4 General Information A-1 PURPOSE This handbook shall serve as a guide to the response the College of the Sequoias will have to any scenario listed below. Please take some time to read through each scenario. You will have a better understanding about what to expect and will be better prepared when a scenario eventually occurs. Reporting an emergency is the initial step. The Emergency Status Definitions listed below will serve as a way to gauge the severity of an emergency condition. Once the appropriate first responder has been contacted regarding an emergency, they will determine the proper level of response to the emergency. In the event that a major emergency or disaster has occurred, the first responders will initiate the recommendation to call the Emergency Response Team into action. The authors of this handbook have endeavored to keep the procedures as straight forward as possible. However; if you have any questions please contact the Campus Police at 730-(x3726). EMERGENCY STATUS DEFINITIONS Normal Operations: No incident, potential or actual is occurring. No emergency action is required. The college has resumed or is running at Normal Operations. Minor Emergency: Any incident, potential or actual, which would not seriously affect the overall normal operation of the college. Some examples are: a disruptive student, someone injured in a fall, or some lighting in a classroom that has failed. Please report an emergency to the appropriate department listed below. Major Emergency: Any incident, potential or actual, which involves one or more buildings and would seriously affect normal operations of the college. Some examples are: gunshots, a fire, an explosion, or toxic contamination. Please report an emergency to the appropriate department listed below. Disaster: Any major event, potential or actual, which would make normal operations impossible. Some examples are: a large earthquake, a major flood, an airplane crash, or a raging storm with building damage. Please report any relevant information to the appropriate department listed below. 6 General Information A-3 Emergency Response Team EMERGENCY RESPONSE TEAM RESPONSILITIES Emergency Executive Officer Superintendent/ President or Designee 1. Makes all command decisions regarding the college and operations. a. Makes the decision to commence, suspend, or cease Emergency Operations. b. Makes the decision to declare the campus closed. c. Makes the decision to declare an emergency to the public. Emergency Director Administrative Services Vice President or Designee 1. Carry out all command decisions from the Emergency Executive Officer. a. Coordinates efforts in accordance with the Emergency Executive Officer s orders. b. Disseminates information in accordance with the Emergency Executive Officer s orders. 2. Accepts and organizes information from the Emergency Coordinator, Public Safety & Control, Public Health & Infirmary, Student Services, and Academic Vice Presidents on the state of the campus to present to the Emergency Executive Officer for decision. Emergency Coordinator Director of Facilities and Planning or Designee 1. Coordinates support efforts to all emergency response operations for the campus. a. Communicates ongoing operations to the Emergency Director b. Coordinates efforts with the Campus Police Chief to respond to incoming emergency situations c. Disseminates information received from the Emergency Director d. Documents all emergency coordination operations in an After-Action Report. Information Dissemination (Campus) Academic and Student Services Vice Presidents or Designee 1. Disseminates information from the Emergency Director to the rest of the college administration, faculty, staff, and students. a. Accepts and organizes information from the rest of the college to present to the Emergency Director. b. Delegates work assignments to faculty and staff under their direction in accordance with the Emergency Director s orders. c. Disseminates information received from the Emergency Director.

9 A-6 General Information Notification of an Emergency to the Campus/ Public NOTIFICATION TO THE CAMPUS In the event of an emergency, information to the campus will be disseminated by the following system: 1. An Everyone will be posted from the Administration Office describing the emergency occurring 2. Phone calls to selected locations on the campus will originate from the Administration Office using an updated Emergency Call List 3. Fire Alarms may be triggered to help with evacuation notification 4. When practical, Campus Police will go from classroom to classroom to make announcements. Note: When you are directed by Campus Police to cease classroom activities and evacuate, do so immediately. Do not wait for confirmation. Notification personnel may be spread too thinly for them to wait for your area to evacuate. NOTIFICATION TO THE PUBLIC In the event the public should be notified of an emergency on campus, the following will serve as a guideline: 1. Only authorized spokespersons shall meet or talk to the media during emergencies 2. Requests from the news media shall be referred to the district s Public Information Officer 3. The Public Information Officer shall invite and conduct periodic briefings for all representatives of the news media during emergency operations. Note: Penal Code authorizes members of the news media to enter disaster areas to gather information during or after a disaster. However, the scene of a crime or police tactical operation will be closed to the media as well as to the general public.

10 General Information A-7 Command Post (Establishing) ESTABLISHING A COMMAND POST In the event of such an emergency that requires coordination of resources, it will be necessary to establish a Command Post and/or an Emergency Operations Center. COMMAND POST Emergencies involving one building or a small area of the campus will require that a Command Post be established by Campus Police and placed as close to the scene of the emergency as possible. The command post shall be manned by the Campus Police Chief and a representative of each first responder involved for the entire duration of the emergency. EMERGENCY OPERATIONS CENTER Emergencies involving several buildings or a large area of the campus will require that an Emergency Operations Center be set-up by the Emergency Executive Officer at an appropriate location on or near the campus. The Emergency Operations Center shall be the meeting place for the Emergency Executive Officer and any administrative staff or resources deemed necessary to carry out emergency operation decisions. The Emergency Executive Officer s support staff shall be responsible for maintaining continuing communications with the Command Post.

11 A-8 General Information Evacuation (General) The following is a generalized procedure for evacuation. This section can be used in the event that a particular scenario was not covered in this handbook. However, if the scenario you re looking for is listed in this handbook, please refer to that section. BUILDING EVACUATION Note: When you are directed by Campus Police to cease classroom activities and evacuate, do so immediately. Do not wait for confirmation. Notification personnel may be spread too thinly for them to wait for your area to evacuate. 1. A building shall be evacuated to the predetermined evacuation area in the event of a Fire Alarm and/or Campus Police notification. 2. College employees shall assist the disabled in exiting the building during evacuations. 3. If the emergency involves fire, an earthquake, electrical failure, flood, a gas or fume leak, DO NOT use the elevator. 4. Before final evacuation of the building, the elevator MUST be checked and cleared. 5. All streets, fire lanes, hydrants, and walkways must remain clear for emergency vehicles and crews. 6. Faculty, Staff, and Students shall not return to an evacuated building unless the Campus Police gives the ALL CLEAR or asks for assistance. AREA EVACUATION 1. An area declared closed by Campus Police shall be evacuated to an area outside the defined perimeter (i.e. Barricades, Caution Tape, Etc ). 2. All streets, fire lanes, hydrants, and walkways must remain clear for emergency vehicles and crews. 3. Faculty, Staff, and Students shall not return to an evacuated area unless the Campus Police gives the ALL CLEAR or asks for assistance. CAMPUS EVACUATION 1. When the campus is ordered closed by the Emergency Executive Officer or Designee, an evacuation of the campus shall commence until the campus is completely cleared. 2. All streets, fire lanes, hydrants, and walkways must remain clear for emergency vehicles and crews. 3. Faculty, Staff, and Students shall not return to the campus unless the Campus Police gives the ALL CLEAR or asks for assistance.

12 General Information A-9 Emergency Medical Treatment Area (Establishing) EMERGENCY MEDICAL TREATMENT AREA In the event of such an emergency that requires coordination of medical staff and resources, it will be necessary to establish an Emergency Medical Treatment Area. ESTABLISHING AN EMERGENCY MEDICAL TREATMENT AREA Emergencies involving one or more buildings, or an area of the campus, may use the existing Campus Health Center. However, depending on the severity and extent of the emergency, an Emergency Medical Treatment Area may be setup as close to the emergency as medical staff deems necessary. An Emergency Medical Treatment Area shall have at least one representative from the Campus Health Center for the entire duration of the emergency.

13 B-1 First Aid (Basic) CALL FOR HELP! Gather as much information as possible about the victim s condition and circumstance from the victim and any witnesses; including your own observations. Call for help and give the information you gathered including the victim s location and name (if possible) to the medical staff on the phone. DO YOU HAVE FIRST AID TRAINING? Even if you don t have first aid training, there are some things you can do. 1. DO NOT move the victim (unless imminent injury or death may result). 2. If there are others around, ask if anyone has first aid training and can help you. 3. Ask the victim if he/she is all right. Ask him/her to describe the problem. 4. If the victim is unconscious, check to see if he/she is breathing. 5. Check if the victim has a pulse. 6. Check if the victim is bleeding. 7. Check if the victim has any bone fractures. 8. Hopefully, help has arrived and you can give the information you have to the paramedic at the scene. CHOKING (Heimlich Maneuver) If the victim is conscious and is holding their neck area, it s likely they re choking. If trained in the Heimlich Maneuver: 1. Ask the victim if they re choking. 2. If the response is yes, then move behind them. Bring both of your arms around the victim and form a fist with one hand. Move the other hand over the fist and place them against the abdominal area. Thrust your fist inward and upward repeatedly until the material choking the victim has been dislodged. BLEEDING If the victim is bleeding seriously, try to stop or control it using the following method. 1. Most bleeding can be controlled by applying direct pressure onto the wound using some clean cloth. Keep constant pressure on the wound until help arrives.

14 First Aid (Basic) B-2 SHOCK If the victim seems to be going into shock, here are some steps to control the severity of this life threatening condition. 1. Make sure the victim is lying down. 2. Elevate the feet about one foot to increase the blood-flow to the brain. 3. If the victim seems to be cold, cover them to help maintain body temperature. SEIZURES Symptoms of seizures are convulsions accompanied by excessive salivation followed by incontinence. There are many causes, however; it s important that the victim does not injure themselves. 1. Prevent the victim from injuring their head and face. 2. DO NOT attempt to pry the victim s mouth open. 3. DO NOT attempt to place anything in the victim s mouth. 4. Note the duration and type of activity during the seizure.

16 Bomb Threat C-1 SUSPICIOUS OBJECTS If you observe a suspicious object or possible bomb on campus, DO NOT handle the object. Call the Campus Police immediately and give them your location. The Campus Police will go to your location and assess the situation. BOMB THREAT BY PHONE If you should receive a bomb threat by phone, it s important to get as much information as possible. Have someone nearby call the Campus Police with your location and that you ve received a bomb threat. Keep the following in mind as you re talking to the caller. 1. Note the time you answered the phone. 2. What is the gender and approximate age of the caller? 3. Note distinguishing vocal characteristics such as accent and speech pattern. 4. Try to remember the exact wording utilized by the caller. 5. What is the emotional state of the caller? 6. Note any background noises that can be heard through the phone. Keep the person talking as long as possible and ask for the following information. 1. When is the bomb going to explode? 2. Where is the bomb located? 3. What does the bomb look like? 4. Why was the bomb placed on campus? If you re alone when the call ends, call the campus police with your location and the information that you ve just gathered. The Campus Police will go to your location and obtain a statement from you. Campus Police will then convey the facts to the Superintendent/ President or Designee. That official will then determine whether to initiate an evacuation of an area or the campus. If directed to evacuate a building, follow the instructions below. (Continued on next page)

17 C-2 Bomb Threat BOMB THREAT BY PHONE (Cont.) Note: When you are directed by Campus Police to cease classroom activities and evacuate, do so immediately. Do not wait for confirmation. Notification personnel may be spread too thinly for them to wait for your area to evacuate. 1. A building shall be evacuated to the predetermined evacuation area in the event of a Fire Alarm and/or Campus Police notification. 2. College employees shall assist the disabled in exiting the building during evacuations. 3. Before final evacuation of the building, the elevator MUST be checked and cleared. 4. All streets, fire lanes, hydrants, and walkways must remain clear for emergency vehicles and crews. 5. DO NOT return to an evacuated building unless the Campus Police gives the ALL CLEAR or asks for assistance. After the evacuation is complete, the Campus Police will create a perimeter at least one hundred feet away from the building. Campus Police will then conduct a bomb search using information gathered from any person who was in the building.

18 Bomb Threat C-3 BOMB THREAT BY WRITTEN MESSAGE If you receive a message indicating a bomb threat, call the Campus Police with your location. The Campus Police will go to your location, assess the situation, and consult with the Superintendent/ President or Designee. That official will then determine whether to initiate an evacuation of an area or the campus. If directed to evacuate a building, follow the instructions below. Note: When you are directed by Campus Police to cease classroom activities and evacuate, do so immediately. Do not wait for confirmation. Notification personnel may be spread too thinly for them to wait for your area to evacuate. 1. A building shall be evacuated to the predetermined evacuation area in the event of a Fire Alarm and/or Campus Police notification. 2. 19 D- Chemical or Radiological Contamination CONTAMINATION/ SPILL If an explosive, toxic, or radioactive substance has been released which may cause bodily harm, evacuate the immediate area and call the Campus Police immediately. The Campus Police will set-up a safety perimeter, assess the situation, and consult with the Superintendent/ President or Designee. That official will then determine whether to initiate an evacuation of an area or the campus. If directed to evacuate a building, follow the instructions below. EVACUATION Note: When you are directed by Campus Police to cease classroom activities and evacuate, do so immediately. Do not wait for confirmation. Notification personnel may be spread too thinly for them to wait for your area to evacuate. 1. A building shall be evacuated to the predetermined evacuation area in the event of a Fire Alarm and/or Campus Police notification. 2. PERIMETER/ SEARCH & RESCUE The Campus Police will setup a perimeter to control access to the contaminated area until a properly equipped team can complete their search and cleanup of the area.

20 Demonstrations E-1 CIVIL DISTURBANCE OR DEMONSTRATION? During peaceful demonstrations, efforts shall be made to conduct business as normally as possible. Generally, any type of gathering should not be disrupted unless one or more of the following conditions exist as a result of the demonstrations. 1. Interference with normal operations of the College 2. Obstruction or prevention of access to used areas of the campus 3. Threat of physical harm to persons or damage to campus property If one or more of these conditions has occurred, contact the Campus Police on the scene so they can closely monitor the situation. Inform them of any person committing any of the actions mentioned above. TERMINATING A DEMONSTRATION Campus Police will terminate any demonstration that has become a danger to persons or property. In the event that a demonstration as a group, engages in illegal activity, photographs and/or video may be taken to facilitate possible future prosecution. Depending on the situation, Campus Police will terminate a demonstration with a simple announcement or use as much force as the situation calls for to bring order (i.e. bringing in additional Law Enforcement Personnel).

21 F-1 Downed Aircraft DOWNED AIRCRAFT (CRASH) If you encounter or witness an airplane crash on campus, call the Campus Police immediately. Tell them your location and specific information about affected structures and casualties around the crash area. The Campus Police will initiate an evacuation of an area or the campus when appropriate. Below is a list of information items the Campus Police will want to know: Warning: If you decide to help occupants escape the aircraft, do so as quickly as possible. The crashed plane may explode or burst into flames at any moment. 1. What is the tail number on the plane? 2. Is the plane private, commercial, or military? a. Use extreme caution when approaching a military plane. Guns, missiles, or the canopy may activate without warning. 3. What number of casualties do you see? 4. What buildings are damaged or on fire? 5. When Campus Police officers arrive, brief them and assist as requested. 22 Earthquake G-1 DURING AN EARTHQUAKE It s important not to panic during an earthquake. Follow the instructions below for each scenario. 1. Indoors: Find shelter in a doorway, under a table, or desk. Stay away from windows, shelves, or heavy equipment that may fall on you. 2. Automobile: Stop in a safe place. Stay away from power lines, trees, and buildings. Stay in your car for protection. 3. Outdoors: Move away from buildings immediately. Move to an open area away from trees, buildings and power lines. AFTER AN EARTHQUAKE Health Center: 730-(x3880 or x3881) Facilities: 730-(x3969 or x3804) or 737-(x4870) After the earthquake, evaluate the damage around your area. Report injuries and damage to each appropriate first responder. 1. If you smell gas, leave the area immediately. 2. Stay away from power lines. They may still be energized. 3. If you re in an excessively damaged building, carefully find a way out to safety. 4. If you are injured and can t move, try to stay calm and make noise so others can locate you. 23 H-1 Emotionally Disturbed Persons WHAT IS AN EMOTIONALLY DISTURBED PERSON? A person who just went through an adjustment reaction that may take one of several forms: Panic Attack, Hyperventilation, Hysteria, Depression, or Suicidal. Each may be caused by a number of reasons: Stress, Fatigue, Drug Use, or Underlying Psychosis. WHAT SHOULD YOU DO? or Health Center: 730-(x3880 or x3881) If you should encounter someone having a Panic Attack, Hyperventilation, Hysteria, Depression, or is Suicidal you should call either Campus Police or the Health Center. If the person is hyperventilating, have them breathe slowly and deeply into a paper bag. Talk to the person and reassure the person in a calm voice.

PERIMETER/ SEARCH & RESCUE The Campus Police will setup a perimeter to control access to the damaged areas until a properly equipped team can complete their search and extinguish any fires in the area.

25 J-1 Fire (Smoke) SMALL FIRES If you discover a small fire that appears to be controllable, locate a fire extinguisher and activate it towards the base of the flame. Call the Campus Police immediately after extinguishing the fire or if the fire becomes uncontrollable. LARGE FIRES If you discover a large fire or excessive smoke in a building, Activate a fire alarm pull station and call the Campus Police immediately. If the fire alarm does not sound, then you must alert others in the building. If directed to evacuate a building, follow the instructions below. EVACUATION Note: When you are directed by Campus Police to cease classroom activities and evacuate, do so immediately. Do not wait for confirmation. Notification personnel may be spread too thinly for them to wait for your area to evacuate. 1. A building shall be evacuated to the predetermined evacuation area in the event of a Fire Alarm and/or Campus Police notification. 2. College employees shall assist the disabled in exiting the building during evacuations. 3. After evacuating a room, close the doors, but do not lock them. This will help to confine the fire and limit oxygen to those spaces. 4. If there is excessive smoke, stay near the floor where the air is less toxic. 5. If you become trapped, do not panic. Make noise or leave visual markers outside a window for rescue crews. 6. Before final evacuation of the building, the elevator MUST be checked and cleared. 7. All streets, fire lanes, hydrants, and walkways must remain clear for emergency vehicles and crews. 8. DO NOT return to an evacuated building unless the Campus Police gives the ALL CLEAR or asks for assistance. 26 Flood K-1 EVACUATION If conditions for a flood are predicted by forecasts, an evacuation may be ordered by the Emergency Executive Officer or Designee to prevent unnecessary injury and damage. If directed to evacuate, follow the instructions below. 1. College employees shall assist the disabled in exiting the building during evacuations. 2. DO NOT use the elevator during a flood. 3. Before final evacuation of the building, the elevator MUST be checked and cleared. 4. DO NOT return to an evacuated building unless the Campus Police gives the ALL CLEAR or asks for assistance. 5. Listen to the radio for region evacuation instructions and follow recommended routes as shortcuts may be blocked. 6. Evacuate early enough not to be marooned by flood waters. DURING A FLOOD Health Center: 730-(x3880 or x3881) It s important not to panic during a flood. Follow the instructions below for each scenario. 1. Indoors: Find a level in the building higher than the flood waters. Call Campus Police and give them information about your location, conditions, and injuries. 2. Automobile: Move to high ground. Do not try to cross a road covered with water. The depth of the water may be deceiving and you can be left stranded or swept away. 3. Outdoors: Move to high ground. Do not try to cross flash flood water. Even 6 inches of water can knock you off your feet. Call Campus Police and give them information about your location, conditions, and injuries. The Campus Police shall coordinate Search & Rescue efforts throughout the flood crisis by a properly equipped team.

27 L-1 Storm (Extreme) DURING THE STORM Strong storms can form quickly in the right conditions. It s important not to panic. Follow the instructions below for each scenario. 1. Indoors: Stay indoors during a strong storm. Stay away from windows if there are strong gusts of wind. Call Campus Police if there are injuries or a power failure. 2. Automobile: Move to a safe area. Stay inside your vehicle if you aren t able to get to suitable shelter. Stay away from power lines, they may still be energized. Call Campus Police if you have injuries. 3. Outdoors: Find shelter from the storm. Lightning usually strikes the tallest object in the area, so avoid wide open spaces. Call Campus Police if you need help or have injuries.

28 Utility Failure M-1 GENERAL Facilities: 730-(x3969 or x3804) or 737-(x4870) 1. All emergencies during off-hours, weekends, or holidays shall be reported to the Campus Police. 2. If the Fire Alarm fails to sound when activated, immediately notify the Campus Police with the nature of the emergency. 3. If there is potential danger to persons or property from a utility failure, notify the Facilities Office or Campus Police immediately. ELECTRICAL FAILURE Facilities 730-(x3969 or x3804) or 737-(x4870) 1. During normal business hours, notify the Facilities Office with the nature of the emergency. (Off-Hours call Campus Police) 2. If the electrical failure involves the entire campus or building, calmly evacuate the building in accordance to the Evacuation Section below. 3. If there is a partial electrical failure in your area, calmly move to a safe area until the problem can be resolved. 4. If you are trapped in an elevator during an electrical failure, DO NOT PANIC. The elevator WILL NOT fall to the ground floor. If there is no battery backup, there will be no alarm or lighting. Find the door and make noise so others can hear you or call Campus Police if you have a phone. Some elevators may GENTLY move to the first floor. PLUMBING (FLOODING) Facilities 730-(x3969 or x3804) or 737-(x4870) 1. During normal business hours, notify the Facilities Office with the nature of the emergency. (Off-Hours call Campus Police) 2. DO NOT try to operate anything electrical. 3. Evacuate the flooded area in accordance with the Evacuation Section below. GAS LEAK (VAPORS/ FUMES) Facilities 730-(x3969 or x3804) or 737-(x4870) 1. CEASE ALL ACTIVITY and evacuate the immediate area in accordance with the Evacuation Section below. 2. Immediately notify the Campus Police with the nature of the emergency. 3. After evacuating a room, close the doors, but do not lock them. This will help confine the gas leak to those spaces. (Evacuation Section on next page)

30 Violent & Criminal Behavior N-1 GENERAL Everyone on campus is encouraged to help make the College of the Sequoias a safe place to work and learn. By being alert to suspicious persons/ activities and promptly reporting them. If you are a victim or witness to any oncampus offense, avoid risk and confrontation with the perpetrators and seek assistance. When calling Campus Police to report an emergency, please include the following details: 1. Report the nature of the incident. 2. Give the location of the incident. 3. Give a description of the person(s) involved. 4. Give a description of any property, vehicle, or other object involved. 5. Give the last known direction the perpetrator(s) were traveling. ASSAULT (FIGHT) If you were assaulted or are a witness to an assault, notify the Campus Police immediately. Avoid risks and further confrontation with the perpetrator(s) and seek assistance. ASSAULT WITH A WEAPON If you were assaulted with a weapon or are a witness to an assault with a weapon, notify the Campus Police immediately. DO NOT further agitate the perpetrator(s). Avoid risks and further confrontation with the perpetrator(s) and seek assistance. ROBBERY If you were a victim of a robbery or are a witness to a robbery, notify the Campus Police immediately. Give the perpetrator(s) whatever they want. It s not worth your life. Avoid risks and further confrontation with the perpetrator(s) and seek assistance.

31 N-2 Violent & Criminal Behavior HOSTAGE If you were taken hostage, or you are a witness to someone else taken hostage, notify the Campus Police immediately. The following are some suggestions of what to do if you are taken hostage: 1. The initial 45 minutes is the most dangerous. Avoid drastic action and behavior. Calm yourself and be patient. 2. Follow instructions, be alert, and stay alive. The captor is emotionally unbalanced. Do not make mistakes, which could jeopardize your well being. 3. Don t speak unless asked to do so. Do not talk down to the captor, who may already be in an agitated state. 4. Try to maintain eye contact at all times while the captor is addressing you, but do not stare. Treat the captor like you care about what happens to him. 5. If medication, first aid, or restroom privileges are needed, tell your captor. These are usually not the type of things a captor will deny hostages. 6. Always be observant. You may be released, or you may escape. The personal safety of others may well depend on your memory of the details.
