6 PART TWO - THE BUILDING & SYSTEMS 2.0. General Building Description UCL has agreed terms with Derwent London (DL) to acquire office and warehouse space at Hampstead Road with the lease on the property running from March 2013 until September UCL has converted the use to office space and using it currently a decant space for a number of departmental and research groups displaced from other building refurbishments under way: Basement Level - car park; Ground Level - proposed UCL waste management area and contractor compounds and Estates facilities; First Floor - storage only; First Floor Mezzanine - storage only; Second Floor - Bartlett School academic space; Third Floor - general decant space admin and academic space; Fourth Floor - general decant space admin and academic space; The premises are a former warehouse, in which the design consequently provides large floors for storage but small vertical stair enclosures for low workforce occupancy. The building is five storeys above ground floor and basement level and has a number of principal internal stairs consisting of lower ground level (vehicle garage), ground, first, first mezzanine, second third and fourth floors Building Legislative Framework (c). (d). Building Regulations - any works undertaken in this building is subject to the statutory requirements of the latest edition of Approved Document B (ADB) of the Building Regulations. Section 20, London Building Act - the London Building Acts were repealed in January 2013 and therefore the premises were designated under the London Building Acts (Section 20) with fire protection measures required under the Acts to enhance the fire compartmentation any design feature or facility are not a requirement, but may still provide an effective fire safety enhancement: Stair cores are protected by 2 hour fire shutters released by fusible links (that normally activate at approximately 75 C); The premises are sprinkled to meet the appropriate storage hazard group commensurate with the materials stored when used as a warehouse; Heritage Listing and Grading - the premises are not by English Heritage. Regulatory Reform (Fire Safety) Order the premises are subject to the provisions of the Regulatory Reform (Fire Safety) Order 2005 and a Fire Risk Assessment regime required under these regulations. 7 (e). (f). Fire Strategy for: 132 Hampstead Road (317) A formal RRO Audit is carried out on a risk basis but no longer than four years or after any subsequent change. Passive fire protection (Fire Stopping) - passive Fire Protection Surveys consisting of an examination of firewalls in fire escape corridors and stairwells, service risers and other fire separation components in various areas of the building where undertaken as part of UCL s occupation. Other Statutory Measures - none identified or applicable Construction and Compartmentation The fire compartmentation comprises of protection to stair enclosures with a minimum of 60 minutes Fire Resisting Construction (60FR) construction formed by lobbies and fire shutters on risk side of floors including a minimum of 60 minutes fire doors and self-closing devices (FD60SC). A minimum of 60 minutes Fire Resisting Construction (60FR) construction is provided to the compartment walls and floors. The basement is separated from the ground floor by a notional 60 + minutes fire separation including floor and lobby arrangements with fire exits leading up from the lower ground floor to ground level discharging to externally and not within the premises. Generally, the fire compartmentation comprises of stairs protected with rooms where required fire separated by FR30 construction including FD30(S) fire doors in stair enclosure. Proposed occupancy of the premises will be principally education purposes housing UCL departmental staff, students and visitors, and therefore is Purpose Group 5 (Assembly & Recreational) for the most part Lifts (c). Passenger Lifts - the existing passenger lifts have not been designed to use during a fire evacuation. The current lifts are not evacuation lifts suitable for disabled persons with modified power and control arrangements etc. Goods Lifts - where the goods lifts pass through the compartment floors they are (or have been) provided with 2 hour fire compartmentation using fire shutters or sliding fire doors. At some goods lift openings on upper floors, sprinkler heads specifically for lift shaft protection to floor have been provided, but not these heads are not working. Where the goods lifts pass through floor compartments, they will need to be fire rated by ensuring that Section 20 fire shutters/doors are working and in place at each floor entrance opening. Where existing protection is not being met by Section 20 requirements, alternative fire lobby arrangements will need to be considered new fire lobbies to meet at lease FR60 protection or sealed shut. Fire Safety Signage Fire Strategy for: 132 Hampstead Road (317) The premises are provided with the following signage as appropriate: General Fire Action Notices with specific local information for raising the alarm and evacuating the building; Fire exit signs to direct occupants to escape routes; Internal fire-resisting doors with 'Fire Door - Keep Shut' or similar notices; Internal fire-resisting doors to cupboards/service risers with 'Fire Door - Keep Locked Shut' signs; Fire exits are provided with 'Fire Exit - Keep Clear' or similar notices; firefighting equipment is indicated, where necessary; General signs indicating how to use door mechanisms i.e. 'Push Bar to Open' as necessary; 2.7. Fire Brigade Equipment (c). Dry Riser - dry rising valves are provided on the firefighting lift landing off Stair A (south stair) at all levels above first floor. The connection is located by the main entrance). The system is maintained in accordance with BS 5603: Part 1; Smoke Ventilation Provision - is not provided no mechanically vented or Automatic Opening Vents (AOV) provided on stairs or basement. However, natural smoke ventilation procedures can be applied to most areas including stairs and lift landings; Firefighting Stairs Provision - Stair A is provided as a firefighting stair; Firefighting lift Provision - none; 2.8. Fire Fighting Equipment (c). (d). Fire Hose Reels - fire hose reels are provided in the premises. The fire hose reels have been installed as a Section 20 requirement of the London Building Acts. The system is maintained in accordance with BS 5306: Part 1 as necessary. Sprinklers - sprinklers are provided in the premises as part of the warehousing requirements in it previous use. However, due to poor water pressure and modification required by UCL on upper floors to ceiling arrangements the sprinklers are not operational at present. Lower ground garage sprinklers are recommended, but will are subject to maintenance costs and other considerations as to whether they can become operational. The Main Stop Valve is housed in a small room off the main reception area. Where necessary the system is maintained in accordance with BS 5306: Part 2. Gas Fire Suppression Systems (Inergen General Overview Only) - a gas system is not provided in the premises. Fire Extinguishers - appropriate wall mounted fire extinguishing equipment for the general and specific risks found in the premises are provided and maintained in accordance with BS 5306-Parts 3 & 8, throughout for the use of the staff and fire brigade. 10 PART THREE - PREMISES FIRE STRATEGY 3.0. Fire Strategy - General Overview General Fire Strategy - due to the premises having five storeys above ground floor, the principal stairs are protected at each level by forming lobby protection. This allows both stairs to be used for escape without having to discount the largest stair. However, the width of the stairs determines, to a certain extent, the floor occupancy and total upper levels occupancy. Means of Escape Principle - the Means of Escape (MoE) principle for each floor is for all occupants to have access to either Stair A or Stair B for escape purposes and therefore leave the premises via a protected route that discharges via independent exits to fresh air. In all cases, access to the stair must be through rooms and doors that are Free From Fastenings (FFF) or have Emergency Fastenings (EF) to locks. This would not apply where electromagnetic locks are provided that release on the action of the fire alarm; doors are fitted with Green Box emergency escape release devices in direction of escape. Fire Doors - the fire doors and fire resisting glazed partitions forming fire lobbies vary in age and condition but all doors generally, are likely to provided sufficient protection to the MoE for a period in excess of the premises evacuation time, which is estimated at less than 6/7 minutes. The appropriate protection of all stair cores in accordance with modern benchmark standards (60 minutes resistance to fire by means of two FR60 compartment lines e.g. two x FD60(S) fire doors) is critical to the means of escape. In addition, where fire shutter are fitted and working, they will provide additional protection to the stairs in the event of a serious fire. Reception (Ground Floor) - the main entrance reception forms part of the protected route from the Stair A to the Hampstead Road. Although Stair A has a final exist prior to entering the reception the width is on 850mm wide and there not wide enough to cope with the numbers occupants likely to use the stair enclosure. As such, it should remain sterile and the reception should not be larger than 10m 2 and be of low fire load and protected by 2x RD30(S) fire doors at all points. General (Main Stair Enclosures) - MoE from all upper floors is via protected stair enclosures at each end of the building that discharge to final exits; General (Main Stair Enclosures) - escape from all upper floors is via stair enclosures at each end of the building that discharge to final exits to street level; General - numbers, location and distribution of final exits on the ground and lower ground floor/basement, provides adequate escape for the numbers and distribution of occupants; General - travel to a place of safety from final exits is adequate; Date Last Amended: Oct of 17. Risk Profile Level (BS ) Fire Strategy for: 132 Hampstead Road (317) Under BS 9999: Part 6 the following risk profile is given to this building subject to the information available at the time. This profile should always be checked by fire engineers, consultants and architects prior to its use in supporting any building design, resulting in changes to the premises overall fire strategy: Occupancy Characteristics: Level A (Awake and Familiar) Estimated Fire Growth Rate: Level 2 Medium Risk Profile: A2 Minimum Management Level: Level 2 Overall 3.2. Means of Escape (MoE) - General Time of Evacuation - time of evacuation is dependent on the building construction and occupancy. The construction of buildings is divided into three basic types: Class A - complete non-combustible construction, i.e. elements of structure, floors, and walls with supporting structure of brick or concrete; Class B - traditional construction, i.e. non-combustible walls with combustible floors; Class C - combustible construction, i.e. timber floors and walls, Based on these classes, arbitrary evacuation times were decided upon and the times that are generally accepted as: Class 'A' construction - 3 minutes Class 'B' construction minutes Class 'C' construction - 2 minutes Note - this is not a hard and fast time, and can be extended or reduced according to the particular circumstances. (c). The Means of Escape (MoE) strategy for this building is based on simultaneous evacuation of all occupants using all available exits and stair enclosures. (d). Persons who may be asleep in the premises Means of Escape (Horizontal Evacuation) (c). UCL Estates and the Fire Safety Manager control and monitor the number of occupants through regular checks, reviews particularly at refurbishments alterations or changes to the premises as well as during fire risk assessments. The Means of Escape (MoE) strategy for this building is based on simultaneous evacuation of all occupants using all available exits and stair enclosures. We would recommend that a review of proposed maximum occupancy level for all floors looking after the whole premises. This should be based on staircase and exit door widths (stair widths have been measured and agreed with MLM Building Inspectors to be 1100mm wide for occupation). 14 PART FOUR - FIRE SAFETY MANAGEMENT 4.0. Fire Risk Management System (BS PAS 7:2013) PAS 7 provides guidance and requirements for an organizational fire risk management system (FRMS) that is suitable for organizations that operate on multiple sites, separate management divisions within an organization, or individual premises within a single entity. UCL is committed to using principals of this system complying with the documents, process and procedures of the FRMS. UCL will provide an auditable trail that demonstrates its commitment to fire risk management and legislative compliance Fire Safety Management (c). (d). (e). (f). Fire Safety Management Policy - statement of fire safety management policy, which reflects the importance University College London attaches to fire safety and is authorised by the Provost & President in his capacity as the Responsible Person UCL the employer, representative under the Fire Safety Order 2005 is provided. The statement and specific details for training provision can be viewed at the UCL Fire Safety Web Site: Fire Evacuation Marshals (FEMs) - Heads of Departments shall designate sufficient staff to act as Fire Evacuation Marshals (FEMs), who are to be provided on a ratio of approximately three FEMs per floor or area occupied, during the Departments published opening or normal working hours. FEMs are necessary, as it is not practical to have a meaningful register of occupants. Formal Induction Safety Training (Staff and Postgraduate Research Students) - Heads of Departments shall ensure that all new members of staff and full-time postgraduate research students must undertake an online fire safety induction course. Local Fire Induction Familiarisation (Staff and Contractors Employed by the Department) - Heads of Departments shall provide local fire safety induction familiarisation as part of their local safety arrangements for permanent new and temporary staff. Whether or not directly employed by UCL, but working in their department, to comply with the Fire Safety Order 2005 and Health & Safety requirements. Local Fire Annual Familiarisation (Staff and Contractors Employed by the Department) - Heads of Departments shall provide Local Annual Fire Safety Familiarisation as part of their local safety arrangements for permanent and temporary staff. Whether or not directly employed by UCL, but working in their department, to comply with the Fire Safety Order 2005 and Health & Safety requirements. Fire Evacuation Drills - a formal annual fire evacuation drill is carried out at the start of the Autumn Term (October) of each year by the UCL Fire Safety Manager. Any unwanted alarm activations throughout the year should be treated as supplementary evacuation drills. Heads of Departments, whose premises are not part of the fire drill schedule undertaken by the UCL, must carry out and record at least one annual fire drill (see TN103). Date Last Amended: Oct of 17. Fire Strategy for: 132 Hampstead Road (317) Mobility Impaired Persons - the route for making reasonable adjustment and formulating a Personal Emergency Evacuation Plan (PEEP) is a form called 'Assessment for Emergency Evacuation Planning of People with Restricted Mobility or Sensory Disabilities from UCL Premises' and is available from the fire safety web site ( under Disabilities Maintenance (c). (d). (f). (g). Maintenance of Fire Warning System - the fire alarm system is being maintained and tested in accordance with: BS 5839: Part 1 through the UCL Director of Estates and Head of Engineering, Maintenance & Infrastructure (EMI). Maintenance of Emergency Lighting - the emergency lighting is being maintained in accordance with BS 5266: Part 1, through the UCL Director of Estates and Head of Engineering, Maintenance & Infrastructure (EMI). Maintenance for Firefighting Equipment - maintenance of fire brigade equipment and facilities is the responsibility of the UCL Director of Estates and Head of Engineering, Maintenance & Infrastructure (EMI). Means of Escape and Other Fire Safety Provisions - the means of escape and other fire safety provisions must be maintained, at suitable intervals, by a competent person and the maintenance recorded. Generally, this is a local department responsibility, with audits and inspections undertaken by UCL Fire Safety Staff. Maintenance for Fire-Resisting Doors, Walls and Partitions - generally, this is a local department responsibility, with audits and inspections undertaken by UCL Fire Safety Staff. Maintenance of Fire Safety Signs - only UCL Fire Safety Staff are authorised to provide fire safety signage and will review signage locations and provision as part of their inspections and audits to an approved schedule iaw convention and the latest edition of BS5499 series. Where UCL is a tenant or holds a Licence to occupy UCL Director of Estates acts as the Landlord s representative. UCL will comply with local arrangements and conventions in respect to fire safety and compliance with the Fire Safety Order General Statement The fire risk assessment and audit is to provide an assessment of the risk to life from fire in building, and, where appropriate, to make recommendations to ensure compliance with fire safety legislation. It focuses primarily on the building structural condition and the physical adequacy of the building s fire safety and fire brigade provision and responsibility for the maintenance of fire equipment etc. It will generally be undertaken on a risk basis but at intervals of no longer that every 3 years. This audit will look at general departmental fire safety management and training requirements, but may not be departmental specific or in sufficient depth for occupying Departments within buildings to satisfy the Enforcing Authority. Therefore, it will be necessary for additional simple local Fire Risk Assessments to be undertaken by the Head of Department for their areas of responsibility.
