3 3 Reporting Emergencies Call (EKU Public Safety) for all animal-related emergencies which occur after normal working hours or on holidays. For animal-related emergencies which occur during regular working hours (Monday thru Friday, 8am to 4:30pm), contact the laboratory animal manager, Mr. Tim Weckman. If Mr. Weckman is not available, contact the attending veterinarian, Kenneth Dickey, DVM, and the animal facility building manager Dr. Malcolm Frisbie (contact information can be found on page 4). What is an emergency? An emergency is any immediate threat to life and/or property that requires immediate response from police, fire or Emergency Medical Services (EMS). Some examples of emergencies are any kind of fire or a serious injury or illness. If you are not sure if an incident falls into an emergency classification, feel free to call 911 when an immediate response is needed. How should I report an emergency? Stay on the line with the dispatcher. Provide the address, location and a description of the emergency. Provide the phone number at your location. Provide a thorough description of the incident to assure appropriate resources are dispatched. If possible, have someone meet responders at the entrance of the building, to explain what has happened, give appropriate advice, and escort responders to the incident location. Non-Emergency Telephone Numbers The following telephone numbers are provided for nonemergency situations. Using these numbers will provide a prompt response from the responsible agency, while keeping 911 lines free for emergencies. All 911 calls are voice and TTY. 5 Disaster Plan 5 First Principles: Human safety ALWAYS takes precedence over animal safety. The instructions of emergency authorities ALWAYS take precedence over the instructions of this Disaster Plan. In the event of an infectious disease pandemic campus closure, one or more of the individuals listed under Administrative & Animal Care Personnel (see page 4) will perform animal care duties or determine if animal depopulation is necessary in conjunction with the Principal Investigator (s) (PIs). If evacuation of the Moore Building is necessary, do not re-enter the building until allowed to by the University Police. If told to evacuate by authorities, go to the Emergency Assembly Area location for the Moore Building, out the front doors and across the street (University Drive) to the sidewalk in front of the University Building. If all animals have perished in a disaster, efforts are for recovery only. In general, it will be up to the Animal Facility Faculty and/or Staff, escorted (after it has been deemed safe to enter) by emergency authorities, to determine the condition of animals in a building disaster. o In general, carcasses are to be bagged, tagged, and refrigerated; the PIs consulted; and the carcasses disposed of according to university or city policy. If no refrigeration is available, a decision regarding the disposal of carcasses will be made in consultation with the emergency authorities onsite. When animals must be relocated, potential destinations are to be arranged, if the situation permits, in the following order of preference: (1) To another animal room within the Moore Building animal care facility; (2) To another room within the Moore Building. In the event that surviving animals cannot be relocated, a decision concerning their fate will be made by one or more of the following personnel: the IACUC Veterinarian, Laboratory Animal Manager, Primary Investigator (s). Forced euthanasia criteria after a disaster include: o Being unable to feed or water the animals. o Being unable to keep the animals at an acceptable temperature range. o Being unable to keep the animals in an acceptable state of hygiene. o Euthanasia procedures will adhere to the latest AVMA Guidelines for the Euthanasia of Animals. Readiness Know the location of the following: -Emergency contact information (located on the door of each animal room). -Stairs and exits -Fire alarms and extinguishers -First aid kits (located in each animal room) -Flashlights and portable radio (located in the marked cabinet hanging in the hallway)

6 6 Addressing Specific Emergencies Which May Occur in the Moore Building Animal Facility: Human Medical Emergencies Should a medical emergency occur, Check the scene for safety. Try to get an idea of what happened. If safe to do so, check the victim(s) for consciousness. Call 911 and the University Police ( or ) and request an ambulance. Stay on the phone with the Dispatcher and answer as many questions as possible regarding the condition of the ill or injured person(s) so that information can be forwarded to the emergency responders. Care for the illness and injuries within the scope of your training. Provide only the level of care that you have been trained and certified to give. When conditions permit, contact the Laboratory Animal Manager or Animal Facility Building Manager. If possible, have someone meet responders at the entrance of the building, to explain what has happened, give appropriate advice, and escort responders to the incident location. Power Failure The Laboratory Animal Manager will inform all workers and investigators of the status of any scheduled power outage. If an unplanned power outage occurs, all animals will be left caged and in the building. Get the flashlights located in the marked storage container hanging in the hall way and evacuate the building via the stairways. Once outside of the building, go to the Emergency Assembly Area location for the Moore Building, out the front doors and across the street (University Drive) to the sidewalk in front of the University Building. Temperature & Ventilation Problems If a temperature or ventilation problem is detected during normal working hours, the Laboratory Animal Manager and Animal Facility Building Manager should be immediately notified. If a temperature or ventilation problem is detected after normal working hours, immediately notify Facilities Services (if you cannot get a response from Facilities Services; call the University Police) and then call the Laboratory Animal Manager. The ventilation system in the Moore Building Animal Facility is automatically shut off when the fire alarm is activated. The ventilation should come back on when the fire alarm is reset. Ventilation can be turned on/off as necessary to assist with temperature problems in the animal rooms. This must be evaluated carefully since the temperatures in the rooms will increase as well as the odor levels. Any ventilation concerns should be directed to EKU s Facilities Services or University Police if ventilation problems occur after business hours. Air conditioning loss or heat loss or loss of ventilation, not due to power failure: The animal rooms in the Moore Building Animal Facility are on their own air handling systems. The loss of heat/air conditioning/ventilation within a room will be dealt with by moving the animals to another room within the same facility.

7 7 Air conditioning loss or heat loss or loss of ventilation, due to power failure: If there is an air conditioning or heating outage in the Moore Building Animal Facility due to a power failure and the temperature in an individual animal room falls outside the temperature range established for the particular animal, e.g., o F for mice and rats (Guide for the Care and Use of Laboratory Animals 8 th Edition); the Laboratory Animal Manager will contact the IACUC Veterinarian and Primary Investigator (s) and a decision will be made regarding the fate of the animals. The temperature range established for the animal(s) housed in each room of the animal facility will be posted on the room s door. Water Supply Problems If water flow in the Moore Building Animal Facility is interrupted or water is contaminated, water will be brought in from an outside source, i.e. purchased from local distributors. Bottled water may need to be used until the City of Richmond has tested and confirmed that the water supply is again safe for consumption. Inclement Weather If access to the university is unsafe because of inclement weather, animals must be checked immediately upon access being restored. If possible, animals should not be left for more than 3 days unchecked as this is the time limit for which water would need to be provided. Tornado or Severe Weather Watches When conditions are right, a severe weather watch may be issued. Continue with normal activities, but monitor the situation. Warnings When severe weather is imminent, a warning will be issued. If severe weather approaches, be prepared to move to shelter. Use the radio located in the marked storage container hanging in the hall way to keep abreast of weather conditions and warnings. Tornado Watch The National Weather Service issues a tornado watch when conditions are favorable for the formation of a tornado. A watch does not mean that a tornado has been sighted. However, you should remain aware of current or changing local weather conditions. Tornado Warning A tornado warning is issued when a tornado has been spotted, or indicated by radar, and people in its path are in danger. Madison County Emergency Management Agency/911 Communications will activate the outdoor sirens for Severe Thunderstorm Warnings and Tornado Warnings. This will include a steady wail and a voice message. When a tornado warning is issued: The emergency warning sirens will sound. Do Not pull the fire alarm for tornado warnings. Get the flashlights and radio located in the marked storage container hanging in the hall way.

8 In the event of a tornado or severe weather, all animals will be left caged and in the building. After the storm, the IACUC veterinarian shall determine whether the animals have been adversely affected enough whereby medical treatment or euthanasia is necessary. Do Not Use Elevators. Do not evacuate the building. If time permits, attempt to move to the lowest-possible level of the building via the stairs; if time does not permit you to go to the ground floor, take shelter in the 4 th floor restroom. Take cell phones, bottled water or soda with you, if available. Do not stop at vending machines to purchase these items while taking shelter. If disabled personnel cannot safely move to the lowest level, assist them to the 4 th floor restroom. If severe weather develops during working hours electrical equipment should be monitored closely. Sit on the floor with your back to the interior wall. Cover your head with your arms. Stay away from windows and exterior doors. Remain in the building unless told to evacuate by University Police or firemen. If told to evacuate by authorities, go to the Emergency Assembly Area location for the Moore Building, out the front doors and across the street (University Drive) to the sidewalk in front of the University Building. Flooding If electrical circuits appear to be getting wet, leave the area immediately. If the flooding is caused by a pipe break, sink overflow, or other plumbing problem, notify EKU Facilities Services and then contact the Laboratory Animal Manager or Animal Facility Building Manager. After hours, if you are unable to contact Facilities Services, call the University Police and then contact the Laboratory Animal Manager. Try to identify the source of the water and turn it off, if this can be done safely. Evacuate personnel, as needed, and if safe to do so unplug equipment (computers, printers, air pumps, heat lamps) and attempt to protect property and records by removing items from floors or covering with water resistant coverings, if available. If the flooding is caused by heavy rain, notify EKU Facilities Services and then contact the Laboratory Animal Manager or Animal Facility Building Manager. After hours, if you are unable to contact Facilities Services, call the University Police and then contact the Laboratory Animal Manager. If safe to do so unplug equipment (computers, printers, air pumps, heat lamps) and attempt to close doors and windows to prevent water from entering. If possible, attempt to protect property and records by removing items from floors. There may be little that can be done. Earthquake In the event of an earthquake, all animals will be left caged and in the building. After the quake has subsided, the IACUC veterinarian shall determine whether the animals have been adversely affected enough whereby medical treatment or euthanasia is necessary. Drop to the ground; take cover by getting under a sturdy table or other piece of furniture. Stay away from glass, windows, outside doors and walls, and anything that could fall, such as lighting fixtures or furniture. Stay inside until shaking stops (there may be aftershocks) and it is safe to go outside. Do Not Use Elevators; use stairways to leave the building. Once outside; move away from the building, streetlights, utility wires and other structures that may collapse and fall during the aftershocks. 8

9 Biohazard Exposure No research involving the use of biologically hazardous material are permitted in the Moore Building Animal Facility. 9 Chemical or Hazardous Waste Spill Keep people away from the spill. If you know what the substance is, consult the Safety Data Sheet (SDS) for hazards and clean-up instructions. If the release is small enough and can be cleaned up easily and isolated safely, handle it as a Simple Spill and clean it up following SDS instructions. o If the Safety Data Sheets is not available or the substance is unknown and the severity of the hazard cannot be determined, contact the Laboratory Animal Manager. If the Laboratory Animal Manager cannot identify the substance or cannot be reached, then call the campus Environmental Health and Safety office. If there is no response, call the University Police Department. If you determine that an imminent hazard (i.e., fire) exists; (1) pull the fire alarm and go to the Emergency Assembly Area location for the Moore Building, out the front doors and across the street (University Drive) to the sidewalk in front of the University Building. Once you are at the Emergency Assembly Area, contact the Laboratory Animal Manager or Animal Facility Building Manager. Remain in the area and when police and fire personnel arrive, inform them of the hazard. If someone is injured as a result of a chemical or hazardous waste spill, immediately call the University Police. If the spill could result in a fire, (1) pull the fire alarm and help the injured person evacuate to the Emergency Assembly Area. Immediately after you are safely away from the building call the University Police and report the injury, (2) contact the Laboratory Animal Manager or Animal Facility Building Manager. Remain in the vicinity and when medical personnel arrive direct them to the injured person; when police and fire personnel arrive inform them of the hazard. FIRE If you see fire or smoke in your immediate area, use the RACE acronym as a guide: R = Remove anyone in immediate danger. Advise students, staff and visitors to evacuate the building. Evacuate the building via the closest exit doors located away from the fire. Do not use elevators. Assist handicapped individuals to the nearest stairwell landing and advise police and/or firemen of their location. Move well away from the building (500 feet is recommended). A = Activate the fire alarm. Pull the nearest fire alarm station. Call the University Police at to report the location of the fire/smoke and any other pertinent information. If the call cannot be made safely from the building, call as soon as you find a safe place. C = Confine and contain. Close all doors as you leave the building. Do not lock the doors. E = Extinguish. Only if you know the location of a nearby extinguisher and can do so without endangering your safety. You should only consider using a fire extinguisher if you have been trained on how to use one and only if you feel confident that you can use one safely.

10 10 If you hear a fire alarm: You must evacuate the building. Ensure that all present in your area also evacuate. Shut off your room lights and close the door. Do not lock the door. Take personal items (e.g., coat, backpack, laptop, purse) with you. Do not retrieve these items if doing so would delay your evacuation. Evacuate the building via the nearest fire exit and go to the Emergency Assembly Area location for the Moore Building, out the front doors and across the street (University Drive) to the sidewalk in front of the University Building. Bomb Threat If you receive a written or verbal bomb threat, preserve it (do not delete the phone number from your cell phone, keep the written message). (1) Contact University Police and they will determine, based on the circumstances and the specificity of the threat, if evacuation is appropriate. If advised to evacuate, leave the building and go to the Emergency Assembly Area location for the Moore Building, out the front doors and across the street (University Drive) to the sidewalk in front of the University Building. After you are safely out of the building, call or report to the University Police and tell them what you know, and any observations you made, as you exited the area, that might be relevant to the investigation. Remain in the vicinity and identify yourself when police arrive. (2) after you are in a safe location, contact the Laboratory Animal Manager or Animal Facility Building Manager. Off-Campus Chemical Release or Spill (examples: highway/railway/industrial/ Blue Grass Army Depot) If a message is broadcast by the Madison County Emergency Management Agency that a chemical release or spill has occurred which presents an immediate danger and people should shelter-in-place until the danger has passed; workers in the Moore Building should move immediately to the University Building (Crabbe Library Complex). If a message is broadcast by the Madison County Emergency Management Agency that a chemical release or spill has occurred and people are ordered to evacuate or to relocate; -workers in the Moore Building with personal transportation should immediately drive north on I-75 to exit #104, turn left toward Lexington and turn into Jacobson Park to receive further emergency instructions. -workers in the Moore Building without personal transportation should report immediately to the front of Alumni Coliseum for bus transportation to Jacobson Park in Lexington.
