1 EMERGENCY PROCEDURES TUPELO CAMPUS REPORTING EMERGENCIES Report emergencies to: Tupelo Campus Police or Tupelo Campus Physical Plant When calling, stay calm. Carefully explain the problem and location. Do not hang up until told to do so. Statements to the media should be made by the Community Relations department with assistance from appropriate college officials. Responses to families with inquiries about students should be directed to the Vice President of Student Services. Emergency and Resource Numbers Tupelo Police Department 911 Lee County Sheriff s Department 911 or Tupelo Fire Department 911 Ambulance 911 Tupelo Water and Light Department Atmos Energy ICC ALERT Itawamba Community College has an emergency mass notification system for students, faculty and staff. ICC ALERT provides information in case of emergencies or imminent danger situations. This includes class closure because of inclement weather. Messages are sent via text, voice, and phone. To sign up, 1. Click on mytribe at the top of ICC s website, 2. Log in using your user name and password. 3. Click on the ICC ALERT system under links in the bottom right corner. Enter the same user name and password. 4. Provide the contact information on the dashboard to receive messages. 1

2 BOMB THREAT Do not touch suspicious objects. Clear the immediate area. Tupelo Campus Police or In the event a bomb threat is called in, remain calm and keep the caller on the phone. Ask the caller: When is the bomb to explode? Where is the bomb located? What kind of a bomb? What does it look like? Observe: Age and sex of caller. Speech pattern, accent. Background noise. Campus Police may order an evacuation. An evacuation order is issued by use of the fire alarm and the ICC ALERT system. ASSIST THE PHYSICALLY CHALLENGED. Campus Police will conduct search and will announce ALL CLEAR via the ICC ALERT system. Do not return to building until ALL CLEAR is given. CAMPUS LOCKDOWN PROCEDURES The purpose for these procedures is to effectively and expediently initiate a campus lockdown response in the event of a hostile intruder/violent student or employee. Nothing below shall be construed in a manner that limits the use of good judgment. 1. NOTIFY CAMPUS POLICE The individual making the discovery shall immediately contact Campus Police and provide as much information as possible. Do not approach the intruder or intervene in a dangerous situation. Tupelo Campus Police or What to Report: Your specific location building name and office/room number Number of people at your location Number of injured and types of injuries Assailant(s) location, number of suspects, race/gender, clothing, physical features, type of weapon(s), identity if known 2. ACTION STEPS If the intruder is outside your building Proceed to a room that can be locked or barricaded. Lock all doors and windows, turn out lights and stay away from windows. Dial Campus Police or 911 and advise of what is taking place and your location. Remain on the line to give any other needed information. Remain in the room until the police or administrator gives the ALL CLEAR code via ICC ALERT. Be sure the ALL CLEAR code is given. 2

3 If the intruder is inside the building with you If the door can be locked, lock it and stay away from the door. If the door cannot be locked, consider barricading the door or determine if you can safely get to a room that can be locked. Dial Campus Police or 911 and advise of what is taking place and your location. Remain on the line to give any other needed information. Remain in the room until the police or administrator give(s) the ALL CLEAR code via ICC ALERT. Be sure that the ALL CLEAR code is given. If the intruder enters your office or classroom Dial Campus Police or 911 on your office phone or cell phone. If possible to talk, give intruder s location and description. If it is not safe to speak, just leave the line open. If possible, attempt to negotiate with the intruder. Attempting to overpower the intruder should be the last resort after all options have been exhausted. If the intruder leaves the area, lock and barricade the door. Should the fire alarm sound, do not evacuate the building unless You have firsthand knowledge that there is a fire in the building. You have been advised by police to evacuate the building or There is imminent danger in the immediate area. What you should expect from the responding law enforcement to a hostile intruder Police are trained to proceed as quickly as possible to the sound of gunfire. The purpose is to stop the intruder. Officers may be in a variety of uniforms from plain clothes to SWAT uniforms and may be in possession of a variety of weapons. Do as officers direct and keep your hands visible at all times. If possible, tell the officers where the intruder was last seen and a description. Be aware that the first responding officers will not stop to assist the injured. Others will follow to treat the injured. First responders are trained to proceed as quickly as possible to the location of the intruder and stop him/her. 3

4 DISTURBANCE DEMONSTRATION CRIMINAL BEHAVIOR Demonstration. Do not overreact. Most will be peaceful. Tupelo Campus Police or Vice President of Student Services or Carry on normal activities if possible. Evacuate if necessary. Gunfire Take cover or evacuate. Stay calm and make the right decision. Tupelo Campus Police or Hostage Do not attempt to fight back. Make mental notes of captor s characteristics and sights and sounds if you are taken from campus. Campus Police will involve other law enforcement agencies as necessary. EARTHQUAKE Indoors Take cover under a desk, table, etc. or in doorways, halls and against inside walls. Outdoors Stay outside and move away from buildings and utility poles. Avoid downed utility lines. When shaking stops Evacuate buildings and do not re-enter due to danger of aftershock. Assist physically challenged and injured. Stay away from buildings and do not go sightseeing. Do not block streets as a pedestrian with your car. Streets must remain open for emergency vehicles. EXPLOSION, CHEMICAL LEAK, CAMPUS EVACUATION Explosion or Chemical Leak Evacuate building sound fire alarm. Tupelo Campus Police or Tupelo Campus Physical Plant Assist the physically challenged to evacuate. Notify the department faculty for assistance with chemical leaks. Do not re-enter building until ALL CLEAR is given via ICC ALERT. 4

5 FIRE MINOR FIRE that appears controllable Direct fire extinguisher toward base of fire. Tupelo Campus Police or MAJOR FIRE that does not appear controllable Evacuate. Activate Fire Alarm. Alarm sounds only in each building. Do not use elevators. Assist with the physically challenged. Close, but DO NOT LOCK doors. Tupelo Campus Police or Tupelo Fire Department Do not return to building until cleared by Campus Police via ICC ALERT and/or the Tupelo Fire Department. MEDICAL EMERGENCY HELP DO NOT PANIC Assess the situation. Tupelo Campus Police or DIAL 911 Additional help may be available from NURSE LINK Laboratory and Shop Emergencies Utilize procedures established by the responsible department. 5

6 SEVERE WEATHER TIPS SEVERE THUNDERSTORM WATCH/WARNING A thunderstorm watch means that weather conditions are favorable for the formation of a thunderstorm. A severe thunderstorm can have severe lightning and damaging hail. Move inside a building Stay away from windows. Stay calm. Remain alert for changing weather conditions and be prepared to take action. In the event conditions worsen in the area, information will be sent via the ICC ALERT system. If available, listen to the TV or radio for details. TORNADO WATCH During the spring season, tornado sirens are tested each Wednesday at noon. The tests last for 30 seconds. In the event that the siren sounds on a Wednesday morning for longer than 30 seconds, you should initiate tornado protection procedures. A tornado watch is issued when weather conditions are favorable for the development of severe thunderstorms that are capable of producing tornadoes. A tornado watch must not be confused with a tornado warning. In the event conditions worsen in the area, information will be sent via the ICC ALERT system. If available, listen to the TV or radio for details. SEVERE WEATHER/TORNADO WARNINGS Itawamba Community College will communicate severe weather/tornado warnings through the ICC ALERT system, , and Emergency Information Webpage. Notifications will contain specific instructions and information. The city of Tupelo has a severe weather siren that will be activated by Lee 911 during severe weather. Once the ICC ALERT system has been activated: DO NOT PANIC. DO NOT DISMISS CLASS. DO NOT leave the building under any circumstances. Lead students to your designated severe weather safe location, putting as many walls as possible between you and the outside. Remain in your designated safe area until the ALL CLEAR is communicated by Campus Police. This information will be relayed by the ICC ALERT system and Physical Plant personnel in the building. 6

7 SEVERE WEATHER SAFE LOCATIONS TUPELO CAMPUS In all buildings, stay away from all windows and doors. Advanced Education Center - hallways and restrooms on ground floor Buildings B and F - leave building if safe to do so; if not, restrooms Health Science Education Center - hallway between classrooms ; hallways in offices between , , , , ; classrooms 127, 141; restrooms , ; computer lab 124; conference room 133 and student lounge all on the ground floor Learning Resource Center - classroom in west end of building, restrooms Multi-Purpose Building interior halls and restrooms Natural Science Building - restrooms on ground floor, hallway and storage room by vending Physical Plant - leave building if safe to do so; if not, restrooms Purvis Center - interior hallways and restrooms Student Services - hallways and restrooms on east and west ends of building Student Support Center - interior hallways and restrooms BUILDING EVACUATION PLAN When it is necessary to evacuate the building, whether for a drill or for an actual disaster/emergency, the following procedure is to be followed: Activate the building fire alarms for immediate evacuation of structure. Tupelo Campus Police or ICC ALERT message will follow with information for those who have signed up to receive mass notification. Employees assigned building responsibilities will supervise the evacuation ensuring that all persons leave the building and report to the appropriate safe area. When it is safe to return to the building, an ICC ALERT notification message will be sent, and Campus Police will ensure that employees and students are aware that they can re-enter the building. BUILDING ADMINISTRATORS AND SAFE GATHERING PLACES TUPELO CAMPUS Each building on Itawamba Community College s campuses has a building administrator who oversees the operations of the building. Each building administrator will be responsible for all faculty and staff working in his/her building to know the evacuation process and the safe gathering place outside of the building. On the first day of class each semester all faculty members will review with their students the evacuation routes and safe gathering places outside of their buildings. 1. Advanced Education Center - Denise Gillespie - gather around the flagpoles in front of the main entrance to the building. 2. B Building - Kevin Doler - parking lot southeast of building 3. F Building - Jerry Pettigrew - grassy area south of building 4. Health Science Education Center - Dr. Kristi Dempsey - parking lot north of the main building entrance 5. Learning Resource Center Emily Gray - the pavilion by the lake 7

8 6. Multi-Purpose Building - Brad Crowder - far south end of the parking lot in front of Multi- Purpose/loading docks 7. Natural Science - Brady Garrett - the pavilion by the lake 8. Physical Plant Phillip Goff - parking lot of the Lee County Schools office 9. Purvis Center - Ira Lindsey Kinard - parking lot on the east side of the building, near the playground 10. Student Services Building - Wilton Cooper - end hallway next to the street, in front of the main entrance to the building 11. Student Support Center - Dr. Brad Boggs - parking lot north of the main building entrance CAMPUS-WIDE EVACUATION 1. In the event of a major emergency, a campus-wide evacuation may be ordered. 2. It may be ordered by Campus Police or off-campus authority. 3. Students, faculty and staff will be notified by ICC ALERT and Itawamba Community College operates under the federal NIMS System (National Incident Management System), and the EMC will be activated at this time.) 5. Commuters and non-emergency staff shall use personal vehicles to leave campus. 6. Persons without vehicles should go to the following buildings if safe to do so. Campus Police will provide directions to the appropriate buildings in the following order. a. Health Science Education Center b. Multi-Purpose Building 7. Administrative personnel will arrange feeding and housing or further evacuation based on the situation if long term. 8. Campus Police will maintain on-campus security as long as personal safety allows. 9. ALL CLEAR will be announced by Campus Police to the EMC team and will be sent by ICC ALERT, Emergency Information webpage and local media. EVACUATION OF PEOPLE WHO NEED MOBILITY ASSISTANCE Faculty and supervisory staff who direct people with disabilities shall meet with them as soon as possible to discuss evacuation procedures in case of fire or other emergency. Evacuation of people with disabilities who are ambulatory, such as those who have vision or hearing impairments: Should take place normally with other building occupants; Escorts should be offered from within the class or work area at the beginning of the semester. People who are dependent upon equipment for their mobility: Should be assigned an escort from within the class or work area at the beginning of the semester; Should not use elevators unless directed to do so by the emergency personnel; Remain in a protected place to await arrival of emergency personnel. Individuals who cannot evacuate the building due to mobility problems should proceed to the designated handicapped stairway in the building, accompanied by a prearranged escort. Emergency personnel are trained to look for persons with mobility difficulties in these designated areas; Once the stairs have begun to clear of other evacuating people, the escort and the person needing mobility assistance should enter the stairway and remain on the landing near the door. 8

9 If the stairway becomes smoke-filled or unsafe before the arrival of emergency personnel: Move back into the building and proceed to another usable stairway; If another stairway is not available, find a room that is safe and close the door; Wave a coat or similar object in a window to gain attention. If there is a direct and immediate threat, the individual should be moved. If there is potential for fire, explosion, biohazards or gas in the area where the person needing mobility assistance is located, a buddy along with the escort will need to assist the person to leave the building. Faculty and staff who have individuals who need mobility assistance under their direction are responsible for notification of emergency personnel about the location of these people within the building. 9
