Rare plants listed in the Red Book of Ukraine grow there. 2. Executive Summary: the site and its management Brief overview Hnidavske boloto a zoological reserve of local value, total area of 116.6 hectares, 53 hectares of which are in Lutsk, between Rovantsi village, Gnidava district of Lutsk and the centre of the city. The reserve was created to preserve a valuable natural complex on the floodplain of the Styr River, it comprises: a swamp where reed, typha and carex grow, the remnants of the River Zhiduvka, oxbow lakes of the Styr River, wet meadows, the habitats of rare breeding species of animals and birds: Eurasian otter, short-tailed weasel, Hen harrier. 3. Administrative information 3.1. Responsible authorities: Lutsk Town Council; Volyn Regional State administration; Boratin Village Council.

3.2. Building/Site, Name and Address: Hnidavske boloto zoological reserve, Volyn Oblast, Lutsk, Lutsk region, Ukraine. 3.3. The map reference can be found in additional files. 3.4. Type of monument: Hnidavske boloto a natural reserve. 3.5. Form of ownership: Shared ownership of Lutsk and village of Rovantsi 3.6. Statutory Protection: On the territory of zoological reserve it is prohibited to: destroy or damage trees, shrubs, or vegetation cover; burn the dry grass, carex, or reeds; hunt and catch fish; light fires; walk dogs; or conduct any other activities that may lead to the loss of recreational value of the protected area. 4. Summary of condition 4.1. Summary of Physical Condition. The reserve is in a pristine state. The only damage that affects the reserve is the summer fires which occur due to dried grass catching fire, including deliberate arson. 4.3. Priority for intervention high. 5. Projects already planned (content, executant, responsible person): None exist at present. 6. Scope of the PTA 6.1. Extent/Nature of the assessment: Historian Olena Serdyuk and Architect Lyubov Apostolova- Sossa have accompanied the precursory assessment of the project idea.

7. The PTA 7.1. Background: form, function and evolution. 7.1.1. Brief description The total territory of the reserve is 116.6 hectares, framed institutionally as an environmental protection area in 1995. Main Functions: Keeping and breeding of rare plants and animals on the territory of Volyn; conducting scientific research and student centre, using for recreational purposes 7.1.2. Summary historic development and evolution of the building or site, from the earliest times until the present day. The Zoological Gnidava swamp reserve is a natural space which was protected in 1995. It is not used for any other purpose. If the project the creation of historical-landscape park - is implemented, a new recreational complex will be created, with various benefits for the city such as cycle routes, fountains, sculptures, a bird watching centre and other. Part of the Gnidava swamp is adjacent to the former castle walls between Lutsk and the neighbouring village Rovantsi. Elements of the former castle fortifications, monastery complexes of Dominican Fathers (modern seminary) and Brigites' sisters (St. Archangel male monastery) are visible. There are views of the Lutsk Castle, St. Peter's and Paul's Cathedral, Lutheran Church.

Connection between Hnidawa Swamp and Old Town in Lutsk This green oasis will expand the intellectual, entertainment and leisure opportunities of the citizens of Lutsk, promoting the development of green tourism in the suburban area, contribute to acquainting children with nature as opposed to seeing animals only at the zoo. However, seeing them in their natural habitats is also difficult. Creating a historic landscape park will give them this chance. 7.2. Significance 7.2.1. Summary statement of significance/historical and heritage importance In this era of industrialization, with the development of urban areas and suburban areas, it is important to preserve the pristine beauty of the natural resources of Volyn. One of the environmental resources in Volyn oblast is the Gnidava Swamp reserve. Therefore, it is important to protect the area from destructive interventions (such as illegal hunting or fishing, arson), and use the reserve for the city, without damaging the protected zone.

7.3. Vulnerability/ Risk assessment Among probable and real threats in the implementation of project ideas should be noted: - 90% of reserve within the territory of the council of Boratyn; - possibility of the deadwood catching fire within the reserve. 7.4. The technical condition. Historical Landscape Park Gnidava swamp The 53.0 ha of general zoological reserve "Gnidava swamp" that lies within the Lutsk area was created by order of the regional administration on 12 th December 1995 213. Its main purpose is to preserve the valuable natural complex of the flood plain of the River Styr, its marshes, meadows, old river beds overgrown with reeds, cattail, sedges, and remnants of the old River Zhyduvky. There are many species of animals and birds, several of which feature in the Red book of Ukraine: river otters, ermine, and field harrier. The reserve can be used for recreational purposes, educational activities, scientific research provided that these activities do not damage the reserves ecosystems. 7.5. Outline summary of required repairs Creating the historic landscape park at the environmental Gnidava swamp reserve would require: - Project estimates; - Development of a detailed plan and concept for the future park; - Coordination of project implementation plan with environmental experts and surveyors; - Determination of a specific legal arrangement for the reserve-park. 7.6. Conservation/rehabilitation policy and proposals The Gnidava swamp reserve, which provides a natural habitat for rare plants and animals listed in the Red Book of Ukraine, is located in Lutsk and includes areas of its suburbs. This versatile project has great potential once the area has been defined, and the creation of a historic and landscape park in the heart of its territory will promote Lutsk as a centre for eco-tourism, expanding the range of long-term job opportunities, especially for young scientists, engineers and architects.

Implementing this idea could be achieved by undertaking the following actions: - connecting the park territory with sites in the nearby Old Town (Lutheran Church and the house of Nicholas Golovan, a synagogue and a former Dominican monastery) through informative tourist signage, etc; - setting up a 10 km cycle route through the park; - commissioning sculptures of characters from Lutsk s history from the local sculptor Nicholas Golovan; - choosing and setting up viewing platforms with the best panoramas of the Old Town; - constructing an administrative building for park management (information point, enabling tourists to find out how to spend their time in the park with brochures, maps, cycle routes etc.); - setting up suitable picnic spots; - implementation of security measures within the park, information tables on the environmental protection of objects and animals included in the Red Book of Ukraine; fire extinguishers, sand etc. 7.7. Finances Calculations: - Development of a detailed concept of park by experts, engineers, architects, ecologists 20,000 EUR - production and placing of tourist signs 10,000 EUR - setting out cycle routes 300,000 EUR - creation of a sculpture park: the conception and production of exhibits 50,000 EUR - arrangement of two viewing platforms with equipment (telescopes, scaffolds) 70,000 EUR

- construction of administrative building (office and toilet) with appropriate equipment (computer, phone, table, chairs, shelves for publications) 70,000 EUR - production of the information table about environmental protection of objects in the park 3,000 EUR - purchase of fire extinguishers, sand and shovels for fire safety 2,000 EUR 7.7.3. Assessment of (real) possibilities for recovering investments Valuation of (real) opportunities for investigations In order to undertake the work needed to create a historical and landscape park funds will be raised from the city budget. However, in Lutsk there are several powerful corporations representing local and foreign investments, including Kromberg and Shubert (effective investment project and part of the global team of companies in many countries Austria, Germany, Poland, Romania, Macedonia); the Modern-Expo with branches in the cities of Belarus, Russia, Poland, Germany, France, UAE, UK; SKF «Ukraine» (the erstwhile Lutsk Bearing Factory), which supplies its products to worldwide brands Volkswagen, Iveco, MAN, ISUZU and others. A project manager and team COMUS Lutsk should look for contacts and seek to build relationships with potential investors. 7.8. Management The Department of Tourism and Promotion and the Department of International Cooperation has successfully managed several projects and activities. These institutions will be able to effectively implement the project.
