6 PART TWO - THE BUILDING & SYSTEMS 2.0. General Building Description UCL successfully purchased the freehold office building at Central House, from Scottish Widows Unit Funds Ltd during The property is divided into two separate buildings namely, 14 Upper Woburn Place (Central House) and 10 Dukes Road to the rear. Central House provides 3,650m 2 of office accommodation over basement, ground and six upper floors. Central House was built in the late 1930s with an additional mansard level added during the mid-1960s, bringing to six floors above ground with the highest being 21m from pavement level. It consist on lower ground, ground, first to sixth floors with a roof deck above accessed via raked ladders off Stairs A & B. All floors have been extensively refurbished with both stairs lobbied at all levels to protect the Means of Escape (MoE) for occupants and firefighters using the stairs. The routes from stair enclosures have been lobbied (where practicable) to protect the MoE for occupants to final exits and for the protection of fire fighters to gain access to all areas and levels using stairs and protected routes. 10 Duke Road - Central House includes at the rear, 10 Duke Road which is acceded via a link passageway connecting the Central House with listed Grade II* property that forms part of a terrace of 8 shops with accommodation over, built circa 1822 by Thomas Cubitt and restored during the late twentieth century. The terraces contain three stories above the ground shop window, complete with attics and cellars. No.10 shop front is flanked by panelled doors and these doors form the direct access/egress at the rear of Central House onto Duke Road, via a fire protected link passageway. Access to No 10 is off this passageway via separate stairs - Stair C to the upper floors & Stair D to the shop front and basement/cellar area Building Legislative Framework (a). Building Regulations - any works undertaken in this building is subject to the statutory requirements of the latest edition of Approved Document B (ADB) of the Building Regulations. (b). Section 20, London Building Act - the London Building Acts were repealed in January 2013 and therefore any design feature or facility are not a requirement, but may still provide an effective fire safety enhancement. (c). Heritage Listing and Grading Central House is not listed; 10 Duke Road is English Heritage listed Grade 2*; (d). Regulatory Reform (Fire Safety) Order the premises are subject to the provisions of the Regulatory Reform (Fire Safety) Order 2005 and a fire risk assessment regime required under these regulations. Fire Strategy for: Central House (388) Passive fire protection (Fire Stopping) - passive fire protection surveys consisting of an examination of firewalls in fire escape corridors and stairwells, service risers and other fire separation components in various areas of the building under a rolling programme. Other Statutory Measures: 10 Duke Road Guidance - Local Authorities Coordinators of Regulatory Services (LACORS) guide to Housing Fire Safety Provisions for Certain Types of Existing Housing issued in These recommendations are based on an existing dwelling built prior to 1991 and deemed normal risk comprising of a single dwelling of no more than four stories (see Diagram D2 Single Household Occupancy of no more than four storeys in construction) Construction and Compartmentation Generally, the fire compartmentation comprises of protected stair enclosures and floor built in traditional building materials. High-risk rooms are fire separated by 30 minutes Fire Resisting (FR30) construction including 30-minute fire doors self-closing (FD30SC). Stair enclosures are protected by lobby or corridor protection using two x FD30 and FR30 construction to ensure no stair is discounted for escape purposes. The lower ground floor is separated from the ground level by FR60 fire separation including a lobby arrangement of two x FD30 fire doors at basement. The spandrel cupboard under Stair B at lower ground level is meets FR30 construction and fitted with smoke detection. Solid concrete floors are provided at all levels of the building and any risers are fireseparated enclosures of approximately FR30 at each floor level, broadly in line with the Building Regulation requirements. 10 Duke Road - Comments from LACORS Guide fire separation (see paragraph 19 of Document) - No requirement for additional fire resistance, but walls and floors should be of sound, conventional construction. If a basement/cellar is present, 30-minute separation between the cellar and the ground floor escape route is required. Doors onto the Escape Route within Dwelling - full 30-minute protected route is not required providing the existing doors are well-fitted, solid constructed doors and are in in sound condition. Solid timber doors and panelled doors of substantial construction will be adequate. Non fire-resisting glazed doors, doors of flimsy construction or hollow infill-type doors (commonly known as eggbox ) should not be accepted and will need to be replaced. Any doors within the flat that are of flimsy construction or hollow infill-type doors; Kitchen Door - it is recommended that the kitchen door meets FD30, self-closing and fitted with vision panel (FD30(SC&VP) in construction Emergency Lighting Central House - an addressable emergency lighting system is provided in accordance with current standards and conventions and is in working condition. 10 Duke Road - Comments from LACORS Guide Lighting of Escape Routes (see paragraph 23&24 of Document) - Emergency escape lighting required only if the route is long or complex or where there is no effective borrowed light and conventional artificial lighting required. 8 Four x 3NM standalone emergency light units have been provide on each floor landing and adjacent the flat entrance on the ground floor on the inside due to and borrowed lighting levels etc. These lights have been added to the addressable lighting systems already provided in the premises Fire Safety Signage The premises are provided with the following signage as appropriate: General fire action notices with specific local information for raising the alarm and evacuating the building; Fire exit signs to direct occupants to escape routes; Internal fire-resisting doors with 'Fire Door Keep Shut' or similar notices; Internal fire-resisting doors to cupboards/service risers with 'Fire Door Keep Locked Shut' signs; Fire Doors held open by Self Closing Automatic (SCA) release systems are signed 'Fire Door - Keep Shut' or similar notices on the side facing the wall and 'Automatic Fire Door - Keep Clear' on open doors side; Fire exits are provided with 'Fire Exit - Keep Clear' or similar notices; Firefighting equipment is indicated, where necessary; General signs indicating how to use door mechanisms i.e. 'Push Bar to Open' as necessary; Green Box electromagnetic locked doors on the MoE are provided with green box release break glass points and signs to indicate break glass to open door or similar Fire Brigade Equipment / Facilities (a). Existing premises Fire Fight Provision Context: Firefighting Stair - as a new building Central House would require a firefighting shaft, lift and dry rising facilities; however, these have not be retrospectively fitted due to cost, other physical and practical reasons. Fire Fighting Lift - the lift car and shaft in west stair (Stair A) core is too small physically to accommodate a firefighting lift. The lift in east stair (Stair B) core has been converted to an Evacuation Lift with duel power and communications. Ventilation of Lobbies - there is no ventilation of lobbies for firefighting purpose, having been impracticable due to existing design and physical constraints as well as the positioning of smoke curtains as agreed on third and fifth floors. Ventilation of Stairs - ventilation of stairs for firefighting & smoke control available by use of windows provided on all half landings (except basement level) of both Stair A & Stair B. Ventilation of 10 Duke Road would be via the flats windows only. Ventilation of Lower Ground Floor - ventilation for firefighters & smoke control available as 75+% of rooms able to vent smoke directly into adjoining external light wells Date Last Amended: Oct 14 8 of 19.

Fire Strategy for: Central House (388) Fire Brigade Access - firefighting access via protected routes available directly to both east entrance (Duke Road) & east stair (Stair B); and west stair (Stair A), from adjacent roads (Upper Woburn Place). Main Entrance Fire Curtain / Fire Brigade Access to Stair A - the main entrance fire curtain is designed to drop and protect the principal escape route (Stair A) from a fire incident in reception area. A corridor that provides both escape to by-pass the reception and provides protected access to Stair A, for the fire brigade if required. The fire brigade have vehicular / other access to Central House via the following: Main Entrance / Reception Area (off Upper Woburn Place); Fire Access corridor to right of entrance directly to Stair A (off Upper Woburn Place); Access via 10 Duke Road directly on to Stair B and basement plant rooms; Dry Riser - dry rising valves are not provided in the premises. Smoke Ventilation Provision - is not provided no mechanically vented or Automatic Opening Vents (AOV) provided on stairs or basement. However, natural smoke ventilation procedures can be applied to most areas including stairs and lift landings Fire Fighting Equipment (a). Fire Hose Reels - fire hose reels are not provided in the premises. (b). Sprinklers - sprinklers are not provided in the premises. (c). Gas Fire Suppression Systems - a fire suppression system is not provided in the premises. (d). Fire Extinguishers - appropriate wall mounted fire extinguishing equipment for the general and specific risks found in the premises are provided and maintained in accordance with BS 5306-Parts 3 & 8, throughout for the use of the staff and fire brigade. Fire Warning Systems (Cont.): Fire Strategy for: Central House (388) 10 Duke Road - Comments from LACORS Guide Fire Detection and Alarm System (see paragraph 22 of Doc) - provide BS Grade D, LD2 system that is interlinked mains wired smoke alarms with integral battery back-up located in the escape route at all floor levels. Main Entrance Door at Base of Stairs (Stair C) to Flat - the following device has been installed complying with BS at the base of Stair C (flat side of door adjacent to the exit door onto corridor): 1 x Apollo multi-sensor combination detector complete with sounder; Sounder tone different to the Flat s Grade D fire alarm sounder tone; This device is to be on separate fire alarm zone on the Central House fire alarm system and that indicates as Staff Flat 10 Duke Rd or similar; No Central House call point required as existing MCP by fire exit to Duke Road that is within 30m and sufficient; Flat Fire Alarm System - provide it new fire alarm system for staff flat to meet BS Grade D, LD2 system (see Smoke detectors to be mains powered optical smoke and heat alarm with long life back-up battery - Aico Ei2110; Heat detector in kitchen to be rate of rise - Aico Ei164RC; Devices to be hard wired mains powered and fitted with battery backup; No manual call point (MCP) is required or necessary; No connection between the flat system and the Central House fire alarm is required; Provision of an Aico Ei1529RC Alarm Controller switch on first floor located to suite; Date Last Amended: Oct of 19.

12 PART THREE - PREMISES FIRE STRATEGY 3.0. Fire Strategy - General Overview The general philosophy for means of escape is that the occupants of a building should be able to turn their back on a fire and escape via the nearest exit without additional assistance from other occupants or fire fighters. This is achieved by providing alternative escape routes where possible, limiting travel distances, providing sufficient exit width and escape routes that, depending upon the use of the building, will have specified periods of fire resistance Means of Escape (MoE) - General (a). Time of Evacuation - time of evacuation is dependent on the building construction and occupancy. The construction of buildings is divided into three basic types: Class A - complete non-combustible construction, i.e. elements of structure, floors, and walls with supporting structure of brick or concrete; Class B - traditional construction, i.e. non-combustible walls with combustible floors; Class C - combustible construction, i.e. timber floors and walls, (b). Based on these classes, arbitrary evacuation times were decided upon and the times that are generally accepted as: Class 'A' construction - 3 minutes Class 'B' construction minutes Class 'C' construction - 2 minutes Note - this is not a hard and fast time, and can be extended or reduced according to the particular circumstances. (c). The Means of Escape (MoE) strategy for this building is based on simultaneous evacuation of all occupants using all available exits and stair enclosures. (d). Persons who may be asleep in the premises 3.2. Means of Escape - Specific (a). Roof Level - is off the sixth floor landings of both Stair A & Stair B by internal ladders though hatches to roof level plants and two x lift motor rooms; (b). Upper Floors - alternative escape from all floors is via Stair B that discharges into the rear exit lobby leading along a protected passageway and a final exit discharging onto Duke Road; (c). Ground Floor - the ground floor has a number of fire exits The main entrance onto Upper Woburn Place; Directly from the gallery/exhibition space (off the reception) onto Upper Woburn Place, via the protected fire route to the rear exit onto Duke Road. Fire Strategy for: Central House (388) Basement Level: Stair A - escape is available up Stair A to ground floor lift lobby & out via main entrance to street level. Stair B - escape is available up Stair B to ground floor lift lobby & out via corridor to Duke Road. Front Lightwell - escape is available via front light well and up to Upper Woburn Square (Stair E). Floor By-Pass Facilities - each floor (due to height of the building) is provided with a 'By-Pass' arrangement to allow escape to the alternative stair enclosure from the both sides of the premises. Occupying Departments must ensure that access to either stair is available at all times and that intermediate doors are not locked. If there is a need for these pass doors to be locked then they must have suitable emergency escape door furniture fitted (or release mechanisms) for use in an emergency without the use of a key. See Central House Fire Strategy Plans. Escape Strategy for Ground Floor (Main Entrance Fire Curtain) - the main entrance fire curtain is designed to drop and protect the principal escape route (Stair A) from a fire incident in reception area. In the unlikely event that the shutter drops, the escape route via the main entrance becomes unavailable & occupants are redirected to escape via the corridor around the main stair (Stair A) discharging at a final exit onto Upper Woburn Place. This corridor also provides protected access to Stair A, if required by the Fire Brigade. (1). Fire curtain will only drop if the local detector has activated indicating, that there is fire in the immediate Reception Area preventing escape through the main entrance. Roof Plant Area and Roof Lift Motor Rooms - external roof area housing Air Handling Units within environmental screens escape via protected Stair A or Stair B via hatches and ladders down to sixth floor stair landings with FR30 separation from floors. All roof areas have fire alarm warning. Ground & Upper Floors - each floor has alternative access to alternative protected stair enclosures via central accommodation corridor and by-pass arrangements. Lower Ground Floor - each floor has alternative access to alternative protected stair enclosures via central accommodation corridor and by-pass arrangements. Lower Ground Floor Cycle Store - is accessed directly off Stair B and is double lobbied but due to the difficulty of narrow opening and the need to wheel bikes through both doors. Therefore, the doors have been placed of electromagnetic door hold open devices connected the main fire alarm system with local Automatic Fire Detection for early warning and release of the doors if necessary. 14 10 Duke Road (k). 10 Duke Road - the means of escape from each upper floor is by a single protected stair enclosure (marked as Stair C) leading down to ground and into the fire lobbied protected corridor that discharges via a final exit directly onto street level. (l). Final Exit (onto Dukes Rd) - these doors from part of the listed buildings of Duke Road and are not permitted to be change under planning regulations. In addition, the step off on the roadside cannot be extended or changed due to public highway and pavement. The protected passageway is some 25m in length, from Stair B to the weather lobby/final exit that checks persons travelling towards the final exit. Extremely unlikely to be a crush situation at these doors in this office based environment in the event of a fire incident. (m). 10 Duke Road (Basement) - the means of escape from the basement level is by a single protected stair enclosure (marked as Stair D) leading up to the ground and a protected corridor that discharges via a final exit directly onto street level Means of Escape (Horizontal Evacuation) UCL Estates and the Fire Safety Manager control and monitor the number of occupants though regular checks, reviews particularly at refurbishments alterations or changes to the premises as well as during Fire Risk Assessments. 16 PART FOUR - FIRE SAFETY MANAGEMENT 4.0. Fire Risk Management System Risk management systems provide guidance and requirements for an organizational fire risk management system (FRMS) that is suitable for organizations that operate on multiple sites, separate management divisions within an organization, or individual premises within a single entity. UCL is committed to using and complying with the documents, process and procedures of the FRMS. UCL will provide an auditable trail that demonstrates its commitment to fire risk management and legislative compliance Fire Safety Management (a). Fire Safety Management Policy - Statement of Fire Safety Management Policy, which reflects the importance University College London attaches to fire safety and is authorised by the Provost & President in his capacity as the Responsible Person (UCL the Employer) representative, under the Fire Safety Order 2005 is provided. The statement and specific details for training provision can be viewed at the UCL fire safety web site: (b). (c). (d). (e). (f). Fire Evacuation Marshals (FEMs) - Heads of Departments shall designate sufficient staff to act as Fire Evacuation Marshals (FEMs), who are to be provided on a ratio of approximately three FEMs per floor or area occupied, during the Departments published opening or normal working hours. FEMs are necessary, as it is not practical to have a meaningful register of occupants. Formal Induction Safety Training (Staff and Postgraduate Research Students) - Heads of Departments shall ensure that all new members of staff and full-time postgraduate research students must undertake an online fire safety induction course. Local Fire Induction Familiarisation (Staff and Contractors Employed by the Department) - Heads of Departments shall provide local fire safety induction familiarisation as part of their local safety arrangements for permanent new and temporary staff. Whether or not directly employed by UCL, but working in their department, to comply with the Fire Safety Order 2005 and Health & Safety requirements. Local Fire Annual Familiarisation (Staff and Contractors Employed by the Department) - Heads of Departments shall provide local annual fire safety familiarisation as part of their local safety arrangements for permanent and temporary staff. Whether or not directly employed by UCL, but working in their department, to comply with the Fire Safety Order 2005 and Health & Safety requirements. Fire Evacuation Drills - a formal annual fire evacuation drill is carried out at the start of the autumn term (October) of each year by the UCL Fire Safety Manager. Any unwanted alarm activations throughout the year should be treated as supplementary evacuation drills. Heads of Departments, whose premises are not part of the fire drill schedule undertaken by the UCL Fire safety staff, must carry out and record at least one annual fire drill. Fire Strategy for: Central House (388) Mobility Impaired Persons - the route for making reasonable adjustment and formulating a Personal Emergency Evacuation Plan (PEEP) is a form called 'Assessment for Emergency Evacuation Planning of People with Restricted Mobility or Sensory Disabilities from UCL Premises' and is available from the fire safety web site ( under Disabilities Maintenance (a). Maintenance of Fire Warning System - the fire alarm system is being maintained and tested in accordance with: BS 5839: Part 1 through the UCL Director of Estates and Head of Engineering, Maintenance & Infrastructure (EMI). (b). Maintenance of Emergency Lighting - the emergency lighting is being maintained in accordance with BS 5266: Part 1, through the UCL Director of Estates and Head of Engineering, Maintenance & Infrastructure (EMI). (c). Maintenance for Firefighting Equipment - maintenance of fire brigade equipment and facilities is the responsibility of the UCL Director of Estates and Head of Engineering, Maintenance & Infrastructure (EMI). (d). Means of Escape and Other Fire Safety Provisions - the means of escape and other fire safety provisions must be maintained, at suitable intervals, by a competent person and the maintenance recorded. Generally, this is a local department responsibility, with audits and inspections undertaken by UCL Fire Safety Staff. (f). Maintenance for Fire-Resisting Doors, Walls and Partitions - generally, this is a local department responsibility, with audits and inspections undertaken by UCL Fire Safety Staff. (g). Maintenance of Fire Safety Signs - only UCL Fire Safety Staff are authorised to provide fire safety signage and will review signage locations and provision as part of their inspections and audits to an approved schedule iaw convention and the latest edition of BS5499 series. Fire safety signage installed by contractors through Estates Project Officers or their agents will be approved by UCL Fire Safety Staff Emergency Arrangements (a). Calling the Fire Service - the method by which the fire brigade varies from location and building. UCL provides a local fire action notice on action to be taken in the event of a fire. (b). Emergency Plan (EP) - UCL provides an emergency plan for all of premises consummate with the size and location of the premises Fire Incidents & Departmental Cooperation on Fire Safety Issues (a). General - Heads of Departments occupying the premises are required to liaise and cooperate when dealing with a fire incident with all other Departments, the Landlord if different to UCL Estates and should have suitable arrangements in place, as set out in the UCL fire safety standards at (see MI01 UCL Fire Safety Standards). (b). Fire Alarm Activation - on activation of the fire alarm system, (either manually or by automatic fire detection), see Annex A. Date Last Amended: Oct of 19.

18 4.5. Landlord Responsibilities (a). UCL is the freeholder and the UCL Director of Estates acts as the Landlord s representative. (b). Where UCL is a tenant or holds a Licence to occupy UCL Director of Estates acts as the Landlord s representative. UCL will comply with local arrangements and conventions in respect to fire safety and compliance with the Fire Safety Order General Statement The fire risk assessment and audit is to provide an assessment of the risk to life from fire in building, and, where appropriate, to make recommendations to ensure compliance with fire safety legislation. It focuses primarily on the building structural condition and the physical adequacy of the building s fire safety and fire brigade provision and responsibility for the maintenance of fire equipment etc. It will generally be undertaken on a risk basis but at intervals of no longer that every 3 years although a few low risk premises will be inspected at no longer than 4 years. This audit will look at general departmental fire safety management and training requirements, but may not be departmental specific or in sufficient depth for occupying Departments within buildings to satisfy the Enforcing Authority. Therefore, it will be necessary for additional simple local Fire Risk Assessments to be undertaken by the Head of Department for their areas of responsibility.
