1 I DCA4-6-1 Metropolitan Washington Airports Authority ORDERS & INSTRUCTIONS SUBJECT: TENANT EMERGENCY EVACUATION PLAN FOR TERMINALS B AND C 2/11/98 1 PURPOSE This Orders & Instructions (0&1) establishes emergency building evacuation guidelines for use by tenants and o~heroccupants during any type of emergency which requires evacuation of Terminals B andc 2 DISTRIBUTION This 0&1 is distributed to Authority branch level and above, airlines, tenants, and the FAA Air Traffic Control Tower at Ronald Reagan Washington National Airport 3 GENERAL The procedures within this 0&1 will assist in the facilitation of a safe and rapid evacuation of occupants from Terminals Band C These guidelines are designed to supplement current and future tenant and Authority emergency evacuation plans These guidelines were jointly developed by representatives from the Ronald Reagan Washington National Airport Operations Division, Public Safety Division, Engineering and Maintenance Division, Risk Management, and other associated Branches These guidelines will be periodically reviewed by the above listed representatives and updated as required Additional copies of the plan may be'obtained from the Budget & Administration Branch on (703) BUILDING DESCRIPTION Terminals Band C have been divided into several "evacuation zones" to identify specific areas of reference for emergency personnel giving voice evacuation instructions The evacuation zones are: Zone I: 2: 3: 4: 5: 6: North Pier Center Pier - South Pier North Pier Center Pier South Pier Baggage Level Baggage Level Baggage Level Concourse Level Concourse Level Concourse Level DistOMlN8fti-rlines/Tenants/FAA Air Traffic Control MW~ OPI: MA-110
2 7: Main Spine 8: Main Spine 9: Main Spine 10: Sub-level 11: Connector Baggage Level Concourse Level Ticket Level Whenever evacuation of an area is required, occupants will be notified by two methods: The visual fire alarm devices in the affected area only will be activated, and Voice evacuation/relocation instructions will be given via the public address system by emergency response personnel Whenever safely possible, occupants shall be directed to streetside exits Enclosed are Emergency Evacuation Zone maps for referral 5 SYSTEMS DESCRIPTION Terminals Band C are equipped with a variety of integrated fire/life safety systems Together these systems provide early warning of a fire condition, automatic notification to the Fire Department, automatic fire suppression, automatic smoke control/removal, emergency lighting/power, and a strobe/voice evacuation system for giving evacuation instructions to occupants This combination of systems comprises a life safety management package designed to minimize the impact of an incident and negate the need for building evacuation 6 EMERGENCY PREPAREDNESS In order to be adequately prepared for an emergency, each tenant shall perform the following: Develop and implement an Emergency Evacuation Plan in accordance with these and all other applicable regulatory requirements Post emergency phone numbers at each telephone Post a floor plan map of the building showing two closest egress routes Advise each of their employees of the location of the two closest fire extinguishers, and the two closest fire alarm pull stations NOTE: Tenant employers shall designate employees on their staffs to be trained to use portable fire extinguishers provided throughout the building Such designated employees shall coordinate with the Fire Marshal ( ) to receive training as required by all applicable regulatory requirements Each tenant in Terminals Band C shall be responsible for ensuring that this 0&1 is reviewed with all employees working in the building JAOIRO
3 7 EMERGENCY EVACUATION PLAN A written copy of each tenant's Emergency Evacuation Plan shall be sent to the Airport Operations Division for review by the appropriate Airports Authority representatives The Emergency Evacuation Plan shall be maintained in the workplace and made available for employee review at all times Periodic review of the Emergency Evacuation Plan shall be conducted by tenant employers The names or job titles of all persons who can be contacted for additional information about the Emergency Evacuation Plan shall be provided to all employees upon initial assignment, and shall be posted on employee bulletin boards or any other location utilized for distribution of information to employees 8 EMERGENCY REPORTING Emergencies may be reported by calling the following numbers: Fire Police Medical Emergencies Other Emergencies When reporting an emergency, please provide the following information: Type of emergency (brief description) Specific location Callers' name Telephone number from which you are calling Any other available information about the incident 9 EMERGENCY EVACUATION PROCEDURES In the event evacuation becomes necessary, tenant employees will receive emergency instructions via the building public address system or by verbal direction from Airport Public Safety officials (Fire or Police Department) or Airport Operations Officers Upon receiving emergency instructions, tenant employees shall perform the following: Execute the tenant's Emergency Evacuation Plan, Direct occupants in your area to the nearest streetside fire exit(s) or the exit(s) specified in the emergency instructions' announcement, Check all rooms within your space to ensure your area has been completely evacuated, and Close any doors within your area if conditions safely permit Jft ~~ "'! ~ J,\ rl'i> (~V
