Thehillforthasthreemainphasesofconstruction,theearliestthoughttohavebeenasmaller curvilinearearthworkfortatthehighestpointonthenorth;eastsideofthelaterhillfort.this partly survives as an earthwork outside and to the east of Caer Drewyn. The main stone; walledhillfortisbuiltfromscreerubble,andcutsacrossthisearlierfortextendingdownslope andenclosing3.36hectares. Numeroustracesofstonefacingsuggestthattherampartoriginallytookfortheformofa highstonewall,perhapswithaninnerwall;walk.thefortmeasuresoverallc.192mnorth; southby215meast;west,andfeaturesfinein;turnedstone;builtgatewaystothewest,atthe footoftheslope,andtothenorth;eastatthehighestpoint. It is therefore appreciated for its recreational value. The isolated,barecharacterofthehilltop,elevatedhighabovethemodernworldalsoprovides a sense of history and a connection with past communities, whose lives are not recorded exceptintheevidenceofthemonumentitself.asahistoricallandmark,thishasapowerful meaninginaffirmingasenseoflocalidentityandprideofplace. Thismakesitdifficulttomodelthepotentialimpactoftheproposeddevelopment,sincethe setting changes in a dynamic sequence of vistas. Localised views can provide more informationaboutthehillfortitself,sinceitsformandstructureisbetterrevealedwhenthe viewerisclosetothemonument. Inviewoftheimportanceofprotectingtherelationshipbetweenthehillfortanditssetting, theproposalfordevelopmentoftheopenareaoflandissingledoutforspecialattention. Heretheimportanceofviewsofthehillfortasorientationpointsontheapproachtothe TownscapeCharteredTownPlanning&HeritageConsultantsLtd 13

Thesenseofinter;visibilityisthereforeimportanttounderstandingitssignificance. A walk around the upper rampart of the hill fort affords views over the surrounding countryside in all directions. Thesenseoflookingdownfromaonce;inhabitednaturalstructureoveramodernworldis anaspectofitsheritagevalue,drawingontherelationshipbetweenhistoricalandaesthetic values,andinthissensethewidesettingcontributestosignificance.thesenseofdetachment the viewer feels, however, comes from the elevated viewpoint and the otherworldly characterofthestructureratherthanbecauseoftheparticularnatureofthesetting.hence the view over open fields and woodland seen to the west may be very attractive, but it contributesnomoretothesignificanceofthehillfortthantheviewofexistingdevelopment andpassingtraffic. Indeedtheviewofmoderndayactivityasseeninthebuildingsandroadsthatarespread moredenselyacrosstheeasternsidecanhelptheviewertounderstandthecontinuityof humanoccupationonthesiteandthelinkswithitshinterland. o EnvironmentalConditions The relative quietness of the site contributes to its significance, for it allows a more contemplativeappreciationofthemonumentanditspast.quietudeisaconsequenceofits ruralsettingandthelackofnearbydevelopment.theexposedsituation,withnoshelterfrom theelementsalsocontributestosignificanceandallowsthevisitortoexperiencesomething ofthenatureofpastlifeatthehillfort. o Spatialassociation Therelationshipwiththetown,whichislargelyconcealedfromviewisanaspectofsetting. ThetownofCorwenisthesuccessortothehillfortandglimpsesofitsedgespositionitina close relationship without the need to see it. Hence the town is part of the setting, and contributestothesignificanceofthemonumentbyitshistoricalassociation. o Symbolicassociations The role of hill forts has been a subject of much academic debate in recent times, with theoriesaroundsymbolicandritualfunctionsbeingproposedasagainsttheconventionally proposed military role. Theappearanceoftheproposalistocreateastrikingarchitecturalresponsetothesite,its constraintsandopportunitieswhichalsositscomfortablywithinthesurroundingtopography, site context yet respects and enhances the views and setting of both neighbours, local residents, and heritage assets. The appearance of the proposal is a mixture of cladding materials using differing colours and textures to provide a mimicking effect of the local undulatinglandscape. Thetwostoreyofficeandadministrationblocklocatedontheentrancecornerofthebuilding willbesemitransparentinappearanceandwillprovideforaregonisableentrancetothesite andprovidingsurveliialceoverthecarparkingarea. Theproposalhasbeendesignedtoprovideforastrongarchitecturalvision,whileretaining simple industrial construction techniques based around an efficient steel portal framed system. Oneofthemostimportantphysicalelementofthesettingisthebeltofagriculturallandand the densely wooded strip of the former railway line which surrounds the hill fort and is perceivedaspartofthemonument,particularlywhenviewedfromthesummitlookingout. Thesiteisnotpartofthebeltoflandthatsurroundsthefootofthehillfort,butitisavisible extension of it, and the proposed development into this parcel of land will have a slight adverseimpact.
