5 PREAMBLE The Safety Specifications of the Company operating the Paris Exhibition Center (Société d Exploitation du Parc des Expositions de Paris), hereinafter referred to as Viparis Porte de Versailles, are intended primarily to govern the legal obligations applicable to the various occupants of the Porte de Versailles Exhibition Center (hereinafter referred to as the Center ) and to Viparis Porte de Versailles. The specifications are based on the necessity of ensuring maximum safety to people likely to visit the entire Center and its rooms. At the request of the departmental advisory committee for safety and accessibility (Commission Consultative Départementale de Sécurité et d Accessibilité), studies began in early 1987 under the supervision of the French sub-department for public safety, operating under the public protection department of the Prefecture of Police. The basic purpose of this document is to formalize safety guidelines for the Center in a contractual framework. Accordingly, an agreement will be established that takes into account both the imperative and non-negotiable nature of certain safety rules, and the management requirements inherent in all events. Two essential principles govern these Specifications: People holding an occupancy permit or their representatives for the event (hereinafter referred to as the Hirer ) are fully responsible for the activity they generate in the rooms and on the outdoor terraces provided. Viparis Porte de Versailles is responsible for the common areas. Building on these two principles, the Safety Specifications had to be developed in compliance with the following procedure: Review and definition of the safety objectives to be achieved in the Center with the Prefecture of Police (departmental advisory committee for safety and accessibility). Consultation with the French Meeting Industry Council (Union Française des Métiers de l Evénement - UNIMEV). Consultation with the organizers of shows throughout the Center. Consultation with the main Safety Officers. The meetings conducted as part of this prior consultation procedure were held between October 1988 and May The consultation meetings for the second edition of these Safety Specifications were held between September 1991 and November The third edition (October 2002) mainly takes into account the new Building 4 and the renovation and improved safety conditions of Building 1. The fourth edition (November 2003) confirms new provisions further to the reconstruction of the new building 5 and its adjacent terraces, together with provisions regarding the access of disabled people in wheelchairs to stands. The fifth edition (August 2006) includes the changes applied in the following areas: Activities carried out in the Center, in particular events-related activities (other than type T). The referencing of Safety Officers. Exit management for Pavilions 1, 7.1 and 7.2. The summary table of emergency equipment. The temporary installation of cooking devices. The sixth edition (August 2015) includes the following information: Changes made to Pavilions 1 and 2, and the creation of a connecting bridge called the Exhibition Bridge between pavilions 1 and 2.2, Replacing the term Hall by Pavilion. Changing the configuration of pavilions 2, 4, 5, 6 and 8 to Type L. Methods for evacuating people with disabilities. The inspection report for events-related activities (other than Type T), Updating regulatory standards. In this regard, the Viparis Porte de Versailles Safety Specifications form part of the contractual documents relating to occupancy of the entire area of the Center. INTRODUCTION These Specifications apply the following regulatory provisions: French Building and Occupancy Code, articles R to R , R 152-4, R The Order of June 25, 1980 approving the general Safety Regulations concerning the risks of fire and panic in establishments frequented by the public. The Order of November 18, 1987 approving the provisions supplementing and modifying the Safety Regulations concerning the risks of fire and panic in type T (of the first group) establishments (exhibition halls) frequented by the public with ancillary activities of types L, M, N, P, R, V, W, X and Y. Without prejudice to the provisions laid down in any occupancy permit, the specifications set out and break down the obligations and responsibilities of each party contributing to the activity of the shows, exhibitions and all types of events hosted by the Center and specify the occupancy conditions specific to each room, outside area and equipment made available to the Hirer. The obligations and responsibilities of the owner and users, pursuant to Articles R and of the French Building and Occupancy Code, are broken down between: 1 - Viparis Porte de Versailles, a long-term lessee of the Center under the terms of a lease concluded with the City of Paris on December 9, 2013, and its lessee-manager, Paris Expo Services, providing services to Organizers and Exhibitors (hereinafter referred to as Paris Expo Services ). 2 - The organizers of shows, exhibitions and other events (hereinafter referred to as Hirers or Organizers ). 3 - Exhibitors or Lessees of stands. 4 - Concessionaires, long-term lessees and all other occupants of the Center. The full acceptance of these Safety Specifications by the Organizers are a prerequisite to any occupancy agreement by Viparis Porte de Versailles. In agreement with the departmental advisory committee for safety and accessibility, Viparis Porte de Versailles reserves the right to change these Safety Specifications without notice; any changes shall then be brought to the attention of the Organizers, concessionaires, long-term lessees and other occupants of the Center. Failing to comply with these Specifications shall make offenders liable to the penalties provided under the agreement concluded with Viparis Porte de Versailles, while also engaging their civil and criminal liability towards third parties and towards Viparis Porte de Versailles. 3

6 1 - DEFINITION OF RESPONSIBILITIES OBLIGATIONS OF VIPARIS PORTE DE VERSAILLES The City of Paris has entrusted Viparis Porte de Versailles, owner, with the modernization and use of all rooms dedicated to temporary trade shows, exhibitions and events, and of the common areas (roads, green areas, parking areas, etc.) comprising the Center. The Center s installations must be kept in compliance with applicable regulations. The emergency equipment available is detailed in Appendix 8 by pavilion. A qualified representative from Viparis Porte de Versailles management shall be present on-site during the events in order to take initial safety measures. Pursuant to Article T4 of the Order of November 18, 1987, modified by the Order of January 11, 2000, Viparis Porte de Versailles shall appoint, in the event of simultaneous trade shows held in a single pavilion, the Safety Officer responsible for coordinating the action of the Safety Officers selected by the Hirers and acting simultaneously, at the shared expense of the hirers concerned. Each pavilion shall keep a Safety Log, which records the results of regulatory inspections as well as the emergency equipment performance tests. Viparis Porte de Versailles developed a general ground plan that was approved by the Technical Safety Department of the Prefecture of Police. This general ground occupancy plan No. DG400, appended to these Specifications (Appendix 7), sets out the scope of the various areas of the Center and how they may be used. These areas are defined as follows: a) Priority routes (Routes for emergency services and/or ladders) Priority routes are exclusively dedicated to the quick access of assistance and emergency services (fire brigade, emergency relief, Police, Viparis Porte de Versailles). They must always be free of parked vehicles, construction and obstructions of any kind. Viparis Porte de Versailles is responsible for ensuring strict compliance with these obligations and should take all measures that it might deem necessary. Safety perimeter (Public exit areas and emergency access routes, and Areas dedicated exclusively to the parking of road vehicles and/ or technical equipment). These areas are defined in chapter 3.1 below. b) Areas under the ring road The use of these areas is developed in paragraph below. c) Green areas The use of these areas is subject to the prior consent of Viparis Porte de Versailles. d) All-purpose areas These so-called all-purpose areas can be dedicated to various uses: exhibitions, storage, etc. Any use shall be subject to an agreement and fall within the framework of the formalities provided under paragraph below. Compliance with all rules defining the use of the areas mentioned above is an essential component of public safety within the Center. Viparis Porte de Versailles shall equip itself with all of the means it deems necessary to ensure compliance with these rules, including recourse to the public authorities OBLIGATIONS OF THE ORGANIZER The Hirer, whether or not it is also the organizer of the event, commits to Viparis Porte de Versailles, third parties and the Prefect of Police, to bear alone full liability for the event that it is organizing, any related construction that is necessary, and also for the application of the provisions set forth to ensure the safety of the visitors whose presence is justified by the event in question COMPLIANCE WITH LEGAL AND REGULATORY REQUIREMENTS The Hirer shall take all useful measures to ensure the applicable regulatory provisions in terms of safety are complied with, in particular: The Order of June 25, 1980 approving the general Safety Regulations concerning the risks of fire and panic in establishments frequented by the public. The Order of November 18, 1987, modified, approving the provisions supplementing and modifying the Safety Regulations concerning the risks of fire and panic in type T establishments (exhibition halls). The Order of January 11, 2000 approving the provisions supplementing and modifying the Safety Regulations concerning the risks of fire and panic in establishments frequented by the public. The orders concerning safety regulations on the risks of fire and panic relating to the other activities performed (food services, performances, shops, etc.) in establishments frequented by the public. The French Building and Occupancy Code, the Order of August 1, 2006, the Order of March 21, 2007, and all applicable texts concerning the disabled access of establishments and installations frequented by the public. The French Highway Code. The French Labor Code, and in particular Article R of the French Labor Code providing that the minimum lighting value of the pavilions during assembly and disassembly must be 200 lux. Standard NFC concerning the rules for low voltage electrical installations. Section 1 of BOOK V of the French Environmental Code on legislation relating to facilities classified for environmental protection. The provisions of the anti-smoking Evin law. Decree No of November 19, 1996 relating to protective systems and devices intended for use in explosive atmospheres and the Ministerial Order of March 31, 1980 concerning the compliance of electrical equipment for facilities classified in environments presenting a risk of explosion. The general permanent instructions of the permanent delegation of the Safety Committee of the Prefecture of Police (report of September 3, 2013) and in particular the instruction specifying the obligation for all organizers to continuously ensure the single safety supervisor or his/her representative has free access to all Pavilions during events. In addition to all other specific provisions specific to each type of event ASSISTANCE BY A SAFETY OFFICER It is the Hirer s obligation to ensure it is assisted by one or more Safety Officers, at least until the event closes to the public. The Hirer must select said Safety Officer(s) from the service providers identified by Viparis Porte de Versailles. They must hold the required and updated qualification and be expressly commissioned by the Hirer, which will communicate their name(s) to Viparis Porte de Versailles no later than 90 calendar days before the estimated date of entry into the premises. The number of Safety Officers must be suited to the scope and type of event. 4

7 The Hirer acknowledges having full responsibility for the application of Safety Rules in the pavilions, surroundings and external exhibition areas that are leased to it, in accordance with the occupancy permit concluded with Viparis Porte de Versailles. When proposed by the Safety Officer, whose role is defined in Article T 6 (Order of November 18, 1987 modified by the Order of January 11, 2000), the Organizer must prohibit the use of stands that do not comply with the provisions of these Safety Specifications. In this case, the Organizer must refuse the supply of electricity and other utilities, and can order that the stand be closed. It shall take all measures to ensure that the companies it employs observe, in particular, the rules on health, safety and working conditions, as well as traffic law and the protection of building sites using lifting gear or scaffolding. Its obligations shall end in accordance with the occupancy permit concluded with Viparis Porte de Versailles. The Hirer shall draft and send to each Exhibitor the Safety Specifications for the event that it is organizing. In these specifications, it shall specify in particular: The identity of the Safety Officer and his/her contact details. The safety instructions to be complied with. The obligation of Exhibitors to send it a request for permission or a statement in the cases provided in Articles T 8 and T 39 of the modified Order of November 18, 1987 (the templates are included in appendices 1 and 2 of this order). The Hirer shall undertake to comply with all of the provisions of these Safety Specifications and with those arising from the occupancy permit concluded with Viparis Porte de Versailles. Any duly established breach of any of these clauses would result in the automatic annulment of the occupancy agreement without recourse against Viparis Porte de Versailles. The Hirer is obliged to participate or be represented at meetings organized at the request of Viparis Porte de Versailles or the Prefecture of Police (Traffic Department) when they are of the opinion that the succession of trade shows may generate traffic problems around the Center ADMINISTRATIVE AUTHORIZATIONS Authorization to open exhibitions, trade shows, etc. to the public is issued by the Prefect of Police after approval by the departmental advisory committee for safety and accessibility (see Appendix 1 for practical information regarding this administrative procedure). All of the procedures that have to be accomplished in order to obtain this authorization are solely the Hirer s responsibility. The Hirer undertakes to send three copies of the application for permission to open the event to the public to the Prefect of Police no later than sixty (60) days prior to the planned opening date. This application shall first be sent to the Center s Safety Supervisor by registered letter with acknowledgement of receipt, or delivered by hand in return for a receipt. The Safety Supervisor shall check the proper use of the common areas and the project s compatibility with the Center s technical equipment (see Appendix 1). The application for permission shall include all the characteristics of the planned event. It must include all the written and graphic documents necessary for a thorough understanding of the purpose of the event, as an example, although this list may be non-exhaustive: The type of exhibition or event, with a succinct description. Its location, gross surface area occupied, surface area reserved for traffic flow aisles. The type of public expected (general public or strictly professional). The dates of opening and closing to the public. The number of visitors expected. The composition of the fire safety service as defined in Article T 48 of the aforementioned Order of November 18, 1987, modified. The plans, showing: - the interior layout, indicating the corporate name for each stand, - the platforms, terraces, galleries and podiums set up (with calculated number of visitors), - stands with ceilings or raised stands with elevation plans and cut, surface area, realization of stairways, any connections, - stands selling beverages or food, - passageways, access, exit ways, - the location of structural posts, - the location of any neutralized exits, as per the provisions of Article T 20 of the Order of November 18, 1987, modified (strictly professional trade shows only), - fixed gas installations, cooking facilities. - any storage areas and outdoor constructions, with a description of their use, - full-wall partitions of stands, - an indication (including dimensions) of the passage(s) planned through the large stands located around the perimeter of the pavilions, with the number of passage units, - the equipment planned to ensure access for disabled people in wheelchairs. All documents setting out the installation of stands must be prepared based on plan templates provided by Viparis Porte de Versailles. These plans must be submitted to the Safety Supervisor chosen by the Hirer before their final completion. When the exhibition, trade show, etc. comprises the implementation of facilities classified for environmental protection, the Hirer is obliged to supply a fourth copy of the application for permission to open to the public. In this case, all application dossiers must include the technical aspects necessary for inspection by the Classified Installations Technical Inspection Service (S.T.I.I.C.) (see Appendix 1). The Hirer shall also provide the Prefect of Police with the applications for permission referred to in paragraph below. It is obliged to notify Exhibitors of the decisions of the Prefecture of Police relating to these applications for permission. The Hirer shall submit a copy to the Safety Officer as well as to the Center s Safety Supervisor. The Hirer shall be assisted by a representative of Viparis Porte de Versailles during the inspection of the Safety Committee. The companies involved to a great extent in the setting up of events must be informed by the Hirer of the obligations relating to compliance with these Specifications SAFETY INSTRUCTIONS The safety instructions are included in appendix No. 11 of the safety specifications. The instructions are displayed at the vehicle entrance gates marked B, C, D, K, M and T and must be strictly observed by all people operating in the Center OBLIGATIONS OF THE SAFETY OFFICER As soon as the Safety Officer has been appointed by the Hirer (as per Article above), he/she will get in touch with the Center s Safety Supervisor if necessary, in order to coordinate the tasks related to public safety in the Center. The obligations of the Safety Officer are set forth in Article T 6 of the Order of November 18, 1987, modified. In particular, in this respect, it should be noted that the Safety Officer tasked by a Hirer using both the internal and external surface areas shall ensure the application of safety regulations, as well as the application of these Specifications in respect of said surface areas and the developments that may be carried out there. In order to perform its obligations as defined above, the Safety Officer tasked by the Hirer must be physically present on the site of the event as of the start of the setting up of the latter s 5

8 installations and until the date on which this same event closes to the public. Prior to the event opening to the public, the Safety Officer must draft a Final Report on compliance with all regulatory recommendations. After preparation of this report, sent to Viparis Porte de Versailles and to the Organizer, which will make it available to the Administration, the Safety Officer will give its opinion on whether or not it is advisable to open all or part of the event to the public. The Safety Officer, appointed by Viparis Porte de Versailles (as per Article 1.1 above), shall coordinate the actions of Safety Officers working simultaneously in the same building on behalf of several Hirers, and shall report to the Center s Safety Supervisor in this regard OBLIGATIONS OF EXHIBITORS Exhibitors must comply strictly with the provisions of the fire safety and disabled access regulations. Installations, whether authorized or subject to prior authorization, must be completed upon the visit of the Safety Committee or when the acceptance inspection is carried out by the Safety Officer. The Exhibitor undertakes to ensure the Safety Committee and Safety Officer enjoy free access. The Exhibitor or its qualified representative must be present during this inspection. The Exhibitor must keep at the disposal of members of the committee all information concerning the facilities and equipment comprising the stand, except for those with a recognized quality mark. The Exhibitor must send the following documents to the Hirer no later than one (1) month prior to the opening of the event to the public: APPLICATIONS FOR SPECIAL AUTHORIZATIONS Regarding equipment or the use of the substances listed below: Heat or combustion engines (Art. T 41). Machines using radioactive or X-ray generating substances (Art. T 43). Lasers (Art. T 44). Smoke generators. Propane gas. Acetylene, oxygen or any other gas presenting the same risks (Art. T 45.2) STATEMENTS (ART. T 8 AND T 39) For installations comprising: Machinery and equipment in operation. An electrical installation exceeding 100 kw. Liquefied gas. Flammable liquids (other than those in automotive fuel tanks). The documents related to the aforementioned special authorizations or statements must be sent to the Prefect of Police (see appendix 1). If the Safety Specifications for the event provide for the possibility of installing raised stands, ceilings or awnings, the Exhibitor must submit a request to the Hirer within the time frame established by the latter, indicating in particular the safety measures in place and the measures ensuring people with disabilities can access the raised part of the stand. The exhibitor shall take full responsibility for the services and demonstrations provided on his stand and shall take all measures to ensure the safety of the public admitted there. Please note that the use of pyrotechnics is prohibited during Type T activities (Art. T45). 2 - OCCUPATION OF THE PAVILIONS ACTIVITIES PLANNED FOR THE PAVILIONS Within the framework of these specifications, Viparis Porte de Versailles may place at the disposal of any Hirer with which an agreement has been signed: The exhibition pavilions and their annexes (outdoor constructible areas). Conference halls, premises for office use and reception areas. Excluded from areas that can be leased are: Areas referred to as safety perimeters, considered unsuitable for construction, Service premises and equipment, bars, security stations, etc., Traffic flow routes and green areas PROVISIONS REGARDING EVENTS The Center s pavilions are suited to host type L-M-N-P-R-V-W-X and Y events of the first category. Type L events cannot be hosted in pavilions 2, 4, 5, 6 and 8. These pavilions meet the provisions of Articles L 16 2, L 33 and L 34: should the general evacuation alarm be triggered, normal lighting and safety conditions will be restored to these pavilions if they are plunged into darkness. Type P activities can only be carried out in pavilions 1, 4 and 5, which are equipped with a category A fire safety system and whose smoke removal equipment is triggered by the automatic fire detection system in accordance with the requirements of Article P 14. The organizer of this type of event activity must be assisted by a Safety Officer selected from the service providers identified by Viparis Porte de Versailles. The authorization request dossiers for these events must be reviewed by Viparis Porte de Versailles and MUST reach the administrative authority no later than thirty (30) days before the date of opening the event to the public (see address and contact details for the competent services in Appendix 1 of these Safety Specifications). These dossiers must meet the regulatory requirements as defined by the provisions applicable to the facilities of the first group. Prior to the event opening to the public, the Safety Officer must draft an inspection report on compliance with all regulatory recommendations. After preparation of this report, sent to Viparis Porte de Versailles and to the Organizer, which will make it available to the Administration, the Safety Officer will give his/her opinion on whether or not it is advisable to open all or part of the event to the public FIREWORKS If fireworks are authorized under the regulatory framework of the planned activity, the application for authorization should specify their characteristics and the related protection measures. An additional copy of the application for authorization should be sent to the Department for Transport and Public Protection, for the attention of the Explosives and Fire Department of the Central Laboratory, within the regulatory period PERMISSIBLE NUMBER OF PARTICIPANTS IN THE PAVILIONS Regardless of the type of event planned, the number of visitors at each event may never exceed the permissible number of visitors in 6

9 relation to the actual number of exit ways in the building or pavilion concerned. This calculation must be made based on the number of optimized exits (see appendix 7) indicated on the Viparis Porte de Versailles user maps and in accordance with Article CO. 38 of the Order of June 25, 1980 (Number of visitors = number of optimized exits minus one x 500). The theoretical density of the public allowed into the exhibition pavilions is calculated based on one person per m 2 of the gross surface area of the rooms to which they have access and must always be compatible with the number of exits and of passage units provided by each building. This density is identical for the conference rooms set up in the pavilions by the event organizers. It is limited to the number of existing seats in equipped rooms. Provisions specific to Pavilion 5: The sliding gates located on Boulevard Lefebvre will be opened by Viparis Porte de Versailles during opening hours to the public. The Hirer will be responsible for monitoring these exits. It is not authorized to extend the exhibition spaces into the rooms and their entrances PARTIAL OCCUPATION OF THE PAVILIONS When an exhibition pavilion is not used in full, the Hirer must install a partition at least 2.5 meters in height, made of Category M3 (D) materials, along the edge of the unoccupied area. This partition must have adequate mechanical stability to withstand pressure by members of the public. Any exits that are rendered unusable as a result must be fully concealed. However, this provision should not lead to a reduction in the number of exits in relation to the permissible number of visitors. The unused pavilion areas must be free from any obstructions or storage throughout the duration of the event, or be monitored by the Safety Officer with suitable equipment. Viparis Porte de Versailles may tolerate storage (upon written request) under exceptional circumstances (Article T24, paragraph 3), subject to: the preservation of an aisle of 8 meters, free from any obstacles or storage, along the partition adjacent to the area closed to the public, the type of materials stored, the correct storage facilities, unobstructed access to fire fighting equipment and outdoor exits, which must remain unlocked, monitoring at all times by qualified personnel assigned to Safety, at the Hirer s expense, inspection by Viparis Porte de Versailles, the signature of an occupancy permit between Viparis Porte de Versailles and the Hirer. If several events are being organized in an exhibition pavilion, Viparis Porte de Versailles will coordinate the location of stands and in particular the positioning of traffic flow aisles (in accordance with these Safety Specifications). The Hirers must present their proposals to Viparis Porte de Versailles before making their definitive arrangements. If one event is being assembled or disassembled at the same time that another event in the same pavilion is open to the public, the Hirer of the event being assembled must take all necessary steps to prevent any disturbance to public order and safety (noise, air currents, evacuation of the public, access to façades and fire fighting equipment). The storage of inflammable and hazardous materials (explosive or toxic materials, etc.) in the exhibition areas is prohibited. This includes the stand storerooms, the exits and the area in the immediate vicinity of the pavilions PERMISSIBLE FLOOR LOADS The Hirer is required to comply with the load restrictions indicated in Appendix No. 9 when installing stands and to ensure compliance with these restrictions by its Exhibitors. These areas are clearly demarcated on the User maps included in Appendix No REMODELING SUBJECT TO PRIOR AUTHORIZATION Any loads that exceed the load limits may, if they are essential, be transported and installed by means of exceptional modifications to the site. Any Hirer who wishes to study such an option must submit a written request to Viparis Porte de Versailles, accompanied by the necessary technical data, one month prior to the date by which a response is needed CONCENTRATED LOADS During handling, loads that are generally permissible are sometimes shifted onto smaller surface areas. The resulting penetration may cause serious damage to the ground surface, regardless of the type of surface. The Hirer is responsible for ensuring that these loads are appropriately distributed by having the handling personnel place flat, rigid surfaces on the route taken by the lifting machinery ATTACHMENTS TO STRUCTURES Attachments may only be attached to a pavilion s ceiling or structural components at attachment points identified by Paris Expo Services. Accordingly, only Paris Expo Services is authorized to operate on said attachment points. Temporary installations hanging from these attachment points by slings may only be set up after sending the plans and calculations performed by an approved and independent technical inspection agency to Paris Expo Services, which may require additional attachment points to be installed if the calculations prove this to be necessary. A sling cannot support a weight of more than 80kg. No attachments or slings may be set up under the ring road or ORION. The Hirer must prohibit all suspended items and any signage attached to the power distribution ducts, the automatic sprinkler system, the ventilation and smoke removal ducts and in general any existing device or ductwork. The Hirer is responsible for the inspection of these temporary installations by an accredited technical inspection agency before proceeding to any attachment by Paris Expo Services or its service provider. Paris Expo Services and its sub-contractor may not be held liable for the type of load of said installations. The hirer must be able to provide evidence of these inspections through a report from the technical inspection agency at the first request TRAFFIC FLOW AISLES SAFETY AISLES Safety aisles of 4 m in width have been defined in the pavilions (except pavilions 1, 4, 5, 8 and the Exhibition Bridge). These aisles are created 7

10 on the ground of each pavilion and are clearly indicated on the user maps. In pavilions 2, 3 and 6, in order to adjust the mesh used by the Organizer to install the stands, the positioning of these aisles may be shifted back along its entire length, up to the dotted line on the user maps appended to these Safety specifications. In any case, a 4 m x 4 m square must be provided in front of the exits in the shaded area on the user maps for each pavilion. The safety aisles of Pavilion 7 may not be moved back under any circumstances. Special case of pavilion 1 Safety aisles of 6 m in width demarcate 6 islands of 3,600 to 7,100 m 2 and cannot be moved. The layout of each island must include a surface area for main and secondary aisles, supplementing the 6-meter safety aisle surface area with 33% of the minimum regulatory requirement for the total surface area accessible to the public. Two-level stands located on both sides of the 6-meter safety aisles, must be 11 meters away from each other, or 8 meters if their ground level is equipped with an automatic sprinkler system MAIN AND SECONDARY AISLES The other traffic flow aisles must be located, as far as possible, around the columns equipped with fire hose reels. The main aisles must be at least 2.40 m wide, and the secondary aisles 1.80 m. In exhibition pavilions equipped with escalators, the Hirer shall ensure the necessary surveillance to prevent any use or handling that might place the public in danger or cause damage to the equipment. Large stands (larger than 1,000 m²) must be designed so as not to impede evacuation of the public (Art. T 18). Accordingly, they must include at least one secondary aisle running through the stand, in coordination with the pavilion exits, or with the adjacent main aisles. In any case, a sufficient number of aisles of the right width and leading to the exits must be provided Any difference in level must be offset either using ramps with a slight incline (10%) or with a statutory flight of stairs (at least three steps with a step nosing painted white). Obstacles such as hoses or cables laid on the ground and running across the aisle pathway must be covered with boat -type protection. Furthermore, all the levels, differences in levels and platforms created in each stand must be accessible to people with disabilities under the terms laid down in the French Building and Occupancy Code, the Order of August 1, 2006, and the Order of December 8, 2014, in addition to all applicable texts concerning disabled access of establishments and installations frequented by the public RECEPTION AREAS AND EXHIBITION BRIDGE The peristyles of the major central areas of pavilion 1 and pavilion 7/1 can only be developed in reception areas according to the surface areas defined in the user maps. In all cases, they should only comprise areas crossing through (e.g. counters, reception desks, etc.), limited to a height of 2.50 m and enabling the installation of exit and/or emergency exit signs. The configurations of possible developments to the Exhibition Bridge are indicated in Appendix No. 10. In all cases, one or two longitudinal alleys free from any obstacles and 5 meters wide in total must be reserved for the circulation of members of the public. Emergency exits, secure waiting areas, fire hose reels, accessible windows and smoke extraction openings must be kept clear at all times. The intermediate level between the floor level of Pavilion 1 and the Exhibition Bridge serves only as a transit area for members of the public. Accordingly, it is unsuitable for building developments. Only décor accessories may be permitted side walls in particular that do not hinder the following in any way: signs, the use and effectiveness of existing emergency equipment, easy movement of the public EXIT MANAGEMENT Members of the public must have free use of the doors to the pavilions at all times during their presence at the pavilions. The doors must be closed and unlocked, in which case it must be possible to open the doors as soon as they are needed; consequently, the use of chains or padlocks is prohibited. The deterrent device used must be easily breakable. The Organizer undertakes to rectify as soon as possible any breach that Viparis Porte de Versailles may bring to its attention. It is the Hirer s responsibility to ensure strict compliance with this requirement. For this purpose, personnel employed by security agencies must be given instructions defining their responsibilities, specifically with regard to the actions that must be taken when a message to evacuate the pavilion is issued. Special case of pavilions 1, 7.1 and 7.2 For public shows, all exits must be made available through the installation of aisles along the perimeter. These aisles must be at least 4 meters wide and uninterrupted. In addition, the number and width of aisles or access pathways (mainly open or traversing stands included) leading to the outer perimeter aisle must be at least equal to the number and width of exits required in accordance with the exhibition area covered by these aisles. Where Pavilion 7.1 is concerned, the number and width of the aisles on the side of the blind façade may not be included in the number of aisles leading to the outer perimeter aisle. For exhibitions to which entrance is restricted (e.g. trade shows), certain exits may be temporarily blocked, following approval by the departmental advisory committee for safety and accessibility. In any case, it should be noted that the number of exits made available to the public must never be less than 2/3 of the theoretical calculation (Art. T 20). The application for permission must be submitted to the Prefect of Police. Should this permission be granted, the exits made unusable and their regulatory signage must be made invisible to the public. The use of signage in white letters on a green background is prohibited, since these colors are reserved exclusively for the Exit signs. In order to ensure a clear view of the emergency exits, the Organizer must supplement the exit symbols, if necessary. These symbols are incorporated into the signs identifying the show s aisles and must have a minimum size of 0.50 m x 0.50 m. This signage must be adapted for large stands (larger than 1,000 m²) and/or stands with an upper floor, where it should appear at least once every 25 m and be placed at each corner of the stand (flag signal). The colors of the gates may not be changed INTERIOR LAYOUT The pavilions interior layout must not hinder smoke removal, fire detection and the automatic sprinkler system. 8

11 Stands must be created in accordance with the provisions of Articles T 21 to T 24 of the Order of November 1987, modified. A fire class report, consistent with the provisions of the Order of September 24, 2009, must be prepared for all the materials that comprise the stands as well as the general décor for the event. These reports will be submitted to the Safety Officer, who will make them available to the Safety Committee. Each copy of the report must indicate the stand name and number. Pursuant to the requirements of Article T 52, it is prohibited to deposit any crates, wood, straw, cardboard boxes, etc. in the exhibition area, stands and exits. Any stand storerooms will be created: either in line with the provisions of Article M 16 for non-isolated adjacent storerooms, or by developing rooms in compliance with the requirements of Articles CO 28 and T 13, which should be monitored during opening hours to the public. Canopies, tents and structures must comply with the provisions of Articles CTS 1 to CTS 37, except for Article CTS 5, and with Articles T22 and T23 1. The implication is: the prohibition of tent-like structures (CTS) on upper floors, in addition to those under an awning, that their surface areas must be less than 300 m², that there must be at least 4 meters between them or in relation to a stand on the upper floor, that their surface areas should be taken into account when calculating the ceiling and false-ceiling surface areas in order to represent no more than 10% of the surface area in question. The environment must not reduce CTS security levels AUTHORIZED REMODELING Once the layout dossier of the event has been approved by the Safety Officer and, where necessary, by the Safety Committee, the Hirer may call on the companies of its choosing to perform all decorative or outfitting activities that do not require work on the existing buildings, facilities or networks REMODELING SUBJECT TO PRIOR AUTHORIZATION All other work is subject to the prior approval of Viparis Porte de Versailles, which, if it authorizes this work, will entrust it to the companies of its choosing and will oversee the work itself. This applies in particular to: work related to the heating and flue system equipment, any use of the walls and structural elements, wall openings in the pavilions fixed construction, trenches for pipes or wiring, foundations intended for machinery, and in general any work that involves the subflooring, any installations that call for materials or technology other than those used for routine installation of lightweight stands. In addition, activities that affect the roof of the building, and accessing the roof, are prohibited REMODELING OF ROOMS IN THE PAVILIONS The remodeling of a meeting or conference room in an exhibition pavilion must comply with the provisions of: the Order of June 25, 1980, and in particular Articles C038, C039, C043 and AM 18 relating to exits, exit ways and outfitting of the rooms, the Order of February 5, 2007 (modified) relating to Type L establishments open to the public (meeting rooms, conference rooms, etc.). If the pavilion s safety lighting does not provide the room with sufficient light, the room shall have its own safety lighting generated by self-contained safety lighting equipment. The room s public address system must be overridden by the safety address system of the pavilion concerned. The remodeling work is subject to approval from the departmental advisory committee for safety and accessibility. This remodeling work must be completed in full prior to the Safety Committee s inspection CHANGES TO USER MAPS The user maps included in Appendix 7 may be changed at the initiative of Viparis Porte de Versailles due to the performance of any work that may have led to changes on said plans. The most recent plans provided by Viparis Porte de Versailles by any means will automatically replace the plans provided previously TEMPORARY INSTALLATIONS ELECTRICAL INSTALLATIONS Each stand s power is supplied either from fixed installations in the relevant pavilion or from semi-permanent installations. These semi-permanent installations are installed, operated and maintained by Paris Expo Services or its sub-contractor, and are its sole responsibility. Each semi-permanent installation comprises, for each stand, the power cable and the service box suited to the power level requested by the Exhibitor or the Hirer, hereinafter referred to as the User for the purposes of this article. The service box is removed by Paris Expo Services or its subcontractor. It is strictly prohibited for any person not authorized by Paris Expo Services to handle the service box. The box is equipped with an overcurrent protection device and protects against indirect contact through a residual current device. It has a grounding terminal and connecting terminals or clamps available to the User for special electrical installations in the stand. The boundary between the stand s semi-permanent installation and special electrical installation lies in the connecting terminals or clamps of the service box. This service box and in particular the power cut-off device must remain accessible to authorized personnel and emergency response services. However, as the User is responsible for the service box, it must check its proper functioning regularly in order to notify Paris Expo Services of any failures. It is strictly prohibited for the User to power another stand from the service box placed under its own stand. The User is responsible for ensuring that special electrical installations in stands, in particular lighting and power outlet networks, are installed by people who are aware of the risks of the event and who have the skills and expertise required to design and implement (or have implemented) the work in compliance with regulations. In particular, the User must ensure that the 30 ma residual current device installed complies with the regulations applicable to its specific stand installation. 9

12 Stands with electrical power of more than 36 kw must be powered individually. The work must be carried out in compliance with the provisions of: - standard NF C in force, - Article T 36 - Special installations - Order of November 18, 1987, modified. As long as the stands are being powered, Paris Expo Services shall ensure qualified personnel with knowledge of fixed installations are on duty. During opening hours to the public, the number of such personnel is at least that required by regulations (1 person per tranche of 6,000 m 2 of gross exhibition area). Electrical switchboards with a capacity greater than 100 kw must be installed under the conditions set forth in Article EL 9b of the Order of June 25, They must have an emergency halt device that is easily accessible to authorized personnel or emergency services, so that the stand s power supply can be cut off in the event of a technical incident. Installations under the mezzanine floor should not exceed 100 kw. All installations must be set up on the ground level of stands. The User undertakes to ensure the stand s special electrical installation is inspected by an independent technical expertise firm, and to provide evidence of such an inspection at the first request USE OF LIQUEFIED HYDROCARBONS The use of liquefied hydrocarbons is subject to the requirements of Article T 31 of the Order of November 18, 1987 and of Article GZ 18 of the Order of June 25, No cylinder, whether empty or full, and unconnected, may be stored inside the exhibition pavilions TEMPORARY INSTALLATION OF COOKING DEVICES Power capacity of less than 20 kw Cooking areas in which the total nominal wattage of cooking and reheating devices is less than 20 kw per stand are authorized in the exhibition pavilions subject to the terms set forth in Articles GC 16 and GC 17. All measures must be taken to move two cooking devices (with wattage of less than 20 kw and installed on two different stands) at least 3 meters away from each other. Cooking devices which represent temporary kitchens installed in the exhibition pavilions must comply with the standards concerning them, be fastened to the ground when they are not sufficiently stable, include an emergency halt device to cut off power supply, and be isolated from all neighboring flammable material by a clear space of at least 0.50 meters. All steam will be filtered and deodorized by 3 successive filters: The first with wire mesh. The second with electrostatic air filter media. The third with odor-removing activated carbon. The filter section will be approximately 0.5 m² by m² of cooking device. The extraction flow will be 400 m 3 /hour per m² of cooking device. All cooking steam and smoke must be captured by a wraparound extractor and a mechanical extraction device. The extractor will be closed on three sides with a lower section 0.80m above the hob. Water containing grease must be discharged into grease traps before being evacuated into the waste water system. Power capacity of more than 20 kw Cooking devices with total nominal wattage of more than 20 kw must have grease and steam extraction ducts connected to the outside of the pavilions. These devices must be installed: either in a large, isolated kitchen in compliance with the provisions of sections I and II of Articles GC, or in specialized modules or containers (Article GC 18) having the following characteristics: - only fuel gas and electricity may power the cooking and reheating devices. These devices must bear the CE marking, issued under the requirements of European directives. Each specialized module or container must contain a single emergency halt device per energy source. This device must lock when in the latched position, be correctly identified, and be easily accessible from the outside of the module or container, - the inner walls are 1-hour or EI 60-rated firewalls and any coverings must consist of reaction-to-fire materials M0 or A2-sl, d0 and A2 fl-s1 for floor coverings, - during operation, side openings are authorized provided they have a closing system, 1-hour or EI 60-rated firewalls, in compliance with the following paragraph, - the closures for side openings must comply with standard NF S They must be auto-controlled and remotely controlled:. by manual action via a control device nearby,. by an automatic control subject to the container s automatic extinguishing system,. exhaust, steam and airborne grease must be evacuated outside of the building via a duct made of M0 or A2-s1, d0. This duct must be equipped with a 1-hour or EI60-rated fire valve placed on the right side of the module or container wall. The valve must comply with standard NF S It must be controlled under the same conditions as the closures for side openings, - the specialized module or container must include an automatic extinguishing system and an easily accessible extinguisher, suited to the risks presented, - as an exemption from Articles GZ 7 and GZ 8, cylinders containing 35 kilograms of liquefied gas may be authorized if:. they are limited in number to two,. they are attached and connected to the module or container as a unit, - the safety and shut-off devices are protected by a cover or grid protection that prevents accidental movements, - cylinders must be changed and connected when no public visitors are present, - maintenance must be performed in accordance with the provisions of Article GC 21. The maintenance booklet must be provided to the safety committee. The grease and steam extraction ducts must be cleaned after each set-up and at least every six months. Provisions relating to gas cylinders Gas cylinders in service must always be placed out of the public s reach and must be protected against shocks. They must either be: separated from each other by a rigid, non-combustible screen, and installed at a rate of one cylinder per 10 m 2, with no more than six cylinders per stand, or at least 5 meters apart, with no more than six cylinders per stand VARIOUS INSTALLATIONS Machinery and equipment in operation (Art. T39 and T40) These provisions are aimed at protecting the public against the hazards of injury, burning and crushing. Moving parts, hot surfaces, pointed ends and sharp edges must either be protected by a rigid screen or placed at least one meter away from the aisles. The hydraulic safety devices of machinery in a raised static position must be supplemented by a mechanical device to prevent untimely 10

13 folding. All equipment must be properly stabilized to prevent any danger of it falling over. Heat or combustion engines (Art. T 41) The installation and operation conditions for these installations require special authorization from the Prefecture of Police upon approval from the departmental advisory committee for safety and accessibility (see Appendix 1). Combustion gases must be evacuated outside following the plans approved by Viparis Porte de Versailles. The installations must be switched off as soon as the demonstrations have ended. Machines with heat or combustion engines and demonstration chimneys must be equipped with a device to evacuate the combustion gases outside. Radioactive substances - X-rays (Art. T 43) The site plan must be sent to the Center Safety Supervisor to be kept at the General Safety Station. A request for special authorization must be submitted to the Prefecture of Police before using such substances. Lasers (Art. T 44 and technical instruction regarding the use of special installations) Prior to the use of any lasers, the Exhibitor must: submit a request for special authorization to the Prefecture of Police, provide technical instructions along with a diagram of the installation, provide a document prepared and signed by the installer, certifying compliance with the provisions of Art. T 44. Prohibited materials, products and gases (Art. T45) The use of any motorized or radio-operated flying vehicle (Order No of the Prefect of Police). The distribution of samples or products that contain a flammable gas. Balloons inflated with a flammable or toxic gas. Items made of celluloid. Explosives. Fireworks. The presence of diethyl ether, carbon disulphide, ethyl ether and acetone. Where water-treated pools have been installed for a trade show, the following provisions must be complied with: no use of chlorine gas, disinfectants must be stored outside of the pavilions, disinfection systems must be maintained outside of opening hours to the public. One gas cylinder in service must be installed per 10 m 2 with a maximum of 6 cylinders per stand ACCESS TO EMERGENCY EQUIPMENT Stands must be arranged so as not to hinder the access to fire hose reels and manual smoke removal controls. If fire hose reels are located inside the stands, they must remain visible and accessible. The perfect visibility of exit signs and emergency equipment signs (fire hose cabinets, smoke removal controls, safety intercoms, manual activation devices, etc.) must be preserved. If fittings such as awnings, false ceilings or partitions came in the way of such signage, the Hirer must restore the signage RESTRICTIONS RELATING TO THE AUTOMATIC SPRINKLER SYSTEM OF BUILDING 7 The Hirer must ensure that the automatic sprinkler stations are constantly accessible. These sprinkler stations are located in blocks and 4 at level 1 of Pavilion 7. Viparis Porte de Versailles technicians and the fire brigade must be able to access the interior of these blocks at all times. 3 - OUTDOOR CONSTRUCTIONS SAFETY PERIMETERS The safety perimeters are indicated in yellow and orange on the General ground occupancy plan (DG 400), and on the user maps for the adjacent terraces, appended to these Safety Specifications. Sections indicated in yellow These areas are not suitable for construction. In particular, they represent public exit areas and emergency access routes, which must be kept free at all times during opening hours to the public for the pavilions in question. Parking around the pavilions and sections of the pavilions not open to the public remains possible. Sections indicated in orange Areas dedicated exclusively to the parking of road vehicles and/or technical equipment are indicated in orange on the aforementioned DG map. Viparis Porte de Versailles uses these areas either as monitored parking areas or to implement temporary devices to support the energy systems, fluids and various other systems (cooling units, air compressors, materials or equipment implemented in compliance with the applicable and relevant regulations). In all cases, the technical equipment implemented that may constitute a specific fire hazard (generators, units powered by combustion engines, etc.) must be placed more than 4 meters away from the pavilion partitions. The use of these areas must never exceed 20% of the perimeter linear area for each pavilion. No commercial activity will be authorized in these areas. The same applies to the parking of machinery or presentation equipment, and to all other uses (waste storage, etc.). No third party may use these areas for their personal convenience, including when some parts of the pavilion are not occupied. If any of these rules are violated, Viparis Porte de Versailles may take all measures to ensure the immediate removal of the offending objects or vehicles, at the offender s expense. Provisions specific to Pavilion 5 Roads reserved for the fire brigade must be at least 6 (six) meters wide. No vehicles may be parked along the pavement on Boulevard Lefèbvre. Regime for use of terraces Level 5/1: when members of the public are present in the relevant exhibition area within Pavilion 5.1 and in the conference rooms, the road and semi-covered terrace must be completely free of any 11

14 storage, temporary installations and parked vehicles; no deliveries will be tolerated. Levels 5/2-5/3: during assembly/disassembly, the Hirer shall comply with the provisions regarding the reserved possibility for vehicles to make a U-turn at each end of the emergency access routes. VERY IMPORTANT During the presence of the public, parking will be prohibited across a width of 10 (ten) meters of the road opposite pavilion 5/2 and 12 (twelve) meters opposite pavilion 5/3 to ensure the public is evacuated in the right order SEPARATION OF AREAS The creation by the Hirer of a material separation in the Center s Common Areas, for whatever reason, represents a REMODELING SUBJECT TO PRIOR AUTHORIZATION from Viparis Porte de Versailles. This remodeling MUST take into account the necessary pedestrian exits STORAGE AREAS Any storage of combustible materials (explosives, toxic materials, etc.) in the immediate vicinity of the Pavilions is prohibited LIVE LOADS IN OUTDOOR AREAS Signs that clearly indicate the maximum loads authorized are installed at the entrances and in the area surrounding the buildings concerned. These load restrictions apply to everyone, in particular general companies, handling personnel, the Exhibitors and the Transporters called upon to provide and fetch supplies from the stands. Special attention must be given to the gangways of Pavilion 7 and Pavilion 5 (see Appendix No. 9). The Hirer must take all useful measures to ensure compliance with these restrictions. Given the volume of the floor structures in the area around pavilions 5 and 7, the Hirer authorizes Viparis Porte de Versailles to have offending vehicles moved at the expense of the offender and by all appropriate means SPECIAL CASES AREAS LOCATED UNDER THE RING ROAD Except when used as parking, the use of the areas located under the ring road viaduct is subject to the approval of Viparis Porte de Versailles in order that a fire control plan can be established. Assuming this approval is granted, the energy potential must be limited to 400 megajoules per m AREA SURROUNDING THE RING ROAD Except for the support materials provided for that purpose, it is prohibited to install any signage, advertisements or illuminated signs visible from the ring road UNDERSIDE OF THE PEDESTRIAN TRANSPORTER ORION Any installation under the ORION transporter is exceptional. It is subject to the approval of Viparis Porte de Versailles. If authorization is granted, any development must only include a single level and keep a clear height of at least 0.60 m between the underside of Orion and the highest part of the construction. Each of these developments must be equipped with the suitable extinguishing media served continuously (day and night) by at least one Safety Officer AVENUE EUGENE MARTEL Under the Orion transporter, the measures indicated in paragraph must be applied. The area between gate A and the alignment of the North façades of buildings 3 and 4 must be kept clear of any developments as specified in paragraph 3.1. It is prohibited to use the A2 terraces and bar 413 terrace extension simultaneously TERRACE V AND GATE A Terrace V This public exit area is unsuitable for building developments. However, after obtaining the prior consent of Viparis Porte de Versailles, its entire surface area may be covered subject to the following conditions: No part, including those supporting the roof, may encroach on this area. The equipment must not include any side walls. A clear height of at least 2.25 m must be ensured throughout the covered area. The request for roofing must form part of the application dossier sent to the Prefecture of Police, Sub-department for prevention, 8 th Bureau (Préfecture de Police, Sous-Direction de la Prévention, 8 e Bureau). Gate A Behind the side counters of gate A, the construction of a reception area covered by a canopy is authorized in the restrictions laid down in the user map FACADES OF THE PAVILIONS Information on the events may only be attached to structures intended for that purpose, in compliance with the provisions of the occupancy permit concluded with Viparis Porte de Versailles. Constructions protruding from the facades As an exemption from the requirements of section 3.1, the following temporary developments may be authorized subject to the consent of Viparis Porte de Versailles and of the Prefect of Police, after approval from the departmental advisory committee for safety and accessibility (plans to be incorporated into the application for authorization): Canopies, awnings, signage Intended to create the entrance to trade shows in the following forms: these installations are limited to the façades of specific pavilions (see list below), exclusively on the right of the gates, to a depth of 4 m. These installations should not encroach on the existing exit areas and priority routes under any circumstances. These structures may include two hanging sections or cheeks on the side, but they must not be closed on the side facing the entrance under any circumstances. Each development must not be wider than the gate concerned. 12

15 The perfect mechanical stability of these developments must be ensured, together with their resistance to wind and, in the event of side-hanging sections, a pushing crowd. They may only be installed on the following façades: Pavilion 1 North façade of pavilions 1/1, 1/2 and 1/3, provided the depth does not exceed the width of the existing pavement. Pavilion 3 On the South façade. On the East façade. Pavilion 4 In front of the SEPE gates, a single canopy per subdivision. In front of standard sets of doors, two canopies per subdivision (mutually exclusive with SEPE gates). Pavilion 5 No canopy or awning may be installed in front of the gates of Pavilion 5/1 on the side of the semi-covered terrace. No developments may be made to the central landing around the Pavilion 5/2 escalators on the side of courtyard A. The pavilion signage must be made on equipment intended for that purpose. Pavilion 6 On the East façade, on the right of gate 6109-C. On the West façade, on the right of gate On the South façade, on the right of gate 6118-C. On the North façade, on the right of gate 6101-C. Pavilion 7 Only one sign may be installed on the right of 4 gates in the area dedicated to reception in pavilion 7/1 to a depth of 1m and without encroaching on the width of the exits. Pavilion 8 On the North and South façade, provided the outer exhibition area located opposite is not used over a distance of at least 12 m of the façade. Double-entrance security doors protruding from the facades These structures, which make it possible to develop a covered and heated access area, closed on 4 sides, are only authorized on the following three pavilions: Pavilion 1 South façade, on the right of row 13.12, provided the depth does not exceed the width of the existing pavement. Pavilion 2/2 Under the existing awning, within the outer limits of row 22.01, indicated on the user map appended to the Safety Specifications. Pavilion 3 South façade, on the right of the safety aisle, row G, provided the depth does not exceed 4 m. Temporary connecting galleries Between pavilions 6 and 8 These connecting galleries must be built in compliance with the plans appended to these Safety Specifications (Appendix No. 2). The doors positioned on the priority routes must open at all times, both from the inside and from the outside. Between pavilions 7 and 3 or 7 and terrace H (Appendices No. 3 and No. 4) These two connecting facilities cannot exist at the same time. Before any use as part of a trade show, the Hirer must submit to Viparis Porte de Versailles and to the Prefecture of Police the project for use, specifying that the construction will be completed in compliance with appendices No. 3 and No. 4 of these Safety Specifications (the application must be filed at least two (2) months before the show s date of opening to the public). Between Pavilions 3 and 4 (see Appendix No. 5) No developments may be carried out in the areas enclosed by these structures The areas enclosed by these canopies, security doors and connecting galleries intended only to facilitate access to trade shows, must be kept permanently free of any installations, equipment or exhibitions EMERGENCY ACCESS ROUTES TO FACADES AND TO WATER POINTS The obligation to keep priority routes permanently clear is described in Article 1.1. The Hirer must take all useful measures to ensure access to the pavilion façades and pillar hydrants are constantly clear. During opening hours to the public, vehicles may only be parked in parking areas or zones temporarily dedicated to parking by Viparis Porte de Versailles ATTRACTIONS VISIBLE FROM THE RING ROAD Any attractions, signs and mobile objects (such as drones) are prohibited, in addition to all effects intended to draw attention and able to distract drivers on this motorway. 4 - PEDESTRIAN TRANSPORTER ORION CONDITIONS OF SERVICE Viparis Porte de Versailles makes the pedestrian transporter Orion available to the Center s users when the event is open to the public only. No temporary installations are permitted inside the pedestrian transporter. All galleries and exit areas must be kept clear at all times. Permanent signage is installed to guide visitors to the different pavilions. The possibility of adding additional signage depends on the consent of Viparis Porte de Versailles and/or Paris Expo Services, which will either do the installation itself or commission a subcontractor, and determine the location thereof. The safety of individuals is ensured through regulatory installations (sprinklers, fire detection, smoke removal). A remote monitoring system is used to monitor visitors inside the galleries. 5 - EMERGENCY EQUIPMENT AUTOMATIC FIRE DETECTION Pavilions 1, 4 and 5 and the pedestrian transporter Orion are equipped with an automatic fire detection facility. 13

16 As for Pavilions 1, 4 and 5: depending on the type of trade show, event or activity, the Fire Safety Stations can be activated during the assembly and disassembly periods GENERAL EVACUATION ALARM The exhibition pavilions are equipped with a priority safety PA system. A pre-recorded evacuation message may be broadcast when necessary. All measures must be taken to ensure that the message is audible in all circumstances. For this purpose, in the event of commercial public messages, the Organizer and Exhibitor must request Viparis Porte de Versailles to make commercial public messages subservient to the broadcasting system for pavilion evacuation messages, at the expense of the Organizer or Exhibitor. The evacuation message system will always have the priority over the background music and commercial messages set up by Organizers and Exhibitors. Likewise, no message broadcast by the commercial address system should generate unruly movement in the crowd. Special case of Pavilion No. 5: it has one alarm zone only. Accordingly, regardless of the number of Hirers, the general evacuation is carried out simultaneously for Pavilions No. 5/1, 5/2 and 5/3, including the conference rooms SUBDIVISION Pavilions 1, 2, 4 and 7 have dynamic division systems (fire barriers) that are controlled manually. Only the two systems of Pavilion 4 are irrigated. In order to enable their use, an aisle 3.40 m wide and clear of any installations must be maintained on the ground. Access to the side passages located in the fire protection towers must be guaranteed SMOKE REMOVAL EQUIPMENT IN EXHIBITION AREAS Installation of natural smoke removal equipment in Pavilions 1, 2, 3, 6 and 8. Installation of natural and mechanical smoke removal equipment in Pavilions 4 and 7. Installation of mechanical smoke removal equipment in Pavilion 5 and its logistical terrace. Smoke removal: the manual controls to open the outlets are generally located outside of the Pavilions; each manual control is indicated in white letters against a red background which must never be concealed. Air intake: air flows in through the doors, some of which are opened automatically. There are 11 such doors, referred to as SEPE Système Entrée d Air et Evacuation du Public (air intake and public evacuation system) in Pavilion 4, and 8 in Pavilion 1. They cannot be taken into account under application of Article T 20. Special case of the replacement of a SEPE door by a security door or standard set of doors If the Organizer intends for the public to enter through these doors, security doors or a standard set of doors will be provided by Viparis Porte de Versailles. This equipment can be installed according to the following restrictions: 1 security door per subdivision area. Viparis Porte de Versailles must receive the installation development requests 1 month before the date of entry into the premises FIRE EXTINGUISHING EQUIPMENT The fire control equipment made available to the Hirer is as follows: 36 pillar hydrants carefully spread around the pavilions, fire hose reels*, permanent extinguishers in the galleries and service rooms**, automatic sprinkler systems (except for the main aisle of Pavilion 1/2). The equipment mentioned above is constantly kept in service by Viparis Porte de Versailles: dry risers of 100 mm for Pavilions 1 (main aisle) and 5, dry risers of 65 mm for Pavilion 7 and its terrace, which is used for parking INTERNAL AND EXTERNAL WARNING Internal: all pavilions and the pedestrian transporter Orion are equipped with safety interphones to ensure direct contact with the Fire Safety Stations and the General Safety Station. External: the fire brigade call center can be contacted via the emergency telephone located in the General Safety Station PROVISIONS AIMED AT FACILITATING THE INTERVENTION OF THE FIRE BRIGADE In order to facilitate the access of rescue services to the scene of the accident, under the supervision of the Hirer s Fire Safety Officers, a document prepared by Viparis Porte de Versailles is issued to the Hirer prior to each event. This document includes: A procedure to optimize evacuation of the public from the different pavilions. It describes the various procedures for activating the pre-recorded evacuation message from each pavilion, it being specified that the Hirer is also able to broadcast the message itself. The location of the fire hose reels and safety interphones. The numbers of pavilion access doors COMPOSITION OF THE FIRE SAFETY SERVICE Viparis Porte de Versailles ensures the following people will be present under all circumstances: 2 SSIAP agents, including 1 team leader at the General Safety Station 24/7. Viparis Porte de Versailles ensures the following people will be present during opening hours to the public: 3 qualified SSIAP agents, including 1 team leader, equipped with a light duty emergency vehicle. * Special case of Pavilion No. 4: 7 fire hose reels are kept in the central axis. A traffic flow aisle must always be positioned in such a way that the access door to the fire hose reels is adjacent to this aisle. Each fire hose reel can be moved from its initial location in increments of 0.5 m within a scope of 3 meters, as indicated on the user map. Furthermore, this fire hose reel swivels on its axis on quarter-turns. Only requests from the event Organizer are taken into consideration by Viparis Porte de Versailles to change the initial location of each fire hose reel having regard to the possibilities described above. Viparis Porte de Versailles must receive requests to move the fire hose reels 1 month before the date of entry into the premises. ** The Hirer ensures the implementation of portable extinguishers suited to the hazards provided under Article T 47, i.e.: 1 extinguisher / 300 m² to be placed in the exit areas, near the exits and in areas far removed from the fire hose reels. For stands presenting particular fire hazards, the Hirer will be advised by its Safety Officer to choose suitable extinguishing media. 14

17 In addition, only within Pavilions 1, 4 and 5, equipped with a Fire Safety System: 1 SSIAP 2 agent and 2 SSIAP 1 agents at the fire safety station of Pavilion 1 when the latter is fully occupied; 1 SSIAP 2 agent and 1 SSIAP 1 agent when Pavilion 1 is partially occupied. 1 SSIAP 2 agent and 1 SSIAP 1 agent at the fire safety station of Pavilion 4. 1 SSIAP 2 agent and 1 SSIAP 1 agent at the fire safety station of Pavilion 5. The Hirer must ensure that SSIAP agents oversee the pavilions which it occupies, according to the requirements of Article T 48 of the Order of November 18, 1987, modified, i.e. in compliance with the table below. NB: these agents, responsible for protecting the public against the risks of fire and panic, may perform security tasks at the same time. If the pavilion is partially occupied, the workforce will be reduced proportionally to the occupied surface area, with at least 3 SSIAP agents being present. These Fire Safety Agents have access only to fire hose reels, extinguishers and warning systems. The Hirer will provide them with instructions on the action to be taken in the event of fire and public evacuation. When a construction inside the pavilions makes the automatic sprinkler system inoperable (covered or raised stands, for example), suitable fire extinguishing equipment served by qualified personnel must be implemented in accordance with the provisions of Article T 23. Pavilions SSIAP SSIAP Total During opening hours to the public, the number of such agents is 1 per tranche of 6,000 m 2 of gross exhibition area. These agents must be provided by Viparis Porte de Ve OPERATING INSTRUCTIONS The Hirer must ensure the daily cleaning of the premises which it occupies. All waste material collected during the cleaning must be evacuated outside of the Center every day before opening to the public. The garbage trucks must not be parked near the pavilions under any circumstances. Viparis Porte de Versailles shall indicate possible locations for these trucks. Should this obligation not be complied with, Viparis Porte de Versailles may move said trucks at the offender s expense. The Hirer must ensure free access of the areas leased to badgeholding Viparis Porte de Versailles personnel, Police and Customs Officers in the course of their work, and members of the Safety Committee. 7 - RECEPTION AND EVACUATION OF PEOPLE WITH DISABILITIES RECEPTION OF PEOPLE WITH DISABILITIES The exhibition pavilions are all accessible to people with disabilities (ramps and elevators in certain cases). Signposted elevators provide access to conference rooms and toilets. 6 - MAINTENANCE OF INSTALLATIONS RESPONSIBILITIES OF VIPARIS PORTE DE VERSAILLES Viparis Porte de Versailles ensures that the safety facilities and equipment are installed, maintained and serviced as per the statutory provisions in force such that the site placed at the disposal of the Hirer is deemed to be in good working order. All of these facilities are subject to regulatory technical verifications by an organization approved by the French Ministry of the Interior EVACUATION OF PEOPLE WITH DISABILITIES Pavilion 1, level 0: floor-level on the outside. Pavilion 1, Exhibition Bridge: 2 secure waiting areas or transfer to Pavilion 2/2. Pavilion 2/2: floor-level on the outside or transfer to the Exhibition bridge. Pavilion 2/1, 2/3, 3, 4, 6, 7 and 8: floor-level on the outside. Pavilion 5: floor-level on the outside or evacuation onto Boulevard Lefebvre through the dedicated secure elevator RESPONSIBILITIES OF ORGANIZERS AND EXHIBITORS During the period of occupancy of all or part of the Center, the Hirer and Exhibitors are responsible for any deterioration they might cause to the safety installations. The Hirer must not carry out or accept any installations or constructions that might undermine their effectiveness TECHNICAL ELECTRICITY PERSONNEL While stands are being powered, the Hirer must ensure that qualified agents familiar with the installations monitor the electrical installations. The Hirer must be able to provide evidence of such monitoring at the first request. 15

The canvas roofing, belt structure and passage doors must only be made of materials with a reaction-to-fire rating of at least M2 (Art. CTS 8). The reaction-to-fire reports will be presented to the Safety Committee. The normal lighting and safety equipment must be installed in accordance with CTS articles 21, 22 and 23. The normal lighting of the gallery must be distributed across at least 2 circuits: the one powered from pavilion 7/1, and the other from Pavilion 3. No installations inside the gallery (presentations, counters, reception desks, etc.) shall be tolerated. The gates located on Avenue de l Industrie (passage for emergency vehicles) must be monitored by competent personnel when the public is present. Operating instructions must be provided to such personnel, in particular regarding the action to be taken in the event of fire and of the evacuation of pavilions, and to ensure all Viparis Porte de Versailles personnel have free access. The passage of the Departmental Committee during the Safety Committee will lead to the approval of this type of structure, in accordance with the provisions of Article CTS 3 (interim report prepared by the B.V.C.T.S.). DESCRIPTION OF STRUCTURES Created from three-dimensional structures with canvas covers, with a reaction-to-fire rating of M2, reinforced and laced, these installations will be completely open on the sides. SAFETY-RELATED RESTRICTIONS These passages shall have a clear height of at least 5 meters along the width of the fire routes and the gantries must not encroach on these routes. Structures will be set up and removed under the supervision of Viparis Porte de Versailles. An approved inspection agency will check the stability and cold-resistance of this equipment. The inspection agency s report will be presented to the members of the Safety Committee during their visit. Furthermore, Viparis Porte de Versailles undertakes to bring down the canvases in the event of strong winds (> 100 km/hour). 24

(Order of September 24, 2009) The organizer shall apply to the administrative authority for authorization to hold an activity of the present type two months before it opens. The application must specify the type of event, its duration, location, identity and the qualifications of the safety officer(s), and be accompanied by a dossier comprising: the specifications between the owner or the concessionaire of the establishment and the organizer of the event referred to in Article T4, A general note of introduction and a technical safety report produced, dated and signed jointly by the safety officer and the Organizer, attesting compliance with these regulations, all documents mentioned in these specifications between the owner or the concessionaire of the establishment and the organizer of the event, proof of the agreement binding the Organizer to the owner or concessionaire, the composition of the fire safety service defined in Article T 48, a plan showing the site s access and accessibility conditions, the location of fire-fighting apparatus and the use of external spaces, a detailed plan of the event showing the routing of passageways, the location of stands or spaces reserved for exhibitors, the locations of long-term tenants, the location of stands with upper floors and temporary kitchens, the location of fire-fighting equipment, the location of structural posts, fixed gas installations, the location of the installations referred to in section VII and section X, the location of any neutralized exits in accordance with the provisions of Article T 20, (Order of September 24, 2009) The Organizer must keep at the disposal of the Safety Committee and before the event, provide all exhibitors with an extract from the Specifications between the Organizer and the exhibitors and stand lessees, in particular specifying: the identity and qualification of the safety officer(s), the specific safety instructions to be complied with, the obligation to provide it with a request for authorization or a statement for the cases provided under Articles T 8, 3 and T 39. All of these extracts constitute the specifications between the Organizer and the exhibitors and stand lessees. These specifications cannot contradict the specifications between the owner or concessionaire of the establishment and the organizer of the event. They may be consulted by the owner. 4. The Organizer shall notify the Exhibitors of decisions made by the administration relating to the authorization statements and requests addressed to the latter and submit a copy of same to the safety officer. 5. (Order of September 24, 2009) When proposed by the Safety Officer, whose role is defined in Article T 6, the Organizer must prohibit the use of stands that do not comply with the provisions of this regulation. In that case, the Organizer must refuse the supply of electricity and other utilities to them. This point must be determined in the contract binding the Organizer to the Exhibitor or to the lessee of the stand, and in the agreement binding the owner or concessionaire to the Organizer. A second copy of this request must be sent to the owner or concessionaire. 2. (Order of September 24, 2009) The Organizer must ensure that the safety rules are applied in all of the facilities used by an event as soon as the stand locations are made available. It shall appoint one (or more) safety officer(s) and undertake to apply the instructions formulated by the administration in response to the request for authorization of the event. Its obligations shall end in accordance with the requirements of the specifications referred to in Article T4, 1, which may not be prior to the public s departure. The number of Safety Officers must be suited to the scope and type of event. 26

To prevent risks, it is important that you carefully follow the safety and security instructions during your activities at the Porte de Versailles Exhibition Centre. EXHIBITION CENTRE OPENING TIMES According to the schedule and activities. ACCESS CONTROL Introduce yourself at the entrance. Present your work documents. Comply with any instructions issued by the duty security officer. No hazardous materials are allowed at the Exhibition Centre. INSTRUCTIONS FOR DRIVERS Follow the French Highway Code Do not exceed the 20 kph speed limit. Comply with traffic signs. Drive to the desired building or car park. Give priority to pedestrians. PARKING INSTRUCTIONS Park neatly in one of the authorised spaces only. Switch off your engine. INSTRUCTION FOR PEDESTRIANS Walk in traffic-free areas whenever possible. Be aware of the activities going on around you. TIDINESS - ENVIRONMENTAL ISSUES Sort all waste before disposal. Set down equipment in designated areas only. Do not obstruct emergency exits or circulation areas. Keep the site and facilities clean and tidy. CONDUCT IN CASE OF EVACUATION Calmly leave the premises. Never go back inside unless instructed to do so. Assemble away from the evacuate building. Only re-enter the building when authorised to do so by safety officers. SECURITY Video surveillance operates throughout the site. Site teams have authority in the Exhibition Centre. Additional checks may be performed under the Vigipirate scheme. DO NOT Park outside the authorised areas. Bring drugs or alcohol onto the site. Smoke inside the buildings. LIABILITY Failure to comply with any of the above instructions may result in removal from the site. Illegally-parked vehicles will be clamped or removed, resulting in release fees. SAFETY DURING LOADING/UNLOADING OPERATIONS Wear safety shoes and handling gloves. Adopt appropriate postures and perform suitable movements. Only authorised drivers wearing a suitable vest may operate machinery. Switch on flashing beacons and audible warning devices when manoeuvring vehicles. Maintain a safe distance between vehicles.
