Introduction The purpose of this memorandum is to summarize the quarterly air quality sampling results conducted on October 7, at the Midwest School, Midwest, Wyoming. The previous four, monthly rounds of air quality sampling were conducted on April 3, May 15, June 23 and July 25. The sampling frequency changed from monthly to quarterly after the July sampling event. The results were compared to action levels presented in the approved Indoor Air Monitoring Plan (IAMP), and the results for all samples were below the action levels for all analytes. Consistent with the approved IAMP and the past four, monthly sampling rounds, six indoor air and two outdoor air samples were collected on October 7, from the locations shown on Figure 1 of the IAMP. In addition, one sample was collected from Room 105, based largely on the presence of an unidentified smell in that room. The samples were collected over a period of eight hours, and are intended to represent air quality during a school day. The samples were submitted to Eurofins Air Toxics Laboratory for analysis. The quarterly sampling event was changed from the original scheduled date of October 21 to October 7, based on the presence of an unidentified smell in Room 105, and fluctuations in carbon dioxide concentrations. (Note that the October 4 memorandum summarizes the issues surrounding Room 105.) Students were moved out of that classroom on Wednesday September 20, and the classroom remains closed to students at this time. In addition, one fan on the mitigation system, fan F3 controlling suction points SP-10 and SP-11, was not working at the time of the October 7 1

2 Midwest School Project October Air Sampling Results air sampling, and replacement of the fan was anticipated. The fan was restarted the following week and continues to work at this time, and the school has a new fan as a spare. Carbon Dioxide As a separate task that arose since school resumed in August, weekly reviews of the carbon dioxide (CO2) concentrations at the school have been conducted over the last five weeks, in order to determine whether trends are identifiable. (CO2 data are not included in this memorandum.) Subsequent to the October 7 air sampling event, the audible and alarms on the CO2 monitoring system were activated. As such, a weekly review of the CO2 data is no longer necessary. Any exceedances of the 1,000 or 1,500 ppm CO2 limit that aren t resolved within an hour or two will be evaluated on a case-by-case basis. Laboratory Data Quality Review The Eurofins Air Toxics Laboratory data package of results was received on October 27, and reviewed by Geosyntec in accordance with the items specified in Section 4 of the IAMP, including criteria such as the sample holding time, and quality control items, including blank sample quality, laboratory control sample quality, and surrogate recoveries to determine sample quality. The data package review revealed that all items were acceptable and within the stated acceptance limits, as discussed below. The chain of custody (COC) was reviewed to ensure that the samples were accurately labeled, handled and tracked from the sampling location to the analyzing laboratory, and to verify that the final canister pressures were within the acceptable range for analysis. The samples were collected on October 7 and analyzed on October 18, indicating that the standard holding time of 30 days or less was met. The laboratory indicated that there was no sample identification on the canister tag for Weather Station, however they were able to obtain the sample ID from the chain of custody. The initial canister vacuum readings and final pressures were sufficient to meet the project reporting limits. The laboratory method blank is used to determine whether background contamination exists at the laboratory. The method blank was non-detect for all analytes. Surrogate compounds are added to each sample prior to analysis to evaluate overall laboratory performance and the efficiency of the analytical technique. The surrogate recoveries were within acceptable limits for all samples. The laboratory control sample and duplicate are used to assess the accuracy and precision of the analytical method, and the results must fall within a stated range. The percent recoveries on the laboratory control sample and duplicate were within the acceptable limits, and the relative percent difference between the two samples was acceptable. The field duplicate is used to assess the overall precision of the field sampling procedures and analytical method, and to assess the variability within one location. For analytes detected in both 2

3 Midwest School Project October Air Sampling Results samples, the relative percent difference between the two results is calculated and should generally be less than 50 percent. A field duplicate was collected from the library, and that sample was labeled BD The results were non-detect for the analytes in both samples. The relative percent difference is not calculated when one or more sample results are non-detect. Overall, the primary and field duplicate showed good agreement between the two samples. Results and Comparison of Data to Action Levels Table 1 summarizes the indoor and outdoor air sample results of monitoring with the operational vapor mitigation system, for all of the sampling rounds conducted to date. The indoor air data from the October sampling event are compared with the approved action levels presented in the IAMP for each chemical; summarized in Table 1. The comparison indicates that all indoor air results are below the corresponding action levels. The outdoor air sample results provide an indication of the potential impacts of outdoor air on indoor air quality. The outdoor air samples from October are non-detect for all analytes. All compounds were non-detect in October, except for the following: Concentrations of toluene were non-detect in six of the seven locations sampled. A toluene concentration of 0.94 µg/m 3 was reported in the Preschool; this result is well below the action level of 3,800 µg/m 3. Conclusion These data indicate that indoor air quality meets the action levels specified in the IAMP for all samples collected during the second quarterly sampling event in October 2017, at the Midwest school. The data collected from April through October indicate that the concentrations in the building are relatively homogenous and currently appear consistent from one month to the next. Consistent with the approved IAMP, air sampling will continue on a quarterly basis, with an approximate date of January 13, 2018 for the next sampling round. This date may shift slightly, based on scheduling availability of TriHydro. Sampling will continue in the original locations; based on the October results for Room 105, no further sampling is warranted in that location. In addition, weekly reviews of the CO2 data are no longer necessary, because the audible and alarm systems were activated. To the extent possible, contractors and employees conducting abatement and repair/refurbishing activities should provide the school district with a list of chemicals, commercial products and 3

This workorder was independently validated prior to submittal using 'USEPA National Functional Guidelines' as generally applied to the analysis of volatile organic compounds in air.
