners - Condensing units - Chillers (if water cooled chillers, voltages up to 15000V are included) - Absorption chillers - Electrically operated variable refrigerant flow (VRF) air conditioners - Close control air conditioners and condensing units serving computer rooms Refrigerators, refrigerator-freezers, and freezers that are electrically operated on a 60 Hz alternating current, with a nominal supply voltage of 230 V, including built-in appliances: - Refrigerators and refrigerator-freezers with a gross (total) capacity up to 1100 liters (39ft 3 ) - Freezers with a capacity up to 850 liters (30 ft 3 ) Excluding: - Electrically operated refrigerators employing an absorption refrigeration system and for commercial refrigerators, refrigerators-freezers and freezers - Refrigerating appliances primarily powered by energy sources other than electricity, such as liquefied petroleum gas (LPG), kerosene and bio-diesel fuels - Battery-operated refrigerating appliances that can be connected to the mains through an AC/DC converter, purchased separately SAUDI ARABIA - Import Guide 02 Energy Efficiency labelling Ed. 2.0 1/6

- Custom-made refrigerating appliances, made on a one-off basis and not equivalent to other refrigerating appliance models - Refrigerating appliances for tertiary sector application where the removal of refrigerated foodstuffs is electronically sensed and that information can be automatically transmitted through a network connection to a remote control system for accounting - Appliances where the primary function is not the storage of foodstuffs through refrigeration, such as stand-alone ice- makers or chilled drinks dispenser AC operated single phase electrical washing machines for clothes (including dual function washingdrying machines), up to and including 25kg. Efficiency class (SASO 2893), the standard applies to the following only: Single speed, three phase, 60Hz, induction motors that: Have a rated voltage between U N 50V and 1000V (applies also to motors rated for two or more voltages and/or frequencies) Have a rated output power between P N 0.75kW and 375 kw Have either 2 or 4 or 6 or 8 poles Are rated for duty type S1(continuous duty) Are marked with any ambient temperature within the range of -20 C to +60 C (Including smoke extraction motors with a temperature class of up to and including 300 C ) Are marked with an altitude up to 4 000 m above sea level Motors completely integrated into a machine are not covered (for example pump, fan and compressor) that cannot be practically tested separately from the machine even with provision of a temporary endshield and drive-end bearing. This means the motor shall: a) share common components (apart from connectors such as bolts) with the driven unit (for example, a shaft or housing) and; b) not be designed in such a way as to enable the motor to be separated from the driven unit as an entire motor that can operate independently of the driven unit. That is, for a motor to be out of scope of this standard, the process of separation shall render the motor inoperative. Motors with integrated frequency-converters (compact drives) are not covered when the motor cannot be tested separately from the converter. The following motors Exempted motors are included in the scope (i.e. will have to register in the SASO system) but they are exempted from achieving the efficiency requirement: Brake motors when the brake is an integral part of the inner motor construction and can neither be removed nor supplied by a separate power source during the testing of motor efficiency. Note: Brake motors with a brake coil that is integrated into the flange of the motor are covered as long as it is possible to test motor efficiency without the losses of the brake (for example by dismantling the brake or by energizing the brake coil from a separate power source). When the manufacturer offers a motor of the same design with and without a brake the test of motor efficiency may be done on a motor without the brake. The determined efficiency may then be used as the rating of both motor and brake motor. (TEAO, IC418) Totally enclosed air -over machines, i.e. totally enclosed frame-surface cooled machines intended for exterior cooling by a ventilating means external to the machine. Submersible motors specifically designed to operate wholly immersed in a liquid. Motors with cooling methods other than IC0Ax, IC1Ax, IC2Ax, IC3Ax or IC4Ax (see IEC 60034-6); Motors built for a restricted space (high-output design, i.e. smaller frame sizes than usual in national standards); Motors specifically built for operation in explosive environments according to IEC 60079-0 (due to safety requirements and possible design constraints of explosion proof motors such as increased air-gap, reduced starting current, enhanced sealing); Motors for special requirements of the driven machine beyond the requirements of the IEC 60034 series of standards (such as motors for heavy starting duty, special torque stiffness and/or breakdown torque characteristics, large number of start/stop cycles, very low rotor inertia); Motors for special characteristics of the grid supply beyond the requirements of the IEC 60034 series of standards (such as motors with limited starting current, increased tolerances of voltage and/or frequency); Motors with liquid cooling on account of their higher power density compared with air cooled motors of the same frame size; Smoke extraction motors with a temperature class higher than 300 C. Non-IEC motors (e.g. NEMA) that are compliant with the minimum energy efficiency standards according to the IEC classification are acceptable. Requirements: - If applicable, the rated efficiency and the IE code shall be marked on the product s rating plate (e.g. IE3-95% ) SAUDI ARABIA - Import Guide 02 Energy Efficiency labelling Ed. 2.0 3/6

- When applicable, the minimum efficiency of the rotating machines shall be IE3 at least as of 01/01/2017 (IE1 and IE2 are not acceptable) Rotating Rotating Electrical Machines Part 30-1: Efficiency classes of line SASO 2893 machines operated AC motors (IE code) C. Lighting products: Lamps (SASO 2870-1): (Applicable as of 01/05/2016) - Applicable for direct and indirect general light sources having a luminous flux between 60 and 12000 lumens of the following: Incandescent lamps Compact fluorescent lamps with integrated ballast (CFLi) Halogen lamps Light-emitting diode (LED) lamps (incandescent retrofit types) Light-emitting diode (LED) lamps (Halogen retrofit types) HS codes: 853910000001 853910000002 853910009999 853921000001 853921000002 853921000003 853921000004 853922000001 853922000002 853929000001 853929000002 853929000003 853929000004 853931000001-853931000002 853931009999 854370900009 854370900010 854370909999 - Exemptions: 1) The following lamps are exempted from the requirements of the SASO 2870 except for hazardous materials content Traffic/signal lamps, such as: Signal lamps Aviation/Aircraft lighting for runways and planes, all exterior applications Train lighting, including signal lighting Water craft lighting, including signal lighting Automotive lighting/lamps Heating lamps (infrared), such as: Infrared heat lamps comfort heating (outdoor and indoor) Infrared heat lamps industrial Infrared heat lamps animal rearing Infrared heat lamps health care 2) The following lamps are only exempted from the energy labelling requirements: Lamps marketed for operation with batteries Lamps marketed as part of a luminaire and not intended to be removed by the end-user, except when they are offered for sale, hire or hire purchase or displayed separately to the end user, for example as spare parts Lamps marketed as part of a product whose primary purpose is not lighting. However, if they are offered for sale, hire or hire purchase or displayed separately, for example as spare parts, they shall be included within the scope of SASO 2870 These afore-mentioned lamps are not excluded from SASO 2870 when they are marketed for general lighting purposes. 3) The following lamps are considered as special purpose and therefore exempt from the energy efficiency, functionality and marking requirements (except marking requirements specified in Section 4.3 of SASO 2870) Special purpose lamps: Lamps for swimming pools Lamps for emitting light as an agent in chemical or biological processes, such as: Pet care (aquarium, terrarium, etc.) Anti-insect lamps Disinfection Tanning Polymerization Photodynamic therapy Horticulture Display optic lamps (< 12 000 lumens), such as: Stage and studio lamps Theatre lamps SAUDI ARABIA - Import Guide 02 Energy Efficiency labelling Ed. 2.0 4/6

Television (TV) lamps Studio lamps Photo lamps Flashlights or lamps for the development of pictures Projection lamps Light sources that do not comply with the definition of white light sources Household appliances, such as: Oven lamps Refrigerator lamps Sewing machine lamps Temperature lamps Mirror lamps Government Services & Requirements: - If applicable, a label shall be affixed on the product indicating the energy index and classification - If applicable the maximum Energy Efficiency Index (EEI) of the lamps as of 01/05/2016 shall be as follows: Indirect lamps: Direct Lamps: - As of 01/05/2016 no CoC shall be issued for products falling under SASO 2870-1 that are not accompanied by a SASO registration certificate. Bureau Veritas, helps the manufacturer in preparing the application file. Upon receipt of the application file, Bureau Veritas will review it to make sure that necessary documents are provided. Bureau Veritas shall contact the accredited laboratory issuing the test report and have them register their laboratory on the website provided by SASO, if the test report is acceptable and the laboratory has a valid accreditation status (see section B). Bureau Veritas will then submit the application file to SASO for Registration. Registration will then be provided to the manufacturer. Notes: Additional tasks may be requested and may be subject to additional quotation. B. Registration of laboratories: All testing laboratories shall be registered on the SL&S (Saudi Label and Standards) portal, through the following link: http://www.sls.gov.sa/pages/en/registerlab.aspx Applications cannot be processed through the portal unless the related testing laboratory is registered in this portal, accreditation certificates and scopes of accreditation have to be uploaded, and the laboratory information shall be filled according to the instructions on the webpage. The laboratory is responsible of updating the status of the information posted on the website (especially for accreditation certificates and scopes), the application will not be processed if the accreditation status is not valid. For Household appliances (Air conditioners, Refrigerators, freezers and washing machines), no laboratory will be registered on the SLS website unless its scope of accreditation covers the applicable Saudi standards for performance and energy efficiency labelling. For rotating appliances, if the test report used to apply is from a laboratory already registered and approved by SASO, then the laboratory s name will be in the drop down list on the SLS website. If not available, then the applicant needs to register the laboratory, the application will not be stopped and the registration process will be approved with a 6 month grace period until it is approved by SASO. For the time being SASO may accept IEC-60034-30 in the scope of accreditation of the laboratories, but later (to be announced) SASO 2893 shall be included in the scope. Note: SASO will accept internal laboratories as long as they are accredited by a member of ILAC. For lighting products (lamps) : - Test reports issued by private factories and laboratories from outside the Kingdom of Saudi Arabia will only be accepted if: a) They are accredited ISO/IEC 17025 from a full member of ILAC or b) It has been accredited ISO/IEC 17025 by the national accreditation body from the country of manufacturing - Test reports issued by private factories and laboratories inside the kingdom of Saudi Arabia will only be accepted if they have been accredited ISO/IEC 17025 by the Saudi Accreditation Committee (SAC). - The standards used for the lamp testing and listed in SASO 2870 shall be within the scope of the ISO/IEC 17025 accreditation. - Until 31 July 2017, SASO will allow the registration of laboratories in the lighting products for laboratories which don't have the accreditation for standard (SASO 2870:2015) or reference standards mentioned in the testing methods, but it requires the presence of the SASO representatives for the test or a person authorized by SASO to attend the test. (The test will be held only once depending on the technology type of the light). From 01 Aug 2017, Laboratories must have an accreditation certificate from an accreditation body with full membership in ILAC and the scope of accreditation should include the standard (SASO 2870:2015) or reference standards mentioned in the testing methods. The information contained herein is for the purpose of facilitating Pre-Shipment Inspection and does not relieve Exporters or Importers from their obligations in respect of compliance with the import regulations of the country of importation. Although every effort has been made to ensure the correctness of the information, as at the date of issuance of this data sheet, Bureau Veritas does not accept any responsibility for errors or omissions and, furthermore, the information may subsequently be subject to change as may be announced by the Authorities in the country of importation. Consequently, Exporters are advised to check with Bureau Veritas, prior to shipment of the goods, if there is any doubt concerning the issuance of a Certificate of Conformity.
