2 Rehabilitation Rehabilitation is defined as: the process of returning a property to a state of utility, through repair or alteration, which makes possible an efficient contemporary use while preserving those portions and features of the property which are significant to its historic, architectural, and cultural values.
3 What are the Secretary of the Interior s Standards for Rehabilitation? The Standards are ten principles developed by the Secretary of the Interior to guide work on historic properties. The Standards are used to judge the appropriateness of the proposed work to the historic property. The Standards and the accompanying Guidelines are used by architects, property owners and managers, and developers when developing rehabilitation projects and by the State Historic Preservation Office and the National Park Service when reviewing proposed work to a historic property.
4 Rehabilitation is the most commonly used of the four basic treatments for historic properties. The other treatments are: Preservation; Restoration; and Reconstruction.
5 Standard #1 Compatible New Use States that a property shall be rehabilitated for its historic purpose or a compatible use that requires minimal change to its distinctive materials, features, spaces, and spatial relationships

If replacement is necessary, the new feature will match the old in design, color, texture, and, where possible, materials. 55 Standard #9 New Additions & Alterations States that additions, exterior alterations, or related new construction will not destroy historic materials, features, and spatial relationships. New work will be differentiated from the old and will be compatible with the historic materials, features, size, scale and proportion, and massing to protect the integrity of the property and its environment.
