In April 2010 the Estidama program of the Abu Dhabi Urban Planning Council partially released the first version of its rating system suite, The Pearls Rating System for Estidama v1.0 updated a year later into v2.0 PRS includes a number of rating systems assessing Buildings, Villas and Neighborhoods. Part of Abu Dhabi s 20-year plan, AKA Plan Abu Dhabi 2030, attempting to redefine how a contemporary Arab city should look and encourage sustainable growth, the PRS is strongly linked to the Estidama Integrative Design Process (EIDP), which seeks to promote the new concept of Integrated Design process as a design approach amongst design professionals.

EIDP is also set to become part of the development codes as a prerequisite for all projects types, requiring all projects to carry out a number of analyses before the design process is permitted to begin. These analyses include, among others, Solar analysis, and preliminary Energy modeling. An Executive Council Order of May 2010 states all new buildings must meet the 1 Pearl requirements starting in September 2010, whilst all government funded buildings must achieve minimum 2 Pearls. PRS is the first to formally adopt the Integrated Design Process and the first to make it mandatory.
The development of the rating system took advantage of a comprehensive review of combined best practices employed by a mix of established international and regional rating systems, while taking into consideration the needs that are specific to Qatar s local environment, culture and policies.
