3 1. Purpose To ensure a timeous, well-co-ordinated plan of action in the event of a wildfire or any emergency situation or major incident which may arise at the Blouberg Hills and Sandown Estates North & South. 2. Scope To maintain, protect and ensure the physical safety and security of inhabitants and visitors, as well as their property, and that of any other persons legally entitled to be on the Estates premises. 3. Aim To outline the procedures to be followed to cope with an approaching wildfire, or any emergency situation, major incident or disaster. To avoid panic, possible loss of life and damage to property. 4. Command & Control 4.1 Overall Control The HSE Manager or his/her designate will be in overall control of a particular situation. 4.2 Emergency Evacuation Point Please see Fig.1 for location on Blouberg Hills Estate. Please see Fig.2 for location on Sandown North Estate. Please see Fig.3 for location on Sandown South Estate. When activated, it will contain the following: Emergency Plan Record of inhabitants, personnel & visitors to the Estate Record of equipment Keys Auxiliary equipment, etc. 4.3 Communications Telephones (Cellular & Telkom) Two-way radios NPO Reg Nr.: NPO and PBO Nr.: Page 3

5 7. Emergency Management Structure EMERGENCY CO-ORDINATOR Name: ALTERNATE EMERG. CO-ORDINATOR Name: FIREFIGHTERS EVACUATORS FIRST AIDERS TEAM LEADER TEAM LEADER Emergency Management Structure Diagram should be completed before the occurrence of any incident. 7.1 Duties/Functions of the Emergency Coordinator The Emergency Co-ordinator is responsible to ensure that: a. Comprehensive emergency planning is undertaken with the assistance of all staff, and that such planning is recorded in the form of a written Emergency Plan. b. An Emergency Evacuation Point is available and equipped. NPO Reg Nr.: NPO and PBO Nr.: Page 5
6 c. He/she assumes overall command during emergencies. d. All personnel are adequately trained to summon emergency services without delay, when authorised to do so. e. Emergency Team Members are identifiable. f. Communications are effective and that clear instructions can be given to the inhabitants and visitors in any section of the Estates with the minimum loss of time. g. All exits, evacuation routes and emergency equipment are prominently marked/displayed. h. The required emergency equipment is procured and kept serviceable and secure. i. Status reports are received from staff involved in the plan. j. Regular exercises and practices are held. k. Liaison with neighbors is undertaken with a view to mutual aid (where applicable). l. Emergency Plan is regularly reviewed and updated. 7.2 Duties of Fire Team Leader Responsible to the Emergency Coordinator for the following: a. To assist the Emergency Coordinator with emergency planning and keep him/her informed. b. Assessment of premises from a fire prevention point of view (in conjunction with CoCT Fire & Rescue Services and Estate Safety Officer). c. Implementation of effective fire prevention measures d. Submission of recommendations for procurement fire-fighting equipment, after liaison with CoCT Fire & Rescue Services, as well as the CPFPA. e. Appointment in writing and training of a Fire Team f. To ensure that fire escapes are accessible and comply with regulations. g. To ensure that fire-fighting equipment is kept secure, accessible, correctly positioned/marked and well maintained. h. In consultation with the Emergency Co-coordinator, arrange for training of all personnel in basic use of fire equipment and fire prevention. i. Report any problems regarding the overall fire status to the Emergency Coordinator. NPO Reg Nr.: NPO and PBO Nr.: Page 6
7 j. To ensure that during an emergency, Fire Fighters respond/react according to instructions. 7.3 Duties of First Aid Team Leader Responsible to the Emergency Coordinator for the following: a. To assist him/her with emergency planning and to keep him/her informed during emergencies. b. The establishment of a First Aid Post. c. In consultation with the Emergency Co-coordinator, arrange for the procurement of adequate first aid equipment. d. To ensure that first aid equipment is correctly distributed and readily accessible. e. That first aiders are trained (Occupational Health and Safety Act) and appointed in writing. f. The location of first aid equipment is prominently advertised and marked on floor plans. g. To ensure that first aid equipment is kept secure, accessible, and correctly positioned/marked. h. Refer situation reports regarding the overall first aid situation to the Emergency Coordinator. i. To ensure that during an emergency, First Aiders respond/react in accordance with instructions. 8. Procedure in case of Approaching Wildfire/Smoke To be read in conjunction with CPFPA Wildfire Response Plan. EMERGENCY CO-ORDINATOR Ensure that the CoCT Fire and Rescue Services have been contacted. Sound alarm. Assess situation. Activate emergency team. Order evacuation if necessary. If decision made to evacuate, instruct staff to ensure that everybody make their way to the assembly point via the nearest safe exit(s). Check that affected areas have been evacuated. Ensure that windows and doors are closed, where possible. NPO Reg Nr.: NPO and PBO Nr.: Page 7
8 Obtain feedback from emergency team. Ensure all sprinklers in affected areas are switched on. Instruct a responsible person to liaise with CoCT Fire and Rescue Services on arrival. Order stand down at termination of incident. FIRST AID Supervise attendance to casualties as necessary. ALL STAFF UPON DISCOVERY OF A FIRE: Activate fire alarm or signal Inform Management/Supervisor THEN Guide people away from affected area. Close doors and windows in immediate proximity. Commence fire fighting with nearest extinguishing equipment without endangering own life (if no fire team member available). Carry out instructions from Emergency Coordinator (Management). UPON RECEIPT OF A FIRE ALARM OR SIGNAL: Await instructions from Emergency Coordinator (Management) 9. Evacuation EMERGENCY/COORDINATOR Ensure that CoCT Fire and Rescue Services is contacted. Summon emergency team/staff to assist with evacuation. Assess situation. Instruct staff to notify visitors. Order partial or full evacuation and state Assembly Point(s). Liaise with emergency services upon arrival. ALL STAFF Evacuate people from building using correct emergency exits. Avoid affected area, if known. Walk, do not run. 9 Keep to the left on stairways. Reassure staff/visitors. Conduct search of premises for slow-moving people. Take a roll call if possible using tenant & visitor logbook. Report findings or any problems experienced to Management. Co-operate with emergency services and SAPS. 10. Re-Organisation STAFF: MEDIA: DEBRIEF: Ensure that occupants who may have been injured or affected by the incident have been taken care of and/or relocated. Liaise with the SAPS regarding information in respect of the next of kin of casualties and in respect of which medical facility they have been taken to. Management will prepare media releases after each major incident to negate any possible misreporting in the media which may harm the image/reputation of the organisation. Debriefs will be held after each incident and will involve all intervening organisations that were involved in the incident, with the purpose of identifying any possible problem areas and/or changes to the emergency plan or procedures. EQUIPMENT: INSURANCE: Replace and/or service equipment which was used and/or damaged during the incident. Ensure that the incident has been reported and that any special instructions have been complied with. NPO Reg Nr.: NPO and PBO Nr.: Page 9

Koeberg General Emergency LISTEN TO YOUR RADIO In case of a GENERAL EMERGENCY, the sirens and public address system will be supplemented by regular instructions and information on Good Hope FM and KFM radio station, frequencies MHz, in this area. Tune in to these stations and listen for further instructions. IF YOU ARE INSTRUCTED TO SHELTER Go indoors. Close all windows and doors. Switch off air conditioners. Use the telephone only if it is absolutely necessary as lines should be kept open for the Disaster Management operators. If you are in a car, close the windows and air vents and leave the affected area. BE A GOOD NEIGHBOUR. If you see anyone out of doors, advise them to take shelter. Inform and assist the deaf and impeded. DON'T PANIC. Staying inside provides significant protection against radiation. Keep listening to your radio for further instructions. IF YOU ARE INSTRUCTED TO EVACUATE You will be told to evacuate if there is any chance of radiation levels becoming dangerous. Evacuate means leaving home, office or school. If you are instructed to leave home, school or work you should first, if possible, pack the following items for each person: A pillow, two blankets and two sheets, or a sleeping bag A small foam mattress A jersey or two Two sets of clothing Prescribed medicines and other necessary medicines It is not necessary to take any food, except special foods for medical reasons Toiletry articles NPO Reg Nr.: NPO and PBO Nr.: Page 10
11 Cash, credit cards, cheque books, savings books, identity documents, etc. A transistor radio The telephone numbers of close friends and/or family members AFTER YOU HAVE COMPLETED THE ABOVE, YOU SHOULD: Take all the normal precautions as if you are leaving your house for the day Lock outside doors and close windows SAFETY OF YOUR HOME, POSSESSIONS AND BUSINESS Police will ensure the safety of your business while you are away and you will be notified by news media when you can return. CHILDREN AT SCHOOL Children at school will be well cared for. Disaster Management units will be in constant contact with local schools. If necessary, scholars will be evacuated to another school outside the affected area, where arrangements have been made to care for them HOW YOU SHOULD TRAVEL MOTOR VEHICLE If you have a motor vehicle, you should use it. If you can, take neighbours with you who need transport. Follow the best-known route or the one given to you over the radio, to one of the main meeting places. Drive carefully and obey all traffic regulations, for your own and others' safety. There will be traffic officers along the route to assist you. Traffic will be directed to avoid travelling through the radioactive plume. NPO Reg Nr.: NPO and PBO Nr.: Page 11
12 BUS Special buses will travel along normal bus routes at regular intervals. Go to the nearest bus stop or bus route, where you will be picked up. In areas where there are no bus routes, radio announcements will let you know where to go to meet the special buses which will be operating in these areas. WHERE YOU SHOULD GO FRIENDS OR FAMILY If possible go to friends or members of your family who live anywhere outside the affected areas. MASS CARE CENTRES You can go to a Mass Care Centre. First go to the main meeting point for your area from which you will be directed to a Mass Care Centre. These centres have been organised to provide you with meals and a place to live while you are away from home. Sick and elderly people will be cared for by trained medical staff who will also be able to provide any needed medicines. Potassium iodate tablets, which protect the thyroid gland against radioactive iodine, will be provided at the meeting points or Mass Care Centres, if necessary. NPO Reg Nr.: NPO and PBO Nr.: Page 12
