5 FOREWORD The Security Regulations published by the Company that operates the Paris Nord Villepinte Exhibition Centre, abbreviated to VIPARIS Nord Villepinte (hereafter referred to as VIPARIS ), are the result of the statutory provisions as defined in the paragraphs relating to the history of each hall being applied. These specifications define and divide up the obligations and responsibilities of each of the parties involved in trade shows, exhibitions, conventions, conferences, performances and other temporary events. These specifications stipulate the conditions of use for each space made available to each organiser. The obligations and responsibilities of the Owner and the Users as per Articles R and of the Building and Occupancy Code are divided between: 1 - The company that operates the Viparis Nord Villepinte Exhibition Centre, hereinafter referred to as VIPARIS, 2 - The Organisers of trade shows, exhibitions or other events hereinafter referred to as the Hirers or Organisers. 3 - The Exhibitors or stand tenants. 4 - Long-term concession holders and tenants of Paris Nord Villepinte. The complete acceptance of these Specifications by the Organisers of trade shows, exhibitions or other events is an essential prerequisite for any rental agreement by the owner. Approved by the competent administrative authorities, these nonnegotiable safety specifications form an integral part of any contract entered into with VIPARIS. VIPARIS, in agreement with the Departmental Safety Committee, reserves the right to modify these Specifications without notice; the Organisers will then be informed of any modifications made. Failure to comply with these specifications shall expose the violator not only to the sanctions provided for by the lease agreement itself, but also its own civil and penal liability in respect of third parties and ViParis. The rental or concession agreement by ViParis shall be suspended upon acceptance of these specifications by the Organisers, concession holders or long-term lessees. The purpose of these safety specifications is to provide a framework for the reciprocal legal obligations concerning fire safety between the various tenants and users of the exhibition centre (hereafter referred to as the "Centre" or "Paris Nord Villepinte ). The provisions in these safety specifications may be supplemented by specifications specific to the event. SPECIFICATIONS UPDATE The specifications will be updated in the event of any modifications being made to the centre s operating conditions and subsequently passed on to the Préfecture de la Seine Saint Denis for approval. A - GENERALE PROVISIONS 1 - OVERVIEW OF THE HISTORY AND FEATURES OF THE HALLS Bars, Cloakrooms, Washrooms, Offices, Meeting rooms, Service areas for monitoring, maintenance inspection, etc. The exhibition centre is subject to the provisions of law no of 31 October 1973 codified by articles R to R , R and- R of the French Building and Occupancy Code, as well as the provisions of the law of 23 March The exhibition centre was a group of first class establishments placed under the responsibility of a single safety service for all operators. Given the activities specific to different sections of the centre, it was made up of the following establishments: T, N, Q, W, M, U, I (cinematographic inst), E (detached platforms) and P. An approximate total of 67,000 people (members of the public and staff) in the exhibition halls were taken into account, as well as a further 7000 people in the reception area. Technical provisions after submission to the relevant authorities were selected during this phase: a) Number of members of the public: The number of people allowed in the T type establishment (halls and reception area) is calculated on the basis of there being one person per square metre of the total surface area accessible to the public (correspondence from Seine-Saint-Denis prefecture dated 16 April 1980) b) Safety and protection of the public (Planning Permission of 23 December 1980) Emergency response access 8 m wide roadways will run alongside the exhibition halls at the end of the U-shaped sections, and 15 m wide roadways alongside the lateral façades of each half U-shaped section All routes to be used by fire service vehicles must be a minimum of 8m wide, with the exception of: the byways which are to run along the esplanade which may be 5 m wide. the byways which are to run between the reception area and the U-shaped exhibitionareas above the access tunnels. These may be 4 m wide. The road will be widened between the 2 arms of the U-shaped building so that fire service vehicles can move around easily. Reception area ground floor: The installation of any cash desks and entry inspection facilities must not prevent members of the public from being evacuated Reception area upper floor : The glass panels overlooking the reception area must be non-opening. Access tunnels (between reception and the exhibition halls): Keep the installations in the reception areas to a minimum so as to leave a 12-m wide passageway. Only glass doors will be used to close off the exhibition area on the reception site. Division of each U-shaped section: Transversally in halves by closing off a 6-metre wide aisle with an additional 1/50th smoke removal system slaved to a detection system and backed up by a manual command system. Separation of U-shaped sections 2-hour rated firewall separation in the form of an irrigated sheet system operated manually and by a local automatic command (fuse). Smoke removal By vents at a rate of l/100th. The controls per block for the 39 x 39 sections are located close to the access points above the fire hose reels, SAFETY NOTICE 1 st PHASE A first safety notice was issued for the first phase of the programme providing for the construction of 4 exhibition halls grouped into 2 lyre or U-shaped units. These 2 U-shaped units (halls and 4) cover approximately 70,000 m2 in addition to other facilities: Reception centres, Restaur ants, 3

6 c)protection of property Fire detection in the halls is provided by a specially adapted detection system under a large area type maintenance contract, with the implementation of a system equipped a with transmitter / receiver for the exhibition halls and an individual type system for the service ducts. Given the very large open plan areas and the likelihood of a fire spreading rapidly if one were to break out, effective protection can only be expected if: The fire is detected as soon as it breaks out, Warning is given without delay, The fire is tackled by personnel already present and either extinguished or contained while awaiting the arrival of external assistance, External assistance can reach the risk areas rapidly, There is a sufficient water supply.. d) Conference room As the building stands 6.66 m below the average level of the external thresholds, an exception was granted for this excess of 66 cm. In the event of theatrical stand-alone installations, tracks, platforms or fixed floors being used, the activity is classed as type E in accordance with the law of 23 March 1965, which was revised to type L by the law of 12 December No objection is made in respect of the existence of fixed frame glass panels between the halls and the reception area. Smoke extraction from the cloakrooms is l/50th and l/100th for the various rooms and annexed areas. e) Restaurants Two or three exits are to lead directly outdoors for each restaurant f) Service ducts Insulation above the ground of various secondary connections by 2-hour rated firewall materials. Monitoring of the ducts by a detection system. Division of the ducts every 50 m (into at least 3 sections with access). Natural or mechanical smoke removal by vertical ducts every 50 m g) Deluge type installation In Halls 1, 2, 3 and 4, each dividing aisle in areas not for construction is protected by an overhead water curtain to delimit the areas of the hall so as to prevent the risk of fire spreading. An identical system separates Halls 1 and 2, 3 and 4 with mobile separation partitions. h)safety service When the public is present, a permanent safety service is on-hand made up of 3 safety officers and a light emergency vehicle. 2 nd PHASE A second safety notice was issued on for the second section of the exhibition hall adjacent to the two first installations and connected to the extended reception area. Hall 5 (now 5A) further developed the U-shaped configuration by looping it at the back to form a single space of approximately 48,000 m2 (now O-shaped rather than U-shaped with a central open air space). Although the specific type T provisions did not appear in the Official Journal on the date of the application for the building permit, the general provisions of the safety rules and regulations of 25 June 1980 were applied. Given the activities specific to the different areas being operated, this extension to the Exhibition Centre comprises the following types of establishment: T, N, W and Q* (* now type L). The theoretical number of members of the public is calculated on the basis of one person per m2 over the total surface area of the exhibition halls and food service areas, taking into account the fact that it is impossible to make any commitments in respect of the centre being used in a particular way, either now or in the future. This gives a theoretical total of 54,000 people. Means of access By routes A87 and CD40 (now A104 and RD40). On over ¾ of the frontage of the façade, access is by 12-m wide roadways that can be used by the emergency services. Open space The open space at the centre of the hall is connected to the access routes by a 21-m wide evacuation passageway (35 passes) assessed on the basis of the amount of time it takes to evacuate the area being calculated. 162 passes - evacuating 16,200 people - lead into this open space.this open space must not house any obstacles which may prevent the regular flow of people into it. It is protected in front of the metal framework by a self-supporting wall made from a 1-hour rated fire resistant concrete shell. The same applies for the opening of the passageway on the external façade. Parking area The parking of cars and heavy goods vehicles is arranged such that the widths of the routes required for the emergency services remain free at all times. Fire hose reels Access to the fire hose reels in the hall must be kept clear at all times. They must be able to be used in all directions Automatic fire extinguishing A fixed automatic water-based fire extinguishing system must be installed in the exhibition hall in order to protect the structure of the three-dimensional metal roofing. The system that opens the smoke vents for each block will be slaved to the automatic fire detection system. However, it will not be slaved to the water system that forms part of the fire extinguishing network. It is permissible to not spray (with the fire extinction system) a 45 cm horizontal space along the entire length of the façade. Public exit ways Members of the public inside an area of approximately 1500 m² situated in front of the halls and at a distance of over 50 m from the exits (60 m approximately) are evacuated by an additional open space which leads outside via a tunnel. 3 rd PHASE A third safety notice was issued on for the third section comprising Hall 6 (to the south of Hall 5A) with independent means of access from the existing reception area. The general provisions of the safety rules and regulations of were applied. Evacuation system Four routes via evacuation tunnels protected against smoke are used to evacuate the central area following the same principle as the one used in stations. This principle provides for the evacuation of 18,000 people. Each evacuation tunnel is equipped with a 65mm dry riser, the supply connection of which is situated outside. The standpipe outlets are located at the bottom of each stairway Open spaces The following characteristics are complied with: 1.50-m hanging screens separating the areas on either side. No panelling or combustible materials. Electrical ducts in compliance with EL 3 (Section 2-a) No smoke outlet or natural lighting strip. 4 th PHASE A fourth safety notice was issued on for the fourth section comprising Hall A, later named Hall 7 and then, finally, Hall 5B. This hall is situated at the back of Hall 5 (now 5A) and enjoys access that is independent of the existing reception area. The general provisions of the safety rules and regulations of were applied. This new hall offers 25,704 m2 of ground-floor level exhibition space with a total surface area accessible to the public of approximately 27,200 m2. The building also has a number of annexes for holding meetings. Its service rooms are located in the basement and on the first floor. The theoretical number of members of the public is calculated on the basis of their being one person per m2 of the total surface area, giving a theoretical total of 27,200 people. Planning permission was requested for this building on 24 March Means of access Access to the building is provided by 4 routes (two 12-m wide from east and west, two 8-m wide from north to south). Two removable covered galleries link the building to the existing Hall 5A. This pedestrian walkway is designed to be able to leave a passageway 3.50 m high and 4m wide for emergency vehicles. 4

7 5 th PHASE A fifth safety notice was issued on in relation to the rebuilding of the Jean Prouvé Centenarian Aluminium Pavilion. This is a simple, ground-floor building situated opposite Hall 7 (5B), on the other side of the north square. This building has 900 m2 of basic meeting rooms. The theoretical number of members of the public is 900 people, calculated on the basis of there being one person per m2 of the total surface area. It may hold 1,200 people in other configurations (1,200 people being the maximum number depending on the number of exit ways the building has and the speed with which it can be evacuated). Means of access The building is accessed by an 8-m wide roadway situated between Hall 7 (5B) and the Prouvé building 6 th PHASE On 6 June 2006, Building Permit Dossier No. S7805C068 for the construction of Hall 7 (to become Hall 8 at the summer acceptance in 2010 of the new Hall 7 under construction) was approved. This dossier is supplemented by a GE2 dossier (Notice No. 06/1291) and a dossier relating to the building sprinkler system (Notice No. 06/1344 dated 21/11/06). It concerns a 15,000 sq.m. hall with removable walls making it possible to split the hall into two 7,800 sq. m. and 7,200 sq.m. sections. Activities This building, the main activity of which is type T, could, however, be used for L and N type activities. Means of access Hall 8 (new name) is accessed via its east and west façades by means of 12-m wide roadways. Location Hall 8 sits parallel to the RER B line on the west side, the new Hall 7 is situated on the east side of the building. 7 th PHASE On 29 September 2008, a new building permit (No C0034) was applied for concerning the construction of an exhibition hall with an exhibition surface area of 35,000 sq.m. The hall, which is approximately 360 metres long and has an average width of 100 metres, has 3 central exit ways for evacuating members of the public. These exit ways are undivided and over-pressurised. A 500 sq.m.connecting gallery that is accessible to the public links Hall 7 to Hall 6. In application of an exemption, this gallery, treated as a space with no separation, shall have its doors kept open for operational reasons. These doors will be slaved to the fire safety system. There will be a 360 metre service duct, not accessible to the public, under ground. Means of access Access to all the façades of Hall 7 is by 8-metre wide roadways. Location Hall 7 is situated between Halls 6 to the east and 8 to the west. The north façade is situated on the central square side. Interconnection A passageway will link Hall 6 to Hall 7, doors slaved to the each hall s fire safety system will ensure they can be isolated. Smoke removal Removable screens are positioned in the sections located within the central glazed gallery, making it possible to restore the divisions to the area. VARIOUS WORKS JEAN THEVES ROOMS The accesses to the Jean THEVES room were changed when the hall 3 exits were moved to the existing evacuation stairways These modifications are the subject of a ruling from the Préfecture de Police - no of 31 October MEZZANINES The mezzanine floor situated between Halls 3 and 4 was closed in order to create two meeting rooms, a foyer, an office and two toilet blocks. A service walkway was installed above the false ceilings, meeting spaces were created over those of halls 1 and 2. Each of the halls, which has a surface area of 360m2, have two exits each through which three people can pass. This type L development forms part of a first category type T establishment. The maximum number for each room must be no more than 499 people. Planning permission was granted for this development on 20 July INTERNAL COURT, HALL 5A The glazed façades of the internal court of Hall 5 were modified by the installation of a siding made from sheets of overlapping glass. A second line of sprinklers was added above the façade at a height of 9m. The way in which the exits were distributed on the east façade of the court was also modified. The 4 exits, each capable of accommodating up to 6 people, were converted into 2 exits each capable of accommodating up to 9 people and 2 exits each capable of accommodating up to 3 people. CENTRAL REFRIGERATING PLANT On 28 February 1991, building permit application no. 078/91D3900 was submitted for the construction of a building named the central refrigerating plant. This 60m x 20m, rectangular, 3-floor building is situated at the back of Hall 5A on the Hall 5B side. It comprises: A basement housing the Cold Plant service room; A ground floor housing: - Transformer station, - Entrance hall, reception rooms, public washroom facilities, - Cloakrooms for staff and members of the public. - a partial upper floor divided into two sections situated at each end of the building accommodates service rooms. TAXI RANK On 21 November 1995, building permit application no C0126 was submitted for the creation of an entrance at the two taxi ranks situated below the reception area, so that the public could reach the reception area via an internal staircase. In addition to the construction of Hall 7 in 2010, the taxi tunnel, initially a cul de sac, was extended up to the Hall 8 side of Hall REQUIREMENTS OF THE SEINE- SAINT-DENIS PREFECTURE The Seine-Saint-Denis Prefecture stipulated the provisions via a number of documents set forth below: Letter of 30 May 1980 (1st section). Appendix to the law of modified on (Building Permit no st section). Letter of 29 March 1984 (notice from the CCS on the 2nd section). Letter of 10 May 1984 from the BSPP - the Paris Fire Brigade (2nd section). Notice from the Directorate of Regulation of 27 September 1984 (2nd Section). Letter of 12 November 1984 (Building Permit nd Section). Letter of 3 October 1985 and 4 November 1985 in relation to the 45 cm space not protected by the automatic water extinction system. Letter of 03 March 1988 (Building Permit rd Section). Letter of 24 March 1998 (Building Permit th Section), Letter of 13 October 1998 concerning the roller shutter doors supplied by MINEUR - BECOURT SYSTEMES. Letter of 28 April 1999 (Building Permit C.009-5th Section). Letter of 2 November 1999 concerning the cancellation of recommendations 12 and 13 in the letter of 28 April Letter of 29 July 1999 and 29 February 2000 concerning the redevelopment of the façade of Hall 5 s internal court. Letter of 29 March 2000 concerning the development of the two meeting rooms and a foyer on the mezzanine floor situated between Halls 3 and 4. Letter of 31 October 2000 concerning the modification of the means of access to the Jean Theves room. Letter of May 1992 concerning the creation of a refrigeration plant. Letter of 28 March 1996, concerning the redevelopment of the taxi terminal. Letter of 1 March 2006 (Building Permit No C 0068) concerning the construction of Hall 7 (now Hall 8). Letter of 1 July 2008 (Building Permit No C.0034) concerning the construction of Hall APPLICABLE PROVISIONS VALIDATED BY THE SEINE-SAINT-DENIS PREFECTURE PRINCIPLES: In order to provide an acceptable degree of safety, it was essential to implement exceptional measures within the framework of article R of the Building Code. 5

8 Given the likelihood of a fire spreading rapidly were one to break out, together with the size of the exhibition areas not sectioned by firewalls, the low degree of fire-resistance provided by the structural elements and the probable evacuation time of members of the public into an area free of danger, effective protection of the public can only be possible if: The fire is detected as soon as it breaks out. The alarm and warning are triggered immediately. The fire is tackled without delay by both automatic means and manual operations by staff who are present on a permanent basis. The effects of the incident on people and the building s structures are kept to a minimum. External emergency assistance can reach the endangered areas rapidly Classification of types of activities The basic activity is type T with associated activities N, W, M, L, R etc., and exceptional activities being the subject of applications made to the Prefecture on a case-by-case basis. Service areas are accommodated in the basement of the reception area and buildings adjoin the halls Accessibility of the buildings Location The Paris Nord Villepinte exhibition centre is located in the Paris Nord II zone. It is made up of halls forming an arc around an esplanade. The parking areas are located at the back of the halls. Entrances to the centre There are 2 main roads for accessing the centre: The A104 motorway to the south, The RD40 to the north, The Chemin des Fontaines road, which was initially created to enable a rapid emergency response from the Tremblay-les-Gonesses fire station, now Tremblay-en-France, was closed once the RD 40 was opened. This access road can be reopened if necessary (if the RD 40 is closed, if there are demonstrations, etc.). Access Roadway characteristics: Emergency service roads that run all the way round each U-shaped configuration or exhibition hall. Means for alerting the Central Control Station: Automatic Fire Detection- Manual Trigger- Intercom Telephone sets (18 relayed to the Central Control Station). e) Hall 5A Building permit: July Surface area: 47,220 square metres* Exit ways: 43 exit ways on the perimeter of the hall and one tunnel for evacuating 16,200 people. The Prouvé building has a metal structure that is visible from the floor with no fire resistance Façades and roofing Special protection is provided above the openings of the Hall 5A evacuation tunnels. They provide elements of the façade with a degree of fire-resistance taking into account the time required to evacuate the public Internal distribution and division Separation of the exhibition halls and reception area The connecting galleries or linking passageways between exhibition Halls 1 to 5 and the reception area have a specific smoke extraction system and space with no stands as per CO 10, but a single set of of glazed doors. Division of the reception area A screen hanging from the roofing segregates the area into blocks: between the reception area of U-shaped buildings 1 and 2 and the reception area of Hall 5A. by the lateral limits of the areas reserved for the shops. Division of the exhibition halls Open spaces, in compliance with Article T16, or 6m aisles without stands divide the exhibition halls: U-shaped buildings 1 and 2 are divided into 2 halls (9m aisles), themselves divided into 1/2 halls (with deluge type installation), 3 per U-shaped building. Halls 5A, 5B 6, 7 and 8 are divided into 9,000 m2 areas: maximum, with special characteristics for the open spaces separating them: - No installation, no equipment or fixtures, no vent, no window or strip of natural lighting. - Compliance with the provisions of Article EL 3 (Section 2a) of the rules and regulations appended to the law of 25 June 1980 on electrical installations. - Be delimited at the top by 2 hanging screens dividing up the areas on either side. - Comprise a minimum geometrical surface area for the delivery of air for the extraction of smoke from lateral contours. 7

10 Protected passageways, exits and evacuation tunnels Exhibition hall exits: Exemption from compliance with the number of exit points has been granted for Halls 1 to 6 provided: the public, given all possible configurations for installing stands, never have more than 50 m to walk in order to reach one of the exits if there is a choice between two exits. there is the required number of exit units on the façade. The option was accepted to clear the public within an area of approximately 1,500 sq.m. in front of Hall 5 and a distance of over 50 m from the exits (approximately 60 m) by an additional open space leading the total number of members of the public outside. This option was accepted given the existence of: a general automatic fire detection system, a fixed automatic water extinction system. Halls 5B, 7 and 8 and the Prouvé building have the number of exits required by regulations. Central outdoor space of Hall 5A This space, which in theory can hold 16,200 people in the event of the building being completely evacuated, is evacuated by means of a 21-m (35 exit units) evacuation tunnel. Evacuation passage ways from Hall 6 The central section of Hall 6 is evacuated by 4 evacuation passageways in a tunnel, the width of which is calculated for the theoretical population on the basis of the flows and speeds required for stations. These tunnels are protected against smoke (fresh air delivered at the tunnel exits) and their safety lighting is reinforced. The central system made up of 4 exit ways is capable of evacuating 18,000 people. As a result of these provisions, it has been possible to fit out the central section of the hall Protection of risk areas The walls of high-risk storage areas are made from 2-hour rated firewall material. The transformer station rooms and generators are also protected by 2-hour firewalls. Their location provides an escape route for staff and easy access for the emergency services. The internal runs of the pipes and ducts supplying them are protected Smoke removal There is a smoke removal system in all the exhibition halls: - Natural smoke removal in Halls and 7 at a rate of 1/100th of the surface area of the halls. - Mechanical smoke removal in Halls 5A, 6, 5B and 8. - Overpressure in the central evacuation corridors for Hall 7 Smoke removal facilities are provided on the ground floor of the reception area: - Naturally at a rate of l/50th of the surface area covered for Halls 1 to 4. - By a mechanical system in front of Hall 5A. Natural or mechanical smoke removal is provided in the service ducts. Smoke is evacuated naturally from the Prouvé building via its façades Emergency facilities and systems shared by the entire establishment Central security station The Central Safety and Monitoring Station is located on the mezzanine floor of the reception area in U-shaped building 1. It is linked to the fire brigade command station by a fire warning system that has been certified by the police station s specialist services. All fire alarms are connected there: - Detection, - Calling station, - Alarm etc. Audible alarm system The exhibition halls and reception area are covered by a general public address system. If necessary, spoken or recorded evacuation messages can be broadcast in each hall from the Central Control Station (still referred to as the "PCC"). After the curtailed alarm times out, the evacuation order will be given by a prerecorded message over the public address system and by the general alarm for a minimum of 5 minutes. All measures must be taken to ensure that the message is audible in all circumstances. Warning In application of the Article MS 70 of the modified law of 25 June 1980, the link between the Central Control Station and the geographically relevant Fire Station is via a direct TASAL type telephone line (automatic surveillance line warning telephone) Internal warning Dialling 18 from landline telephones in the exhibition centre connects directly to the Central Control Station. The warning systems in areas accessible to the public are operated by manual trigger devices situated close to the emergency exits. Fire-fighting water supply The overall available flow rate provides simultaneous supply to: the sprinkler network, - fire hose reels, - normal usage. A grid of neighbouring networks ensures a permanent supply through the existence of at least two potential sources. Automatic extinction using water A sprinkler installation provides Halls 5A, 5B, 6, 7 and 8 with levels of protection that are appropriate for their sizes. Access to the sprinkler stations in Hall 5A situated at the top of the hall must be kept clear at all times. Fire hoses and hydrants The distribution on site and flow rate of each hose have been approved by the Paris Fire Brigade (BSPP) at various stages of the works. Fire brigade passageways Fire brigade passageways that can be accessed by ramps (10% gradient) by emergency personnel give access to the central outdoor space of Hall 5A. Access for emergency fire-fighting services inside the halls Given that the safety aisles are kept permanently free of any installations, the halls exit ways which serve as safety aisles are priority means of access for the fire-fighting services. Automatic fire detection Automatic fire detection facilities cover: All of the exhibition halls with the exception of Halls 5B and 7, - The service ducts, - The reception area, - Service rooms. The automatic fire detection facilities are either linear optical smoke detectors (emitter receiver fixed to the structure) for all halls or ad hoc type for the service rooms Fire hose reels Their location was decided on following an in-depth study designed to ensure that they are accessible and easily manoeuvrable in all circumstances and in all directions without reducing the width of the exit ways or preventing members of the public from moving around the building. They are 40 mm in diameter in the halls (with the exception of Hall 5B where they are 25 mm in diameter) and 20 mm in the restaurant, office, conference and shopping areas. Fire hose reels must be extremely clearly signposted and access to them kept clear at all times. Halls 5B and 8 have fixed stations on the longitudinal façades and movable stations in the central section. These are supplied by pipes and connections situated in the ducts and gutters. These fire hose reels are put in place before each exhibition. Extinguishers Suitable portable extinguishers are installed at hot spots in the communal areas. They are the organiser's responsibility in the exhibition halls. Their locations are determined around the perimeter of the halls. The distribution of fire-extinguishing products in these locations and additional protection of certain stands are the responsibility of the safety officer who has been tasked with this by the organiser. 8

11 Intercom systems (interphone) The public can use these systems to alert the central security station. The glassbreaker units are located within the immediate vicinity of the fire hose reels Structure of the safety services Breakdown of the safety services The safety service is made up of the following three components: The central security station The intervention team The services provided in the halls The emergency response team and the permanent staff at the security station are managed by VIPARIS In addition to emergency response deployment and doubt removal, the Safety Service is responsible for the general provision of safety in the establishment. In particular, it is responsible for: a) Ensuring that evacuation routes to the public road network remain empty and are available at all times. b) Ensuring that the safety committee has access to all communal areas and areas that are open to the public during the safety inspections. c) Organising patrols to prevent and detect any fire risks. This includes in unoccupied areas. d) Ensuring that instructions are applied in the event of a fire. e) Directing the emergency response services while awaiting the arrival of the Fire Brigade and then making itself available to the head of the Fire Brigade unit. f) Ensuring that all fire protection equipment operates correctly, reporting any faults, anomalies or unavailability. The safety service in the halls is implemented by the organiser. It supplements the activity of the central safety service. It comprises officers from the exhibition security service who hold Fire Safety and Personal Protection Services qualification SSIAP 1 ; their fire safety assignment is in addition to their usual security guard assignment. They are tasked with: Providing a permanent presence in the hall, Ensuring that the safety aisles are kept free at all times, Using the fire-fighting equipment available (extinguishers, fire hose reels). Alerting the central safety service, Helping to evacuate the public, Ensuring that the smoking ban is observed. At the central security station: For all types of events (T, L, R, P or X), the safety service, ordinarily comprising an SSIAP 2 and an SSIAP 1 holder, is further supported by a SSIAP 1 holder in accordance with article MS 46 2 when the public is present Safety team action procedure: The organisational and coordination procedure is described in Appendix I of these specifications Disabled access Disabled access is provided to the exhibition halls by purpose-built ramps. Lifts provide access to meeting spaces. Disabled toilet facilities are signposted everywhere in the exhibition centre s buildings. 1.4 ADAPTING THE SAFETY RULES (except construction measures) The use of the exhibition centre by the Organisers may be subject to special agreements by the safety committees in order to take account of the way certain events operate. These special agreements can be applied for on a case by case basis when submitting dossiers to the competent authorities in application of the safety regulations. The framework for the minimum provisions to be complied with is determined by the following regulatory documents: General provisions: Law of 25 June Type T Exhibitions (Law of 18 November 1987). Type L Rooms used for listening to music, conferences, meetings, performances or multi-purpose uses. (Law of 12 January 1984 modified by the Law of 5 February 2007.). Type M Retail stores (Law of 22 December 1981). Type N Food service/bar (Law of 21 June 1982). Type P Dance and games halls (Law of 7 July 1983). Type R Teaching establishments (Law of 4 June 1982). Type U Healthcare establishments (Law of 23 May 1989). Type V Religious establishments (Law of 21 April 1983). Type W Administrative use / Banks / Offices. (Law of 21 April 1983) Type X Sports establishments (Law of 4 June 1982). 2 - STATUTORY FIRE SAFETY PROVISIONS 2.1 ADMINISTRATIVE PROVISIONS Obligations of the Centre operator (VIPARIS) VIPARIS uses the land and buildings that make up the Paris Nord Villepinte exhibition centre and manages the venues on a commercial basis, making them available to the Organisers of events of all kinds - economic, cultural and sports related in particular. VIPARIS must make the facilities available to the Organisers in compliance with these regulations. In this regard, VIPARIS undertakes to ensure that the safety facilities and equipment are installed, maintained and serviced in compliance with the statutory provisions in force such that the site placed at the disposal of the organiser is deemed to be in good working order. All of these facilities are subject to regulatory technical checks carried out by a body that has been authorised by the French Ministry of the Interior. VIPARIS will perform alarm tests in the presence of the safety officer in the exhibition halls the day before the exhibition opens to the public. Following these tests, a report will be produced by VIPARIS and signed jointly by the Paris Nord Villepinte safety manager and the event s safety officer. It will be appended to the safety log. VIPARIS shall draft contractual specifications and submit them to the organiser, specifying the safety measures for the premises and areas leased, as well as the respective obligations of the owner, the operator and the organiser to apply the requirements laid down by the administrative authority. The specifications between the owner and the concession holder of the establishment and the organiser of the event in relation to fire safety shall be approved by the administrative authority following assessment by the competent safety committee and shall include the following sections: The fire safety restrictions relating to the safety regulations and the additional permanent instructions issued by the administrative authority. The general way in which fire safety is organised at the site and, in particular, the composition and distribution of assignments between the establishment s fire safety service and and the event s fire safety service. The general fire safety instructions. The circumstances under which, if necessary, the head of the establishment will ask for a person to be appointed to coordinate the activity of several safety officers acting simultaneously at the same site. The plans of the establishment with a bar scale, showing: - The location of fire-fighting equipment - Internal traffic flow rights of way - The conditions for getting to and accessing the buildings and the site, and parking restrictions. - The options for and restrictions concerning the use of outdoor spaces - The activities permitted and any restrictions. - The restrictions on or banning of the use or implementation of equipment or facilities - Any obligations to apply to a person or organisation that has been approved for certain facilities or qualified in respect of the technical specifications (CST). In the event that the owner or concession holder wishes to enforce additional fire safety requirements on the organisers, these must appear in these specifications and their origin must be specified. The operators, concession holders and long-term lessees of premises or venues used for associated activities (restaurants, cafeterias, offices, service provider rooms, etc.) are responsible for ensuring that the safety regulations relating to their activities are applied.. 9

12 For this purpose, the Centre operator must formalise this responsibility in a set of contractual specifications for the aforementioned concession holders and tenants, as well as the respective obligations of both parties to ensure that the requirements laid down by the administrative authority are applied. The "specifications between the owner or the concession holder of the establishment and the event's organiser" may not contradict any aspects of the specifications. They must be available for consultation by the management, the organiser and the safety officer for the duration of the event. The "specifications between the owner or the concession holder of the establishment and the event's organiser" must be appended to the safety log. A Safety Log records the results of the regulatory inspections as well as the operating tests of the fire-fighting equipment. A qualified representative from VIPARIS management shall be present during the exhibitions and events in order to respond to organisers' requests. A safety plan is included in the appendices of these specifications. In particular, it includes: details of safety access routes, the buildings' equipment and safety zones, the areas where stands with upper floors may be installed; all Exhibition Centre facilities are subject to a Lease Agreement. Compliance with all the rules which govern how these premises may be used is essential in order to ensure public safety throughout the Paris Nord Villepinte Exhibition Centre. VIPARIS shall do all that it deems necessary in order to ensure compliance with these regulations, making use of the public authorities if necessary Obligation of Organisers or hirers The Organiser (or Hirer) shall promise VIPARIS, any third parties and the administrative authority that it shall assume sole and full responsibility for the event that it is organising, carrying out any necessary support work, as well as applying any provisions intended to ensure the safety of the public whose presence is justified by the event in question. The organiser shall undertake to comply with these specifications. It is the organiser's obligation to take all useful measures to ensure that the applicable safety regulatory provisions are respected, in particular: The law of 25 June 1980 approving the general Safety Regulations concerning the risks of fire and panic in establishments frequented by members of the public, The law of 18 November 1987 approving the provisions supplementing and modifying the Safety Regulations concerning the risks of fire and panic in type T establishments frequented by members of the public (exhibition halls), The laws concerning safety regulations on the risks of fire and panic relating to the other activities carried out (food services, performances, shops, etc.) in establishments frequented by members of the public, The law no of 26 January 1994 and the law of 31 May 1994 concerning accessibility for disabled persons to establishments and installations frequented by members of the public, The Highway Code, The labour code and in particular article R of the labour code stipulating that lighting in the halls during the setting up and dismantling periods must be at least 200 lumens. The NFC standard concerning the regulations for low-voltage electrical installations, Section 1 of BOOK V of the Environmental Code on legislation relating to classified installations and its applicable law of 21 September 1977, The provisions of the Evin anti-smoking law, The ministerial order of 31 March 1980 concerning compliance of electrical equipment for classified installations in environments in which there is a risk of explosion; in addition to all other special provisions specific to each type of event. It is the Organiser's responsibilityto ensure that they are assisted, at least until the event closes to the public (the obligations of the safety officer are given in Chapter below),by one or more Safety Officers in accordance with Article 6.2 of the Law of 18 November 1987, type T. It must ensure that the person chosen holds all the qualifications required by Article T 6.2 modified by the law of 24 September The number of safety officers must be appropriate for the size and type of event both in terms of the period of time required for setting up and the period of time it is open to the public. The Organiser shall undertake to apply the instructions formulated by the management department in response to the request for authorisation of the event. If the Safety Officer is not listed by VIPARIS, the organiser must send a dossier containing the details and qualifications of the safety officer appointed and do so at least three months before the date of entry to the VIPARIS premises. VIPARIS shall reserve the right to overturn the appointment of the safety manager selected by the Organiser within fifteen days of the date the dossier is received. The Organiser shall apply to the administrative authority for authorisation to hold an activity of this type at least two months before it opens to the public. The application must specify the type of event, its duration, location, identity and the qualifications of the safety officer(s) who has/have been appointed. It must be accompanied by a dossier comprising: These specifications, A general cover memo and a technical safety report produced, dated and signed jointly by the safety officer and the organiser, attesting compliance with this regulation, All documents mentioned in these specifications, Proof of the contract binding the organiser to VIPARIS, The composition of the fire safety service defined in these specifications, A plan showing details of how the site can be accessed and its entrances, the location of fire-fighting apparatus and the way in which its outside areas are used, A detailed plan of the event showing how traffic passes through it, the location of stands or spaces reserved for exhibitors, the locations of long-term tenants, the location of stands with upper floors and temporary kitchens, the location of fire-fighting equipment, the location of structural posts, fixed gas installations and the location of the facilities referred to in Sections VII and X of the law of 18 November A second copy of this request must be sent to VIPARIS. The Organiser shall assume full responsibility in relation to the application of the Safety Regulations in the buildings, surroundings and external exhibition areas that are being leased or handed over to it. They shall take all measures to ensure that the companies they employ observe, in particular, the regulations on health, safety and working conditions, as well as traffic laws and the protection of building sites, using lifting gear or scaffolding. The Organiser shall undertake to comply with all of the provisions arising from the lease agreement and its appendices. Any duly established breach of any of these clauses shall result in the automatic annulment of the lease agreement without recourse against VIPARIS. The Organiser is obliged to participate or be represented at meetings organised upon the request of the administrative authority or VIPARIS. When proposed by the Safety Officer, whose role is defined in Article T 6 (law of 18 November 1987 modified by the law of 11 January 2000), the Organiser must prohibit the use of stands that do not comply with the provisions of this regulation. In this case, the Organiser must refuse the supply of electricity and other utilities, and can order the closure of the stand. This point must be determined in the contract binding the Organiser to the exhibitor or to the lessee of the stand and in the contract binding VIPARIS to the organiser. The Organiser's obligations as a lessee commence at the beginning of the setting up period (including dispensations) and end with the exit inventory report. It shall fall to the Organisers to ensure the safety of workers (in particular in compliance with Articles R to and to of the rules and regulations of the Labour Code) during the setting up and dismantling periods defined in the contract, as well as during the additional periods of setting up or dismantling that may be granted after a dispensation. In addition, the Organiser shall undertake to take all useful measures to inform the Exhibitors of health and safety regulations and operating restrictions with which they must comply throughout 10

13 the duration of the event, in particular, concerning the fitting out and running of their stands. The Organiser must inform VIPARIS of the means in place for providing an emergency response to any accidents. In the event that the Organiser does not use the premises provided by VIPARIS, the Central Control Station must be informed of the location of the emergency response and communications facilities. The Organiser or person appointed by the latter and whose responsibility it is to acquaint themselves with the technical documents (Health and Environmental Specifications - Asbestos Technical Dossier) must take the applicable obligations and restrictions into account. As part of this general responsibility to be informed, the Organiser must, in particular, issue and send an Exhibitor s Guide to each Exhibitor which must indicate: The identity of the Safety Officer, as well as the postal address and telephone numbers via which they can be contacted, including at the event, as of the beginning of set-up operations until the event closes to the public; All of the operating constraints and health and safety rules with which the Exhibitor must comply, as established by these Safety Specifications and the Event Specifications; The postal address and telephone numbers of the service that the Organiser tasks, within its company, to inform Exhibitors on any matters relating to compliance with the requirements and rules mentioned above; The obligation of Exhibitors to send it the requests for permission or statements in the cases provided for. The Organiser must ensure that the safety rules are applied in all of the facilities used for an event as soon as the stand locations are made available. The Organiser must remain contactable by the safety committee and before the event, provide all exhibitors with an extract from the Specifications between the Organiser and the exhibitors and stand lessees in particular specifying: The identity and classification of the safety officer(s). Specific safety instructions to be complied with, The obligation to submit to them, one month before sending the file containing the application for opening the event to the public, a request for authorisation or statement for the use of machines and apparatus, heat or combustion engines, lasers or any other hazardous products. All of these extracts form the specifications between the organiser and the exhibitors and stand lessees. Those specifications cannot contradict these specifications. They may be consulted by VIPARIS. The Organiser shall notify the Exhibitors of decisions made by the management department relating to the authorisation statements addressed to the latter and shall submit a copy of same to the safety officer. The response from the management department to the Organiser must be sent by the latter to the VIPARIS safety manager. Any dispensation from the specifications must be the subject of agreements entered into prior to the event by VIPARIS. These agreements must, however, be the subject of an application for dispensation made to the local safety committee. Any planned development which has any kind of an impact on the structure, access or existing technical equipment must have been reported to VIPARIS. Procedure and inspection The provisions of these specifications apply to all lessees or Organisers of events at the Paris Nord Villepinte Exhibition Centre. All lessees and organisers of exhibitions must give free access to the head of the establishment or their representatives, to the safety manager, Head of the Safety Service and their respective teams whose responsibility it is, in particular, to ensure compliance with said provisions. Prevention plan and Safety instructions All lessees or Organisers shall ensure compliance with the prevention plans during exhibition operations, setting up or dismantling of installations including during any additional setting up or dismantling times obtained through dispensations. Administrative Authorisations Permission for the exhibitions, trade shows and other events to open to the public is given to the Organiser by the administrative authority after notice to the Competent safety Committee. All of the procedures that have to be followed in order to obtain this authorisation are solely the Organiser s responsibility. The Organiser undertakes to send: one copy of the dossier applying for permission for the exhibition to open to the public to the Seine Saint Denis Prefect and another to the Villepinte town hall. It shall send these documents at least two months before the scheduled opening date. Proposals for fixtures must have been submitted to VIPARIS beforehand. VIPARIS will ensure, in particular, that communal areas are used properly and that the proposal is compatible with VIPARIS technical equipment. The application for permission covers all aspects of the planned exhibition. It comprises all of the written documents and graphics which are necessary in order to provide a full understanding of the purpose of the exhibition. These include - but are not restricted to - the following: The type with a succinct description of the exhibition or event. Its location, gross surface area occupied, surface area reserved for traffic flow aisles. The visitor type expected (general public or professional). The dates the exhibition will be open to and closed to the public. The numbers of visitors expected. The composition of the fire safety service defined in Article T48 and these specifications. Plans showing details of how the site can be accessed and its entrances, the location of fire-fighting apparatus and the way in which its outside areas are used; a detailed plan of the event showing how traffic passes through it, the location of stands or spaces reserved for exhibitors, platforms, tiers or podiums stands with ceilings or upper floors passageways, accesses, exit ways the locations of structural posts the locations of any exits that have been blocked off in compliance with the provisions of T 20 2 fixed gas installations, cooking facilities any outdoor constructions special provisions or arrangements applied for certain specific trade shows listed in the specifications. The plans must be submitted to the safety officer appointed by the Organiser before their final versions drawn up. This safety officer shall approve them before sending them to the administrative authority. When the exhibition, trade show or event involves the setting up of facilities classified for environmental protection, the Organiser is obliged to supply an additional copy of the dossier applying for permission to open to the public. In this case, all of the dossiers must include the technical details required for inspection by the Classified Installations Technical Inspection Department. The Organiser shall also send the applications for special authorisations covered in the sections on events to the Prefect. They are required to notify the Exhibitors of the decisions taken by the administrative authority in relation to these applications for authorisation. They shall submit a copy to the Safety Officer as well as to VIPARIS. The companies involved in setting up events must be informed by the Organiser of their obligations in relation to compliance with these specifications. All Organisers must ensure compliance with the prevention plans when the installations are being set up and dismantled Obligation of the Safety Officer Under the responsibility of the Organiser, the safety officer referred to in article T5 shall fulfil the obligations defined in article T6. In addition, they must comply with the following provisions: The safety officer shall send the VIPARIS safety manager a copy of the safety dossier sent to the management department, as well as the decision of the committee. 11

14 The obligations of the Safety Officer are set forth in article T 6 of the law of 18 November 1987 modified by the law of 11 January In particular, the Safety Officer appointed by an Organiser using areas both inside and outside the exhibition building shall ensure that all safety regulations are applied. They shall also ensure that these Specifications are complied with in relation to these areas and any ways in which they might be laid out. In order to perform its obligations as defined above, the Safety Officer tasked by the Organiser must be physically present at the event site starting when set-up of the exhibition's installations commences and until the date on which it closes to the public. They must ensure that the centre s fire-fighting equipment (fire hose reels - fire detection - manual trigger - Intercoms - Sprinkler stations, etc.) remain permanently available and accessible. The Safety Officer shall record in the final report their decision in relation to whether or not all or part of the event should be open to the public. The Organiser shall ensure that this final report may be consulted by the management department. In particular, the safety officer appointed by the Organiser is responsible for: Examining the general layout dossier for the event, together with the event Organiser, and helping to draft the safety dossier that will be submitted for the management department's approval. This dossier, which is required to be very specific regarding the installation and set-up of the different sections, will be cosigned by the Organiser and the safety manager. Ensuring that the Organiser applies the guidelines formulated by the management department. Informing and advising Exhibitors on the technical safety measures to be taken for their installations. Examining the statements and applications for permission to display working machines and drawing up the list of stands at which these machines will be located. Inspecting the stands beginning during the set-up period and up until the date the event is closed to the public, and ensuring the fire safety measures appearing in these regulations are applied with the exception of construction provisions. Ensuring that the solidity of any stands with upper floors has been checked by an approved person or body. Providing a permanent presence while the public is at the event site. Informing the management department in good time of any difficulties encountered in applying these rules and regulations. Ensuring that information is kept about the locations of any sources of radioactivity, the locations of installations to which Section VII and Section X apply, and the locations of areas comprising numerous stands which use bottles of liquid hydrocarbons, and ensuring that this information can be accessed by the emergency response team if required. Making the Organiser and VIPARIS aware of any issues which may arise as a result of any of the other permanent services provided at the establishment (cafeteria, restaurant, canteen, etc.) which are liable to affect the level of safety of the event in progress. Ensuring that the facility s safety equipment is not compromised by the installations of the event under way. Examining any documents serving as guarantees that fire-fighting equipment maintenance inspections have been carried out correctly. Checking the presence and qualifications of the event s safety department staff. Drafting a final report on compliance with these rules and regulations and provisions issued by the administrative authority that authorises the holding of the event. Before the event opens to the public, this report is sent simultaneously to the Organiser of the event and the site owner. This report makes a ruling in respect of the whether or not all or part of the event should be open to the public and shall be made available to the management department by the Organiser. The requests that the safety officer may need to make of the Exhibitors in order to carry out their tasks shall be derived directly from the regulatory provisions in force. The safety officer shall undertake to ensure coordination between the security company used for their event and the centre s central control station. This coordination may be provided by private telephone or by walkie-talkie Obligation of the Exhibitors and stand lessees The Exhibitors are required to comply strictly with the provisions of the safety regulations as communicated by the Organiser in the Exhibitor s specifications. The exhibitor s and stand lessee s obligations are defined in article T8 and T9 of the Law of 11 January 2000: the exhibitors and stand lessees must apply the specifications mentioned in articles T4 1 and T5, 2, respectively; The installations must be completed by the time the safety officer carries out the acceptance inspection. All measures must be taken to ensure that the safety officer can examine them in detail. The exhibitor or their qualified representative must be present at each stand during this acceptance inspection. They must make all information about the facilities and equipment available to members of the committee - except those items bearing a quality label. In particular, reports on the behaviour of the materials used to construct the stands when exposed to fire must be issued by an approved French laboratory. Exhibitors and stand lessees using machines, heat or combustion engines, lasers or any other hazardous product must declare them before the organiser submits the dossier applying for permission to open to the public (two months minimum) to the administrative authorities. The Exhibitor shall assume full responsibility for the services and demonstrations carried out at their stand. They shall take all appropriate measures for ensuring the safety of the public admitted there. They must comply with all operating instructions given by the Organiser. The installations must be completed by the time the safety officer carries out the acceptance inspection. All measures must be taken to ensure that the safety officer can examine them in detail. All of the measures relating to operation (installation of the stands, storage, distribution of utilities, etc.) apply to all of the current establishments, as well as those to be built in the future. The Exhibitors may only use an exhibitors' electrical box for the electrical installations of a single stand. 2.2 CONSTRUCTION PROVISIONS Location The Paris Nord Villepinte exhibition centre is located in the Paris Nord II zone. It is made up of halls forming an arc around an esplanade. The parking areas are located at the back of the halls Main buildings and premises: 9 exhibition halls with a total surface area of 242,000 sq.m.; a JEAN PROUVÉ pavilion; 2 auditoriums; 38 conference or meeting rooms; 43 restaurants or bars; administrative premises; service provider premises or workshops Accessing the buildings External emergency response services can access the exhibition centre via the following roads: A 104 to the south; RD 40 to the north; The Chemin des Fontaines to the east (only under impaired conditions). Inside the Centre, roadways, open spaces and underground passageways link each of the access points to the different buildings (see the plans in the appendix). All of these features - intended to enable access by the emergency response and fire-fighting services - must remain accessible at all times Internal access From the access points, emergency service routes run all the way round each U- shaped building or exhibition hall. 12

15 Reception area The emergency services road is 5 m wide on the esplanade Halls 1, 2, 3, 4, 5A and 6 The halls are accessed by roads that are at least 12 and 8 m wide around the whole perimeter, except for the front section (reception area). Above the hall access tunnels, a 4m wide road links the administration parking area and the Pe4 parking area situated behind Halls 4 and 5A Hall5 B Hall 5B is accessed by 4 roads (8m road north and south, 12m roads east and west) Hall 7 An 8-m road runs around the entire perimeter of the hall Hall 8 Hall 8 is accessed by 4 roads (8m road north and south, 12m roads east and west) Occupation areas(plan appended to the specifications) Within the framework of the specifications, VIPARIS may provide any Hirer with which a contract has been entered into with: the exhibition buildings and their annexes (halls, outdoor constructible areas); the conference halls, premises for office use and reception areas. The following are excluded from the areas that can be leased: the public exit areas (indicated with orange stripes on the safety plan) may not be built upon; those areas (shown in yellow on the safety plan) which are subject to approval from VIPARIS and which depend on what the halls are being used for; the Central Security Station; the service premises and equipment, bars, etc. the traffic flow routes (shown in red on the safety plan) Open spaces The open spaces are traffic flow aisles that are 6 m wide in the case of halls 1 to 6 and 8 m wide in the case of hall 5B, 7 and 8. They are intended to separate the halls in order to limit the spread of fire and facilitate the intervention of the emergency services. To this end, in the case of type T events, under no circumstances may there be any equipment or installations on these traffic flow aisles of any height.these traffic flow aisles are located in the following places:hall 1 Traffic flow aisle linking exits A7 and B8. Traffic flow aisle between Hall 1 and Hall 2. Hall 2 Traffic flow aisle linking exits C9 and D9. Traffic flow aisle between Hall 3 and Hall 2. Hall 3 Traffic flow aisle linking exits E8 and F9. Traffic flow aisle between Hall 3 and Hall 4. Hall 4 Traffic flow aisle linking exits G9 and H8. Traffic flow aisle between Hall 4 and Hall 5A. Hall 5A Traffic flow aisle between exits J5 and Z1. There must be no fixtures within 1 m on either side in line with the curtain. The safety aisles between halls 1 / 2 and 3 / 4. The safety aisles between halls 5A and 6 which are 8 m wide. These areas not for construction the positions of which are shown on the plans are identified specifically: On the plans for the various halls (hashed areas). On the floors of the halls by white markings. The following are also not for construction: The reception area on the ground floor of hall 6 between the stairways and the west entrance. The reception area on the ground floor of hall Design of the exits Large stands must be designed in such a way as to ensure that they do not impede evacuation. When the halls are only partially in use, any exits that are rendered unusable because of the demarcation of the area actually in use must not be visible to the public. Halls 5B and 8 have mobile partitions that can be used to separate Hall 5B into thirds and to divide Hall 8 in half. The use of the space will determine whether these partitions are installed Capacity of the halls Halls 1, 2, 3, 4, 5A and 6 do not have sufficient exit paths to accommodate the public at a ratio of one person per square metre. To compensate for this problem and allow these halls to hold exhibitions for the general public on an exceptional basis (Article GN6), a counting system has been implemented whose principles, and the measures to be taken if the limits are exceeded, are described in Section The summary below defines the permissible occupancy thresholds for these halls based on their exit paths and the exemptions granted under the building permit General public: Hall 1: 21 exit paths with room for 10,000 people Hall 2: 19 exit paths with room for 9,000 people Hall 3: 23 exit paths with room for 11,000 people Hall 4: 24 exit paths with room for 11,500 people Hall 5A: 43 exit paths* with room for 21,000 people. To this should be added 16,200 people evacuating via the open space in the centre of the hall, as specified in Article of the general requirements. Thus, the maximum number of people that can be accommodated in this hall is 37,600 (*exits giving onto the open space are not taken into account when calculating the number of exit paths in the hall). Hall 6: 41 exit paths* with room for 20,000 people. To this should be added 18,000 people evacuating via the four central stairways, as specified in Article of the general requirements. Thus, the maximum number of people that can be accommodated in this hall is 38,000 (*the central stairways are not taken into account when calculating the hall s exit paths). Halls 5B, 7 and 8 have adequate exit paths to accommodate the public at a ratio of one person per square metre Corporate or invitation-only exhibitions Since building provisions for halls 1, 2, 3, 4, 5A and 6 do not permit full application of Article T20, the following provisions shall apply instead (as indicated in prefecture letter no. 11/0688 of 3 May 2011). Fully occupied halls: Application of the reduction is based not on the number of exit paths but the number of exit units (see table below) The rules of distance specified in article CO 43 must be observed 13

Partially occupied halls: Application is made on the number of units required in accordance with the used surface area. The rules of distance specified in article CO 43 must be observed Corporate or invitation-only exhibitions. For corporate exhibitions (those reserved for representatives of a single company) or invitation-only exhibitions (those to which visitors are invited by name or on the basis of a specific professional position), where the number of people expected is exactly known, the number of people used for the calculation will be the figure indicated on the statement submitted by the Organizer. In all cases the number of exit paths and distribution of exits must comply with the requirements of Items CO 39 and CO Counting system The visitor counting system ensures that, in exceptional cases, exhibitions open to the general public can be held in halls that do not have adequate exit paths in relation to their size. It consists of video sensors placed at the entrances to the halls and at inter-hall passageways, and can be used to give a count of the number of people present in all of the halls, on a hall-by-hall basis, at any given moment. It can be installed during complete or partial occupation of the halls. The system in place can be used to manage access by the public based on each hall s capacity. The procedure used to prohibit access by the public when the admissible threshold in the halls is exceeded is defined in Appendix II of these specifications (the threshold is 95% of the permissible number of people) Occupation of the halls and outdoor areas Occupation of the halls The halls are made over by VIPARIS to the Organizers with their doors unblocked. In the event that the Organizers block any doors during the assembly and dismantling periods (including extensions), they should ensure that the distance to be covered to reach an exit to the open air should observe the provisions of article CO 43 of the regulation of 25 June Partial occupation of the buildings by an Organizer When an exhibition hall is not used in full, the Organizer must install a partition of at least 2.50 metres in height, made of Category M3 materials, along the edge of the unoccupied area. This partition must have adequate mechanical stability to withstand pressure by members of the public. In exceptional cases, VIPARIS may permit storage (upon receipt of a written request) based on: the volume and nature of the materials to be stored (non-combustible materials); the method of storage (no storage at height); unobstructed access to fire fighting equipment and outdoor exits, which must remain unlocked; permanent surveillance by qualified security personnel; a lease agreement signed between VIPARIS and the Hirer Occupation of the buildings by several Organizers In cases where several events are organized independently in common areas (halls, reception areas), it is the responsibility of the Organizers to appoint a safety manager and propose this manager to VIPARIS Operations Department. The safety manager will be responsible for all issues relating to the installation and layout of the stands and aisles (in accordance with these specifications). Hirers must present their proposals to VIPARIS before making their definitive arrangements. If one event is being assembled or dismantled while another event in the same building is open to the public, the Organizer of the event being assembled must take all necessary steps to prevent any disturbance to public order or safety (noise, air currents, evacuation of the public, access to façades and fire fighting equipment) Exceptional occupation of the buildings Unless a special application is submitted, halls may be used as parking areas only if: - the hall is located more than 8 metres from the nearest building (halls 5B and 8); - the hall is insulated in accordance with Article PS 8 (contiguous hall open to the public). If, during an exhibition, an Organizer wishes to use an unused T-type hall as a garage or shed (other than halls 8 and 5B or in the aforementioned conditions), it must apply for a permit from the authorities. The application must contain the following information at a minimum: Vehicles Number and type of vehicles; Absence or presence of the public; Presence of a CO detector; Surveillance Equipment Volume and type of storage; Surveillance; Arrangement of the equipment (grouped together or isolated); Occupation of outdoor areas The outdoor areas defined on the floor occupation plan (see annex) are considered construction-ready and may be used as exhibition space, for catering services, etc. Any construction or remodelling conducted in the exhibition areas defined above must comply with applicable safety regulations as defined in the decree of 25 June 1980, as amended. Additionally, the Organizer must ensure that the electrical installations for all buildings and structures, single-storey buildings of area over 300 square metres and all multi-storey buildings be inspected by an approved control office for stability, solidity and wind resistance, and must ensure that the Exhibitor is notified of these inspections. Inspection reports should be entered in the safety register and presented on the day of the safety committee s visit. In the event that temporary structures are installed for activities related to permanent operators (catering, stands), the site s safety supervisor should prepare safety documentation that will be attached to the centre s safety register. A copy will be given to the permanent operator for application purposes. Exceptionally tall equipment (demonstration equipment, cranes, hot-air balloons, etc.) must under no circumstances exceed 55 metres in height. Construction plans should be included in the exhibition centre s safety register Environmental restrictions Any structural projects for the following locations (excluding the structures described in Article of the special provisions) must be presented to the VIPARIS security service for approval and forwarded to the safety commission at the administrative offices of the department of Seine Saint Denis: Reception area 14

17 Square in hall 5A. Rear reception hall 5A. Square in hall 6. Access halls to halls 1 to 4. Covered area of hall 7. Any remodelling projects must also take the following constraints into account Reception area Description The reception area has two structurally distinct sections: A single-level area comprised of a metallic frame with glass infill. A three-level area (basement, ground floor and one storey) made of reinforced concrete. The area of the ground-floor mall in the reception area that is unoccupied by shops or other premises can accommodate one member of the public per square metre (as in the exhibition halls) in outfittable areas that do not obstruct exits (doors, aisles, emergency exits). In the reception area shops, the potential number of visitors is calculated on the basis of two persons per square metre over one third of the area. Exit paths Bars, kiosks, rest areas and promotional areas may only be established inside the mall upon written approval from the safety service. These facilities must comply with Articles C0 37 and C0 39 of the safety regulations with regard to the regulatory width of exit paths. Whatever the structures planned, they may not be located on the axis of exits giving onto the esplanade (see the reception area exit path plan); moreover, at least one half of the gallery s width must be kept open and free of any structures. Under no circumstances may facilities in the reception and registration areas obstruct visibility of access to shops, information areas, cloakrooms and conference rooms located in the reception area. Under no circumstances may decorative panels, advertisements etc. reduce the visibility of exit and emergency exit signs. Primary structures as well as all movable fittings must be made of Category M3 materials. The operation of heat engines is prohibited. Devices requiring the use of solid, liquid or gaseous fuels may not be used or demonstrated. When electrical equipment is displayed in the live state - i.e. with voltage applied - the public must be protected against direct and indirect contact in accordance with the provisions of standard NFC The distribution or display of balloons inflated with flammable gas are prohibited inside the facilities Square in hall 5A The reception area extends in front of this hall to form a small square. The provisions governing the reception area are similarly applicable to this square; moreover, the width of the exits onto this square from the meeting room complex, and the width of the exit units from hall 5A via this square, must be maintained. Furnishings must not prevent access to the fire hose cabinets or obstruct their visibility Rear reception of hall 5A There is an access hall behind hall 5A to which the same provisions governing the reception area are applicable. In particular, the exit units for the exits from hall 5A that pass through this access hall must be maintained Square in hall 6 On the west mezzanine in the open area of hall 6, there is a reception space that opens onto the esplanade. The management office, meeting space and upperlevel restaurants all exit into this reception space. The provisions applicable to the main reception area and the square in hall 5A apply to this area as well. In particular, the exit units for the stairways and escalators from hall 6 must be maintained Lobbies for halls 1 to 4 Lobbies may only be used as reception and registration areas. In each case, 12 metres of open passageway must be maintained Covered area of hall 7 This covered area, which spans approximately 600 square metres, can accommodate structures on the condition that they comply with the general requirements of 25 June 1980 regarding site structures and exit paths. With an area greater than 300 square metres, this space may not be closed along its perimeter in order to comply with the provisions contained in the DF articles Restrictions relating to all types of events Restriction on live loads The Organizer is required to comply with the following live load restrictions during stand installation and to ensure compliance with these restrictions by its Exhibitors: Halls (exhibition areas): Spot loads: 6.5 tonnes on 0.10 x 0.20 cm for halls 1, 2, 3, 4 and 5A; 6.5 tonnes on 0.10 x 0.10 cm for halls 5B, 7 and 8. Evenly distributed loads: 5 tonnes per square metre. 1) Emergency access routes: - Bearing capacity: 13 tonnes; 2) Outdoor areas Evenly distributed loads: 0.5 tonne per square metre; 3) Parking areas: - Parking areas P 1, P 2, P 3a, Pe 4a, Pe 4b, Pe 5a, Pe 5b, Pe 5c, Pe 6a, Pe 6b, P10, P 11a and P 11b are considered heavy vehicle parking areas; - Parking areas Pe 5a, Pe 5b, Pe 5c, Pe 6a, Pe 6b and P 3b (the portion next to Pe 6a) can accommodate multi-level CTSs (see plan in annex). Spot loads During handling, loads that are generally permissible can sometimes be concentrated on small surface areas. The resulting pressure may cause serious damage to the ground surface, regardless of the type of surface. The Organizer is responsible for ensuring that these loads are appropriately distributed by having the handling personnel place flat, rigid surfaces on the route taken by the lifting machinery. Attachments may only be fixed to a hall s ceiling or structural components at identified sling locations. Attachments to the Exhibition Centre s building structures may be made only by the VIPARIS Lifting and Attachments department. The Organizer must prohibit all suspended items and any signage attached to ducting for fluids, the automatic sprinkler system, ventilation and smoke removal ducts and in general any existing apparatus or ductwork. Any loads that exceed the live load limits specified above may, if they are essential, be transported and installed by means of exceptional structural work. Any Organizer wishing to obtain a copy of the plans must submit a written request to VIPARIS accompanied by the necessary technical data, one month prior to the date by which a response is needed. Aisles The Organizer must ensure that, whenever possible, aisles are placed around walls and columns on which fire fighting equipment is installed: Fire hose cabinets Extinguishers Manual fire alarm activation devices etc. The area set aside for aisles must be at least one third of the total area of the exhibition halls. Large stands must be designed so as not to impede evacuation of the public (Article T 18). All differences in level must be offset either via ramps with a gentle gradient (10%) or via regulation-compliant flights of stairs (at least three steps, nosing painted white). 15

18 Obstacles such as hoses or cables laid on the ground and running alongside aisle pathways must be covered with boat -type protection. Aisles that correspond to open spaces should have a width of 6 metres in halls 1 to 6 and a width of 8 metres in halls 5B and 8. These open spaces are marked on the floor of each hall and are clearly indicated on user maps Exit management Members of the public must have free use of the doors to the halls at all times during their presence on the site. Doors may be closed but not locked, in which case it must be possible to open the doors as soon as they are needed; consequently, the use of chains or padlocks is prohibited. The closure device used must be breakable. It is the Organizer s responsibility to ensure strict compliance with this requirement. To this purpose, personnel employed by security contractors must be given instructions defining their responsibilities, specifically with regard to the actions that must be taken when a message to evacuate the hall is issued. For exhibitions with limited attendance (e.g. trade shows), certain exits may be temporarily blocked. Since several halls do not have sufficient exit paths, the provisions defined in Section must be applied. In all cases, the calculated permissible number of visitors must be indicated in the documentation to be sent to the appropriate government authority. The use of signage in white letters on a green background is prohibited, since these colours are reserved exclusively for Exit signs. Storage areas The storage of flammable and hazardous materials (explosive or toxic materials, etc.) in the exhibition areas is prohibited. This includes stand storerooms, exits and the immediate vicinity of the halls. The use of areas in the halls allocated to the storage of empty packaging may be authorized only upon submitting a request to VIPARIS (as described in Section of these specifications) that is included in the application for authorization for public access. Interior layouts The Organizer must ensure that the stands are assembled in accordance with the provisions of Articles T21 to T24 of the decree of 18 November Fire reaction certificates consistent with the provisions of the decree of 30 June 1983 must be issued for all the materials that comprise the stands as well as the general decor for the event. These certificates should be submitted to the safety manager, who will make them available to the appropriate safety committee Authorized structures Upon the approval of the safety committee, the Organizer may call on the contractors of its choice to perform all decorative or outfitting activities that do not require work on the existing buildings, equipment or service networks. Structures subject to prior authorization All other work is subject to the prior approval of VIPARIS, which, upon authorizing this work, will entrust it to the contractors of its choice and will oversee the work itself. This applies in particular to: work related to heating and flue system equipment, all uses of walls and structural elements, wall perforations in the hall s fixed construction, trenches for pipes or wiring, foundations intended for machinery, and in general any work that involves the subflooring, all installations that call for materials or technology other than those used for routine installation of lightweight stands. Additionally, activities that affect the roof of the building, and access to the roof, are prohibited. Layout of rooms within halls The Organizer must ensure that meeting or conference rooms installed in exhibition halls comply with the following legal requirements: the decree of 25 June 1980, and in particular Articles C038, C042, C043 and AM 18 relating to exits, exit paths and fittings/furnishings of the rooms; the decree of 12 December 1984 supplementing and amending the decree of 25 June 1980, relating to Type L establishments open to the public (meeting rooms, conference rooms, etc.). The normal lighting in these rooms can be that of the hall. If this is not the case, the equipment used to light the halls must remain in operation. Exits must be clearly marked by self-contained lighting equipment. Ambient lighting may be provided by that of the hall. Depending on the decor and furnishings, however, additional ambient lighting may be required. At the Organizer s request, decor and furnishings are subject to the approval of the appropriate safety committee. They must be completed in full prior to the safety committee s inspection. Installation of a public address system If the event Organizer wishes to install a commercial public address system that covers the entire event area, the installation must include a remote control circuit connected to the central control desk enabling over-ride broadcast of security messages. However, when authorized as provided by law (Type T) or after approval by the appropriate safety committee (Type L), they must be made of Category M1 material for halls that lack sprinkler systems, and Category M2 materials for halls that have sprinkler systems and an adequate number of attachments or sufficiently strong safety reinforcements to ensure they do not fall during evacuation of the public. When a net is installed, and the surface area between the mesh of the net exceeds 10 cm2 and its weft does not exceed 25% of the net s total surface area, the net is not subject to any fire reaction requirements. Otherwise the net is considered to be a decorative element and is subject to the corresponding fire reaction requirements Extendible partitions Extendible partitions, whether sliding or movable, must be made of Category M2 materials. M4 AM Large furniture Furniture must under no circumstances block or narrow public aisles and pathways. Every precaution should be taken to ensure that a crowd surge does not shift it out of place. It must be made of Category M3 materials 16

19 Decorative elements These elements should be made of Category M1 materials where their surface area exceeds 0.50 m Stands, podiums, platforms, terraces; Raised lightweight floors that can accommodate people, such as galleries, towers, stands, podiums, platforms, terraces, stages, etc. and installed inside the buildings must: be classified CFL-s1 or Category M3; have upper revetment (where this exists) classified DFL-s1 or Category M3; have lower revetment (where this exists) classified B-s2 or Category M1; have a framework classified C-s3, d0 or be made of Category M3 materials; fit together neatly, including steps and, where they exist, the risers of the staircases and terraces; their lower parts must be free of any deposits of combustible material. They must be made unusable and inaccessible to the public by means of an outer partition classified C-s3, d0 or Category M3, only comprising openings for inspections. Their subfloors must be divided into cells of a maximum surface area of 300 m2 by partitions classified B-s2, d0 or Category M1. Removable technical floors should be classified BFL-s1 or Category M1. Reference service load values are as indicated in NF P , based on the nature of the premises in which the flooring is installed. The requirements of NF P and NF P relating to handrails are applicable to constructions of this type and to the steps used for access to them, in order to prevent falls and withstand pressure from crowd surges. The handrail requirement does not apply to the front of a stage, as long as the number of persons accommodated by such a construction is strictly limited to the number of people necessary for the show or event. These requirements do not apply to mobile or riser-less staircases. The gaps between terraced steps or along walkways must comply with the dimensions defined in the standard that governs handrails: a gap of no more than 0.18 m in height between two levels of stepped flooring, and a horizontal distance of no more than 0.05 m between two stepped floors. These installations must withstand up to 250 kg/m3 if their surface area does not exceed 50 m2, and 350 kg/m2 otherwise. Along with their access stairways, they must be fitted with handrails in order to prevent falls and to withstand pressure from the crowd of visitors. These handrails must comply with standard P when the difference in level is 1 m or more. Materials for exhibition may be displayed on the stands with no fire reaction requirements. However, if these materials are used for decorating partitions or drop ceilings, and if they make up more than 20% of the total surface area of these elements, the provisions of this article will apply. These provisions will not apply to exhibitions and stands specifically devoted to interior decoration where fabrics and wall coverings are displayed Réalisation de vélums Awnings must be made of Category M1 materials in halls 1 to 4 and Category M2 materials in halls 5A, 5B, 7 and 8. Additionally, they must include an adequate number of attachments or sufficiently strong safety reinforcements to ensure they do not fall if the public is being evacuated. The attachment system may consist of an iron wire grid. Awnings must not hamper the effectiveness of the sprinkler, smoke removal and automatic fire detection systems. Accordingly, only approved awnings (i.e., those certified by the French testing organization CNPP, etc.) are authorized (authorized brands include SMOKE OUT, CROCFEU, mesh awnings, etc.). Use of hangings, curtains, and netting: The use of these items across exit path routes is prohibited. In other cases, they may be used on condition that they are made from Category M2 materials. Given the temporary nature of the events, horizontal awnings are authorized for the duration of the event. Wire netting on a frame of at least 1 m x 1 m in size should be used to provide added support for horizontal awnings Stands couverts ou à étage Stands or areas that have a ceiling, drop ceiling or solid awning, as well as double-deck stands (those with an upper floor), must meet all of the following requirements: They must have a surface area of less than 300 square metres. They must be at least four metres apart. The total solid ceiling and drop ceiling surface area (including that of raised stands) must be no more than 10% of the hall s total floor area. Each stand may have only one raised level, which must be inspected by an approved organization attesting to the stability of the construction once it has been assembled on site. Full documentation should be submitted to the safety manager. If the surface area of these stands or areas exceeds 50 square metres, each must be equipped with appropriate fire extinguishing equipment serviced at all times by at least one safety officer. Evidence of the fire reaction category of these materials must be submitted in the form of: The NF fire reaction label, A fire reaction report prepared by an accredited French laboratory, Fulfilment of the conventional fire rating conditions defined in Annex 21 of the decree of 30 June B - SPECIAL PROVISIONS 1 - ORGANIZERS 1.1 Exhibitions General Provisions Stand outfitting The stands must be outfitted using materials that fall under the headings defined in the decree of 30 June 1983, which classifies products into five categories from M0 to M4 (with M0 corresponding to a non-combustible material), or the equivalent, in accordance with standard NF EN Structures - podiums Interior fittings, such as suspended ceilings or awnings, must not hinder the proper operation of smoke removal equipment or automatic fire detection and extinguishing equipment. Stands, and specifically their partitions and framework, must be built using Category M3 materials. Floral decorations made of synthetic materials should be kept to a minimum. Where such decorations are used, they must be made from Category M2 materials. These requirements do not apply to exhibitions and stands specifically devoted to floral activities. Revetments, horizontal or otherwise, applied to podiums, platforms and terraces exceeding 0.30 square metres in height may be made of Category M3 materials. If the total surface area does not exceed 20 square metres, this revetment may be made of Category M4 materials Electrical installations on stands General requirements Each electrical connection may supply power to only one stand. Current is fed to each exhibitor s stand via a supply cable ending in a fusebox. Beyond this fusebox, the exhibitor is solely responsible for any specific installations made by the contractor of its choice. Each fusebox includes: Emergency power shut-offs Overcurrent protection Protection against indirect contact (30 ma) Where specifically required (e.g., for certain machinery), the sensitivity of the ground fault interrupter may be increased to up to 300 ma, subject to the following conditions: Only fuseboxes installed by VIPARIS and inspected by a competent technician are authorized. 20 he installation may only be made for a specific piece of equipment (e.g. one machine); under no circumstances may this installation be used to power other equipment on the stand. Above 300 ma, technical inspection must be conducted by an accredited body. Any electrical switchboards with a capacity greater than 100 kva must be installed by VIPARIS and must comprise components (circuit breakers, isolating switches, etc.) bearing the CE label. These switchboards will be inspected annually by an accredited body. If the Organizer is required to install standspecific equipment, this equipment should be installed in a 1-hour firewall enclosure protected by a 1/2-hour fire door, and ventilated by baffle grids. It must not be installed under stands with upper floors. VIPARIS must be able to inspect electrical fuseboxes and cabinets at any time. Fuseboxes and cabinets must be inaccessible to the public, but accessible to VIPARIS personnel. The wiring that powers safety installations must be independent of other electrical wiring. Specialist stand equipment must be installed by personnel who are especially aware of the specific risks posed by the event and who have the skills necessary for designing and performing the installation in accordance with regulations governing fire safety in establishments open to the public. Service boxes must be inaccessible to the public but easily accessible to stand personnel. The following legislation is applicable: Decree no of 14 November 1988 on the protection of workers against electrical currents. Safety regulations for establishments open to the public, decree of 25 June 1980, as amended. NF C standards: requirements governing low-voltage electrical installations. NF C standards: requirements governing installations with high-voltage discharge lamps. Electrical equipment Electrical conduit tubes may be attached to temporary stand fittings. Flexible cables must have a rated voltage of at least 500 volts. The installation must under no circumstances impede movement by members of the public. Power socket outlets must be connected to circuits with overcurrent protection devices for rated current up to 16 A. Any device that requires a higher rated capacity must be powered by a specially adapted circuit. The use of a single multiple adaptor or box supplied by a fixed socket-outlet is permitted. All wiring must include a protective conductor that is individually connected to the main protective conductor for the stand s service box or distribution box. Class 0 electrical devices are not permitted except in the case of luminaires on display to the public for exhibition purposes and powered by circuits that include high-sensitivity residual current safety devices. The use of individual protective earthing connections is prohibited. High-voltage discharge lamps must be installed in accordance with standard NF C , specifically with regard to insulation of the supply conductors. If they are wrapped in insulating jackets, these jackets must be made of Category M3 materials. Devices that provide lighting for the stands may be mobile; their power supply must comply with the requirements given above. Article T 35, 3: At each stand, semi-permanent installations must terminate in a switchboard or service box that includes equipment performing the following functions: Integral control of all active conductors. Overcurrent protection. Protection against indirect contact. Overcurrent protection devices must be leaded, and the terminals for the various devices, excluding downstream terminals, must be made inaccessible. The electrical equipment must comply: either with French standards, or with harmonized standards, or with the equivalent foreign standards, where equivalence has been recognized by the official gazette of the French Republic. The following requirements must be met: Electrical equipment and its connecting elements must be adapted to the relevant external conditions affecting them. Electrical power cables must be fitted in accordance with the installation regulations (standard NF C ), notably with respect to the routing of power cables in aisles and under flooring and ground coverings. Electrical connections must be placed inside junction boxes. Stand lighting equipment that contains halogen bulbs must be placed out of reach of the public, either by installing such equipment at a height of at least 2.25 metres, or by placing a barrier between it and the public. This equipment must be kept away from flammable materials and must be securely fixed in place. Electrodes and conductors for high-voltage lighted signs must be electrically insulated. Signs must be mechanically protected using a high-quality screen with fire reaction rating of at least M3. Power supply circuits must be identified, and high- and low-voltage wiring must be kept separate Exhibition of working machinery and apparatus The exhibitor is wholly liable for all presentations and demonstrations it conducts. Machinery and apparatus shown in operation must not pose any risk to the public and are subject to a declaration issued by the Organizer. Machinery and apparatus displayed at a fixed location, whether in operation or otherwise, must incorporate safeguards for keeping hazardous elements out of the reach of visitors moving through the exhibition aisles. This requirement is considered to have been fulfilled if the hazardous element is more than one metre from the aisle designated for the public or if it is protected by a rigid screen. The following are considered hazardous components: Moving parts. Hot surfaces. Pointed ends and sharp edges. If machinery or apparatus is displayed in development, members of the public should be restricted to a protected area at least one metre from the machinery; this distance may be increased where recommended by the safety committee, according to the risks posed. If equipment with a hydraulic actuator is displayed in a raised static position, multiple hydraulic safeguards must be in place or supplemented by a mechanical safeguard against unexpected retraction. All equipment must be properly stabilized to prevent any danger of it falling over Machinery with heat or combustion engines / Automotive vehicles The Organizer and the safety manager must be served advance written notification of all machinery to be displayed in operation within the exhibition enclosure, at least sixty days before the event s opening day. Only installations declared safe will be authorized. Combustion gases must always be evacuated to the hall s exterior. The fuel tanks of engines shown at rest must be empty or equipped with lockable caps. Battery terminals must be shielded to make them inaccessible. When motive power is needed in order to activate certain equipment displayed on the stands, it should be electrical in origin; however, heat or combustion engines are permitted on the condition that they comply with the articles in Section V, Part I, Book II of the safety regulations governing establishments open to the public, and on condition that they receive the approval of the safety committee Lasers The use of Class 3 and 4 lasers is prohibited. Class 1 or 2 lasers may be authorized if approved by the safety committee, pursuant to the conditions set forth in standard EN and subject to compliance with the following requirements: Members of the public must under no circumstances be subjected to a direct or reflected laser beam. Laser apparatus and its related equipment must be solidly anchored to stable elements. The vicinity of the apparatus and the field scanned by the laser beam 18

21 should be free of reflective elements of the appropriate wavelengths. The housing containing the laser and any optical deviation device it may have must be Class I or II (compliant with standard NF C ). Exhibitors must ensure, by means of tests carried out when the public is not present, that the materials used for fitting out and decorating the stand and its fire protection equipment do not react to the heat energy given off by the light beams. Prior to the use of any laser installation, a request for authorization must be submitted to the appropriate (government) authorities at least 60 days prior to the event s opening, accompanied by: a technical data sheet with an installation drawing; a document drafted and signed by the installer and attesting to the installation s conformity with the present requirements. Additionally, the safety service should be notified of the hours when the installation will be used, given the risks of unexpected activation of the servocontrols during installation of the absorption-based linear optical detector. Machines with enclosed lasers (for cutting, scanning, etc.) presented for exhibition purposes does not require the approval of government authorities. However, such machines must be mentioned in the safety brief prepared by the safety manager Smoke generators The use of smoke generators in the halls is permitted, subject to compliance with the following requirements: The use of the generator must not trigger the accidental activation of the automatic fire detection system. The apparatus must be out of the reach of the public. While the generator is being used, at least two light sources for safety lighting must remain visible at all times. Apparatus may only be used with products for which it has been designed; no additives may be incorporated in the product normally used. Under no circumstances may flammable products be used to clean the apparatus. Smoke generators must be filled at a location where the public is not present. Exhibitors using a smoke generator must submit a certificate attesting to the compliance of the apparatus with NIT no. 251 to government authorities, accompanied by a technical data sheet for the apparatus, at least 60 days prior to the event s opening Gas-powered installations Notwithstanding the provisions of Article GZ 11, individual meters may be installed on stands. In such cases, shut-off devices must be labelled and easily accessible at all times by stand personnel. An easily accessible standby outlet equipped with a shut-off device must be fitted to the supply line to provide a connection to temporary installations at the stand. Stand outlets must be protected either by a casing coupled with a plate built into the ground, or by any other device that offers the same guarantee of safety. Prior to use of the gas, the installer must verify that the installation is leakproof. As an exemption from the provisions of Articles GZ 7 and GZ 8, cylinders holding a maximum of 13 kg of liquefied gas are authorized in the exhibition halls, subject to their compliance with the requirements set forth in Section b below Materials, products, gases The following are prohibited in establishments of this type: The distribution of samples or products that contain a flammable gas. Balloons inflated with a flammable or toxic gas. Items made of celluloid. The presence of fireworks or explosives. The presence of diethyl ether, carbon disulphide, ethyl ether or acetone. The use of acetylene, oxygen, hydrogen or any gas having the same characteristics may be permitted, subject to its approval by the competent authorities and its compliance with the following conditions: no more than one cylinder of oxidant or fuel may be present at any time on any stand; cylinders on different stands must be 8 metres apart; no cylinders may be stored inside the halls. The use of inert gases is permitted, subject to the following conditions: The quantity of gas present on each stand should be limited to that required for daily consumption; The stability of the equipment and cylinders has been verified; Mechanical protection has been provided for ductwork and connections; All cylinders are connected to or equipped with a manometer. All stands using liquefied or compressed gas must be installed in areas that can be easily ventilated. In all cases, a declaration must be submitted to the safety manager before final documentation is sent to the government authorities. In other cases, a request for authorization must be submitted to the competent government authorities at least 60 days before the event opens to the public Hydrocarbons a) Liquid hydrocarbons The use of flammable liquids is limited to the following quantities for each stand: 10 litres of category two flammable liquids per 10 square metres, to a maximum of 80 litres. 5 litres of category one flammable liquids. b)liquefied hydrocarbons The use of liquefied hydrocarbons (butane or propane gas) is permitted subject to compliance with the following requirements: Cylinder capacity must not exceed 13 kg. The use of cylinders without a pressure regulator is prohibited. Cylinders in use must be placed out of the reach of the public and must be protected against shocks. In addition, they must comply with one of the following requirements: - Cylinders must be separated from each other by a rigid, non-combustible screen, at a density of one cylinder per 10 m2, with no more than six cylinders per stand. - The cylinders must be at least 5 metres apart, with no more than six cylinders per stand. No disconnected cylinders, whether empty or full, may be stored inside the buildings. The use of mobile equipment connected by flexible hose may be permitted, on condition that the hose complies with one of the following standards and the sizes indicated are appropriate to the connection: NF D : elastomer-based flexible hose of 6 mm internal diameter for domestic butane-propane appliances. NF D : homogeneous elastomer-based flexible hose with internal diameter of 12, 15 or 20 millimetres, for domestic appliances using grid-distributed gaseous fuel. - NF D : armoured flexible hose with mechanical connectors, for connecting domestic appliances using gaseous fuels. NF D : elastomer-based flexible hose with end inserts, for connecting domestic appliances using certain gaseous fuels. NF D : armoured polyamide 11 or 12 flexible hose with mechanical connectors, for household appliances using gaseous fuels. Tubes and hoses must be replaced before their marked expiration date, as indicated in compliance with the standards mentioned above Diverse fastenings on existing structures The following requirements must be met: 1- The existing hanging points on each 3 x 3 intersection must be used. 2 - Hanging joists for suspension points that are offset from the hanging points must be used to avoid any oblique pressure. 3 - The following must be used: slings, cable clips, or sheathed cables. 19

22 4 - Obligation to limit vertical loads on each hanging point to 80 kg. 5- For any device where a joist or other element is used to limit the vertical load to 80 kg per hanging point, a dossier must be submitted to the VIPARIS lifting department for approval. 6 - Obligation to submit an approved lifting plan if several hoists are to be used simultaneously. 7- Obligation to follow the principle of a dual safeguard for each suspended ensemble (to prevent the breakage of one of the suspension parts from affecting the other suspension parts). The breakage of one fastening or suspension element must not cause the suspended elements to fall Provisional kitchen or customer reception installations a) Cooking and reheating devices whose total rated power is under 20 kw per stand are authorized in the exhibition rooms, subject to compliance with the following requirements: filters must be installed above cooking equipment; the cooking and/or reheating devices used should not present a risk to the public; suitable emergency equipment (fire extinguishers) should be installed b) Given the temporary nature of the exhibitions, and in partial derogation of articles GC, cooking and reheating devices whose rated power is above 20 kw are authorized under the following conditions: flame-retardant screens should be placed around the cooking apparatus; individual cooking islands should be at least 4 m apart an extraction hood and ventilation shaft composed of M0 or A2-S1, d0 should be installed; extraction ventilators must be able to function for at least one hour with smoke at a temperature of 400 C; cooking or reheating equipment must bear the CE mark; the suitable emergency equipment (fire extinguishers) should be in place. Cooking or reheating apparatus displayed at certain trade shows and which expel water vapour are authorized for use without a filtering device, while apparatus which emits other substances (fats ) must have an extraction hood above the apparatus; all combustion apparatus must be fitted to external extraction apparatus, as with the machines referred to in chapter c) Provisional kitchens installed outside the limits of the hall volume in temporary constructions whose cooking apparatus has a total power over 20 kw must meet the following requirements. They should be installed in a construction located a minimum of 3 metres from the halls and outside fire routes (for halls equipped with sprinkler systems, the provisional kitchens may be adjacent to the halls). Category one liquid fuels (flash point < 55 C) and gaseous fuels may not be used. An extraction system for foul air, vapour and grease, connected to a conduit leading to the exterior, must be installed. A mechanical extraction ventilator able to operate for at least one hour in the presence of 400 C smoke must be installed. The ventilator and extraction hood should be connected by a steel shaft. The ventilator should be powered by a fire-resistant cable. An emergency stop device (with the exception of the extractor) must be installed near the entrance to the area Use of machines or equipment generating X-rays or using radioactive substances To display any machines or equipment generating X-rays or using radioactive substances, exhibitors must first receive authorization from the competent administrative authorities (a copy of which authorization should be sent to the safety manager). Authorization requests should be sent to Direction de la Sécurité et des Services du Cabinet «BDSC» - Direction des Activités Industrielles et de Transport «ASN» no later than 60 days before the exhibition opens to the public. Authorization to display radioactive substances in the exhibition areas shall be granted only for the demonstration of devices, and only when the radioactivity of these substances is under: 1 microcurie for those comprising or containing group I radionuclides. 10 microcuries for those comprising or containing group II radionuclides. 100 microcuries for those comprising or containing group III radionuclides. Exemptions may be granted for the use of substances with higher radioactivity, on condition that the following precautions are taken: Radioactive substances must be properly protected. Their presence must be indicated with basic schemas of ionizing radiations defined by standard NF M , as well as their nature and activity. Their removal by the public must be physically impossible, by virtue of their being fastened to a device requiring disassembly with a tool, or their being kept at a distance. They must be kept under continuous surveillance by one or more exhibitors designated for this purpose. When this surveillance terminates, even if the public is not present, the radioactive substances must be stored in a fireproof container very clearly marked with the conventional sign indicating the presence of ionizing radiation. The dose equivalent rate, in all parts of the stand, must remain below 7.5 microsieverts per hour (0.75 thousand rad-equivalent-man per hour). In reinforcement of the provisions of article T. 21, stands on which radioactive substances are present must be made of category M1 material. Authorization to display X-ray emitting devices at the stands may be granted only when these devices and their accessories comply with the requirements set by standard NF C In particular, the following requirements must be met: Unnecessary objects must be removed from the area around the generator of X-rays and from the sample to be examined. The area should be closed off from public access and display adequate signage. The leakage radiation exposure rate must not exceed micro-coulombs per kilogram and per hour (1 milliröntgen per hour) at a distance of 0.10 metres from the X-ray emitting object Specific exterior facilities Tents (CTS) Closed facilities with a soft covering to be used for circuses, performances, meetings, balls, banquets, vacation events, sporting events etc. with an area over 16 m2 must comply with the special requirements approved by the decree of 23 January 1985 and amended by the Ministry of the Interior. Connections with existing buildings may be made as long as these do not obstruct traffic in fire routes. The length of the tents entails their inclusion in: the first category for any distance less than or equal to 8 m special categorization for lengths in excess of 8 m For tents and structures of over 50 m2, the Organizer must recruit the services of a technical inspection firm. The technical inspection firm s report must address the following items: the mechanical stability of the frame (assembly); fire resistance of the covering. For other technical inspections (heating, electricity, emergency precautions etc.), accredited persons or bodies must be consulted, in particular in application of article R of the Building and Occupancy Code. However, in certain exceptional cases requiring an immediate response, the auditing firm may formulate an initial recommendation for the aforementioned areas. This recommendation does not substitute inspection by accredited individuals or bodies, which must take place within two months of opening to the public. Only the provisions in paragraphs 1 and 6 of article CTS 1, of paragraph 2 of article CTS 5 and article CTS 37 apply to facilities of over 16 m2 and under 50 m2 and designated as small facilities, which must meet all of the following requirements: Two exits at least 0.80 m wide, The covering must be made of category M2 materials. All interior electrical installations must have a high-sensitivity overcurrent protection device at each end. 20

23 An inspection must be performed, before any visitors are admitted to any of the facilities, by a competent person specially designated by the operator to ensure that nothing compromises the safety of the occupants. Technical verifications Before any admission of visitors into the facilities, a visual inspection must be performed by the operator or by a specially-designated competent person. This inspection should make it possible to: detect obvious flaws in the assembly or floor fastening; detect malfunctions or particular risks in the safeguards designed to protect people from the risk of fire and panic situations; verify the absence of obstructions in the free passage and emergency access routes; verify the presence of the fire safety team. Before the initial opening to the public of each new installation, an additional inspection beyond those required under the provisions of paragraph 1 must be performed in facilities whose visitor numbers exceed 700. This inspection must include verification of the facility s assembly and fastening to the ground, inspection of the qualifications of the personnel in the event s fire safety team, and verification of compliance with the regulations in this document. When the permissible number of people is over 700 but less than or equal to 2,500 people, this inspection, under the responsibility of the operator, is to be performed by one of the following persons or bodies : an accredited CTS technical verification body; a person holding a CAP professional certificate for assembly of mobile structures; a person who has completed a training programme in assembly and fire safety corresponding to the programme defined in Annex X, administered by accredited CTS technical verification bodies or persons deemed by the central safety committee to possess equivalent expertise; a person experienced in the assembly of tents, selected from among the facility s permanent employees, recognized by the operator as competent for the task and having over one year s experience in assembling the equipment inspected. For facilities accommodating over 2,500 people, this inspection must be carried out by an accredited CTS technical verification body. A report on the inspection mentioned in paragraph 2 must be drafted and should state whether it is advisable to open all or part of the event to the public. This report should be made available to the authority invested with law enforcement powers by the operator. Multi-level structures: Car parks P3 b, Pe5 a, Pe5 b, Pe5 c, Pe6 a and Pe6 b should have a coefficient of ground bearing capacity sufficient to accommodate multi-level structures (a geotechnical assessment report should be appended to the safety register). For all other locations containing multi-level structures, the Organizer must appoint geotechnical engineers to determine the coefficient of ground bearing capacity (article CTS 59) Inflatable structures Structures whose walls and roof are composed in whole or in part of a soft covering supported by air inserted under pressure, either directly or by means of an inflatable frame, and regardless of the number of visitors accommodated, must comply with the special requirements approved by the decree of 6 January 1983 of the Ministry of the Interior (chapter 111) Open-air facilities The structures and layout of open-air sports fields, stadiums, skating rinks, pools, arenas and horse tracks in which the number of visitors is over 300, must comply with the special requirements approved by the decree of 6 January 1983 of the Ministry of the Interior (chapter 1). 1.2 Exceptional use of the premises General requirements Special activities that may be held at the exhibition centre are the following: Multi-purpose use (conferences - conventions - performances) Catering Dance/Games Teaching Religious services Sports events To meet new requirements concerning the special use of the exhibition centre for activities other than those the site was initially designed for, the Organizers must comply with the following conditions. Depending on the locations at which these events take place, the safety rules to be complied with are adapted with respect to the general rules to take environmental constraints into consideration. Four major locations are possible: Halls Reception spaces Outdoors Conference rooms With the exception of the activities described in paragraph below, an application must be submitted to the administrative authorities for the organization of all activities in the halls or reception areas. Upon the request of VIPARIS, the Organizer of this type of event must recruit the assistance of an advisor who is specialized in preventing risks such as fire and mass panic, is a qualified safety manager, and is one of the service providers listed by VIPARIS Events not requiring the submission of an application to the administrative authorities. Activities may be held in halls, reception areas, auditoriums, conference rooms etc. without submission of an application to the administrative authorities under the following conditions: Use of the premises in their normal configuration without additional installations (restaurant, conference rooms, auditoriums etc.) Use of the reception areas for cocktails, lunches, buffets etc. without installation of a kitchen or additional heating points, or using the restaurant kitchens in their normal configuration. Miscellaneous events, performances etc. whose installations are not subject to special requirements (verification by an accredited body, attestation of correct assembly etc.) In all cases, an authorization request must reach the VIPARIS safety supervisor for approval 40 days prior to the event, and the request must be accompanied by an explanatory note and layout plans. Upon receipt of this request, the safety supervisor must either draft a safety brief for the Organizer, or ask the Organizer to submit the application to the appropriate authorities for approval. Additionally, the Organizer must comply with the requirements established in the decree of 25 June 1980, as well as those of VIPARIS specifications Multi-purpose uses (conferences - conventions - performances) type L OBLIGATIONS OF THE ORGANIZER OF EVENTS Applications for authorization of these events must be approved by VIPARIS and MUST reach the administrative authorities at least one month before the date the event is due to open to the public. These applications must meet the regulatory requirements defined by the provisions applicable to group one facilities. The Organizer undertakes with regard to VIPARIS, third parties and the administrative authorities that he/she alone bears full liability for the event that he/she is organizing, for any related work that is necessary, and for the application of regulations designed to ensure the safety Provisional buildings The structure and layout of provisional buildings accommodating 300 people or having an area of over 300 m2 must be documented in a declaration submitted to the local municipal authorities and in a note establishing safety measures and issued by the safety commission. 21

24 of the public in numbers which the event is authorized to accommodate. In addition to the obligations specified above, the Organizer undertakes to observe the constraints defined in the Obligations of the Organizer - type T section of the specifications Event safety manager The safety manager reports to the Organizer and is responsible for the following: Examining the general structural layout of the event, together with the event Organizer, and contributing to the safety dossier that will be submitted for the approval of the authorities. This dossier, which should be very specific regarding the installation and layout of the different sections, should be jointly signed by the Organizer and the safety manager; Ensuring that the Organizer applies the guidelines formulated by the authorities; Verifying application of the fire safety measures up to the day the event opens to the public; informing the Organizer of any difficulties encountered before the event opens to the public; Ensuring that the facility s safety equipment is not compromised by the installations of the event being held; Verifying, as required and before the event opens to the public, the presence and qualifications of the event s safety personnel; Drafting a report on the compliance with these regulations and the guidelines issued by the administrative authority that authorized the event. This report should be sent to the event Organizer and VIPARIS before the event opens to the public Administrative authorizations Authorization to open type L events to the public is subject to the same administrative authorization requirements as defined in the paragraph on type T administrative authorizations. In addition to the aforementioned general rules, the following special requirements for this type of activity must be met: a) Number of participants Participant numbers are determined as follows: Number of people seated in numbered seats or bench seats. Number of people seated on non-numbered benches, at a ratio of one person per linear 0.50 m Number of people attending a performance and without seats or benches, at a ratio of three people per m2. Number of people attending a conference, convention or any non-performance gathering, at a ratio of one person per m2. The total event footprint must take into consideration this calculation method and the number of exits made available to the public, with reference to the table enclosed with the introduction. b) Special installations Installations for creating special effects (fog, smoke etc.) must comply with the technical requirements established by the Ministry of the Interior. c) Exit paths Visitor traffic Tables, seats and cloakrooms must be laid out in such a way that traffic paths are free at all times. They may not be placed near exits or stairs (no nearer than 4 metres). Rows of seats Rows of seats must be arranged in compliance with the following requirements: Each row may comprise no more than 16 seats between two traffic paths, or eight seats between a traffic path and a wall. Additionally, one of the following requirements must be met: - each seat is fastened to the floor; - all the seats in a row are fastened to each other, and each row is fastened to the floor or to the walls at its extremities; - all the seats in a row are fastened to each other, and each row is solidly linked to the contiguous rows to form blocks that are difficult to overturn or move. d) Interior structures and fittings Stands and platforms must be able to bear a live load of 400 kg/m2 and should include protection against falls Seats must have M3 structure, M4 padding and M2 covers. Decoration must be M1. Stands that are likely to accommodate over 300 people must undergo solidity and stability testing by an accredited body. The report of this accredited body, and the attestation of the assembler certifying that the construction conforms with the instructions of the manufacturer, should be submitted to the safety manager. e) Projection installations Only apparatus whose light source is in a sealed enclosure (or other image projection equipment) may be used. Apparatus must be placed at least 1 metre from other apparatus and from passageways or areas accessible to the public. Projection screens must be made of M3 material and their borders of M1 material; frames must be non-combustible. f) Overhead rigging All technical equipment must be fastened by two separate systems, each with a different design. The breakage of one fastening or suspension element must not cause the suspended elements to fall. g) Public address system / audible alarms It should be possible to interrupt the commercial public address system when the audible alarm is activated by the emergency control desk. The operation of the system is defined in paragraph , which indicates constraints related to all types of events. h) Emergency lighting In the event that emergency lighting disrupts a given activity, this lighting may be dimmed to the point that it merely performs the function of guidance (sleep mode). The transition from sleep mode to operational mode must take place automatically in the event that the normal lighting fails or in the event of a fire alarm. When a type L event is organized on an exceptional basis in a hall not designed for the aforementioned type of event, ambient lighting can be put into sleep mode only under the following circumstances: A technician equipped with a two-way radio must be on duty near the safety team when the public is present; he or she must, upon the request of the central control desk, be able to immediately restore ambient lighting. i) Miscellaneous At the request of VIPARIS, the safety manager must be present during the event when the public is in attendance. In all cases, when an event requires the installation of stands for over 300 people, a safety manager must be present for the entire duration of performances and must also provide the safety supervisor with documentation attesting to correct assembly and the technical verifications performed by an accredited body Catering (banquets/receptions) Obligations This chapter does not concern trade shows, but only events dedicated to catering. In addition to the aforementioned general rules, the following special requirements for this type of activity must be met: a) Number of participants Participant numbers are determined as follows: Number of people seated for food service, at a ratio of one person per m2 Number of people standing for food service, at a ratio of two people per m2 Number of people waiting in line, at a ratio of three people per m2 Total catering operation footprints must therefore take into consideration this calculation method and the number of exits available to the public. b) Isolation Food service areas must be isolated from any exhibition areas adjoining them by isolation aisles at least two person-units in width. Food service areas must be isolated from each other by isolation aisles of at least 4 m in width. 22

25 Isolation aisles of at least 2 person-units must be physically embodied on the restaurant side. c) Exit paths Cloakrooms must be located outside pathways and in such a way that people standing around them do not obstruct traffic. d) Kitchens These facilities must comply with standard NF C When the preparation of food or the operation of the equipment on display requires the use of several appliances with total power exceeding 20 KW, all kitchen facilities must all be isolated from the hall in accordance with articles CO 7 or CO8. Smoke extraction systems are not necessary for facilities of less than 300 m2. The distance between each group of appliances with total power less than 20 kw must be at least 4 metres (except in special cases accepted by the departmental safety committee) Dancing and games a ) Participants The number of participants is determined on the basis of four people per 3 m2 of surface area, after subtracting musicians stages. The total footprint of the event must therefore take into account this calculation method and the number of exits available to the public, with reference to the table enclosed with the presentation. b) Special installations Installations designed to create special effects (lasers, fog, smoke etc.) must comply with the technical requirements specified by the Ministry of the Interior, and in this respect must also meet the requirements of the authorization requests and of paragraphs and of this document. c) Exit paths Traffic Tables, seats and cloakrooms must be laid out in such a way that traffic paths are free at all times. They may not be placed near exits or stairs (allowing a clearance of at least 8 metres). The location of control rooms/mixing desks must not obstruct circulation; for this reason, they must be placed at least 4 m from all passageways. They must be separated from the hall by a M0 fixed wall at least 2 metres high. d ) Structures and fittings Drop ceilings, translucent elements and the luminaires incorporated in them must be composed of category M1 materials. Non-affixed elements for decorative or covering purposes must also be made of category M1 materials. Fixed and mobile seating must have M3 structure, M4 padding and M2 covers e) Emergency lighting In the event that emergency lighting disrupts a given activity, this lighting may be dimmed to the point that it merely performs the function of guidance (sleep mode). The transition from sleep mode to operational mode must take place automatically in the event that the normal lighting fails Education OBLIGATIONS OF ORGANIZERS OF COMPETITIONS AND EXAMINATIONS The configuration of the halls allows a large number of candidates to take written tests for competitions/examinations under the watch of invigilators. As a general rule, one invigilator watches over 50 candidates. Administrative authorizations Authorization to open a competition/examination to the public is issued to the Organizer by VIPARIS, subject to compliance with the requirements of these specifications. All of the procedures to be implemented in order to obtain this authorization are the sole responsibility of the Organizer. The Organizer undertakes to send two copies of the application to open the event to the public to VIPARIS at least ONE month before the planned opening date. The authorization application should address all of the characteristics of the planned event. It must include all written and graphic matter necessary for a thorough appraisal of the purpose of the event, although this list may be nonexhaustive. The hall doors indicated in the safety brief drawn up by the VIPARIS safety supervisor must be kept closed but unlocked; only breakable closure mechanisms may be used. Competition/exam areas should be laid out in rows of desks and chairs, in blocks of 200 (10 x 20 desks and chairs). These blocks should be surrounded by pathways with space for at least two people. In addition to the administrative information (days, number of candidates, halls, times etc.), the organizational brief sent to VIPARIS by the Organizer must include the following items: Invigilation service implemented by the Organizer; Event security service implemented by the Organizer as required (Red Cross, SSIAP of a body other than VIPARIS etc.) A safety brief should be submitted to the Organizer by the VIPARIS safety supervisor for each competition or examination. The Organizer is responsible for application of the guidelines contained in this brief. In addition to the general rules, special requirements for this type of activity must also be met: a ) Participants The number of participants is calculated on the basis of one person per seat. The total footprint of the activity must therefore take into consideration this calculation method and the number of exits made available to the public, with reference to the table enclosed with the presentation. b) Interior layout Rows of seats must be arranged in compliance with the following requirements: 16 seats maximum between two pathways. Eight seats maximum between a pathway and an obstacle (wall, pole etc.). All seats in a single row must be fastened to each other. Rows should be linked together to form a block that is difficult to overturn or move. Rows spaced 0.35 m from each other. c) Holding competitions or exams The Organizer should be provided with layout plans for competitions and exams Sporting events In addition to the general rules, special requirements for this type of activity must also be met: a ) Participants The number of participants is determined on the basis of one person per 8 m2 of sporting activity area, to which spectators must also be added. The number of spectators is determined according to the calculation method defined in paragraph above. The total footprint of the event must therefore take into consideration this calculation method and the number of exits available to the public.. b) Structures and fittings Partition walls installed for landscape installations must be made of category M3 materials. Floor surfacings do not have to be fixed on condition that they do not pose any risks to the circulation of persons; optimal dimensional stability of the materials and floor surfacings must be ensured Religious ceremonies In addition to the general rules, special requirements for this type of activity must also be met: 23

26 a) Participants Participant numbers are calculated on the basis of one person per seat or one person per 0.50 m of benching. For events with no seats or benches, participant numbers are calculated on the basis of 2 persons per m3 of area available to the public. b) Interior la youts The layout of rows of seats or benches must meet the requirements specified in paragraph d) and c) of chapter as applicable to multi-purpose events. c) Lighting Naked-flame lighting devices (candelabras, candles, luminaires etc.) must not be placed near any flammable materials; they must also be placed in such a way that they pose no fire risk, even in the event that they should fall. 2 ORGANIZATION OF THE SAFETY DETAIL RELATIVE TO THE OCCUPATION OF THE LOCATIONS The number and qualifications of safety officers detailed to the central safety desk, intervention teams and hall duty should be suited to the type of event. The configuration of the safety detail can be summarized as follows: In the safety control desk: For all types of events (T, L, R, P or X), the safety detail, normally composed of one SSIAP 2 and one SSIAP 1, will receive an additional SSIAP 1 in compliance with article MS 46 2 during the presence of the public Safety detail configurations for type T events: Composition of the intervention team Security team SSIAP 2 SSIAP 1 TOTAL For halls 1, 2, 3, 4 and 8 For halls 5A, 5B, 6 and Safety detail configurations for type L events Composition of the fire safety team Safety control desk SSIAP 2 SSIAP 1 TOTAL All events Intervention team < people to people to people > people * ** * Beyond 18,000 people, the Organizer must deploy 1 SSIAP for every 6,000 people, with a minimum of 2 (creation of a pair). ** Beyond 21,000 people, VIPARIS will add one SSIAP to its intervention team for every 6,000 people. Use of this hall for assemblies of more than 3,000 people is subject to application of article GN 6 and approval from the authorities. Composition of the safety detail in the halls The safety detail in the halls, whose tasks are described in paragraph of the general requirements, is deployed by the Organizer. Its numbers comprise the show s security team members holding SSIAP 1 qualification and whose fire safety mission is additional to their usual security mission. The number and qualifications of safety personnel, at the central safety desk and in the intervention team in the halls, depends on the configuration of the exhibition. They can be summarized as follows: Safety detail configurations for type R eventsr In addition to the obligatory presence of the safety control desk team, an intervention team must also be appointed. Subject to the approval of VIPARIS, this intervention team may be composed of: SSIAP personnel belonging to the service provider under contract to PNV or that of another body; a team belonging to a body such as the Red Cross or the Croix de Malte etc.; In all cases, the composition of the intervention detail must meet the following quantitative requirements: Composition of the fire safety team Safety control desk SSIAP 2 SSIAP 1 TOTAL All competitions and examinations Intervention team SSIAP or Red Cross team etc. < people > and < people people and people / / / per tranche of persons 2 The staff of the safety control desk is composed only of personnel belonging to the service provider contracted to VIPARIS. 24

27 2.5 - Safety detail configurations for type V and X events In addition to the minimum safety detail requirements given in article MS 46 2, the safety manager must appoint a safety team and submit its composition and configuration for the approval of the competent authorities Outdoor safety detail configurations The safety manager or Organizer must deploy a safety detail to events occupying exterior spaces. This detail must: for CTS, comply with the decree of 23 January 1985; for open-air facilities, be approved by the competent authorities. 3 - RESTAURANT AND BAR LICENSEES Occupancy levels may in no case exceed the theoretical values calculated on the basis of one person per m2 in the total area allocated to food and drink services. Special instructions, brought to the staff s attention on a regular basis, should remind them of the following prohibitions: Drying towels, cloths, dish towels or napkins near cooking appliances. Projecting grease or oil onto hobs to flame food. Storing empty packaging. Leaving flammable materials less than 0.50 m from cooking appliances. Smoking near cooking areas or in storerooms. Ashes generated by appliances using solid fuels (barbecues etc.) must be removed on a regular basis. In the event of general failure of the gas supply, all burners should be in the closed position before they are re-used. Extraction ducts should be cleaned at least once every six months. Extraction and grease-removal ventilators must be cleaned at least once per year. Filters must be cleaned at least once per week. Restaurant and bar licensees have the following obligations: Esplanades set up in front of bars may not reduce the width of pathways. Where facilities are set up outside the restaurant s perimeter, the safety manager must be provided with a floor plan for the inclusion of the proposed layout in the safety dossier. Operators must turn off emergency lighting when restaurant areas are closed. It is forbidden to impede the proper operation of fire doors, or to obstruct exits with furniture, storage items, packaging etc. Emergency equipment must be available at all times. Managers of bars and restaurants must ensure their emergency lighting is working properly and inform the centre s technical services of any anomaly. Structural plans must be filed for all construction work planned in the licensed areas. Maintenance and verification of technical and safety facilities must be performed 15 days ahead of reopening following a period of inactivity of over three months. Machine tools whose use poses a special fire risk are prohibited. The display and distribution of balloons filled with flammable gas are prohibited. Items or products posing special fire or explosion hazards must be displayed and stored at a safe distance from any sources of heat radiation (radiators, projectors etc.). Structural plans must be filed for all construction work planned in the licensed areas. Maintenance and verification of technical and safety facilities must be performed 15 days ahead of reopening following a period of inactivity of over three months Offices / stores / workshops Tenants of offices, stores and workshops must: Comply with the internal regulations attached to the lease agreement. Be familiar with the safety guidelines, and apply them. Observe smoking prohibitions in fire-hazard areas (archives, storerooms etc.). Refrain from using naked flames or hot spots without a welding and cutting permit filed with the exhibition centre s safety supervisor. Refrain from storing flammable materials over any length of time. Refrain from using improvised electric installations (for example multiple sockets). Refrain from covering electric convectors. The storage of bottles of propane or butane gas or flammable liquids is prohibited, as the premises likely to be used for these purposes (e.g. store rooms) do not have permanent natural ventilation. 4 - LEASEHOLDERS OF SHOPS, OFFICES, STORES AND WORKSHOPS Shops and sales areas Leaseholders of shops have the following obligations: The use or demonstration of apparatus requiring solid, liquid or gaseous fuel is prohibited. Where electric devices intended for sale are presented in the live state, public protection against indirect and direct contact must be ensured in compliance with the requirements of standard NF C

28 A N N E X I Configuration and coordination of safety teams: In the event of an incident, the safety teams comprising central control desk personnel, the intervention team and the SSIAP team set up by the Organizer will implement the following procedure: Incident detected by SSIAP agents deployed by the Organizer: 1) SSIAP agents inform the central control desk (nature of the incident - location - preliminary measures taken etc.) ) ; 2) Initial safety measures (extinction - power isolation - assistance for the person(s) involved etc. ) taken; 3) In all cases, the central control desk must detail a minimum of one pair of officers from the intervention team to the place where the incident occurred (in all cases, the intervention team is responsible for dealing with the incident) 4) The intervention team reports its actions to the central control desk, which decides which additional measures are to be taken (intervention by external emergency services - evacuation - alerting safety manager, safety supervisor, Organizer etc.) Incident detected by SSIAP agents of intervention team: 1) Incident reported to central control desk (nature of the incident - location - number of people on site etc.) 2) The central control desk may strengthen the intervention team if necessary; 3) The intervention team reports its actions to the central control desk, which decides which additional measures are to be taken (intervention by external emergency services - evacuation - alerting safety manager, safety supervisor, Organizer etc.) Central control desk receives call/alarm: 1) Central control desk sends a team to the site of the incident; 2) The intervention team reports its actions to the central control desk, which decides which additional measures are to be taken (intervention by external emergency services - evacuation - alerting safety manager, safety supervisor, Organizer etc.) A N N E X I I Procedure for controlling access to the halls to ensure that the maximum occupancy threshold is not exceeded. The measures implemented to ensure the monitoring of occupancy levels and evacuation if necessary are as follows: Presence at central control desk of a supervisor whose job is to monitor hall occupancy levels in real time; Visual and audio pre-alert mechanism when 80% of total authorized occupancy is reached ; When the pre-alert threshold is reached, the central control desk alerts the Organizer, the safety manager and the safety supervisor; The Organizer implements an intervention procedure designed to restrict access to the hall(s) in the event that the capacity threshold is exceeded. This procedure must be activated as soon as the pre-alert threshold is reached; Central control desk monitors fluctuations in hall occupancy numbers, with data immediately reported to the Organizer; If the maximum threshold (defined as 95% of the maximum authorized capacity) is reached, the Organizer must prohibit public access to the hall in question; The procedure must remain active until occupancy falls below 80% 26
