1 Pebble Beach Community Services District 2012 Achievements and 2013 Goals General Government Completed preliminary engineering studies and environmental review for undergrounding overhead utilities program in Del Monte Forest. Completed engineering design for Phase I construction project. Expanded employee wellness program to improve health of employees and increase productivity. Reviewed PBCSD Conflict of Interest Code. Complete construction of the Phase I Undergrounding Overhead Utility project and complete the design for Phase II project. Update safety program including injury and illness prevention and emergency response plans. Community Relations District published two District newsletters and a budget summary for all Forest residents. Updated the District website. Contributed articles for Del Monte Forest Property Owners newsletters. Assisted the Del Monte Forest Conservancy in vegetation management and provided support services including GIS maps for various needs, Indian Village management/security and administrative accounting support services. Director Laska served as Board President for the Monterey Regional Waste Management District. Director Froke served as District representative on Traffic and Safety Committee of the Del Monte Forest Property Owners. General Manager served as chairman of the Special District General Manager Group. Deputy General Manager served as the special district representative and the Chair of the Monterey County Treasury Oversight Committee; member of the ACWA/JPIA Finance and Audit Committee.

2 Finance/Information Systems All vendors and contractors were paid in a timely manner per contract requirements. Received a clean audit for fiscal year with no audit adjustments or recommendations. Completed annual update of Long-term Capital Outlay Program and Long-term Financial Plan. Cross-trained accounting staff to assume more responsibilities. Provided support to Reclamation Project by reviewing bank reconciliations, accounting journal and monthly disbursement reports. Updated maintenance and fire departments databases for the District Information Systems. Coordinated information and communication systems for the joint operations center during the AT&T Golf Tournament. Upgraded SCADA (Supervisory Control and Data Acquisition) system servers and software to review District facility operations remotely from laptop computer and smart phones and improve efficiency of data collection. Continue enhancement of information systems to automate routine tasks and support decision making process. Update District Information Technology Manual. Fire Department Updated Fire Defense Plan. Continued construction of a shaded fuel break above Fire Road 4 and near the haul road between the PBC maintenance yard and Highway 68. Coordinated and provided funding for joint vegetative clearing projects with the Del Monte Forest Conservancy and Pebble Beach Company including fieldwork performed by a goat herd, inmate hand crews and landscaping contractors. Completed 2,200 residential and vacant lot vegetation clearance inspections. Sponsored summer open house for Pebble Beach residents with an attendance of approximately 950. Provided fire protection and inspection services in support of the AT&T Golf Tournament and the 2012 Concours de Elegance including golf carts staffed with paramedics. Completed construction of intersection improvements for access to Fire Road 20. 2

3 Fire Department 2012 Achievements (Cont.): Purchased property and started construction of new Huckleberry Hill Water Tank Project to address fire protection deficiency in upper lift zones of Pebble Beach water distribution system. Received new fire engine and put into service in February. Received Storm and Tsunami Ready designation from National Oceanic and Atmospheric Administration and Monterey County Office of Emergency Services. Successfully employed the Reverse 911 Emergency Notification system during small wildfire events. Maintained emergency preparedness list of 200 residents in Pebble Beach that require assistance in an emergency. Supported Community Emergency Response Teams (CERT) with over 100 Pebble Beach residents participating in the program. Participated in regional fire department consolidation discussions to insure continued mutual and automatic aid operations. Coordinated Fire Safe Demonstration Garden maintenance. Completed construction of exercise and lunch rooms expansion project. Distributed and installed 50 carbon monoxide detectors to District residences. Executed new Schedule A agreement with CALFIRE for time period. Approved agreement with Carmel Highlands and Cypress Fire Protection Districts to share costs associated with Paid Call Firefighter Program. Continued Service and Boundary Review for fire protection and emergency medical response services with Local Agency Formation Commission. Fire Department Complete installation of new CAD to CAD emergency response system between Monterey County Communications Center and the CAL FIRE Emergency Command Center. Complete construction of a water storage tank project on Huckleberry Hill to address fire protection deficiency in upper lift zones of Pebble Beach water distribution system. Provide fire protection comments for new Pebble Beach Company Lot Program. Hire staff required to provide 24 hour wide awake emergency command center. Participate in regional fire department consolidation discussions to insure continued mutual and automatic aid operations. Consider improvements to improve the Insurance Service Office (ISO) rating of 3 including better record keeping, water system improvements and staffing. Include private fire hydrant information in District database. Perform field flow testing of 80 fire hydrants. 3

4 Wastewater Department No Category 1 sanitary sewer overflows originated from the Pebble Beach wastewater collection system in Maintenance crew completed a circuit of cleaning 75 miles of the wastewater collection system pipelines. Completed design and began construction of 2012 sewer replacement project. Completed construction of Pump Station P-7 (18 th Fairway Pebble Beach Golf Links) rehabilitation and force main project. Completed emergency sewer line repair near Pebble Beach Lodge. Purchased line cleaning truck. Purchased new pumps for Pump Station P-3 (Bird Rock) rehabilitation project. Updated Safety Program to including confined space entry procedures and training with the Fire Department. Participated in design and Coastal Commission permit process for new sea wall to protect sewer main line above Stillwater Cove. No Category 1 sanitary sewer overflows originate from the Pebble Beach wastewater collection system in Complete construction of 2012 sewer replacement project. Complete design and construction of 2013 sewer replacement project. Complete installation of new pumps for Pump Station P-3 (Bird Rock). Evaluate options for rehabilitating four small pump stations P-1, P-2, P-4 and P-6. Provide wastewater collection system review comments for new Pebble Beach Company Lot Program. Participate in design of new sea wall to protect sewer main line above Stillwater Cove. Reclamation Project No potable water was used in the 2012 irrigation season. Forest Lake Reservoir was used for helicopter fire fighting operations. Applied for master permit to consolidate five recycled water discharge permits. Completed installation of cathodic protection system project on northern end of reclaimed water distribution system. Updated Forest Lake Emergency Action Plan. Coordinated permitting to allow expanded use of recycled water. 4

5 2013 Reclamation Project Goals: Use 100% recycled water for the 2013 irrigation season. Explore feasibility of alternative sources to increase the use of recycled water. Obtain approval for master permit to consolidate five recycled water discharge permits. Consider feasibility of installing fire hydrants on recycled water system. Solid Waste Held successful Household Hazardous Waste Collection Event at the District collecting 6 tons of household hazardous waste, 6 tons of electronic waste and 135 pounds of medical waste from 368 vehicles. Participated in Monterey Regional Waste Management District ( MRWMD ) Technical Advisory Committee. Approved agreement with MRWMD to participate in cooperative and competitive contract procurement process for solid waste collection services. Provided support to the Pebble Beach Company for implementation of zero waste programs during special events. Provide support for pilot voluntary food waste recovery program from commercial customers within the District. Continue coordination with MRWMD, Waste Management Inc. and Pebble Beach Company to achieve higher diversion rates cost-effectively. Continue participation in MRWMD Technical Advisory Committee including coordination of cooperative procurement process for new franchise hauling agreements which commence in July Schedule another Household Hazardous Waste Collection Event in Supplemental Law Enforcement California Highway Patrol contract renewed and program continues with wide spread support. Modified enforcement schedule to include weekends and evenings to improve effectiveness against vandalism in addition to traffic enforcement. Hosted Joint Operations Command Center for AT&T Golf Tournament security services. Vehicle data collected by the District has remained consistently below the speed data measurements at the inception of the program. Continue program operation and propose modifications if conditions change. 5
