1 Mandatory Fire Safety Instruction NEW PROJECTS DOCUMENTATION FOR OCCUPATION - REGULATION 38 FIRE STRATEGIES, DRAWINGS & INFORMATION EMPLOYER S REQUIREMENTS Reference A: Reference B: Approved Document B Fire Safety (Volume 2) the Building Regulations 2010: - Para 0.13 Management of Premises. The Building Regulations 2010: Approved Document B (Volume 2) - Appendix G Fire Safety Information required under Regulation 38. What both the Principal Designer & Principal Contractor need to know: Mandatory Mandatory - UCL the Client requires that design teams comply with the Regulatory Reform (Fire Safety) Order Specifically, this requires the protection of UCL staff, students and visitors by providing suitable and effective control measures to mitigate the impact of fire from their design. Mandatory - UCL the Client requires design teams to comply with Regulation 38 (The Building Regulations 2010). Specifically, suitable and sufficient fire safety information must be provided prior to Practical Completion / Client Occupation to allow safe occupation, relevant information for the fire & rescue services and adequate maintenance by UCL of the building s fire safety systems. Mandatory - the fire strategy (where required) for the new building(s) / project(s) must be a dynamic document to reflect alterations and changes to the design of the building throughout construction, to practical completion and occupation by UCL. Design team fire engineering services need to monitor and update strategy to reflect design to practical completion - not just for Building Regulation Approval. Mandatory - UCL the Client requires that all elements of external cladding system are of non-combustible design with adequate evidence of this is provided. Prohibited Acceptable Prohibited - to introduce complex or inappropriate measures to the building design for the sake of aesthetics or convenience, which require fire safety management controls on occupation by UCL that place reliance in support of the strategy on fire safety management in lieu of adequate fire precautions inherent within the design. Statutory Authorities -it is recommended that both the design and general fire strategy be discussed at RIBA Stage 4 (D) with the Local Authority Fire and Rescue Service, Building Control Officer(s) and UCL Fire Safety team. This is to ensure that design concept will not present problems at handover, thereby affecting project completion. Principal Designer & Contractors - it is recommended that both the design and general fire strategy and Regulation information required is discussed & reviewed at RIBA Stage 4 (D) to check understanding & assumptions prior to Stage 5 (E) handover and Practical Completion/ client occupation. 2 1.0. Regulation 38 the Building Regulations - Fire Safety Manual & Information 1.1. Reference B - requires that the person carrying out the project work shall give fire safety information to the Responsible Person 1, or their representative, not later than the date of completion of works, or the date of occupation of the building or extension, whichever is the earlier information shall be supplied by the Principal Contractor and Designers prior to handover Documents, drawings and floor plans are to be provided electronically via Web Download or Transfer / Data Stick / CD marked with Project Name and set out in separate folders containing Relevant documentation (Word/PDF) Drawings / Floor Plans (.DWG) Drawings / Floor Plans (.PDF) formats The UCL Fire Safety Manager shall, on behalf of the UCL Responsible Person, be provided with fire manual information, set out with the following, in documents, drawings, strategies and specifications, in accordance with the requirements detailed in this document. 1.5 The UCL Fire Safety Manager will also be provided with all supporting information used to justify any departures from prescriptive code recommendations, including, but not limited to: Any hand calculations used in determining specific elements of the fire engineering design; Any two-zone model data files, including all input data; Any CFD models, including all input and output data, as well as accompanying Smoke View files; Details of standards and methodologies employed, including any codes used for design of smoke control systems (such as BR368, PD , NFPA92, CIBSE TM19, etc.), including design fires and justifications for selection, extraction rates, inlet sizes, vent outlet sizes, and brief overview of design philosophy. Any evacuation models, including all input and output data. 1. The Fire Safety Order 2005 defines the Responsible Person as the employer (UCL Council) in relation to a workplace, if the workplace is to any extent under their control. However, the day-to-day responsibility is devolved to the UCL President and Provost, who is the employer s representative. Last Amended: Dated: Mar 19 2.

Required Architectural Documentation & Drawings: 1 x Set of General Arrangement (GA) - As Built drawings in AutoCAD & PDF; 1 x Set of Fire Strategy - As Built drawings in AutoCAD and PDF; o Fire Strategy Drawings - shall provide information on Means of Escape (MoE) and travel distances to escape routes / inner room arrangements; o Fire Strategy Drawings - shall provide information on project fire separation, fire compartmentation and fire-resisting protection to elements of construction for structural protection, detailing appropriate periods of designated fire resistance (30, 60 or 120 minutes), indicating fire walls, fire doors, fire shutters / curtains and their fire-rating, lighting, and signage across the floors and general layouts; (i.e. location of fire separating elements, including cavity barriers in walk-in spaces); o Fire-Resisting Doors and Doorsets - fire doors, self-closing fire doors and other doors equipped with relevant hardware (see UCL Fire Safety Tech Note TN013); o Fire-Rated Glazing details of relevant screens or windows (see UCL Fire Safety Tech Note TN013); o External Building Cladding and Building Envelope Details fire-rating and as built information; o Fire Safety Signage - indicate fire signage locations and types (see UCL Fire Safety Tech Note TN090); o Access and Facilities for Fire-Fighters - indicate dry or wet risers / dropping mains and other equipment for use by the fire and rescue service (such as fire-fighting lifts) and location of hydrants outside the building; o Disabled People - any provision incorporated into the building to facilitate the evacuation of disabled people, disabled refuge facility locations; o Fixed Fire Precautions including smoke control and smoke management systems (where provided), automatic fire suppression systems (where provided), Any other relevant information (Details & Plans AutoCAD & PDF). Required Mechanical, Electrical & Public Health (MEP) Documentation & Drawings: Air Handling Units (AHU), Fume Cupboards/MSC, Containment Level (CL) 2/3 and Specialist Laboratory Controls: o 1 x set of System Schematics & Interface - As Installed drawings in AutoCAD and PDF showing locations of AHU yellow fire and rescue service override equipment, control panels and I/O devices; o System Cause & Effect Strategy Information - As Installed details of Yellow Box override, Cause and Effects and operational documents in MS Word / MS Excel and PDF. Fire Detection and Alarm System (FDAS): o 1 x set of Fire Detection and Alarm System - As Installed drawings in AutoCAD and PDF showing locations of smoke / heat detector heads, manual call points, fire alarm sounders and warning devices, alarm control panels and I/O devices; o Fire detection and alarm system cause & effect strategy information - As Installed documents in MS Excel and PDF; o Fire detection and alarm system diagrammatic zone plans - As Installed drawings in AutoCAD and PDF; o Record of FDAS Zone & Device Addresses - documents in MS Excel; o Record of verified FDAS sound pressure levels for rooms and individual areas. Emergency Lighting (EL) System: o 1 x set of Emergency Lighting - As Installed drawings in AutoCAD and PDF showing locations of EL light units control panels etc. o Record of lighting levels (dark test) for rooms and individual areas. Smoke Control Arrangements and System: o 1 x set of Smoke Vents (for Atrium / Stairs / Basement as Appropriate), complete with Controls and Fire Dampers - As Installed drawings in AutoCAD and PDF showing locations of smoke vents manual overrides and control panels etc. o Smoke System Cause & Effect Information - As Installed documents; Last Amended: Dated: Mar 19 4.
5 o Copy of smoke vent type, controls, operation details - documents as necessary. Smoke Curtains & Fire Shutters: o 1 x set of Smoke Curtain / Shutters & Controls - As Installed drawings in AutoCAD and PDF showing locations of curtails shutters and any manual overrides and control panels etc. o Cause & Effect Information - As Installed documents; o Copy of curtain / shutter type, controls, operation details - documents as necessary. Sprinklers / Water Mist / Fire Suppression Systems: o 1 x set of sprinkler or other fire suppression system(s), including isolating valves and control equipment locations - As Installed drawings in AutoCAD and PDF showing locations of details and any manual overrides and control panels etc. o Cause & Effect Information - As Installed documents; o Copy of system type, controls, operation details - documents as necessary. Fire Brigade Equipment: o Dry Riser / Foam Inlets - test certificates; o Pack to include any other relevant drawings or documents; Last Amended: Dated: Mar 19 5.
