3 Foreword With accelerating urbanisation that we are going through in India, the responsibility of ensuring Public Safety for all is becoming more and more challenging. This is particularly true of Fire Safety as recent unfortunate incidents in Mumbai and elsewhere have shown. The need for a comprehensive review and forward planning of Fire and Emergency Preparedness is hence an absolute must. This exercise began as part of the Bangalore Blueprint initiative acrossss various city services. To this end, Beyond Carlton took up the task of developing a Five Year Blueprint for Bengaluru in consultation with The Karnataka State Fire & Emergency Services and Janaagraha, the process being supported by Bain Consulting..The goal was set as Zero Deaths in Bengaluru City arising from fire accidents in the year Also knowing that it will be quite a while before fire incidents are completely prevented, the 2023 goal is to reduce the fire incidents to 50 % of the number in 2017, and with zero deaths. The effort has been to identify the significant gaps that exist, look at the needs of Bengaluru 2022, consider the factors that will continue to be challenges and develop a plan that has a high level of granularity. The plan is divided into two phases, the Phase 1 being and Phase 2 being The key features of the plan are : 1. It takes a very collaborative approach between the various key stakeholders - the Government, the building owners / occupiers, the Fire Brigade, the city administration, the industry and the civic organisations. 2. Milestones / Goalposts have been identified for each calendar year. 3. The adoption of technology as a key enabler is expected to be a force multiplier. 4. Public-Private Partnership in boosting fire fighting capability is another path breaking measure that has been recommended. 5. Targeted updation of codes and standards coupled with rigorous implementation is underlined as the vital for success factor. The succesful implementation of this Blueprint will need all stakeholders to do their part.beyond Carlton on its part will play its continuing role as citizen champions singularly focussed on fire safety in the country.
