4 The purpose for an Emergency Response Team (ERT) To prepare designated office personnel To calmly, quickly and efficiently evacuate the building in any emergency situation To have a basic understanding of the building s life safety systems and their functions Account for employees, visitors, vendors and contractors 4

7 Prepares and coordinates on going fire safety training for tenants. Keeps the building safe and free of fire hazards. Ensures the fire safety system and devices are operating properly. In the event of an actual fire emergency, relinquish authority to the fire department and assist as necessary. 7

8 A knowledgeable, resourceful individual who can demonstrate leadership ability in a crisis situation; must spend a majority of time each business day in the office. Responsible for coordinating the entire evacuation process in the designated suite or floor. Conducts final check of restrooms, offices, etc. to make certain all areas are empty, before advising ERT members to evacuate the floor. Ensures that any persons requiring assistance are moved to a safe location on the floor, such as a stairwell, or aid them in navigating down the stairs. 8

9 Upon arriving on lobby level, the ERT Leader will report to Security and advise their floor (number) is clear, as well as report any individuals that require additional assistance in evacuating the floor (give exact location). Designates an appropriate meeting place for their suite or floor. Maintains accurate records of individuals based in their suite or floor and takes headcount to confirm everyone is accounted for. 9

10 Performs in the absence of the ERT Leader and assists with the above duties should an evacuation occur. Assists in directing personnel to stairwells. Once all personnel are evacuated from the floor, the Assistant ERT Leader will aid in checking all offices, hallways, restrooms, etc. to ensure the floor is empty of all individuals. When relieved by the ERT Leader, the Assistant goes to the nearest stairwell and evacuates the building, reporting to the designated meeting area. Takes the company/floor First Aid kit if readily available. 10

11 Works in coordination with ERT Leader. Directs people away from elevators to the stairwells. Informs employees of a fire or evacuation emergency. Assists ERT Leader as needed. When relieved by the ERT Leader, the Assistant goes to the nearest stairwell and evacuates the building, reporting to the designated meeting area. 11

12 Works in coordination with ERT Leader. Periodically inspects the stairwell for obstructions which need to be addressed. Directs people to an alternate stairwell if necessary. Control movement in the stairwell. Direct people to stay to the RIGHT. Notify ERT Leader when the stairwell has been cleared. Responsible for keeping stairwell doors CLOSED when not in use. When relieved, evacuates the building and reports to the designated meeting area. 12

14 Upon activation of either an automatic or manual device will initiate strobe lights and an audible alarm to the following: The floor of the incident The floor above the incident The floor below the incident Base Control Activates the elevator recall system Activates the positive pressurization system in stairwells and elevators 14

15 All fire alarms should be treated as the real thing. It is important to understand that any delay in evacuating may be harmful or even fatal. Smoke and toxic gases from even a small fire can be enough to overcome you. Complacency is a failure in self control to keep one safe and prepared! 15

16 All building occupants need to be trained on notifying the proper authorities in the event of an emergency: Individual smells something burning: Immediately notifies security at the security console, (804) for further investigation Individual who sees fire or smoke: Immediately pulls closest manual fire alarm pull station or calls 911 and begins evacuation process 16

18 At the sound of an alarm, ERT s should: Direct the evacuation of their suite s occupants via the stairwells. Identify and arrange the evacuation of nervous, emotional, ill, and/or disabled personnel. Inform all personnel in their area where to evacuate. Remain behind to make sure that all personnel have left their assigned areas. When evacuation is complete, assemble and account for all personnel and report to the Property Management or Fire Department. 18

19 When you hear or see audible and visual alarms Remain calm. Keep talking to a minimum. Do not bring unnecessary items when evacuating. Use the closest stairway, unless instructed to do otherwise. Do not use the elevators. When entering a stairwell, open the door slowly there may be someone on the other side of the door. Be ready to merge with other people evacuating the building when entering the stairwell. 19

20 Use the handrails in the stairwells and keep to the right. Do not hold a stairwell door open if no one is using it. Do not run or go around people in the stairwells. When you have evacuated the building, move away from the entrances/exits immediately and allow rescue personnel to enter unimpeded. Do not go back up a stairwell after an evacuation has begun. Proceed to your designated meeting area and wait for further instruction from your ERT Leader. 20

21 Parking Decks Do not go to your car or the parking deck Do not attempt to leave in your car Falling hazards You become a hazard Traffic issues Block or blocked by first responder vehicles Driving over a fire hose is a misdemeanor under the Code of Virginia

22 Employees requiring assistance upon evacuating the building should be listed within your emergency information given to Property Management. This list should be maintained throughout the year and updated or modified as needed. The ERT Leader must identify and be familiar with individuals requiring assistance and in the event of an evacuation, direct them to a safe location. In most cases, the safest location will be the stairwells. Transporting of disabled individuals up or down stairwells is not recommended until emergency response personnel have arrived. 22

23 Keep valuables convenient such as, keys, wallets, purses, medications and cell phones Keep a pair of tennis shoes nearby Keep a flashlight, raincoat, umbrella and seasonal gear handy Take a first aid kit if available Properly secure and safeguard company records, per company policy. 23

24 The ERT Leader is responsible for choosing an appropriate meeting place for all employees in their suite or floor. Assembly point should be a safe distance from the building. Ask yourself, in the event of building collapse, or if debris was falling from the building, would I be safe? Generally, two blocks or two times the height of the building away is a safe distance. Place a building or barrier in between your group and the building. This serves as additional protection from flying objects. Have a secondary location should your primary become unsafe. 24

28 Stay where you are and seek shelter Interior areas, few windows as possible Stay away from exterior doors and windows Internal hallways, storage areas, and rest rooms can offer protection Have access to a phone or radio to keep updated 28

29 Listen carefully Keep caller on the line, be sympathetic but not condescending As questions about the threat and the caller Use a Bomb Threat Checklist (if available) Write every statement the caller makes Call 911 and Security ( ) Use signals, codes or statements to alert others Follow instructions from police The GOAL! 31 Practices for coping with an active shooter situation Have a plan in mind and play The What if Game Be aware of your environment and any possible dangers Have an escape plan take note of the two nearest exits in any environment where you work or visit Be prepared to stay in your office and secure the door Help others to escape, if possible Call 911 when you are safe and remain quiet Last resort, take action against the shooter 31

34 Fire Alarm Systems Smoke Detectors: Detect smoke on floors, mechanical rooms and elevator machine room(s). Duct Detectors: Detect smoke in mechanical ducts and A/C system. Heat Detectors: Detect heat in elevator shafts, elevator machine room(s) and electrical /mechanical rooms. Manual Pull Stations: Located on each floor next to stairwell doors and may be pulled in the event an individual recognizes an emergency situation. Sprinkler System: Located throughout the building and designed to suppress a fire when activated. Fire Pump: Designed to boost water pressure to the sprinkler system. 34

37 Ensure all employees know the locations of the following: Location of stairwells Location of Primary and Secondary exits Location of elevator banks Location of fire extinguishers Location of first aid kits 37

38 This is a common stairwell entrance. There are two stairwells in each building. If one side is blocked, cross over to the other side. Check closed doors with back of your hand before opening. If it feels hot do not open. 1

39 Always look for the visual alarm sensors if the audio has been silenced. Exit signs should clearly direct you to the stairwell entrances. Tip: count the number of doors from your officer to the exit. 1

40 Stairwells from upper floors will exit to the building lobby. Some Lower Level stairwells exit to the outside. This is Stairwell C accessible from Lower Level 1 and the second floor of the bank branch. It exits the building on Main Street at the ATM machine. 1
