4 Page No. 4 of General 1.1 Scope of supply Design, manufacture, testing, training, preserve and furnish (with export packing if it is applicable) SF6 insulated switchgear for up to 24 kv distribution system installed in indoor transformer distribution stations or in kiosk (hereinafter referred as: SF6 switchgear). There are two categories of SF6 switchgear: - Category A: SF6 switchgear with manual operation only; - Category B: SF6 switchgear with Preparation for Electrical operation (preparation for local electrical operation and remote control operation-see clause 6.23) Available configurations see table no. 1. Remark: The SF6 switchgear shall be of 24 kv rated voltage but shall be suitable for installation in 13.8 kv and 24 kv network systems. Configuration Basic scheme I.E.Corp. Cat. Documents and Samples to be Supplied With the Proposal 3.1 Documents For technical evaluation, the Bidder must submit to Israel Electric Corporation, together with his offer the following documents: a. General outline drawings with dimensions, weight, etc. b. General outline drawings of all accessories, bushings, including operating panel. c. Reference list including the sold quantities of the proposed equipment, dates of supply, identity of customers (name, telephone number,..). A manufacturer, who does not have the required experience, shall submit the documents of the know-how supplier. (see Appendix B). d. List of accessories. e. Recommended cable connectors.

6 Page No. 6 of 154 f. Recommended High-Voltage, non-deterioration, high rupturing capacity (H.R.C.), back-up current limiting fuse links. g. Description of the equipment (including arcing chamber, earthing system, interlocks, operating mechanism, protection against corrosion, painting, etc.). h. Detailed specification covering construction and materials used in all parts of the equipment. i. Wiring diagrams. j. The manufacturer catalogue pages of the proposed motor and trip coil with electrical data. k. Type test reports as required in clause 7.1 of this specification. l. "Sealed for life time" document proof according to clause 6.4 of this Specification. m. Routine test program as required in clause 7.2 of this specification. n. A written statement by the Bidder (Manufacturer) in which he undertakes to conform to all the requirements of this specification. gg. Test reports for post insulators (see clause 6.28) hh. Instructions for draining and refilling SF6 gas and the necessary equipment for draining and refilling SF6 gas at site and at the workshop (see clause 6.29). Remark: All the above mentioned documents shall be in English or in Hebrew. 3.2 Sample a. The Bidder shall submit, to the Israel Electric Corp., at its own expense one sample similar (*) or identical to the proposed SF6 switchgear type. The sample shall be submitted to the Israel Electric Corp. within four (4) weeks beginning at the technical proposal submission day. The sample shall include at least one cable cubicle and one trafo cubicle. (*) Similar switchgear is an identical SF6 switchgear type but without motordrive system and which requires suitability for operation and installation as described in this Specification. If the proposed SF6 switchgear was supplied to I.E.Corp. in the last three (3) years (identical switchgear of category "B", without any changes), than the Proposer may ask for exemption from sample submission. A written request (which shall indicate the type and the P/N of the proposed SF6 switchgear) shall be submitted to the Israel Electric Corp. until the technical proposal submission day. The Israel Electric Corp. will reply to the above request within one (1) week beginning at the technical proposal submission day. b. The samples shall contain identification mark of the manufacturer. c. Sample delivered by Bidders who are not successfully awarded the contract/order will be put at the disposal of the Bidder.

8 Page No. 8 of 154 d. Sample delivered by the successful Bidders will be put at the disposal of the Bidder after the completion of the contract. e. Sample not claimed within two months after the award, will be disposed of by the I.E.Corp. 4. Criteria for Technical Evaluation (for Bidders which have fulfilled all tender requirements) For selection of the offer, which provides the maximum benefit to the Purchaser, the following benefits will be taken into account in the techno-economic comparison of Bidders offers: a) Guarantee against gas leakage for more than 15 years. b) Rated current (at the specified service conditions) greater than 400 Amps. The rated current shall be proven by a type tests report. c) The arc chamber of the on-load switch is a hermetically sealed chamber, filled with SF6 gas. In order to prove this benefit the Bidder shall present: A sample of the on-load switch and arc chamber or detailed drawings, type test report for gas tightness of the arc chamber according to IEC Publication Type test report for over-pressure withstand of the arc-chamber (according to IEC Publication , clause 6.103). d) Breaking capacity at the rated current for more than 100 operating cycles. In order to prove this benefit the Bidder shall present a type test report which shall state: The breaking current at the specified service conditions (see clause 6.1 of this specification). The test voltage. The circuit power factor. The test circuit. The transient recovery voltage parameters. The number of close-open operating cycles. e) Mechanical endurance of the switch disconnector: For switchgear of Category A Mechanical endurance of the switch disconnector (greater than 1000 open-close operation cycles).

9 Page No. 9 of 154 For switchgear of Category B Mechanical endurance of the switch disconnector (greater than 2000 open-close operation cycles with motor drive). The Bidder shall present a type test report, which shall state the number of operation cycles and the conditions of the test. f) Mechanical endurance of the earthing switch greater than 1000 open-close operation cycles. The Bidder shall present a type test report, which shall state the number of operation cycles and the conditions of the test and the type of motor drive. g) Installation conditions Installation on site, cables access and installation of surge arrester shall be taken into consideration. h) Operating The evaluation will consider: The operation method of each switch. Fuse replacement. i) Type Tests All test duties (including test duty 5 of the switch disconnector and earthing switch) performed on the same switch (see clause 7.1 of this specification). j) Short time withstand current Short time withstand current greater than 16 ka/1 sec. The short time withstand current shall be proven by a type tests report. Short time withstand duration greater than 1 second. The duration of the short time withstand current shall be proven by a type tests report. k) The equipment can be refilled/drained with SF6 gas on site and/or at the workshop by I.E.Corp.'s workshop trained staff. 5. Standards 5.1 Unless otherwise stated, the SF6 switchgear shall be designed, manufactured and tested in accordance with the requirements of the latest published recommendation of the following standards: IEC Publication IEC Publication Specification and Acceptance of New Sulfur Hexafluoride Insulators - Tests on Indoor Post Insulators Organic Material for Systems With Nominal Voltages Greater Than 1 kv up to but not Including 300 kv

All such Standards referred to the most current issue, including all amendments, supplements etc., as of the date of the Contract, unless otherwise indicated. 5.3 The switchgear, including all appurtenances and accessories, shall be fabricated, inspected, tested and preserved in compliance with the Standards as, specified herein, unless otherwise indicated. In the event that no reference to Standard is made herein, all components and parts shall be fabricated, inspected, tested and preserved, so as to insure their fitness for use and for purpose they are designed. 5.4 Bidder may propose Standards as alternative for or additions to those specified herein. A copy of each proposed Standard, if any, shall be included with the proposal. The Israel Electric Corp. reserves the right to accept or to reject the proposed alternative Standards. 5.5 If the present Specification contains requirements which differ from those of the a.m. Standards, the requirements of this Specification shall take precedence.

11 Page No. 11 of Technical Requirements 6.1 Service Conditions The SF6 insulated switchgear shall be suitable for indoor mounting conditions with natural ventilation. The service conditions shall be in general according to clause 2 of IEC Publication with the following additions and changes: Severe atmospheric and industrial air pollution, coal dust, sea salt. High atmospheric humidity as experienced in coastal areas. Dust laden atmospheric as experienced in desert areas. Annual variation in air temperature : -10C to +55C Annual mean air temperature : +25C Maximum relative humidity : 90% Average relative humidity : 70% Average ambient temperature measured over a period of 24 hours does not exceed: +35C Maximum difference of ambient temperature from day to night: +25C Altitude: -400m to +1000m. Remark: A small number of the SF6 switchgear will be installed at altitudes greater than 1000 m above sea level and at altitudes under sea level. The Bidder shall specify the required operations to be performed in order to install the SF6 switchgear in the above altitudes. 6.2 Medium Voltage System Data The SF6 switchgear will be installed on I.E.Corp. IEC Publication , para The gas tightness tests shall be performed as per IEC , para The Bidder shall submit together with his offer a document to prove that offered SF6 switchgear is sealed for lifetime: 20 years or 30 years. 6.5 All the electrical parts, including the arcing chamber and the main contacts of the switchgear, as well as the connection busbars, earthing switches, shall be mounted in a metal enclosure, hermetically sealed and filled with SF6 gas. The equipment shall be guaranteed against gas leakage for at least 15 years. 6.6 The SF6 insulated switchgear shall be maintenance-free. 6.7 Due to the severe service conditions (as per. clause 6.1) to which the equipment may be subjected during its service life, the following requirements for its protection form an integral part of this specification: Environmental conditions shall not cause corrosion or deterioration of the gasket and/or mating material of gasket joints.

14 Page No. 14 of All flat steel components shall be thoroughly galvanized, cleaned, primed and painted. The flat steel components shall be according to DIN Standard and the minimum thickness of the zinc coating shall be not less than 19 microns Components such as springs, and other for which a tight dimensional tolerance is required shall be made of stainless steel. Prior to being placed into service, all stainless steel components shall be cleaned and passivated All aluminum components shall be fabricated from grades of aluminum, which show resistance to service conditions: e.g. Al-Mg base alloys. After fabrication, all aluminum components shall be anodized All copper or copper alloy components installed outside the SF6 tank shall be electrolytically tinned All SF6 switchgear components shall successfully withstand in operation the service conditions as defined under clause The switchgear shall be of a self-supporting construction type. 6.9 Switch disconnectors and fuse-switch combination Each cable cubicle shall be provided with switch-disconnector, class E3, according to IEC Publication Each trafo cubicle shall be provided with a fuse switch combination according to IEC Publication while the fuses will be installed in fuse canisters (see also clause 6.21 in this Specification) Earthing Switches Each cable cubicle shall be provided with earthing switch, class E2, according to IEC Publication (see paragraphs and 6.101) Each trafo cubicle shall have two earthing possibilities - one below the fuses and one above the fuses Earthing Busbar The earthing of the enclosure shall be performed according to IEC publication , Paragraph A properly sized earthing busbar made of copper shall run along the whole length of the switchgear.

15 Page No. 15 of 154 On each end of the earthing busbar, terminals suitable for cable connections to the general earthing system shall be provided. Four M8 35 mm screws, nuts and washers suitable for cables screen and surge arresters earthing, shall be provided on the earthing busbar for each cubicle. The screw shall be mounted to the busbar by appropriate threads so they do not fall during installation Interlocks: The interlocks shall be according to IEC para Additional interlock between earthing switch and cable connection cover is required and as follows: a) The operation of the earthing switch shall be blocked if the cable connection cover or fuse canister is open. b) It shall be impossible to open the cable connection cover or fuse chamber cover unless the earthing switch is in earth position (closed). c) For cable testing by authorized staff, it shall be possible to neutralize the above "a" interlock after opening the cable connection cover A mechanical interlock between the switch disconnector and earthing switch shall be implemented in switchgear from Category B. This interlock shall prevent the pass of the switch disconnector to the earthing position when the switch-disconnector operated by the motor drive (even in case of failure in the motor drive, auxiliary switches, control unit etc.). The switch disconnector shall not pass to the "earthing" position from the "open" or from the "close" positions as long as the operating voltage is applied directly to the motor Locking Device Each switch-disconnector and earthing switch operating mechanism shall be provided with a locking device via padlock with a 11 mm diameter hook (see sub clause ) Operating Position of the Switch-Disconnector and Earthing Switch The operating position of the switch-disconnector and earthing switch shall be indicated according to IEC Paragraph and IEC Paragraph

16 Page No. 16 of 154 Remark: If the positions of the switch-disconnector and earthing switch are indicated by a position indicating device (mechanical indications with graphical symbols as per IEC 60073), the following background colors shall be used: a) Switch disconnector in open position - white background. b) Switch disconnector in closed position - red background. c) Earthing switch in open position - white background. d) Earthing switch in closed position - yellow background. The position indicating kinematic chain shall be designed according to IEC Publication IEC Cable Connections: Cable cubicle connections : Cable connections shall be M16 threaded bushing 630 Amp according to EN Type "C" suitable for T-connector. The I.E.Corp. intended to use the following types of T-connectors equipped with surge arresters: Manufacturer Part No. Type NKT CB CSA 24-5 Screened SUEDKABLE SEHDT MUT 23 Screened TYCO RSTI-58xx+RSTI-CC- 58SAxx05 Screened EUROMOLD M430TB + 300SA Screened The above-mentioned T-connectors equipped with surge arresters shall be suitable for installation in the cable cubicles of the proposed SF6 insulated switchgear. To approve the suitability of the above-mentioned T-connectors equipped with surge arresters to the cable compartment, detailed drawings with dimensions of the cable compartment and/or type tests reports shall be attached to the offer. The Proposer shall suggest the use of other T-connectors equipped with surge arresters in addition to those mentioned above Trafo cubicle connections Trafo cubicle connection shall be 250 Amp bushing according to EN Type "A" suitable for straight connector (e.g.: K152 SRH Elastimold, RSSS 5225 Tyco).

17 Page No. 17 of 154 The Bidder shall submit to I.E.Corp. detailed drawings of the bushings and its recommendation for cable connections which are suitable for installation. a. The straight connectors shall shall be suitable for the following cables: 12/20 kv, Al conductor, XLPE insulated cable 1 x 50mm 2 18/30 kv, Cu conductor, XLPE insulated cable 1 x 50mm For Each type of the recommended cable connectors, the Bidder shall present to the I.E.Corp., documents approved by the manufacturer of the cable connectors which confirms that the subject connectors are suitable for installation in the proposed SF6 switchgear Installation of Surge Arresters Each cable cubicle shall permit the installation of the surge arrester via a T-connector (see clause ). A support for the surge arrester shall be provided for each cable cubicle. Each support shall be connected to the earting busbar by a conductor. The cross section of the conductor shall be at least 16mm 2. The Bidder shall submit detailed drawings for the surge arrester installation Cable Clamps To fix the incoming cables, each cable cubicle and trafo cubical shall be provided with 3 cable clamps made of an insulating material. The cable clamps shall be supplied together with fastening screws of 100 mm long. The cable clamps shall be according to specification NPS-44/4 attached in Appendix "E" and as follows: - For cable cubicle: (mm) cable clamps (refer to I.E.Corp. catalogue No ) - For Trafo cubicle: (mm) cable clamps (refer to I.E.Corp. catalogue No ) 6.18 Over-Pressure Relief Device The switchgear shall be provided with an over-pressure relief device to release gas under pressure during an internal short circuit. The over-pressure relief device shall be installed in such location so that the gas will not be emitted in the proximity of the operator.

18 Page No. 18 of Voltage Detecting System Each cubicle of the SF6 switchgear shall be provided with a separable detecting system according to IEC type HR system Voltage indicators Each cubicle (cable cubicle and trafo cubicle) shall be provided with capacitive voltage indicators for each phase in accordance with IEC The Bidder shall propose an adequate testing device for whole V.D.S - see clause in IEC The I.E.Corp. reserves the right to purchase the testing device Since the switchgear shall be used in both 12.6 kv and 22kV network systems, the excitation of the indication "voltage present" shall appear when the actual line to earth voltage is in the range of kV (between 10%- 45% of the nominal voltage) and shall not appear when the actual line to earth voltage is less than 2.2kV (less than 10% of the nominal voltage) Pressure Gas (Insulation Level) Indicator The switchgear shall be provided with a pressure gas gauge or gas insulation level meter (for visual indication) The visual indication shall be as follows: Red for low pressure/low insulation level. Green for normal pressure/normal insulation level Equipment from category B shall be equipped (in addition to the above mentioned visual indication) with pressure gas gauge (or a pressure switch) with one (1) change-over potential free contacts for SF6 low/normal pressure (for low/normal insulation level) alarm indication. The above mentioned contact shall be suitable for use with 24V DC Input Card of Programmable Logic Controller (PLC). The potential free contact shall be wired to S-GEN socket according to Specification NTS-113/1 (see Appendix C ) Fuse Compartment a. The trafo units (cubicle) shall be provided with fuse tripping devices via striker pin. b. The fuse compartment shall be suitable for HRC fuses conforming to DIN regulation No and IEC for 12.6 kv and 22 kv. The technical

19 Page No. 19 of 154 requirements for the M.V. fuses shall be according to I.E.Corp. Specification NPS-208/1 attached in appendix "D" SF6 switchgear configuration If it is necessary to couple two or more switchgear units in order to receive the required configurations (see clause 1.1 in this Specification), the coupling system shall be made by T-connectors. The T-connectors shall be a 630 Amp type and closed by end caps. The whole coupling system (cables, T-connectors, covers, etc) shall be supplied together with the units. The three connectors of the cable cubicles shall be mounted horizontally to permit easy phase rotation of the cables. Alternatives: Other coupling systems may be taken into consideration. With respect to these alternatives, the Israel Electric Corp. reserves the prerogative to decide which offer is most suitable for its needs Operation The SF6 switchgear shall enable manual operation, local electrical operation and remote control operation Manual Operation The operating handle for the switch-disconnector shall be different from the operating handle for earthing-switch. The operating handle of the switchdisconnector shall be signed with black color and the operating handle of the earthing switch shall be signed with a red color. Remark: In case of same operation handle, different operating methods shall be provided. The above operating methods will be checked from the aspect of I.E.Corp. safety rules. The I.E.Corp. reserves the right, at its sole discretion, to reject offers which don't comply with the safety rules of I.E.Corp Preparation for Electrical Operation (Applicable for equipment of Category B only)

20 Page No. 20 of 154 Each cable cubicle shall include a motor-drive system (MDS) for open and close operations of the switch-disconnector performed by local electrical control and/or by remote control operation. Each transformer cubicle shall include a trip coil for trip operation of the switch-disconnector of the transformer cubicle by remote control. Requirements for Electrical Operation: The supply voltage for the motor drives and trip coils shall be 24 VDC The Motor Drive System shall be with Bi Directional Motor only. The Motor Drive System with Unidirectional Motor will be rejected In the front of each cable cubicle the following items shall be installed: a. OPEN and CLOSE push buttons of the switch-disconnector protected against accidental contact. b. Selector switch with two positions: - "LOCAL-ELECTRICAL OPERATION" - "REMOTE CONTROL OPERATION" c. Motor Miniature Circuit Breaker with an auxiliary contact. d. Indicating lamp "MDS Disabled". Additionally: A lamp test push button (for checking all the indicating lamps of the SF6 switchgear) shall be installed in the front of the left cubicle. Remark: The color of the indicating lamps shall be according to illustration No In the front of each transformer cubicle, the following items shall be installed: a. Blown fuse indicating lamp. b. Miniature circuit breaker for Trip Coil protection c. Overheated transformer indicating lamp.

21 Page No. 21 of 154 Remark: The color of the indicating lamps shall be according to illustration No The MDS shall enable emergency manual operation even when cable cubicle is "under voltage". The emergency manual operation is needed in case of MDS malfunction. When the emergency manual operation handle is used, the insertion of handle shall disable the operation of MDS in cable cubicle. Remark: The emergency manual operation, in case of using rotary mechanism, shall be completed within 30 rotations maximum (max. 30 sec.) In each position of the switch-disconnector (CLOSE or OPEN) the insertion of Israel Electric Corp. padlock shall prevent the MDS operation in cable cubicle Each cubicle shall include potential free contacts for the following indications to be connected to Integrated Control Unit: A. For each cable cubicle: A.1 Selector switch in "Local-Electrical Operation" position. A.2 Selector switch in "Remote Control Operation" position. A.3 Switch-disconnector CLOSED. When the Switch-Disconnector (Earthing Switch) is in "open" position, it means that the "open" indication is received from activated (pressed) separate auxiliary switch. When the Switch-Disconnector (Earthing Switch) is in "close" ("earthed") position, it means that the "close" indication is received from activated (pressed) separate auxiliary switch. Each position indication of the switch-disconnector and earthing switch shall be received from a separate auxiliary switch with Normally Open contact in actuated position. The wiring of the auxiliary contacts, motors, push-buttons, diodes for lamp test push-button, etc., shall be also in accordance with Specification NTS-113/1.

The lamps type shall be: MULTILED 24/28V DC The push button shall be of flush type and shall prevent accidental operation. The nameplate of the operation panel shall be written in Hebrew according to illustration No. 1a. Translation of the names into English is given in illustration No The insulation of copper conductors shall be of halogen free type. The internal wiring for controlling the switchgear shall be according to the requirements of I.E.Corp. Specification No. EPD-3 - "Control Cubicles Wiring Standard Requirements" (Appendix "J" of this Specification), with the following changes: a. The one minute withstand voltage (clause 7a of EPD-3 Specification) shall be as follows: - For type test: test voltage shall be 2 kv with duration of 1 min. - For routine test: test voltage shall be 1 kv with duration of 1 sec. b. The Bidder may propose other types of terminal blocks from those specified in clause 3.1g of EPD-3 Specification (except the sockets of the plug-in control cables which shall be as described in Specification NTS-113/1 - Appendix "C"). I.E.Corp. shall approve the type of the proposed terminal blocks.

26 Page No. 26 of Simulator The Contractor shall provide a simulator in order to check the correct electrical operation and indications of each cable and trafo cubicle during routine tests of the equipment in the Manufacturer's facilities. The simulator and the test procedure shall be approved by the I.E.Corp. during the prototype approval. The I.E.Corp. reserves the right, at its sole discretion, to order such simulators for checking of the equipment, before putting into service. The simulators shall be according to the following requirements: a. The simulator shall be suitable for external power supply of 230 VAC. b. In order to ensure proper operation of the simulator during test procedure and in case of lack of 230 VAC power supply, the simulator shall include 7 A/h backup batteries. c. The life expectancy of the backup batteries shall be at least 4 years (at ambient temperature of 25C). d. The control cables to be connected during the test procedure between the switchgear and the simulator shall be at least 5m long. e. In order to ensure safe use and storage, the control cables shall be supplied separately within a carry case (bag). f. The operation panel layout shall be as detailed in illustration No. 2 of this specification. The textual labels shall be of "silkscreen" type. g. Each supplied simulator shall include a nameplate with the following information: manufacturer's name, phone and fax number of service company in Israel, part (P/N), serial No. and date of manufacture.

The mechanical interlocks between the on-load switch and earthing switch and between earthing switch and cables compartment cover shall be electrically implemented in the simulator. j. The connectors between the simulator and the control cables shall withstand numerous (during its lifetime) operations (connection and disconnection). k. If the Bidder intends to use military standard connectors then the connectors shall be of metal type (a reinforced type) and shall be approved by I.E.Corp. l. The lamps mounted on the panel shall be of LED or MULTILED type The SF6 switchgear (both categories A and B) shall be suitable for installation in the various types of I.E.Corp. standard transformer stations. During the technical stage of the tender, the suitability of the proposed equipment to the installation sites will be checked. The inspection will include the suitability of equipment dimensions, placing the equipment on the standard floor openings, equipment transportation in the installation site etc. The I.E.Corp. reserve the right to determine if the proposed switchgear suitable for installation in its standard transformer stations Mounting Frame Base The base of each SF6 switchgear shall permit moving of the equipment in the transformer station to the installation place using steel pipes. The switchgear will be installed on a frame base (which is not in the scope of supply) as shown in illustration no. 3. The diameter of the fixing points holes shall be 14 mm (see Illustration no. 3).

32 Page No. 32 of Tests 6.25 The operating handles and other operating accessories (if they are necessary) shall be hanged on the switchgear by appropriate clip Flammability Materials and the parts shall be chosen and designed to retard the propagation of any flame resulting from accidental overheating in the switchgear Mechanical impact withstand The enclosure of the SF6 switchgear shall be of sufficient mechanical strength: at least 2J applied to the weakest point of the enclosure (see IEC Publication , clauses and 6.7.2) Post Insulators If the SF6 switchgear contains post insulators, than they shall comply with IEC Standard. The manufacturer shall submit test reports according to IEC Standard or declaration that the installed post insulators complies with IEC Standard Draining and Refilling SF6 gas The SF6 switchgear shall be drained and/or refilled from/with SF6 gas during maintenance activities (if the equipment permits it) or in case of "end of life" of the equipment before putting it at the disposal. It is to be noted that releasing SF6 gas to the atmosphere is not permitted. The Bidder shall state the activities and equipment required for draining and refilling the SF6 gas from the switchgear (including instructions and description of the required equipment such as: vacuum pumps, accessories, special tools, SF6 containers, etc.) at site or at the workshop Lifting eyes The diameter of lifting opening (of the lifting eyes) shall be minimum 40 mm. 7.1 Type Tests The type tests shall be performed in accordance with the latest Publications of IEC (clause 6), IEC (clause 6), IEC and all relevant amendments.

These type tests reports shall be of the proposed equipment (identical equipment or "similar" as defined in clause 3.2) but may be performed in a different procedure than described in this Specification. The Bidder shall attach to his offer evidence that the switchgear withstand in the artificial pollution, when the attitude shall be concerned to the corrosion of the wrap, mechanisms, interlocks, etc. (4) Those tests may be performed on another Switchgear other then those specified in the above 4 groups. The Bidder may ask to change the grouping of the tests marked with (4) during the technical stage of the tender. (5) Those tests may be performed on other Switches but in the same switchgear. The Bidder may ask to change the grouping of the tests marked with (5) during the technical stage of the tender. A prior written I.E.Corp. approval during the technical stage of the tender is required. In any case, The Mechanical endurance test, tightness test and verification of the protection must be performed on the same switchgear In addition to the above mentioned type tests, the following type tests shall be performed: SF6 gas, filled into the switchgear, complies with the requirements of IEC Publication Standard Mechanical endurance test - (Applicable for equipment of Category B only) Mechanical endurance test for at least 2000 open-close operation cycles of the switch-disconnector with motor drive. Remark: I.E.Corp. has the right to operate the switch-disconnector during the test with the Control Unit (CU) intended to operate the switchgear during its service time in the MV network. All or part of the operations of the switch-disconnector will be performed by the power supply/charger installed in the CU and some of the operations will be performed by backup batteries (which are also installed in the CU).

36 Page No. 36 of 154 The CU for the test will be supplied by the I.E.Corp. The test shall be performed in Israel at the location of the production line or at the location of the Service Company in Israel. The transportation of the CU will be born by I.E.Corp. One of the conditions of the test success is that no damage to the motor circuits, power supply/charger circuits and back-up batteries will occur during the test as a result of the operation of the test object. In addition, during the test the following abnormal operations shall be prevented by the SF6 switchgear: Motor operated Earthed position of the tested SF6 switchgear in case of "open" or "close" auxiliary contacts malfunction; Mechanical damage SF6 switchgear Motor drive in case of "open" or "close" auxiliary contacts malfunction If the Contract contains more than one type of switchgear than the following type tests shall be performed on two types of Prototypes (from the types of switchgear specified in the Contract): a. Dielectric tests b. Temperature rise tests. c. Measurement of the resistance of the main circuit The pressure withstand test shall be performed on a Prototype with the maximum number of cubicles and on a Prototype with the minimum number of cubicles (from the types of switchgear specified in the Contract): Type Test Report The type test reports shall pertain to the equipment identical to the proposed equipment. The type test reports shall state according to which standard the test was performed and shall specify the conditions of the test and the actual values received during the type test. It shall state the names and have the signatures of those responsible for test results. It will enable to identify the name of the individual who is responsible for each test. The type test reports shall contain a detailed drawing of the tested equipment, photos of the equipment before and after the test.

37 Page No. 37 of Routine Tests Duly certified routine tests are obligatory. Such tests shall be performed at the manufacturer's laboratory Each supplied SF6 switchgear shall be tested in accordance with IEC Publication and all relevant amendments The Routine tests shall be performed on each SF6 switchgear including each MDS, trip coils and striker pin mechanisms. For the Routine tests of the Electrical Operation including all the accessories of the SF6 switchgear, the manufacturer shall use a simulator, which shall be presented to Israel Electric Corp. approval as required in clause Routine Test Report A Routine Test Report shall be prepared by the Contractor for each switchgear The routine test report shall state according to which standard and clause the test was performed. The Routine Test Report shall contain the serial no. of the switchgear, the results of the tests, the required values and the values obtained during the test. The Routine Test Report shall contain the serial no of the SF6 container, whereof fill the SF6 gas into the switchgear. To assure that the quality of gas met the requirements of IEC Standard, a certificate (COC) of the above mentioned SF6 container, issued by the gas supplier shall be attached to each routine test report. It is to be noted that the filled SF6 gas shall be of a technical grade SF6 gas (according to IEC Standard) The Contractor shall submit to the Purchaser the routine test reports for approval prior to the delivery of the equipment. The equipment shall de delivered only after approval of the routine test report of each unit. The approval of the routine test reports by I.E.Corp's quality control department (including their acceptance of delivery) will be within 7 working days of receipt of the routine test reports. 7.3 Special tests: In addition, each SF6 switchgear shall be tested for Partial discharge. The results of the above special test shall be noted in the routine test report.

38 Page No. 38 of Technical Services 8.1 Start-up supervision Requirements for supply of an unfamiliar equipment. Definition: An unfamiliar equipment is a type of equipment which has never been purchased by the Israel Electric Corp. or is being produced in a new production line. Requirements (incase of an offer of unfamiliar equipment): After prototype approval of an unfamiliar equipment Contractor shall supply an initial quantity of 20 units for gaining experience. These 20 units are part of the scope of the contract Contractor shall supervise the site installation of at least 5 units (one working day per unit) of the 20 initially shipped. The a.m. supervision shall be free of charge Contractor shall train the Israel Electric staff prior to installation work according to clause Repairing Faulty Equipment During the Warranty Period (Without Extra Costs) The Supplier shall provide services for repairing faulty equipment during the warranty period via a Service Company in Israel. The Service Company shall perform all services rendered during the warranty period within 24 hours of a written notification. In special cases in the absence of an alternative of electric supply to Israel Electric Corp. customers, this service shall be assured within 4 hours + travel time after the Israel Electric Corp.'s notification. All services shall be performed on site (for ex.: substations), as notified by I.E.Corp. If the equipment can not be repaired on site, it will be repaired at the Service Company facilities, at no extra charge. Remark: During the reparation it is forbidden to release SF6 gas to the atmosphere. Therefore, the Service Team shall be equipped with all the necessary accessories required for SF6 gas collection.

39 Page No. 39 of Repairing Faulty Equipment After the Warranty Period The Supplier shall provide technical services for equipment after the warranty period for a period of 15 years from last Purchaser's order. The Service Company shall perform all services rendered after the warranty period within 24 hours of a written notification. In special cases in the absence of an alternative of electric supply to Israel Electric Corp. customers, this service shall be assured within 4 hours + travel time after the Israel Electric Corp.'s notification. All services shall be performed on site (for ex.: substations), as notified by I.E.Corp. I.E.Corp. will decide if the equipment will be repaired at the Service Company facilities in case that the equipment can not be repaired on site. The Bidder shall submit to the I.E.Corp. together with his proposal a list of reparation operations that can be performed on site (please fill-in the table attached in Appendix "F"). 8.4 Training Training of operating, mounting and maintenance staff The Supplier shall train I.E.Corp. operating, mounting and maintenance staff (training of 5 teams). The training shall be performed in Israel, at the location of the production line or at the location of the Service Company facilities in Israel. The Supplier shall take care for switchgear and all necessary measures and tools required for the training. The training shall include the following: All the required operations for proper mounting of the equipment and its accessories on site. Equipment handling. Equipment operating. Maintenance operations to be perform on site during SF6 switchgear lifetime (preventive maintenance and corrective maintenance). Assembly and disassembly of components Special tools (if it is necessary).

40 Page No. 40 of Inscriptions The costs of the accommodation and travel of I.E.Corp. staff will be borne by I.E.Corp Training course for workshop staff In addition to the above mentioned training, a training course for two teams of 5 participants each, of I.E.Corp.'s workshop staff is required, in order to qualify them for repairing the units (the same qualification as the manufacturer service staff). The training course shall include: a. Theoretical guidance about the construction and testing of the equipment, safeguard to be taken when handling and operating the equipment (when the repair is performed in the workshop and in the installation site). b. Practical guidance on the following subjects: Troubleshooting Repairing of the equipment Leakage detection, gas filling/draining, using of accessories for SF6 gas collection. Usage of special tools, accessories and spare parts. All the operations to be performed when the repair is executed in the workshop and in the installation site. Disassembling and assembling components such as pressure indicator gauge, tripping device, interlocks, motordrives, microswitches, VDS etc. Testing of the equipment. c. The training course shall be performed in Israel, at the location of the production line or at the location of the Service Company in Israel. If the training will performed at the location of the Service Company in Israel, then the Contractor shall be responsible for the entire facilities required for the training. At the end of the course and after successfully passing an examination, an authorization certificate shall be given to each participant. d. The costs of the accommodation and travel of I.E.Corp. staff will be borne by I.E.Corp. All the inscriptions shall be in Hebrew, durable and clearly legible. The inscriptions shall successfully withstand in the service conditions as defined under clause 6.1.

41 Page No. 41 of Nameplate The nameplate shall be in accordance with IEC Publication In addition, the following information shall be added to the nameplate: - Date (month and year of manufacture). - Weight of the SF6 switchgear. - Tel. and Fax numbers of the Service Company in Israel. The nameplate itself shall be made of anodized sheet aluminum. 9.2 Warning Labels Each SF6 switchgear shall be supplied with the following warning labels: a. 48 Page No. 48 of Quality Assurance and Quality Control The Quality Assurance and Quality Control of the Manufacturer shall conform to The Threshold Conditions of the Bid documents. The Q.C system of the manufacturer shall comply with the requirements of specification Q-APP-02/4, 03/2011 (Procurement Quality Requirements) attached in Appendix "K". If the present Specification or the Threshold Conditions of the Bid contain requirements which are differ from those of specification Q-APP-02/4, 03/2011 attached in Appendix "K", the requirements of this specification and of the Threshold Conditions of the Bid shall take precedence. 13. DELIVERY APPROVAL CONDITIONS 13.1 After final approval of the prototype, as soon as possible after tests, but before delivery of the rest of SF6 switchgear, the Contractor shall submit to Israel Electrical Corporation 3 (three) copies of each Routine Test Report as required in clause 7.2. The Routine Test Report shall bear Manufacturer's name, the serial number and the type of the SF6 switchgear tested as well as the name and signature of the individuals responsible for the results of the Routine tests. 50 Page No. 50 of For purposes of the Prototype approval, the manufacturer shall perform the complete routine tests, type tests and special tests as required in clause 7 of this specification The Contractor shall be responsible to conduct successfully all the necessary tests, and to deliver to the Israel Electric Corp. all the necessary reports, in a manner, which will not interfere with or delay any of the time schedules, pertaining to any action or undertaking, required of the winning Bidder, including, but not limited to delivery schedule. Such responsibility shall include proper and reasonable advance notifications to the Israel Electric Corp., prior to any action, required of it. The test program and the test laboratories shall be agreed between I.E.Corp. and the Manufacturer The Israel Electric Corp. shall have a right (but not a duty) to waive all or part of the required tests if the following requirements fulfilled: a. Where a "Know-how" agreement is required under the tender/inquiry documents, or under the specification, such "Know-how" agreement must include the following commitments, or substantially similar commitments, on part of the provider of the know-how: 1. To transfer to the know-how recipient, all the technical documents and drawings, necessary for the manufacturing, fabrication, testing, proper packing, operating and maintaining of the proposed equipment; 2. To adequately instruct and provide technical support to the know recipient in the field of manufacture/fabrication, design, quality control, testing and repair of the proposed equipment; 3. To conduct an inspection of the manufacturing line of the know-how recipient and to approve its adequacy to manufacture the proposed equipment up to the standards of the know-how provider; 4. To participate in type tests of the proposed equipment (of the know how recipients manufacture) and to instruct/support the know-how recipient in undertaking corrective act/procedure, if required or approved by the I.E.Corp.; 5. To provide technical support/instructions to the know-how recipient during the first two years following the start of manufacturing by the know-how recipient; B. The I.E.Corp. waives any and all claims it may have against the know-how provider, for any conduct, act or omission, on part of the know-how provider, or any of its employees, agents, or representatives, directly or indirectly related to the transfer of know-how, the know-how agreement, or any action, or omission thereunder.
