3 WELCOME TO WYNDHAM HARBOUR PURPOSE OF THIS DOCUMENT To identify potential emergencies; and to outline appropriate actions to take in the event of an emergency so we can minimise the impact and the risk of injury. This manual is designed to provide general guidance in case of an emergency. The procedures outlined, along with common sense, are intended to help mitigate against possible injuries and address emergencies that might occur at Wyndham Harbour. While every emergency is different, it is important to establish some general guidelines to help handle any crisis. 5 2 FUEL AND CHEMICAL SPILLS (INCLUDING FIRE) EXTERNAL EMERGENCY CODE BROWN IN THE EVENT OF A FUEL OR CHEMICAL SPILL, FOLLOW THE BELOW GUIDELINES ALONG WITH THE INSTRUCTIONS OF THE MARINA STAFF. A spill can escalate quickly and not only does it have environmental risk factors but also health and financial damages, so acting fast is imperative Assess and ascertain type and source of the spill. i.e. diesel, petrol, oil, or other. Is there a risk of fire? IF THERE IS A FIRE (OR IMMINENT DANGER OF ONE) - Call 000 immediately. - Alert Marina Staff to the situation on HEAVY SPILL (NO FIRE) - If the spill is greater than approximately 50 litres and there is no sign of an immediate fire hazard, call 1800 SPILL and follow their instructions. - Contact the Marina Staff on to ask for further assistance. - Use the spill boom (located in blue bin) to stop the spreading and soaker pads (located in yellow bin-fish cleaning room) to soak up excess. LIGHT SPILL (NO FIRE) - If the spill is less than 50 litres and there is no sign of an immediate fire hazard, use the spill boom (located in blue bin) to stop the spreading and soaker pads (located in yellow bin-fish cleaning room) to soak up excess. If the spill is petrol or a similar explosive material, consider evacuating and clear the area. Monitor the situation until it is resolved. Place all used booms and pads in one area and Marina Staff will dispose of in accordance with local regulations DO NOT put used equipment back into bins. 5

6 3 BOMB THREAT BOMB THREAT CODE PURPLE IN THE EVENT OF A BOMB THREAT, FOLLOW THE BELOW GUIDELINES ALONG WITH THE INSTRUCTIONS OF THE MARINA STAFF. If you receive a threatening phone call about a bomb, keep calm and DO NOT hang up. Obtain as much information from the caller as possible by asking the following questions: BOMB RELATED QUESTIONS 1.What is it? 2.When is the bomb going to explode? OR When will the substance be released? 3.Where did you put it? 4.What does it look like? 5.When did you put it there? 6.How will the bomb explode? 7.Why did you put it there? 8.What type of bomb is it? 9.What is in the bomb? 10.What will make the bomb explode? CALLER S VOICE 1.Do they have an accent? 2.Any speech impediment? 3.Voice (loud / soft) 4.Speech (fast / slow) 5.Diction (clear / muffled) 6.Manner (calm / emotional) 7.Did you recognise the caller? 8.Was the caller familiar with the area? SUBSTANCE RELATED QUESTIONS 1.What kind of substance is it? 2.How much of the substance is there? 3.How will the substance be released? 4.Is the substance a liquid, powder, or gas? TONE AND LANGUAGE 1.Are they well spoken? 2.Or are they incoherent and irrational? 3.Is it a taped message? 4.Does the caller sound like they re reading? 5.Are they abusive? 6.Is there anything else noticeable or distinctive about the way they are speaking? Do not alert those around you to the threat - remain calm. Report the call immediately to Police on 000 along with any information you ve gathered. If a suspicious device is found, DO NOT TOUCH IT and EVACUATE the area immediately. If an evacuation call is given by Marina Staff, assemble at the emergency assembly point immediately. 6

7 4 ROBBERY / ARMED INTRUSION / HOLD UP INTERNAL EMERGENCY CODE YELLOW IN THE EVENT OF A ROBBERY, FOLLOW THE BELOW GUIDELINES ALONG WITH THE INSTRUCTIONS OF THE MARINA STAFF. All robbers are dangerous, and you should treat them as such. DO NOT TAKE UNNECESSARY RISKS. Here are some recommended actions to take during a robbery, armed intrusion, or hold up. Keep still and avoid making sudden movements. Do not reach for pockets or handbags. Use controlled movements and explain any overt actions you are about to make. Avoid face-to-face contact. Give the intruders what they want and get them out (cash and goods can be replaced). If you re not directly involved, keep away. If you are out of sight, stay out of sight. Obey the instructions of the intruder and do exactly as you are told. Try to move to an area covered by CCTV. If you re ordered to fill a bag with money, the smallest notes should be stuffed in first. - Do not volunteer to put in extra money. - Hand over as many coins as possible; they are bulky and heavy and may satisfy an amateur. - Hold back large denomination notes unless instructed by the robber. 7

8 5 FIRE IN THE MARINA LOUNGE FIRE / SMOKE CODE RED IN THE EVENT OF A FIRE, FOLLOW THE BELOW GUIDELINES ALONG WITH THE INSTRUCTIONS OF THE MARINA STAFF. Fires can have catastrophic consequences in minutes so acting safely and correctly can make a difference in the outcome of the event. If safe to do so, attempt to extinguish the fire using the correct fire extinguishers. If situation escalates, evacuate the Lounge and contact Where there are people with disabilities, please provide them with assistance. Remember to never put yourself at risk. Notify Marina Staff or Emergency Services if anyone from your party is missing. Wait until the area is determined to be safe and clear by emergency services before returning to normal operations for leaving the premises. 8

9 6 FIRE IN THE AMENITIES BUILDING FIRE / SMOKE CODE RED IN THE EVENT OF A FIRE, FOLLOW THE BELOW GUIDELINES ALONG WITH THE INSTRUCTIONS OF THE MARINA STAFF. There is no Fire Fighting equipment easily accessible to try and extinguish the fire, so best advice is to follow the guide below Contact 000 immediately. Evacuate the area if necessary. Report any anomalies to Emergency Services and they will conduct a search. Wait until the area is determined to be safe and clear by Emergency Services before leaving the premises. 9

10 7 FIRE ONBOARD A VESSEL FIRE / SMOKE CODE RED IN THE EVENT OF A FIRE, FOLLOW THE BELOW GUIDELINES ALONG WITH THE INSTRUCTIONS OF THE MARINA STAFF. Fires can have catastrophic consequences in minutes so acting safely and correctly can make a difference in the outcome of the event. Contact 000 immediately. If safe to do so check there are no people trapped in the area. Ascertain the type of fire if possible (e.g. electrical, fuel) and if safe to do so attempt to extinguish using fire hose reel, fire cart and fire extinguishers. Try to prevent the fire from spreading by keeping nearby boats wet. If you believe you are in danger, evacuate the area. Vessels remain out of bounds until deemed safe to return by Emergency Services or Marina Staff. 10

11 8 MAN OVERBOARD IN THE HARBOUR MEDICAL EMERGENCY CODE BLUE IN THE EVENT OF A MAN-OVERBOARD, FOLLOW THE BELOW GUIDELINES ALONG WITH THE INSTRUCTIONS OF THE MARINA STAFF. Immediately call out MAN OVERBOARD to notify people in the area. Assist the person in water: CONSCIOUS Grab a life ring/other floatation device and assist/direct the person to nearest ladder or swim platform on a boat. UNCONSCIOUS Call 000. If person in the water is unconscious and you feel it is safe, enter the water and keep them afloat using a nearby life ring. Remove them from the water if possible. Remember - don t endanger yourself if you decide to enter the water. - Consider how you will get out of the water. Is it physically possible for you? - Consider water temperature; if it is cold, enter slowly. - Ensure somebody knows you are entering the water and is available to help you. Administer first aid if trained - Use rescue breath. - Use pocket mask. - Administer CPR. - Consider using AED if appropriate. All persons who have entered the water are to receive professional medical assessment. 11

12 9 SINKING VESSEL IN THE HARBOUR EXTERNAL EMERGENCY CODE BROWN IN THE EVENT OF A SINKING VESSEL, FOLLOW THE BELOW GUIDELINES ALONG WITH THE INSTRUCTIONS OF THE MARINA STAFF. There are many reasons why a vessel may sink, user error non or ill fitted coverings to stop rain coming in during a storm (causing instability), bilge pump not working, water tight integrity not being met and correct plugs not in place. Check if anybody is on board. Ascertain, if possible, the cause of the leak and attempt to stop it. Release the spill boom to prevent any potential fuel leaks. If the owner of the vessel asks for assistance, you may assist. However, do not attempt to pump or salvage the boat alone doing so may affect their insurance. Marina Staff will dispose of contaminated spill equipment in accordance with regulations. 12

13 10 GAS LEAK AT THE MARINA EXTERNAL EMERGENCY CODE BROWN IN THE EVENT OF A GAS LEAK, FOLLOW THE BELOW GUIDELINES ALONG WITH THE INSTRUCTIONS OF THE MARINA STAFF. If you smell gas, or think you have a gas emergency, contact 1800 GASLEAK and follow their instructions. Notify Marina Staff on Evacuate the area if necessary, please refer to evacuation plans in Appendix 3-9. Notify Marina Staff if anyone from your party is missing. If it is safe to do so, leave doors open to help ventilate the area. The area/vessel will remain out of bounds until deemed safe by the correct authorities. 13

14 11 MEDICAL EMERGENCY MEDICAL EMERGENCY CODE BLUE IN THE EVENT OF A MEDICAL EMERGENCY, FOLLOW THE BELOW GUIDELINES ALONG WITH THE INSTRUCTIONS OF THE MARINA STAFF. When dealing with a medical emergency remember to never put yourself in danger. You are no help to the patient if you make yourself a casualty. Remove patient from danger if it is safe to do so. Determine the cause of the emergency and seek assistance of any persons nearby. Immediately notify Marina Staff. Apply first aid if qualified. Assess the seriousness of any injuries and act accordingly: MINOR INJURY Call Marina Staff and act as advised. SERIOUS INJURY Call an ambulance on 000 and then notify Marina Staff. SUDDEN CARDIAC ARREST Act quickly and calmly - Call an ambulance on 000 and notify Marina Staff. - Quickly get the defibrillator and bring it to the victim s side. The defibrillator is in the laundry area of the Marina Lounge, attached to the wall. If there is any delay in getting the defibrillator, monitor the patient and perform CPR (if qualified to do so) until the defibrillator is available. Check the immediate environment for flammable gases. DO NOT use the defibrillator in the presence of flammable gases. There are basic steps to using the defibrillator to treat some who may be in sudden cardiac arrest: - Press the green on/off button. - Follow the defibrillator s voice instructions. 14

15 12 EVACUATION OF THE MARINA EVACUATION CODE ORANGE IN THE EVENT OF AN EVACUATION, FOLLOW THE BELOW GUIDELINES ALONG WITH THE INSTRUCTIONS OF THE MARINA STAFF. If a situation occurs that could require evacuation of the marina, Contact the Marina Staff and\or Emergency Services. Marina Staff will manage the evacuation of the marina to the designated evacuation area as shown in the Evacuation diagram so that people are safe and emergency personnel have clear access onto the marina. Emergency Services will take control of all emergency procedures when they arrive. All Marina occupants are to obey all instructions. Where there are people with disabilities (e.g. persons with a physical, visual or auditory disability), please provide them with assistance. Do not put yourself at risk. Only on the direction of Emergency Services should staff and the public return to the marina. 15

16 13 POWER OUTAGE EXTERNAL EMERGENCY CODE BROWN IN THE EVENT OF A POWER OUTAGE, FOLLOW THE BELOW GUIDELINES ALONG WITH THE INSTRUCTIONS OF THE MARINA STAFF. Establish scope of power outage (whole site, or partial). If partial, try to identify if there is anything on-site that has caused systems to trip (e.g. Power lines down; damaged cable on marina pier; or an overload). If there are obvious signs of damage, then isolate the problem. DO NOT SWITCH ON THE POWER call the electrician (Paul Durante on ). Check that no persons are endangered by lack of lighting. Switch off non-essential services in preparation for power resuming. Once power has resumed, reset any RCDs (residual current devices) that may have tripped. 16

17 14 EXPLOSION FIRE / SMOKE CODE RED IN THE EVENT OF AN EXPLOSION, FOLLOW THE BELOW GUIDELINES ALONG WITH THE INSTRUCTIONS OF THE MARINA STAFF. Contact Emergency Services on 000. Evacuate the area if necessary, or as directed by Marina Staff or MFB. Please refer to evacuation plans in Appendix 3-9. If safe to do so Marina Staff will check the area to ensure that no person/s were on board. Fire hoses, extinguishers, and hydrants are located throughout the marina. This equipment should only be used if it is safe to do so. Follow the direction of Emergency Services when they arrive. The area will remain out of limits until determined to be safe by Emergency Services. 17

18 15 FIRE ON VESSEL AT FUELLING STATION FIRE / SMOKE CODE RED IN THE EVENT OF A FIRE AT FUELLING STATION, FOLLOW THE BELOW GUIDELINES ALONG WITH THE INSTRUCTIONS OF THE MARINA STAFF In the event of a fire on a vessel cease fuel pumping and disconnect the hose from the boat and return the nozzle to its correct position. Press the emergency shut off switch to the dispensing units. Contact 000 and notify them of the incident. IF SAFE TO DO SO use the fire extinguisher to combat the fire. If necessary, evacuate the area - N/W carpark - see evacuation diagram in appendix

20 16 MEDICAL EMERGENCY AT FUELLING STATION MEDICAL EMERGENCY CODE BLUE IN THE EVENT OF A MEDICAL EMERGENCY, FOLLOW THE BELOW GUIDELINES ALONG WITH THE INSTRUCTIONS OF THE MARINA STAFF In the event of a medical emergency cease all fuel pumping and return the nozzle to its correct position. Remove patient from danger if it is safe to do so. YOUR SAFETY COMES FIRST. Determine the cause of the emergency and seek assistance of any persons nearby. Immediately notify Marina Staff. Apply first aid if qualified. Assess the seriousness of any injuries and act accordingly: MINOR INJURY Call a First Aid Officer (phone numbers on page 1) and act as advised. SERIOUS INJURY Call an ambulance on 000 and then notify Marina Staff. SUDDEN CARDIAC ARREST Act quickly and calmly - Call an ambulance on 000 and notify Marina Staff. - Quickly get the defibrillator and bring it to the victim s side. Check if anybody is on board. Ascertain, if possible, the cause of the leak and attempt to stop it. Release the spill boom to prevent any potential fuel leaks. If the owner of the vessel asks for assistance, you may assist. However, do not attempt to pump or salvage the boat alone - it is not the marina s policy to do so. Dispose of contaminated spill in appropriate receptacle. If unable to stop leak, slip the vessel or move it to shallow water. 24

26 19 FUEL SPILL AT FUELLING STATION EXTERNAL EMERGENCY CODE BROWN IN THE EVENT OF A FUEL SPILL, FOLLOW THE BELOW GUIDELINES ALONG WITH THE INSTRUCTIONS OF THE MARINA STAFF In In the event of a fuel spill cease all fuel pumping and return the nozzle to its correct position. Assess and ascertain type and source of the spill. i.e. diesel, petrol, oil, or other. Is there a risk of fire? IF THERE IS A FIRE (OR IMMINENT DANGER OF ONE) - Call Then alert the Marina Staff on HEAVY SPILL (NO FIRE) If the spill is greater than approximately 50 litres and there is no sign of an immediate fire hazard, 180SPILL and follow their instructions. Then contact the Marina Staff on to ask for further assistance. LIGHT SPILL (NO FIRE) If the spill is less than 50 litres and there is no sign of an immediate fire hazard, contact the Marina Staff on to ask for further assistance. If the spill is petrol or a similar explosive material, consider evacuating and clear the area of unnecessary persons. Marina Staff will manage the evacuation of the marina to the designated evacuation area as shown in the Evacuation diagram. If safe to do so, turn off all electrical power to the area. Follow instructions on the spill bin provided at each gate. Pay particular attention to deploying the boom and the use of soaker pads to block drains and contain the spill. Contact the boat owner and advise of the spill. Monitor the situation until it is resolved. Dispose of contaminated materials in accordance with local regulations or by licensed contractor. DO NOT put used booms back in spill bin. 26

27 20 STORM WARNING EXTERNAL EMERGENCY CODE BROWN IN THE EVENT OF A STORM, FOLLOW THE BELOW GUIDELINES ALONG WITH THE INSTRUCTIONS OF THE MARINA STAFF. INTRODUCTION The purpose of this contingency plan therefore, is to outline the procedures to be taken by Wyndham Harbour Marina Community prior to the storm season each year and in the advent of the approach of a severe storm. Remember the best protection against the ravages of any emergency is to be prepared. Experience has shown that in the event of a major storm passing a marina, the risk of storm damage and injury can be significantly reduced by early preventative action. The recommendations that follow are for boats in the marina and on the hardstand at Wyndham Harbour Marina. THE WARNING SYSTEM A storm warning is issued as soon as gales or stronger winds are expected to hit within 24 hours. It identifies areas, intensity, and expected wind strengths, forecasts of heavy rainfall, flooding and tidal information. Where possible Marina Management will communicate Storm Warning notices to vessel owners via or text in the lead up to a severe event, but owners are reminded to be aware and monitor weather activity during the storm season. NOTE: It is the boat owners responsibility to ensure your vessel is well-secured to the mooring, appropriately covered, the battery and charging system are fully operational and that your vessel has an adequate and fullyoperational bilge system. Weather warnings are issued by the Bureau of Meteorology. Check the latest updates at 27

28 20 STORM WARNING (CONT.) EXTERNAL EMERGENCY CODE BROWN IN THE EVENT OF A STORM, FOLLOW THE BELOW GUIDELINES ALONG WITH THE INSTRUCTIONS OF THE MARINA STAFF. VESSEL OWNERS PREPARATION Check your boat is in good condition. Prepare an emergency kit of extra lines, torches, pumps, buckets and tools. Check your lines. Double up mooring lines by running duplicate lines to alternative bollards. The alternative ropes should be run slightly slack to ensure they are only required if the primary mooring lines fail. - Fit chafe preventers. Remember, man-made synthetic fibers such as polyethylene, polypropylene and polyester deteriorate in sunlight. The deterioration is usually unnoticeable until the rope is subjected to stress. If in doubt, replace. Check all boat cleats. If there is any doubt, secure additional lines to other structural parts and fittings e.g. winches, Sampson posts, etc. Reduce wind loadings to a minimum. Remove all excess deck gear including lifebuoys, Biminis etc., and stow below. Stow all loose gear (hatches, boat hooks, buckets, fishing gear, floats, life rings etc.), below decks. Deflate and stow inflatable dinghies. Do not place dinghies on the walkways. Ensure all self-draining openings are clear and working. Dinghies in davits should be cleaned out, bungs removed or, preferably, removed from the vessel and stowed. Ready spare fenders and lines. Ensure engine is serviceable and batteries are fully charged. Check all bilge pumps are operational. Communication should be checked on VHF Channel 16. If you must remain aboard your vessel in the marina, it is mandatory you advise the marina office of your presence aboard and your intentions. 28

29 20 STORM WARNING (CONT.) EXTERNAL EMERGENCY CODE BROWN IN THE EVENT OF A STORM, FOLLOW THE BELOW GUIDELINES ALONG WITH THE INSTRUCTIONS OF THE MARINA STAFF. Marina management may determine personnel are barred from the pontoons and/or the hardstand areas. Ensure you abide by any such direction. Larger vessels wishing to leave the marina to seek shelter at other locations must do so before conditions deteriorate. You are reminded that severe conditions make maneuvering dangerous. Vessels located ashore should be secured. Ensure wheels are chocked and brakes on, and the boat is secured to the trailer. Vessels with outboard motors should lower them into the water in preparation for a storm Verify your contact details with the marina office including registration of any vehicles kept on premises, upto-date address, and emergency contact details. Check your insurance cover, make sure its current. Staff will do what they can to assist, but it remains each owner s responsibility to ensure your vessel and equipment are as secure as possible. 29

VISITOR BERTH USED AS A SAFE HAVEN Vessels wishing to use the marina as a Safe Harbour to shelter from severe weather must first contact: Marina Manager on ; Marina Office on ; or VHF Ch 72 Please make contact prior to entering the marina to enable berth allocation. Where possible, these vessels will be moored at a visitor s berth and may stay for up to 4 hours (from 0830 to 1700) free of charge. Longer stays or outside these hours will attract the normal overnight charges. PROCEDURE POST-STORM Depending on the severity of a storm, post-storm access restrictions will vary. In all cases, the vessel owner is responsible for checking their vessel for any damage. Marina Management will endeavour to report any obvious or externally visible damage in the most urgent cases, but vessel owners must make arrangements for their vessel to be checked as soon as reasonably possible following a storm. When checking vessels, report first to Marina Office to check on protocol for that event. Even in less-severe storm events, power surges may cause vessel shore power to trip. It is recommended that fridges and freezers are left empty in storm season if the vessel owner is not readily able to check the power supply following a storm event.
