2 Lot 2: Backpack for portable radiation detection system 1. Foreword The Institute for Transuranium Elements (ITU) is a research institute of the Joint Research Centre (JRC) of the European Commission, situated on the Campus Nord of the Karlsruhe Institute for Technology (KIT). The mission of ITU is to provide the scientific foundation for the protection of the European citizen against risks associated with the handling and storage of highly radioactive material. ITU s prime objectives are to serve as a reference centre for basic actinide research, to contribute to an effective safety and safeguards system for the nuclear fuel cycle, and to study technological and medical applications of radionuclides/actinides. The ITU provides scientific support for European policies in the field of nuclear safety and safeguards. It works very closely with national and international bodies in the nuclear field, both within the EU and beyond, as well as with the nuclear industry. In addition to playing a key role in EU policy on nuclear waste management and the safety of nuclear installations, ITU is also heavily involved in efforts to combat weapons proliferation and illegal trafficking of nuclear materials, and in developing and operating advanced detection tools. More information at 2. Scope of the contract The Institute for Transuranium Elements plans to purchase the radiation detection equipment in order to support the training through the EUSECTRA in the area of detection and response to the illicit trafficking of nuclear and other radioactive material. The equipment for training to be offered is intended for use by the front line officers, their management, the trainers and other experts in the field. The equipment to be supplied includes: Lot 2: Backpack for portable radiation detection system Backpack for portable radiation detection system intended for undercover search, detection, localisation and identification of nuclear materials and radioactive substances by detecting the gamma and neutrons radiations, with integrated a GPS system and wireless data transfer method. The purchase shall cover the delivery of the complete equipment, including documentation. A technical description of the proposed equipment shall be attached to the offer. Elements to be included in the offer The offer shall be established in accordance with the following conditions and shall include all the elements and technical requirements described in this document. Failure to comply, the offer shall not be taken into consideration. 3.1 Delivery time The contractor shall deliver and install the equipment to the ITU within 3 months after the contract signature date. 3.2 Transport The supplier shall be responsible for the packaging, shipping and necessary transport insurances in order to deliver the equipment to the ITU, to the following address: European Commission Institute for Transuranium Elements Hermann-von-Helmholtz-Platz Eggenstein-Leopoldshafen (Germany) 3.3 Terms of payment Terms of payment are specified in Art. I.4 of the contract. 3.4 Factory Acceptance Not requested. 3.5 Site Acceptance Not requested. 3.6 Final Technical Acceptance The Commission shall release a final technical acceptance of the instruments, within 1 month after delivery and installation of the equipment at ITU and eventual correction of residual defects by the Contractor. Final technical acceptance is submitted to the outcome of tests aimed at assessing that the equipment performances are conform to the technical specifications. The related technical report will be signed both by the Commission and by the Contractor and will determine the date of commencement of the warranty period. 4 Lot 2: Backpack for portable radiation detection system 3.7 Training (Optional) The contractor shall provide with an optional adequate on-site training to enable proper operation and maintenance of the instrument. Following delivery and commissioning of the instrument at ITU training in English shall be given for the following periods: Lot 2: at least 1 day for 2 operators The optional training shall be done with the commissioned instruments on dates agreed by both parties. 3.8 Documentation A complete set of technical files over the electronic schemes and mechanical design, operational manuals, maintenance manuals and software documentation in English shall be provided at the time of the delivery. 3.9 Warranty A minimum warranty period of 2 years shall be granted. Warranty begins at the date of the final technical acceptance of the equipment by ITU. During the warranty period, the contractor is responsible for the proper functioning of the instruments and parts covered by the warranty. The warranty covers both software and hardware. During the warranty period software updates shall be provided free of charge. For minor technical or operational problems with the equipment, telephone/ support has to be given. The warranty shall comprise: - Preventive maintenance: as preventive maintenance is understood any periodic intervention on the equipment to ensure its proper function and calibration. It shall take place at least once a year at the ITU-Karlsruhe site during its working hours by technicians of the company. The maintenance shall include the control of the instrument performance and the replacement of deteriorated parts (either electronic or mechanical). - Corrective maintenance: When a need arises for corrective maintenance for resolving an instrument problem, actions to resolve the issues can be taken by ITU staff based on agreed procedure and instructions given by the manufacture. If it is not possible to resolve the issue within 2 working days a corrective maintenance has to be provided upon request (phone call confirmed by fax or e- mail). As corrective maintenance is understood any intervention made in case of improper performance or breakdown of the equipment at the ITU-Karlsruhe during working hours. The time for on site intervention shall be within five working days from the request. The hardware covered by the warranty and which has been in contact with radioactive materials will not be recuperated by the manufacturer. TS/ITU/2011/E07/07/OC Date of issue: 12/03/2012 Page 4 of 8
5 Lot 2: Backpack for portable radiation detection system The technicians performing the on-site maintenance interventions shall be in possession of a valid radiological protection pass, in compliance with Art. 15 of the German Ionising Radiation Protection Regulation (StrlSchV) Directives and norms to be followed European norms and regulations are to be followed. Voltages to be used are to be on the European 230 Volt Standard. CE labels are to be placed on the equipment. An EC conformity declaration is to be supplied and it shall detail the norms that have been followed in the construction of the equipment. All safety regulations must be covered and all necessary safety devices must be included in the offer. 4. Maintenance contract (Optional) A quotation for the maintenance of the equipment for a period of 12 months, renewable up to four times for a period of 12 months each up to a max. total of 60 months, shall be given separately. A price list with the most common spare parts shall be attached to the offer for reference. The price of the spare parts will not be taken into consideration for the award of the contract. The service shall comprise: - Preventive maintenance: as preventive maintenance is understood any periodic intervention on the equipment to ensure its proper function and calibration. It shall take place at least once a year at the ITU-Karlsruhe site during its working hours by technicians of the company. The maintenance shall include the control of the instrument performance and the replacement of deteriorated parts (either electronic or mechanical). After each maintenance visit, a relevant maintenance report shall be issued by the contractor. The price of the spare parts will not be taken into consideration for the award of the contract. - Corrective maintenance: corrective maintenance has to be provided upon request (phone call confirmed by fax or ). As corrective maintenance is understood any intervention made in case of improper performance or breakdown of the equipment at the ITU-Karlsruhe during working hours. The time for on site intervention shall be within five working days from the request. 10 DETAILED TECHNICAL APPENDIX LOT 2 ITU/2012/E07/07/OC 1. Backpack for portable radiation detection system 1.1. Description The Backpack for portable radiation detection system (BPRDS) is designed for detection of gamma and neutron radiation with high sensitivity. The main area of BPRDSs applications is mobile radiation screening for pedestrians, vehicles and cargo in public/urban areas, or at border crossing points where the deployment of standard fixed-installed RPM is not feasible or practical. The BPRDS can be used as a primary tool for detection of orphan sources or radiological area reconnaissance. Being similar in its intended application to an RID, the instrument has the same main functions: detection, location, dose rate indication and radionuclide identification. The instrument design however significantly differs from that of RID, originating from its larger size and intended use for cover detection Configuration The principal components of the instruments are gamma and neutron radiation detectors, a multichannel analyzer, a processing unit, a satellite navigation system, a graphic indicator, alarm annunciator (audio signal, voice output on Personal Digital Assistor (PDA) speaker or headset, vibration alarm) and rechargeable batteries. The instrument housing interior should not attract public attention during a covert survey. Easy user interface (automatic/manual reset background, automatic /manual start/stop radionuclides identification). All the BPRDS components shall, as a minimum, meet IP54 environmental protection standards and PC complies with IP67 (-30 С to +60 С) requirements Essential requirements Detectors a) Scintillation detector for gamma radiation detection b) Energy resolution (FWHM) at 662 kev: 8 % c) Energy range 30 kev to 1.5 MeV or wider d) Dose rate range 0,01 to 100 msv/h or wider e) Dose rate accuracy ± 10% f) 1024 channels MCA. g) High sensitivity 3 He or equivalent moderated neutron detector (min. two counters) Power supply Battery lifetime, if used with re-chargeable batteries, should be at least 8 hours. The instrument shall have a low battery indicator. If applicable, a battery charger shall operate from single-phase AC supply voltage of 230 V and a supply frequency of 47 Hz to 51 Hz GUI requirements The following information and control shall be provided at the user display: 2
11 DETAILED TECHNICAL APPENDIX LOT 2 ITU/2012/E07/07/OC a) Display of gamma and neutron counts b) Spectral display from gamma detectors c) List of identified radionuclide(s) d) Real-time access to stored data e) Real-time mapping with GPS data and alarm locations Operation modes BPRDS shall have two operation modes easy and advanced modes. The following information and control shall be provided in easy mode of operation: a) View operational status b) View alarm indication c) Ability to reset alarms, and d) View identified radionuclide(s) and categorization (user selectable through advanced or supervisory access). The following information and control shall be provided for the supervisory user through the use of access controls or special commands in advanced mode: a) Access to and control of operating parameters (radionuclide library, alarm control) b) Access to spectra c) Access to radionuclide identification results and control of basic indication function d) Access to radiation profiles (count rate time history data) e) Access to background radiation information f) Access to energy and/or efficiency calibration information Data collection and processing a) Data transmission to data collection computer b) Real time spectrum recording and isotope identification and waterfall radiation scaning data processing c) Dose rate calculation d) Audio alarms if elevated radiation e) MCA software on PC f) Integrated GPS system g) Surveillance mapping Identification performance a) Results of isotope ID: 3

Optional feature of voice messages about results of isotope ID (isotopes and category) and other important information (e.g. low battery supply, GPS signal) FAR The FAR for either gamma rays or neutrons should not be more than one per hour at a onesecond sampling time Nuclide identification The instrument shall comply with the international standard IEC Environmental requirements a) Operating temperature: C to C or wider b) Humidity: up to 80% at 35 0 C under non-condensing conditions c) Complete dust, splash and low pressure spray protection d) Rugged, moisture-proof, rain-proof and durable design for use in rough conditions Design requirements a) Designed to evenly distribute the weight and make it easy to carry for long periods b) Weight: 8 kg Communication interface The instrument shall have the ability to transfer data to an external device, such as a computer. The transfer should be based on a bi-directional port that meets the requirements of Ethernet, USB, wireless, or other electronic means, such as a removable media device Safety requirements The BPRDS shall meet safety requirements of ANSI N42.43, IAEA NSS1 (2006 and Rev.1) or equivalent standards and shall be safe for the intended use. 4
