2 Seveso Directives - Prevention, preparedness and response Directive 82/501/EEC after the Seveso disaster Amended after the industrial accidents of Bhopal, Toulouse or Enschede resulting into Seveso-II Directive 96/82/EC The citizens right to know is anchored in the latest Seveso III Directive 2012/18/EU Directive applies to > industrial establishments in the EU: o Operators are obliged to take all necessary measures to prevent major accidents and to limit their consequences for human health and the environment. The requirements include: o Notification of all concerned establishments (Article 7); o Deploying a major accident prevention policy (Article 8); o Producing a safety report for upper-tier establishments (Article 10); o Producing internal emergency plans for upper tier establishments (Article 12); o Providing information in case of accidents (Article 16). 2
