1 Emergency Response Plan Student Health and Counseling Services Updated 6/10/13 Fire and Evacuation Guide In compliance with California Code of Regulations Title 8, Section

2 General Fire Procedure In case of a fire, you should follow the R.A.C.E. procedure: R Rescue A Alarm C Confine E Extinguish / Escape The next slide will provide definitions for each of the R.A.C.E. steps. R.A.C.E. Procedure (continued) Rescue: Rescue anyone (including yourself) who is in immediate danger from the fire. Remove these people to the closest safe area, simultaneously notifying other staff of the fire and its location. Know where alternate exits are located Alarm: If you are the first person to discover a fire, communicate your discovery to other staff in the area, activate the closest fire alarm, call from the nearest safe location. If you are involved in rescue, send someone else to call

3 R.A.C.E. Procedure (continued) Confine: Confine the fire by closing all of the doors in and around the fire area. This will help keep fire and smoke from contaminating the exit paths during evacuation. It also helps to keep the fire to a much smaller area and aids in preventing it from spreading to other areas. Extinguish/Escape: There is no better time to control and extinguish a fire than in its early stage. Utilize the fire extinguisher acronym P.A.S.S. (see next slide) if you discover a fire in its earliest stage. If a fire is well developed, however, the best thing to do is to close the doors around it and escape. Do not place yourself at unnecessary risk your greatest value is as a rescuer. P.A.S.S. P Pull : Stand back 8-10 ft. from the fire and pull the pin. A Aim: Aim the nozzle at the base of the flame. S Squeeze: Squeeze the handle. S Sweep: Sweep the nozzle from side to side at the base of the flames until the fire extinguisher is completely empty. Continue to spray even if the fire appears to be extinguished. Additional Information: All employees should know where the nearest fire extinguisher is in their work area. 3

4 Emergency Protocols Fire Alert and Notification Reporting a Fire Emergency: In the event of an emergency, UC Davis employees should contact UC Davis Dispatch by dialing from a land line or a cell phone. You should call In the event of a fire emergency To report fire incidents, even if the fire is extinguished. Provide the following information to UC Davis Dispatch Who you are What the nature of the fire emergency is Where it is located Fire Alert & Notification (continued) If a fire emergency calls for an evacuation or employees to take action, there is a system in place to notify them. A variety of methods are available, though not all systems apply to every building on the UC Davis campus, including: Audible alarm Visual alarms/signals Verbal notification 4

5 Emergency Evacuation Protocol for both SHWC and North Hall Evacuation Procedures & Routes: Many incidents (e.g. building fire, police responses) could require an evacuation of all or part of the campus. All employees must evacuate the building when notified to do so. Prior to Exiting: After being notified to evacuate, stop all work and evacuate immediately. Unlock and close doors. (Locked doors will hamper rescue operations.) Remember that you may not be allowed back into the building for an extended time. Employees will immediately direct all patients/clients, visitors, and colleagues to safe evacuation routes. Emergency Evacuation Protocols for both SHWC and North Hall (continued) Clinical Staff will direct and assist all patients/ clients and visitors in the clinical areas. Registration staff will direct and assist all patients/ clients and visitors in the waiting areas and the Lobby. HEP Staff will direct students or visitors in the Staff Dining Room or Third Floor conference rooms (SHWC only). Administrative Staff will direct students or visitors in the Administrative Conference Rooms or Waiting areas (SHWC only). 5

6 Emergency Evacuation Protocols for both SHWC and North Hall (continued) Evacuation Routes / Exiting the Building Use the nearest door or stairway if available Each employee needs to be aware of at least two exit routes in their main area in the event one is compromised. Building evacuation signs are posted on every floor. Emergency Evacuation Info for SHWC Location Assembly Area After exiting the building, all employees, patients, and visitors should follow the evacuation route to the prearranged assembly area. No one should leave the area until notified by Fire Personnel or the Safety Officer. SHWC Primary Area: East side of parking lot. Secondary Area: Garden area south of the building. Department Supervisors will take roll and report results & injuries to the Safety Officer. The Safety Officer will report any unaccounted or injured parties to Fire Personnel. 6

7 Emergency Evacuation Info for North Hall Location Assembly Area After exiting the building, all employees, patients, and visitors should follow the evacuation route to the prearranged assembly area. No one should leave the area until notified by Fire Personnel or the Assembly Area Manager/Safety Coordinator North Hall Primary Area: Large Pine Tree across from North Hall. Department Supervisors will take roll and report results & injuries to the Assembly Area Manager or Safety Coordinator. The Assembly Area Manager or Safety Coordinator will report any unaccounted or injured parties to Fire Personnel. Emergency Evacuation Special Instructions Evacuation of Patients, Visitors or Staff with Special Needs or Disabilities Persons unable to exit using the stairs with assistance will wait in an accessible area near the main staircase or stairwells, being careful not to block the stairs. Emergency personnel will check for persons needing evacuation assistance at all exit stairs starting at the third floor. 7

11 Specific Responsibilities & Assigned Staff at SHWC 1 st Floor: Check all rooms, offices, waiting areas and restrooms (where applicable) direct all visitors and patients to closest clear exit, close doors and windows, evacuate staff and proceed to assembly area. Pharmacy- Supervisor (alternate: staff) Lab Supervisor (alternate: staff) X-ray Lab Supervisor (alternate: staff) Sports Medicine Advice Nurse on Duty Urgent Care UC Nurse (alternate: UC MA) this person also checks staff lounge Purchasing Purchasing Supervisor (alternate: staff) Housekeeping: Purchasing Supervisor (alternate: staff) Specific Responsibilities & Assigned Staff at SHWC 2nd Floor: Check all exam rooms, offices, waiting areas and restrooms (where applicable) direct all visitors and patients to closest clear exit, close doors and windows, evacuate staff and proceed to assembly area. DO NOT use the elevator. Primary Care 1 Nursing Staff on duty Primary Care 2 Nursing Staff on duty Primary Care 3 Nursing Staff on duty Optometry Clinic - Optician Insurance Services Supervisor or Designee CAPS Supervisor or Designee 11

12 Specific Responsibilities & Assigned Staff at SHWC 3rd Floor: Check all conference rooms, exam rooms (where applicable), offices, waiting areas and restrooms (where applicable) direct all visitors and patients to closest clear exit, close doors and windows, evacuate staff and proceed to assembly area. DO NOT use the elevator. HEP- Supervisor or Designee. Additionally, this person checks staff lounge, main conference rooms and should also confirm the southeast stairwell is clear of staff/visitors. Report this information to Safety Officer. Physical Therapy Supervisor or Designee Administration Business Services Manager (alternate: HR/Payroll). This person also confirms the ISG, Admin conference rooms, and northwest stairwell is clear of staff/visitors. Report this information to the Safety Officer. Fixed Fire Protection Sprinklers are installed throughout the Student Health and Wellness Center and North Hall. Other fire protection devices include pull type fire alarm boxes, ionization smoke detectors, fire doors, portable fire extinguishers and cabinet-mounted fire hoses. A fire alarm may be initiated by one of several methods: Manually operated pull stations located in the corridors of the facility (note: pull stations at SHWC are only on the first floor near exits) can be pulled, or electrically operated. Flow switches activated by water flow from a sprinkler will activate a fire signal. There are three "products of combustion" type detectors in the building that automatically initiate fire signals and close fire doors. 12

13 Fixed Fire Protection On arrival of the Fire Department, the fire will be pinpointed and controlled. After the emergency has passed, the Fire Department will silence the evacuation alarm, then restore the alarm system to the ready condition. Fire separation doors close automatically upon detection of products of combustion in the vicinity. They must be reopened manually after the alarm system has been restored. Only continuous and diligent fire prevention efforts by each employee will insure that no life-threatening or property-threatening fires will occur. Fire Extinguisher Maintenance: Fire extinguishers at Student Health and Wellness Center and North Hall are maintained by the UC Davis Fire Department. They are inspected and tested annually with replacements provided as needed. Each extinguisher is tagged indicating the date of service and the service performed. A Quick Word on Barbecues Per UCDFD General Requirements Include: Barbecue must be attended at all times Only lighter fluid approved for use with barbecues may be used A bucket of water should be kept nearby at all times (recommended: 5 gallons) Barbecues are to be used outside, a minimum of ten feet from the nearest building, projection, overhang or combustible materials this includes trees 13
