4 Legal Requirement: It is a legal requirement of the Regulatory Reform (Fire Safety) Order 2005 that the responsible person(s) for a premises must where required, establish and give effect to procedures and safety drills that are to be followed in the event of an emergency. It is also a requirement of each employer (responsible person) to nominate and train a sufficient number of persons to implement these procedures. Co-operation & Co-ordination: Under the Regulatory Reform (Fire Safety) Order 2005 each employer is responsible for the safety of both their employees and any other relevant persons. This may include employees of other employers as well as visitors, contractors etc. Employers must take account of the risk to both their employees and other relevant persons to the extent to which they have control of the premises and other employers in the building must do the same. The owner or landlord of the building must take into account the risk to persons within the common parts of the premises. Article 22 of the Regulatory Reform (Fire Safety) Order 2005 requires all parties to co-operate, where two or more responsible persons have duties in respect of the Order. Where any tenant company has knowledge of a person under their responsibility (whether an employee, visitor or regular visitor), who requires assistance or special treatment in order for them to fully evacuate from the premises safely, they have a legal responsibility to initially inform the Building Manager and also Lazari Investments (the Landlord). All employers must ensure that all of their staff are made aware of the fire evacuation procedures, the location of fire exits and escape routes and the location of the assembly point(s) Page 4 of 15 Maple House September 2016

5 Fire Wardens: All tenants must nominate a suitable number of persons to take on the role of a fire warden. The main function of a fire warden is, that upon an activation of the fire alarm system, they are to assist in the evacuation of all occupants from the premises, to designated assembly point(s) and to report as soon as possible, the status of their area(s) to the Evacuation Co-ordinator, which in the case of this premises is the Building Manager or in their absence, their assistant or deputy. Fire wardens will also have a secondary function of being pro-active in the aspects of fire prevention, fire safety arrangements, hazard spotting and reporting any issues, failures that are discovered. Training of Fire Wardens: There is a legal duty placed upon employers to provide sufficient training and instruction to Fire Wardens they appoint. Each tenant company should provide a sufficient number of wardens and deputies to ensure their demise can be adequately searched and evacuated. Training sessions (specific to the building) will be arranged by Lazari Investments where all fire wardens for the building will be requested to attend. The course will last approximately 2 hours and will address the roles and responsibilities of fire wardens, general fire safety information and specific information in relation to the building. On completion of the course each attendee will receive a certificate of attendance. This course is separate to any fire safety awareness training, which is a legal requirement and must be provided to each of the tenant company s employees (including temporary and agency staff) by their employer periodically where it is deemed appropriate. Fire Detection And Fire Alarm System: The fire alarm system for this building will activate upon the operation of any break glass manual call point or from the activation of one of the automatic detectors connected to the system. Automatic detection is located in the circulation space of the building, in tenanted areas and in plant areas. Manual break glass call points are located strategically around the building and adjacent to or near all exits from the premises. Sounders are provided within the common areas, plant areas and in tenanted areas. The fire alarm system for Maple House is NOT monitored remotely as the building is manned 24 / 7 so there is no automatic attendance by the Fire Brigade. At the point of any changes to the manning of the building this will be reviewed. Page 5 of 15 Maple House September 2016

6 Signage: All escape routes and final fire exits are clearly indicated by signage. Fire action notices are strategically sited throughout the building, which indicate the action to be taken on discovering a fire, smoke or on hearing the fire alarm sounding. Two-Way Radio Communication: The Building Manager and their Assistant are provided with two-way radios. As these form part of the emergency procedures, the radios should be tested daily at the start of the working day. These checks should ideally be recorded and any faults identified, should be reported to Lazari Investments immediately. Fire Fighting Equipment: Fire extinguishers are clearly marked and located at strategic locations around the building. The main purpose of fire extinguishers is to assist occupants with their means of escape from a building where their route may be impeded by a fire. Although it is a requirement for a number of employees to know how to use firefighting equipment, employees are not expected to put themselves at risk by remaining behind to fight fires and should be discouraged from doing so. The prime requirement is for occupants to evacuate from the premises as soon as possible. Escape Routes And Final Exits: All exits from tenanted areas into escape staircases have been fitted with panic bars as have the final exits. The Building Manager is responsible for ensuring that all escape routes and exits within the common areas are kept clear and unobstructed at all times. Companies are responsible for ensuring that escape routes and exits from their demised areas are kept clear and unobstructed at all times. Page 6 of 15 Maple House September 2016

7 General Evacuation Procedure: Upon the discovery of a fire or smoke: If any occupant of the premises discovers a fire or signs of fire e.g. smoke, they must raise the alarm immediately before carrying out any other action. The alarm can be raised by activating one of the [red coloured] fire alarm manual call points situated at strategic locations around the building. Occupants MUST NOT stop to collect their personal belongings. Occupants should evacuate quickly but calmly towards the nearest and safest exit from where you are located and evacuate the premises at the earliest opportunity. The nearest exit or escape route from where you are will be indicated by fire exit signage. Occupants must proceed directly to the designated assembly point, report their attendance and await further instructions. Occupants must NOT divert to any other location before they have attended their assembly point. If they need to leave then they must inform a senior person from their company or their fire warden. Occupants must not attempt to re-enter the building until they have been authorised to do so by either the Fire and Rescue Service attending or the Building Manager. Action upon hearing the fire alarms: Occupants must react to the alarms immediately and must not delay their evacuation. Fire wardens will at this point assist the Building Manager by ensuring that occupants begin to evacuate the premises. Occupants MUST NOT stop to collect their personal belongings. Occupants should evacuate quickly but calmly towards the nearest and safest exit from where they are located and evacuate the premises at the earliest opportunity. The nearest exit or escape route from where they are will be indicated by fire exit signs. Occupants must proceed directly to their designated assembly point, report their attendance and await further instructions. Occupants must NOT divert to any other location before they have attended the assembly point. If they need to leave then they must inform a senior person from their company or their fire warden. 8 The Role of the Fire Warden: General everyday duties: Fire wardens should be vigilant as they move around their company s areas and the building. They should report any fire safety issue or believed contravention that they find to either their manager or the building manager depending on where and what the issue is. Information and awareness training will be given during the fire warden sessions. Be aware of any occupants within the premises who may have a form of disability or mobility problem and who may require assistance in order for them to evacuate. It is neither legal nor acceptable to leave occupants in refuge areas and staircases with the assumption that the Fire and Rescue Services will evacuate such occupants. If there are any difficulties encountered or any queries arise, contact the Building Management. Role of the fire warden during an activation of the fire alarm system: (Other than for routine weekly testing) When the fire alarm system is activated, the fire warden s main responsibility is to ensure that all persons begin to react to the alarm and begin to evacuate safely out of the building. Each warden will carry out a thorough but prompt sweep search of their designated area. The main objective being, to confirm that all of the occupants of that area have safely evacuated prior to the arrival of the Fire and Rescue Service. Fire wardens must consider their own safety at all times and must refrain from placing themselves in danger and taking any unnecessary risks. Fire wardens have no legal responsibility for the evacuation of occupants. Fire wardens should endeavour to keep calm at all times during an emergency and should show authority and confidence in dealing with the situation. In a loud clear voice, request that the occupants [of where the warden is located] are to stop everything that they are doing and are to leave the premises via the nearest safe available fire exit. Fire wardens are likely to experience; objection to leaving, people wanting to finish a phone call, use of toilets, getting personal items and people wishing to exit using the main entrance into the building. Also occupants will frequently use mobile phones to call, text, Facebook and take pictures! People who use mobiles whilst evacuating can potentially cause harm to others by not paying attention to what they are doing. Occupants should be told not to be texting, phoning and Facebooking during an evacuation. They must also [if possible] prohibit the taking out of hot drinks and liquids with them whilst they are evacuating the building. Page 8 of 15 Maple House September 2016

9 If wardens experience obstruction by way of someone refusing to leave, they should evacuate themselves and report the person s name and company (if known) to their manager, building manager or the Fire and Rescue Service if needed. During the sweep search process it is possible that the fire warden may discover the location of the fire. At this stage the search procedure must be terminated, the warden should make a mental note of the location, evacuate the premises and report their findings to the Building Manager who will relay this information onto the Fire and Rescue Service. Should your visibility become impaired or difficulties experienced because of smoke and a sweep search cannot be completed, you must evacuate immediately by the nearest safe available escape route and report this to the Building Manager. Assist the building management by preventing unauthorised re-entry of people into the building during the operation of the fire alarm. Fire wardens should shown assertiveness and instruct people to move away from the premises where injury could potentially occur [in the event of fire] from building materials and glass, and go to the assembly point. Wardens should also help police the evacuation and prevent occupants from walking or standing in the road. Wardens should also be prepared for the arrival of emergency services who may need to get through. On completion of their roles, the fire warden should report to the Building Manager who will normally be found at their pre-designated point in Grafton Street outside the final exit from the escape staircase. Information should then be conveyed as soon as possible that the premises have been successfully evacuated. At the very earliest opportunity after evacuating and reporting, two fire wardens should be deployed from either HIT or INFORMA (as they are closest) to prevent vehicles from entering into the car park at the rear of the premises. Fire wardens may, from a safe distance, also be used to help keep people away from the building in case of danger i.e. breaking glass. Do not re-enter the building unless authorised to do so by your Building Manager or the Senior Fire Service Officer attending. REMEMBER - FIRE WARDENS MUST NOT IN ANY CIRCUMSTANCE PUT THEIR OWN SAFETY AT RISK Page 9 of 15 Maple House September 2016

10 The Role of the Building Management: In the event of an evacuation, the Building Manager is responsible for the coordination and management of the evacuation and their procedures. Upon the discovery of a fire or on hearing the fire alarm, the Building Manager and their assistant should gather any required and relevant equipment or items and immediately leave the building and proceed to their designated point. The Building Manager and their assistant have two-way radio communication. The radios will be used for them to communicate information such as what companies have reported in and confirmed that their areas have been checked and are all clear. The Building Manager and their assistant co-ordinate with fire wardens to ascertain the evacuation status as soon as possible; the main objective is to complete the evacuation process before the arrival of the Fire & Rescue Service. The Building Manager and their assistant have a list of the companies / areas that will be reporting to each of them. This list will be ticked off as companies report. Once the complete evacuation of the building has been confirmed, no further action may be required other than to confirm this to the Fire & Rescue Service if they have been summoned. Any other actions or information required will be directed by the Senior Fire Officer in attendance. Once either of the Building Manager or their assistant completes their checklist, they will communicate this to the other. Once both lists are complete, the Building Manager may (or for reasons, may not) declare the building as all clear. Once the Building Manager is satisfied that there is no fire incident and that all persons are accounted for he may give the signal to return into the building. If the Fire & Rescue Service is in attendance, the signal to return will only be given to the Building Manager by the Senior Fire Officer in attendance. Where possible, staff who may be familiar with the building s utility services should be made available to give assistance to the Fire & Rescue Service should any gas or electricity services require isolation. If confirmation of the full evacuation of the building has not been made by the time the Fire & Rescue Service arrive, then the building management must convey this to the Senior Fire Officer attending, upon their arrival. Should any person be suspected as missing or unaccounted for, then as much information as possible should be gained as to their last known location. This information should then be passed to the Fire & Rescue Service upon their arrival. Where possible, ensure all vehicles that may cause an obstruction to the Emergency Services are removed or are requested to move immediately. Page 10 of 15 Maple House September 2016

11 A security guard has now been deployed by the UCL Hospital, and is located at the rear of the building in the security hut. The guard has phone communication with the Building Management. At the time of any fire alarm, the guard will be made aware but should also be aware because of hearing the fire alarm. The guard will prevent any further vehicles from entering into the car park through the rear entrance. Two of the first fire wardens arriving to report their status to the front main entrance of the premises, may be asked to remain and assist in the process of checking off companies so that the Building Manager of their assistant can be freed up to meet the Fire & Rescue Service. The Building Manager or their assistant should inform each company at their assembly point when they may return into the building. The Building Manager and their Assistant will carry out a phased return into the building at their discretion as to what order companies will be informed to return into the building. The wardens should remain in reception area where a de-brief will be held with all fire wardens and other key persons who may have been involved or have valid information. A record of the evacuation should be made in the site fire safety record folder. Individual Actions: a) Building Manager: Upon the activation of the fire alarms the Building Manager will: Ø Check the fire alarm control panel Ø Collect their hi-vis vest Ø Alert the security guard at the rear of the premises Ø Proceed to the fire exit in Grafton Way Ø Await for wardens & collect status reports Ø Communicate with the Assistant Building Manager at the front of the building b) Assistant Building Manager: Upon the activation of the fire alarms the Assistant Building Manager will: Ø Call 999 operator Ø Collect their hi-vis vest Ø Collect the visitors record books Ø Proceed to outside the front main entrance Ø Await for wardens & collect status reports Ø Communicate with the Building Manager at the front of the building Ø Meet / liaise with the Fire & Rescue Service Ø If possible, prevent vehicles from entering into Beaumont Place Ø If required, hand over his checklist responsibility to a fire warden so that he can attend to other duties such as meeting the Fire & Rescue Service Page 11 of 15 Maple House September 2016

12 Role of the security guard (evenings, weekends and holiday periods): Discovery of a fire during patrol: The security guard will carry out regular tours of the building where there is a possibility that they may discover a small developing fire or signs of a fire. In this situation the guard will activate the fire alarms by activating the nearest break glass manual call point. The security guard will then, at their very earliest and safest opportunity telephone 999 and ask for the Fire Service. The guard will then inform them of the discovery of a fire or smoke and give the location of the incident and the building address as follows: Maple House 149 Tottenham Court Road London W1T 7BN The operator will then normally repeat the address back to confirm. The guard should then evacuate the premises via their nearest and safe exit or escape route and wait for the attendance of the Fire and Rescue Service outside the main front entrance. Automatic activation of the fire alarms: Upon the automatic activation of the fire alarm system, the security guard will [if at the reception desk] look at the main fire control panel for the location of the activation. The security guard will then, telephone 999 and ask for the Fire Service. The guard will then inform them of the activation and give the control panel s location of the activation and the building address as above: The operator will then normally repeat the address back to confirm. The operator may ask if the fire is a confirmed fire. In this instance the security guard should indicate that he is on his own. The security guard should then evacuate the premises via their nearest and safe exit or escape route and wait for the attendance of the Fire and Rescue Service outside the main front entrance. In both instances the security guard should contact a member of Lazari Investments to inform them of the situation. Page 12 of 15 Maple House September 2016

13 Assembly Points - Ground Floor Retail Units: Sainsbury s: The fire alarm system in Sainsbury s is currently not linked to the main house system at Maple House. Upon Sainsbury s fire alarm system activating the staff will sweep the shop for customers and evacuate them and themselves from the premises. It is expected that the majority of customers if not all, will disperse. The staff will evacuate, [with any remaining customers] to the corner of Tottenham Court Road and Grafton Way and await instructions from the Building Manager of Fire Brigade. PC World: The fire alarm system in PC World is currently not linked to the main house system at Maple House. Upon PC World s fire alarm system activating the staff will sweep the shop for customers and evacuate them and themselves from the premises. It is expected that the majority of customers if not all, will disperse. The staff will evacuate, [with any remaining customers] to outside the HSBC Bank and await instructions from the Building Manager of Fire Brigade. DZD Shopping Centre: The fire alarm system in DZD is linked to the main house system at Maple House. Upon the fire alarm system activating, the staff will sweep the shopping centre for customers and evacuate them and themselves from the premises. It is expected that the majority of customers if not all, will disperse. The staff will assemble [with any remaining customers] to outside UCL on the corner of Beaumont Place and await instructions from the Building Manager of Fire Brigade.
