1 FIRE SAFETY PLAN FIRST & JASPER JASPER AVENUE March 2014
2 Fire/Emergency Evacuation Procedures Introduction GWL Realty Advisors is the property management company responsible for the building located at Jasper Avenue Edmonton known as First and Jasper, and as such has prepared this Fire Safety Plan in accordance with the Alberta Fire Code A copy of the approved Fire Plan will be provided to all building tenants. Copies of the plan will be held at the Security Desk and in the Fire Control Centre. The Plan will be reviewed at least every 12 months and updated as required. Floor Warden training will be conducted at least once every 12 months and a fire drill will be conducted twice per year. Emergency Response Team The Emergency Response Team is comprised of GWL Building Operations Staff, Contract Security guards, Floor Wardens and their assistants. Building Response Team The GWL building operations staff and the security guards comprise the Building Response Team. They are trained in the use of the Fire Control System to the extent of being able to identify the location of the fire, to acknowledge the alarm and to reset the system. They are also trained in the use of the building communication system. In the event of an emergency the senior security guard will act as the Incident Command until relieved by the Building Operations personnel, the local fire or police authority, having said that all building occupants have a responsibility to assist in the safe and timely evacuation of the building. Security will control access to the building and assist in the evacuation of the occupants as required. A Security Guard will also be positioned in the lobby of the building and act as the Assembly Area Coordinator to the extent they will collect information from the Floor Wardens regarding the status of their floor and provide that information to the Fire Department as required. Floor Wardens; Tenants are required to identify at least two Floor Wardens per floor who will; Identify deputy Floor Wardens and or assistants as needed. Communicate with and direct occupants on their floor, whether staff, visitor or contractor, with regard to evacuation and other emergency procedures. 2
3 Identify individuals needing assistance to evacuate and designate persons to assist those people in the event of an emergency. Attend the yearly training sessions as provided by GWL Realty Advisors and participate fully in the semiannual fire drills. Occupants Building tenants are responsible for their own life safety and the safety of visitors or contractors who may be in their tenant space. All occupants should know the procedures to be followed in the event of a fire or other emergency, the location of all emergency exits in their area (floor) the location of the cross over floors, (Floors 5, 8 11, 15 and 19) and the where the Assembly Area is located. All building occupants whether GWL Realty Advisor Staff, Tenants, Visitors or Contractors are responsible for being aware of potential fire hazards and reporting the hazards to Building Management. Some hazards could be, but are not limited to the following; A collection of combustible material in undesignated areas. Worn or overused extension cords oily rags, space heaters or other temporary devices. Defective exit lights or inadequate lighting in public corridors and stairwells. Fire exit doors not working properly or not being kept closed. Evacuation routes congested with stored or construction material/objects Emergency Evacuation Procedures Fire Alarm An evacuation of the building may be initiated either by the activation of the fire alarm or by an announcement over the building public address system by the Incident Commander. Anyone who sees a fire or smoke, or who smells gas must: Alert everyone in the area. Pull the nearest manual fire alarm; Call 911 giving the complete address and the location of the fire to the fire department Leave the area using the nearest stairway, walk do not run and do not use the elevators. Leave the building using the nearest, safe exit, and or stairwell; and Report to the designated assembly area. 3
4 They are not to: Use the fire extinguisher to fight the fire unless it is in the early stages, they are trained in the operation of the extinguisher or the fire is blocking their egress. Return to the building until the Fire Department or the Incident Commander or the Fire Department give the all clear.. Responsibilities All Occupants; If the fire alarm sounds prepare to evacuate immediately and listen for instructions. If instructed to evacuate exit the floor using the nearest safe exit do not use the elevators. Proceed to the assembly area to the south of the building. If instructed to stand by prepare to evacuate; Turn off all equipment and secure all private and classified material. Gather items you may need to take with you. Evacuate the building when advised to do so. Building Response Team The team is comprised of onsite security and maintenance personnel. They are responsible for investigating all incidents, assessing the situation and determining the appropriate action to be taken. The Security guard at the security desk will access the Fire Control Panel to determine the location of the alarm and the device that was activated. If possible the guard will dispatch the patrol guard to the location of the alarm to determine if there is in fact a fire. The guard will act as the Incident Commander until relieved by a higher authority. If the guard verifies there is a fire he will attempt to contain the fire, if possible, without endangering himself. He will monitor the progress of the fire from a safe distance closing doors as appropriate. The guard will advise the Incident Commander of the status and location of the fire along with the location of any trapped individuals or physically disabled persons requiring assistance. Security will control the North entrance to the building and direct the Fire Department as appropriate. No unauthorized personnel will be allowed into the building. 4
5 If there is no fire or smoke observed the Security Guard will check all washrooms, mechanical rooms, offices and other areas to ensure there is no fire and report back to the Incident Commander. Incident Commander The Incident Commander will be the senior GWLRA maintenance person or the senior security guard on site. They will be in charge of the incident until relieved by a higher authority. The Incident Commander will: Proceed to the command centre and confirm the location of the alarm and acknowledge it to prevent the alarm from escalating to the second stage. Call 911 if an emergency has been confirmed. Record information as received from the Floor Wardens regarding the status of their floors, the time, location and other particulars of the emergency Communicate the location of those persons needing assistance to the Fire Department who will send rescuers to the floors on a priority basis. Use the building Public Address System to communicate with the building as needed and announce the all clear. Floor Wardens; If the evacuation alarm sounds Wardens are to put on their vests and check their area of responsibility to ensure all occupants, employees, visitors or contractors have heard the alarm and are evacuating to the nearest stairwell. The warden should close but not lock all doors behind them as they check their area and take note of the location of individuals who cannot or will not evacuate. Once their floor has been checked the Warden will evacuate to the main level and report to the Incident Commander located at the security desk on the status of their floor. If the floor is not clear the Warden will advise the Incident Commander of the number of individuals still on the floor and their location. This information is vital as the Fire Department will respond to floors that have not been cleared to assist those needing help to evacuate. The Warden will then proceed to the muster point and await the all clear from the Fire Chief or the Incident Commander before re-entering the building. If the floor receives the standby notice the Warden will ensure the occupants of the floor are prepared to evacuate on short notice should the second stage of the alarm be activated. This means that occupants will shut down equipment, secure personal property and be on alert to evacuate. 5
6 If an evacuation is not possible as the fire has blocked the egress options the Floor Warden will take action to Defend in Place. They should; Remove themselves and those under their care away from the fire and close doors to that space. Call 911 or use a Fire Phone to let the Incident Commander know of their location and situation. Wedge cloths or clothes into cracks or vents and anywhere else that smoke may enter the room. Monitors/Assistants Monitors are responsible for assisting and staying with disabled persons until the emergency has been resolved or they have been assisted by fire or police responders. In the event of an emergency the monitor will; Assist the person in their care to the entrance of nearest stairwell and remain with them until help arrives. Move them into the stairwell should it become dangerous to remain on the floor. Move them to the next safe floor should the stairwell on the fire floor become dangerous. Communicate with the fire department by calling 911 or using the fire phones to update them on the status of the fire and the location of the person requiring assistance. 6
7 Building Information The building has a total square footage of 391,225 square feet with the potential for up to nine hundred occupants in the building daily, excluding public occupants. It is a concrete structure comprised of three levels of underground parking, a main floor retail occupancy, a second floor office occupancy, a third floor mezzanine, a fourth floor mechanical/service space and 17 floors of office space in the tower. The first level of the Parkade and the main floor connect directly to the LRT Station. The base building access hours are Monday to Friday 7:00 AM to 7:00 PM. The building has indoor storage only but does not store Group A plastics, rubber products, Level 2 or 3 aerosols or dangerous goods (gases, flammable solids, oxidizing substances, poisonous and infectious substances or radioactive materials. No compressed gases, flammable or combustible liquids are stored on site. From time to time hot works will be performed in the building under the authority and supervision of the building operator or his designate. There are two main stair cases that provide egress from the tower, one emptying into the lobby and the other to the south alley. The cross over floors are located on the 5, 8 11, 15 and 19 levels. These floors are unlocked at all time. Other stairwells provide egress from the second floor mezzanine and the parkade to the alley and to Jasper Avenue The building is equipped with Emergency Power for the Fire Control equipment, some emergency lighting and other key areas of the building. Emergency Generator located on the 4 th floor mechanical room. 7
8 Fire Control System The Fire Alarm System is a two stage system which means that the evacuation alarm will sound on the fire floor, which is the floor that the fire device is activated on and the two floors adjacent to it, the one above and the one below. These floors will receive an evacuation alarm which is a series of three sharp Whoops a short break and another series of three Whoops. After the alarm sounds an automated voice message will broadcast advising the occupants to either evacuate or to stand by. The alarm and messages will repeat. All other floors will receive a notice which is a doorbell sounding chime which will ring three times and then an automated voice message will broadcast advising occupants to stand by while the incident is being investigated. If the alarm is not acknowledged within 5 minutes or if a second device is activated the whole building will receive the evacuation notice. The building intercom system will allow the Fire Department or the building Incident Commander to make announcements to the building as a whole or to individual floors as required. The Fire Control Panel is located on the main floor next to the Loading Dock access. 8
